Current Status and Characteristics of Highly Pathogenic Avian Influenza (고병원성 가금인플루엔자의 최근 발생동향과 질병 특성)

  • Highly Pathogenic Avian Influenza (HPAI) is a very acute systemic disease in poultry, particularly in chickens and turkeys caused by HPAI viruses. An outbreak of HPAI caused by subtype H5N1, was first reported in a broiler breeder farm on December 10, 2003 in Korea, although there had been twenty one outbreaks of the disease reported in the world before. Since mid-December 2003, eight Asian countries have confirmed outbreaks of HPAI due to the same subtype. The outbreak has also resulted in at least twenty three fatal human cases in Vietnam and Thailand as of May 17, 2004 according to the WHO. Regarding the first outbreak of recent Asian HPAI, it has been suspected that some Asian countries with the exception of Korea and Japan veiled the fact of HPAI outbreaks since the last half of 2003, even though it was first reported in Korea. There have been total nineteen outbreaks of HPAI among chicken and duck farms in 10 provinces in Korea since Dec. 2003 and approximately 5,280,000 birds were slaughtered from 392 farms for eradication of the disease and preemptive culling. The origin of the H5Nl HPAI virus introduced into the country are unknown and still under epidemiological investigation. Current status of outbreaks and characteristics of HPAI will be reviewed and discussed on the basis of genetic, virological, clinicopathological, and ecological aspect, as well as future measures for surveillance and prevention of the disease in Korea.

Yessotoxins: Causative Organisms and Seafood Contaminations (해양생물독소 예소톡신: 원인조류와 수산물 오염)

  • In this study, we reviewed a group of marine biotoxins, namely yessotoxins (YTXs), focusing on their causative organisms, contaminated shellfish, domestic and foreign management status, and analytical methods. Although YTXs have not yet been reported in any cases of seafood contamination in South Korea, it is necessary to implement preemptive measures through continuous monitoring because there is a potential risk, due to the introduction of toxic microalgae associated with climate changes and the introduction of contaminated seafood from various countries. YTXs are produced by dinoflagellates, such as Protecratium reticulatum, Gonyaulax polygramma, Gonyaulax spinifera, and Lingulodinium polyedrum, all of which are species found along Korea's coastal areas. Analysis of YTXs in shellfish samples is mainly performed by use of LC-MS/MS after methanol extraction and SPE cartridge clean-up (HLB or strata-X). In the case of lipophilic marine biotoxins, including YTXs, pectenotoxins, and azaspiracids, the extraction and purification procedures are similar. Thus, it seems that the simultaneous analysis of several lipophilic marine biotoxins in shellfish samples is possible, and optimization is necessary. In addition, continuous monitoring studies on causative marine microalgae for YTXs in Korean coastal waters and contaminations in domestic and imported seafood are needed.

A Study of Smart Convergence Strategies for Enhancing a Creative Economy: Lessons from Korea (창조경제 활성화를 위한 스마트융합 전략방안)

  • One of the core policies recently implemented by the Korean government is the introduction of a creative economy, a concept that integrates ICT with the existing economic structure in order to create new growth factors and jobs. In June of 2013, the National Assembly passed a bill for the institutional practice of a creative economy. The concept of a creative economy is to integrate industries centered on ICT in order to form a new-concept industry paradigm that creates new values and services that exceed past industrial categories. In other words, smart convergence, which integrates ICT with various industries, is evaluated as a core factor for boosting the creative economy. Thus, based on the definition of 'smart convergence', this study predicted the economic effects and sociocultural changes that will ensue due to the future era of smart convergence. Also, this study proposes policies for enhancing the creative economy in various ways. More specifically, in-depth interviews with convergence industry experts were carried out and quantitative analyses were performed employing a Solow Model. Furthermore, as a means to revitalize the creative economy, this study underscores the significance of the preemptive institutionalization of legislations and suggests several policy proposals regarding smart convergence rooted in market supply and the demand chain, smart convergence through selective focus, and smart work. This study is differentiated from previous studies that have only focused in establishing theories in that it offers quantitative research with a consideration of the feasibility of proposed policies. The leading experience of Korea regarding smart convergence can provide important lessons to other countries that hope to promote a creative economy as a means to create new growth factors and jobs.

