The Role of Timing and Presidential Popularity in Local Elections: Upheaval in the 2018 Busan City Council Election

  • The 2018 local elections completely upended the composition of Busan's city council, with the council membership changing from being solidly and consistently conservative to being over 80% liberal. What explains this anomalous outcome? While existing literature suggests the outcome of the 2018 city council elections was the consequence of a combination of structural and strategic factors, such as the decline of regional voting, we argue that the individual-level evaluation of President Moon Jae-in is one of the primary factors driving this result. Although coattails effects are commonly considered in concurrent national legislative elections, the Presidentialized and nationalized politics of Korea makes it possible for Presidential elections to affect local elections as well. We assess our explanation through an analysis of repeated cross-sectional survey data collected just before the 2018 local elections. The results of the analysis show that support for the Democratic Party is very strongly predicted by individual-level evaluation of President Moon. When considered in the context of the timing of presidential and local elections, the results suggest that Presidential coattail effects are capable of destabilizing established political patterns, such as regional voting, if perhaps only in a sporadic and idiosyncratic fashion, depending on whether or not local elections are held early on in a President's term.

Autologistic models with an application to US presidential primaries considering spatial and temporal dependence (미국 대통령 예비선거에 적용한 시공간 의존성을 고려한 자기로지스틱 회귀모형 연구)

  • The US presidential primaries take place sequentially in different places with a time lag. However, they have not attracted as much attention in terms of modelling as the US presidential election has. This study applied several autologistic models to find the relation between the outcome of the primary election for a Democrat candidate with socioeconomic attributes in consideration of spatial and temporal dependence. According to the result applied to the 2016 election data at the county level, Hillary Clinton was supported by people in counties with high population rates of old age, Black, female and Hispanic. In addition, spatial dependence was observed, representing that people were likely to support the same candidate who was supported from neighboring counties. Positive auto-correlation was also observed in the time-series of the election outcome. Among several autologistic models of this study, the model specifying the effect of Super Tuesday had the best fit.

Is the Single-Insurer a Powerful Purchaser?: In Case of Indonesia (단일보험자는 강력한 구매자인가: 인도네시아 사례를 중심으로)

  • This study reviewed primary care purchasing issues of the Indonesian single-insurer, BPJS-K, in the context of triangular power relations between the government, the insurer, and the providers, and considered its challenges of purchasing as the national single-insurer. Some literature reviews and interviews with Indonesian stakeholders and residents were used to describe the historical and social contexts of Indonesian healthcare and social health insurance systems especially focusing legal and institutional status of BPJS-K and primary care provision and delivery conditions in remote areas. Though BPJS-K directly belongs to the presidential office of Indonesia, it has limited power in terms of purchasing as a single insurer. Mainly it was due to the lack of primary care resources, Ministry of Health's strong power as the regulator and provider, and BPJS-K's powerlessness against monitoring and quality of care assessment. Ambiguous accountability was another issue among the insurer and the Ministry of Health. This created confusions in primary care provision. It is suggested that each agencies' accountability should be obvious in terms of legal, political, and social contexts.

2008 Republican Nomination Struggle and Choice of the Republican Party (2008년 공화당 예비선거: 공화당의 선택과 매케인)

  • Unlike the Democratic nomination, Republican nomination struggle has ended with an easy victory of Senator John McCain. This paper claims that the easy victory of McCain should not be interpreted as Republican's return to the median voter, because it masks religious schism and ideological discord among the Republicans. Christian rights were still reluctant to support McCain mostly due to his liberal position on social issues. In addition, the conservatives who request stricter immigration policy presented the mixed feeling toward the Republican candidate. Even though McCain chose the harmony inside the Republican party, rather than sticked to his liberal attitude toward social issues during the campaign for 2008 general election, McCain's defeat is unlikely to result in a rapid change in the Republican party.

Affective Polarization, Policy versus Party: The 2020 US Presidential Election (정서적 양극화, 정책인가 아니면 정당인가: 2020 미대선 사례)

  • This study aims to account for electoral choice in the 2020 presidential election by focusing on social identity which forms the basis for core partisan groups. Two views compete to explain the origins of polarization, policy versus party. One emphasizes policy as more influential in choosing presidential candidates. This follows the tradition of retrospective voting theory in which voters' choice rely on government performance. Incumbent president whose performance proves well are rewarded to be reelected. Policy performance is based on measures around distinctive preferences for government spending. Republican Individuals prefer individual responsibility to government support, while Democratic counterparts support government support. Another perspective put an emphasis on the role partisanship which favors in-party members and disfavors partisan out-groups. Interparty animosity plays the key role in determining electoral behavior. This study relies on the Views of the Electorate Research (VOTER) Survey which provides a panel data of several waves from 2011 to 2020. A comparative evaluation of two views highlights three findings. First, policy matters. Policy preferences of voters are the primary drives of political behavior. Electoral outcomes in 2020 turned out to be the results of policy considerations of voters. 53.7 percent of voters tilted toward individual responsibility voted for Trump, whereas 70.4 percent of those favorable views of government support than individual responsibility voted for Biden. Thus effects of policy correspond to a positive difference of 26.4 percent points. Second, partisanship effects are of similar extent in influencing electoral choice of candidates: Democrats are less likely to vote for Trump by 42.4 percent points, while Republicans are less likely to vote for Biden by 48.7 percent points. Third, animosity of Republicans toward Democrat core groups creates 26.5 percent points of favoring Trump over Biden. Democrat animosity toward Republican core groups creates a positive difference of 13.7 percent points of favoring Biden.

