General Idea of Danger in Police Law (경찰법상 위험개념)

  • The exercise of police power for danger prevention gives top priority to the prevention of injury occurrence. However, the controversy over the concept of danger has hitherto focused on the limit establishment, namely which scope is to be a target of prevention in the danger prevention area of the Police Law. After all, the police's duty for maintaining public peace and order is forced to be peformed through individual measures for danger prevention, and the preventive police action, which aims at the prevention of danger against the protection interest in the Police Law, can be performed on the premise of a precise understanding of danger in order to carry out a legitimate preventive police action. In addition, it examines the legal meaning in each constitution element by dividing the minimum common components of danger into loss, sufficient probability and time accessibility, and the interpretation problem of danger as uncertainty concept.

  • In the steel industry, steel is manufactured and processed to produce a variety of steel products. The industry provides fundamental materials to the whole range of industries including car, ship, electric appliance and construction industries, so that it is very important as an infrastructure industry. The steel manufacture process involves aerial work, many danger factors caused by the treatment with hazardous gases including BFG and COG and by high pressure gases including H2, O2, N2 and LPG. It requires the management over the large area because many workers work in a plant. The potential dangers in the steel plant were identified and the effect of the danger assessment was verified through the analysis of the danger assessment for the steel plant. The allowed degree of danger was lowered after the improvement through the danger assessment in the plant where the case studies were conducted, which indicates that the danger assessment is highly effective.

Evaluation of the Forest Fire Danger Rating Index Based on National Forest Eire Statistics Data (산불통계자료를 이용한 산불위험지수 고찰)

  • An accurate fire danger rating model can contribute to effective forest fire prevention activities. This study evaluates the national forest fire danger rating index based on forest fire statistics data from 1999 to 2002. The number of fires was related to the forest fire danger rating index $(R^2=0.67)$, and no correlation was found with burned areas. A one-way ANOVA test between forest fire danger rating levels and forest fire statistics data indicated that a difference in the number of fires was found among 'danger', 'precaution' and 'none' levels, but 'precaution' and 'none' levels could not be delineated. In the case of a burned area, no difference was found among the three levels.

  • While musculoskeletal disorders increased, its prevention efforts were rather decreased or its operation was insufficient. This study aims to examine the actual conditions of musculoskeletal disorders at Electronics Company in Korea, analyze occupational danger factors related to musculoskeletal disorders through analysis of components of wrong workplaces and works, evaluate degree of danger of factors examined, analyze association between danger factors and musculoskeletal disorders, accumulate data of musculoskeletal disorders which are not enough in Korea and further prepare the foundation of improving working environment and developing prevention/management program of musculoskeletal disorders.

Effects of a Fall Prevention Exercise Program on Body Composition, Muscle Strength and Balance, and Frailty in Community-Dwelling Elderly (낙상예방운동프로그램이 재가노인의 신체구성요소, 활동체력 및 허약수준에 미치는 효과)

  • Purpose: To examine the effects of a fall prevention exercise program on the community-dwelling elderly. Methods: The nonequivalent control group pretest-posttest design involved 16. subjects in the experimental group and 17 in the control group. The experimental group received the fall prevention exercise program for 50 minutes, three times each week for 12 weeks. Results: After program participation, the experimental group of subjects showed significantly higher lower limb strength higher endurance, and higher balance than the control group of subjects. The danger of being injured in a fall was also significantly lower in the experimental group. However, there were no significant differences in body constituent factors, agility, and flexibility between the two groups after the intervention. Conclusion: The 12 week fall prevention exercise program was effective in increasing lower limb muscular strength, endurance, balance, and body strength, and in decreasing the danger status of fall injuries. These results suggest that this fall prevention exercise program could be utilized as an effective nursing intervention modality in elderly persons.

  • In this study, we proposed the social map system prototype for intelligent crime prevention. For developing the social map system prototype, functional requirements were derived through the analysis of related cases and preceding studies. Derived requirements are providing a variety of map-based safety information, using crowdsourcing data such as SNS, connecting to intelligent CCTV. To satisfy these requirements, the prototype is developed with four main menus: the integrated search menu including social media data, the safety map menu providing a variety of safety and danger information, the community map menu to collect safety and danger information from users, and the CCTV menu providing the link to intelligent CCTV. The social map for intelligent crime prevention in this study is expected to greatly enhance the safety of local community with the provision of prompt response to risk information, safe route, etc. through actual service and user participation.

  • Haines index which include the rating of atmosphere instability and dryness indicated the potential of the forest fire danger. In this study, the relationships between forest fire occurrence and Haines index were analyzed. The probability of forest fire occurrence was the highest in April and HI 5, 6 and the dryness of atmosphere was higher than the atmosphere instability. Therefore, It was proved that HI affected on the forest fire occurrence and propagation.