Proposal of the Development Direction on the Special Act on Underground Safety Management for Preparation of the Proactive Underground Safety Management System (선제적 지하안전관리체계 마련을 위한 지하안전관리에 관한 특별법의 발전방향 제시)

  • Sinkholes have occurred in various places around the world and concerns about public safety have been raised in recent years. Particularly, a ground subsidence may occur due to a variety of conditions when developing underground spaces. Ground subsidence refers to the sinking of the Earth's surface caused by the loss of the soil constituting ground due to a certain artificial cause in the ground. Ground subsidence is induced by artificial causes such as the leakage of water supply/sewage pipes and groundwater disturbance, and it is different from a sinkhole, where the sinking of the Earth's surface is induced by the cavity formed due to the melting of limestone in the ground with limestone bedrock. In recent underground development in the urban areas of Korea, damages to surrounding buildings have frequently led to many difficulties with civil complaints and compensation issues, and the collapse of some buildings has resulted in the loss of lives and property. Accordingly, the central government has legislated the Special Act on Underground Safety Management, which will take effect from January 1, 2018. This law specifies an underground safety management system for securing underground safety, under which underground safety impact assessment is performed for projects involving underground excavation work that exceeds a certain size, and safety inspection is regularly performed for underground facilities and the surrounding ground. In this study, the contents of the special act on underground safety management are reviewed, and the direction of development of underground safety policy for preparing preemptive underground safety management preparation and response system is suggested.

  • In the civil market, companies launch new products when the acquired innovations are ready, but in defense, customer requests the innovation applied weapon systems. The technology adoption cycle model takes unusual form of market like inverse chasm takes technology inversely. This thesis describes an inverse chasm from the perspective of technology adoption cycle, equipped product model, and technical progress S-curve. As a way to overcome the inverse chasm, considering factors like a self-investment demo model, customer needs, and the temporary chasm expanding phenomenon are derived. And order-effective relationship analysis and chasm marketing strategy are suggested. Especially securing the core technologies and possibility for equipped product by developing self-investment demo model are identified as a good marketing strategy of chasm. This analysis and strategy suggest the policy implications for preemptive advantage of market positioning in the procurement process of defense, discontinuous innovation technology applied on.

  • Terrorist organizations that take advantage of the occasion of international events are changing from targeting specified people to attacking general public, raising the anxiety of the audience and participating countries. Therefore, the host country intends to improve its status as the host by ensuring safety and crisis management at any cost. As a country with a wealth of experience of hosting international events, Korea takes the burden of the security at Pyeongchang Winter Olympics. Consequently, to successfully host this winter Olympics, the organizing committee should bear in mind that Korea is no longer a safe country regarding terrorist attacks and take countermeasures against various crimes and terrorism that may arise during the Winter Olympic Games. This study overviews various measures as follows. First, the change of counter-terrorism strategy is necessary. Second, the safety entity and safety measures for Pyeongchang Olympic Games should be established. Third, private security companies should be actively utilized. Fourth, the safety management training for private security and safety personnel should be strengthened. Lastly, it is necessary to establish a rapid and organic preemptive safety management system to cope with safety and crisis effectively at Pyeongchang Winter Olympics and other international events that will be held in the future.