North Korea's nuclear and missile development and our countermeasures (북한의 핵 및 미사일 개발과 우리의 대응방안)

  • Today, Kim Jong-un, the third-hereditary regime in North Korea, is committing Nuclear Provocation more aggressively than the past when Kim Il-sung and Kim Jong-il dominated. Past South Korea government had suggested plans to restrain the provocation from North Korea and bring stabilization in the Korean Peninsula. However, consequentially it was limited to the primary role of the President. When President Trump takes over the government in February 2017, it has attracted the expectation about the issues occurred on the Korean Peninsula due to the pledge that he promised during the presidential election and his govern style. However, various speeches about the Korean Peninsula that he spoke recently made situations depressed about what South Korean currently encounters. Furthermore, previous regime in North Korea has laid the foundation for Kim Jong-un to be obsessed more on the nuclear and missile which has led him to provoke more imprudently by highlighting the light weight, advanced, and various kinds of nuclear and missiles. Thus, we would like to propose counter measures in order for South Korean government to handle and solve the issues that they encounters by themselves based on North Korea's Nuclear Provocation instead of relying on other countries to get involved and help.

3 Dimensional Changes of Bedrock Surface with Physical Modelling of Abrasion (마식에 의한 기반암면의 표면 변화에 대한 실험 연구)

  • Incision into bedrock channel is the primary control of landform evolution, but research into bedrock incision process stagnated for long time. Due to the scaling problem of the application of results from flume studies to bedrock channel, there is a strong need to simulate the bedrock incision process with more realistic models. As a part of investigation into controls of bedrock channel incision, three-dimensional changes of rock surface with abrasion was investigated with physical modelling. 18 rock plates were abraded with various sediment particle size and sediment load and abraded surfaces of the plates were scanned with high resolution 3-D scanner. To identify the spatial pattern of erosion of the rock plates, various methods were used. There was no synthetic or holistic method that showed all features of bedrock plate produced by abrasion, so each plate was analyzed using some available methods. Contour maps, shaded relief maps and profiles show that abrasion concentrated on the centre of plate (cross profile) and upstream and downstream edges (longitudinal profile) and eroded area extended inwards. It also found that the cracks and boundaries of forming materials easily eroded than other parts. Changing patterns of surface roughness were investigated with profiles, regression analysis and spectral analysis. Majority of plates showed decrease in small-scale roughness, but it depends on microstructures of the plates rather than general hardness or other factors. SEM inspection results supported this idea.

Korea's Free Economic Zone as an Economic Development Strategy and Operational System (경제발전전략으로서 한국의 경제자유구역과 운영체계에 관한 연구)

  • Purpose - After Korea's Free Economic Zone (FEZ) system was launched in 2003, there have been many debates about upgrading it and its support systems. However, as of 2013, there were insufficient results. Further, upon the designation of the East Coast and Chungbuk as official FEZs from February 4, 2013 by the 56th the Commission, there is a concern that many people are in the area designated as FEZ 8. This study investigates Korea's new FEZ system as part of Korea's primary new economic development policy in the 21st century. Therefore, this study examines views on the weaknesses of the past ten years of FEZs so that Korea can expand its FEZ system. Research design, data, and methodology -Many countries have considered the FEZ as an economic special zone. By reviewing previous research models, this study provides an update using recent data and materials, until 2013, from the Center of Free Economic Zones. In previous studies, the lack of support systems was attributed to proposals to ensure operational autonomy and differentiation of each FEZ; however, the main cause cannot be solved through regulatory issues, as difficulties caused by the operational system are responsible for the problems. We wish to analyze the FEZ, specifically the operational system; this is the main issue of this study. Results - After the first FEZs were established, it became necessary to have basic plans, as investment results in 2013 compared to the same period this year led to lower earnings in the first half of 2014. We propose an improvement of the operational system because in the free economic zones, the operational system is the root cause of the underlying problem. The results of this research are as follows. The weak management of the FEZ system is influenced by weak investment, delayed development, foreigners' living facilities, benefits of foreign investments, the control tower's policy making decision process, quickness of the process of satisfying legal requirements, and support For the independence of FEZs. Conclusion - Local governments do not have legal rights over FEZ deregulation and investment industries. This study suggests that the local government should have more independence from the central government. Moreover, independent management committees are more effective for ensuring public rights, better employee responsibilities, and better-qualified personnel. The FEZ committee struggles to effectively manage the locations of FEZs, foreign investments, and related facilities under the control of the Ministry of Trade, Industry and Energy. Thus, the FEZ committee should be under either the Prime Minister's office or the Presidential committee, to control and effectively coordinate between the local and central governments. If the problem clearly applies to the operational system in 2013, it is necessary to provide materials and methods so that the results of the first half of 2014 can be computed despite the data limits and lack of resources, and the data can be analyzed in a more diachronic thesis.

A Study on the Problems and Improvement of the Safety Management Law of Nuclear Facilities -Focused on Safety Management of Aquatic Products- (원자력시설 안전관리 법제의 문제점과 개선방안 연구 -수산물의 안전관리를 중심으로-)

  • The main purpose of this study is to analyze and examine the problems of the law systems of the safety and maintenance of nuclear facilities and to propose the improvements with respect to the related problems especialy focused on safety management of aquatic products. Therefore, the results of the paper would be helpful to build an effective management law system of safety and maintenance of nuclear facilities and fisheries products. The research methods are longitudinal and horizontal studies. This study compares domestic policies with foreign policies of nuclear plants and aquatic products. Using the above methods, examining the current system of nuclear-related laws and regulations, we have found that there exist 13 Acts including "Nuclear Safety Act", etc. Safety laws related on nuclear facilities have seven Acts including "Nuclear Safety Act", "the Act on Physical Protection and Radiological Emergency", "Radioactive waste control Act", "Act on Protective Action Guidelines against Radiation in the Natural Environment", "Special Act on Assistance to the locations of facilities for disposal low and intermediate level radioactive waste", "Korea Institute of Nuclear Safety Act". "Act on Establishment and Operation of the Nuclear Safety and Security Commission". The seven laws are composed of 119 legislations. They have 112 lower statute of eight Presidential Decrees, six Primeministrial Decrees and Ministrial Decrees, 92 administrative rules (orders), 6 legislations of local self-government aself-governing body. The concluded proposals of this paper are as follows. Firstly, we propose that the relationship between the special law and general law should be re-established. Secondly, the terms with respect to law system of safety and maintenance of nuclear plants should be redefined and specified. Thirdly, it is advisable to re-examine and re-establish the Law System for Safety and Maintenance of Nuclear Facilities. and environmental rights like the French Nuclear Safety Legislation. Lastly, inadequate legislation on the aquatic pollution damage should be re-established. It is necessary to ensure sufficient transparency as well as environmental considerations in the policy decisions of the Korean government and legislation of the National Assembly. It is necessary to further study the possibilities of accepting the implications of the French legal system as a legal system in Korea. In conclusion, the safety management of nuclear facilities is not only focused on the secondary industry and the tertiary industry centering on power generation and supply, but also on the primary industry, which is the food of the people. It is necessary to prevent damage to be foreseen. Therefore, it is judged that there should be no harm to the people caused by contaminated marine products even if the "Food Safety Law for Prevention of Radiation Pollution Damage" is enacted.

A Study on the Archives and Records Management in Korea - Overview and Future Direction - (한국의 기록관리 현황 및 발전방향에 관한 연구)

  • This study examines the status quo of Korean archives and records management from the Governmental as well as professional activities for the development of the field in relation to the new legislation on records management. Among many concerns, this study primarily explores the following four perspectives: 1) the Government Archives and Records Services; 2) the Korean Association of Archives; 3) the Korean Society of Archives and Records Management; 4) the Journal of Korean Society of Archives and Records Management. One of the primary tasks of the is to build the special depository within which the Presidential Library should be located. As a result, the position of the GARS can be elevated and directed by an official at the level of vice-minister right under a president as a governmental representative of managing the public records. In this manner, GARS can sustain its independency and take custody of public records across government agencies. made efforts in regard to the preservation of paper records, the preservation of digital resources in new media formats, facilities and equipments, education of archivists and continuing, training of practitioners, and policy-making of records preservation. For further development, academia and corporate should cooperate continuously to face with the current problems. has held three international conferences to date. The topics of conferences include respectively: 1) records management and archival education of Korea, Japan, and China; 2) knowledge management and metadata for the fulfillment of archives and information science; and 3) electronic records management and preservation with the understanding of ongoing archival research in the States, Europe, and Asia. The Society continues to play a leading role in both of theory and practice for the development of archival science in Korea. It should also suggest an educational model of archival curricula that fits into the Korean context. The Journals of Records Management & Archives Society of Korea have been published on the six major topics to date. Findings suggest that "Special Archives" on regional or topical collections are desirable because it can house subject holdings on specialty or particular figures in that region. In addition, archival education at the undergraduate level is more desirable for Korean situations where practitioners are strongly needed and professionals with master degrees go to manager positions. Departments of Library and Information Science in universities, therefore, are needed to open archival science major or track at the undergraduate level in order to meet current market demands. The qualification of professional archivists should be moderate as well.