The Effect of Financial Condition in Saving Banks on Loan Portfolio (저축은행 재무상황이 대출포트폴리오에 미치는 영향)

  • The purpose of this study is to analyze the impact of individual savings banks' financial conditions on their loan portfolio after savings bank restructuring. The analysis results are as follows. First, it was estimated that the relationship between the rate of change in the NPL Ratio and the ratio of household loans has a significant positive value. Second, it was estimated that the interaction effect between the rate of change in the ratio of fixed and below loans and the spread of the deposit-to-deposit rate has a significant negative (-) value with the household loan weight. Third, the relationship between the asset size and the proportion of household loans was estimated to have a significant positive (+) value. In other words, it was analyzed that the financial situation of the savings bank affects the loan portfolio, and it should provide important implications for establishing policies for each financial situation of the savings bank. Depending on the financial situation in the future, there is a need to avoid excessive asset expansion of specific loans and preemptive soundness management.

  • In 2018, the real estate markets have hardly been transacted according to the government's tight regulations of real estates, and have the high possibility to reach a low hit due to the hike of loan interest rates following the U. S rise of base money rate. The key profits for the large construction companies mainly come from the overseas plant projects and the domestic non-governmental construction projects. They suffered a lot such as the lowering of their credit ratings due to the large losses caused by the frquent design changes and work delay. Even in the domestic non-governmental construction projects, the general business risks are on the rise due to the property marketing moving over to the decreasing phase. The small and medium sized security companies has realized a lot of operaring profits as they participated in the PF market to make up for the losses in the securities trading business. But, now as the housing market is not so good around the nation except Seoul and the financial states of large construction companies are not good enough, they can face the liquidity crisis if there happens the problems in the PF backed securities which they have handled. As Korean economy experienced the crisis in the savings banks before, it is recommended that Financial Supervisory Service proposes the preemptive control method and supervision direction to overcome the crisis.

A Risk Assessment Counterplan for Reducing the Accident Rates in Medium and Small sized Construction Sites (중·소규모 건설현장의 재해율 감소를 위한 위험성평가 방안)

  • Government needs a risk assessment method that is effective in preventing accidents as a part of the three principal projects of the government for protecting the people's lives for establishing preventative measures to prevent accidents in the construction sites, which accounted for more than half of all accidental mortality accidents, and promote the safety-oriented culture for making fundamental changes. Accidents at the medium and small sized construction sites accounted for 88.9% of the total construction accidents. The data indicates that improper management and lack of advanced safety measures due to the absence of a safety supervisor are the biggest problems. It is believed that active measures to evaluate and prevent risks at construction sites are necessary for preventing accidents in the medium and small sized construction sites. The objectives of this study is to identify the key risk items of common accident causes and propose a practical, preemptive, and improved risk assessment method by evaluating the problems in the safety management of construction sites for reducing the accident rate in the medium and small sized construction sites.

A Study on the Implementation Level and Improvement of Incheon Strategy of Korea (한국의 인천전략 이행수준과 개선방안 연구)

  • The purpose of this study is to evaluate the level of implementation of the Incheon Strategy and to develop measures for effective implementation. This research method used literature review and monitoring method. The results of the study are summarized as follows: First, 9 key indicators and 7 supplementary indicators, which are classified into implementation and non-implementation, 3 key indicators have been implemented, one indicator has been partially implemented, 5 indicators have not yet been implemented, Also, In the case of supplementary indicators, five were implemented and two were not. Second, the ten target areas are lacking in implementation, but the objective of 7 is to ensure the comprehensive disaster risk reduction and management, the ratification and implementation of the Convention on the Rights of Persons with Disabilities and the harmonization of the Convention with the domestic law, Also, it is analyzed that the level of implementation is in the order of improving the reliability and comparability of the data of goal 8, ensuring gender equality of goal 6 and strengthening the capacity of women. Based on these results, we propose an improvement plan for implementation. First, it is necessary to formulate policy issues and implement measures for the implementation of Incheon Strategy. Second, it is necessary to establish a system to implement and monitor for Incheon strategy. Third, Korean standards for goals and targets, key indicators and supplementary indicators are needed. Fourth, it is necessary to prioritize the target implementation and to take preemptive action. Lastly, it is necessary to educate and publicize for the Incheon strategy.
