A study of how to guarantee an income policy for old people in an aging society (고령화 사회의 노인 소득보장정책에 관한 연구)

  • In many countries the demographics clearly informs us that an aging population represent a serious problem. To this extent senior citizens welfare does matter it has developed into a public debate and genuine concern. it seems that the social issues are focused on how the socity views the social welfare policies. In a modern welfare state where the emphasis lies in pursing a high standard of living and thereby high quality of life. This does not cover the very well the old people in society, but the government clearly carries an obligation to look after and care for the retired & old people in the society. This obligation the social and economic impact that an old person faces as he/she grows old. it is important ensure that their lives carries a meaning and that they as a group will not be estranged from the mainstream of society just because they are considered to be part of the aging population. The key issues that must be addressed are 1) The impact of reduced spending power from less income. a lower income stream; 2) increasing health problems and costs; 3) the natural degradation of ones physical & mental powers; 4) and thereby an isolation from the public in general. So clearly the social policy related to the old people in society should be developed with the consent of what they believe is important to them. To ensure their minimum income level that a beneficiary of an old person's pension will receive, the monthly pension should be reflected by the official price index and be adjusted accordingly. by making the job market open for the senior citizens, expending the mandatory retirement age, give companiesincentives to hire senior citizens, there maybe an opportunity to extend to the aging population the possibility to continue to participate in the society at large.

  • Elevator power consists of power consumption in stand-by and in service. This paper designed a fuzzy controller saving stand-by power of elevators in a way that calculates the adequate number of elevators by the variable traffic volume of passenger and then powers off elevators being out of service. Also, the fuzzy controller was designed to minimize a increase of the average passenger's waiting time by the limited number of elevators in service. When the fuzzy controller designed in this paper was applied to the group elevator experimental device, The passenger's waiting time increased approximately 7.5%~9.5%, While the stand-by power saving is expected to be about 675KWh a day per unit and about 236.6KWh a year per unit.

  • The costume originated from the idea that it could protect human beings from ferocious beasts. The military costume was from protection against an enemy equipped with weapons. Furthermore, the makers of the costume were afraid of supernatural powers and it made them devise an armour and decorate it by the concept of superstition for the purpose of overcoming it. The function of military uniform was important for increasing the protection against any enemies while they join in battle. However in harmonious time, it represented artwork of peace, dignity, and order. Since the uniform was a king of symbol to show their position, and their role. They could feel proud as a member of a military group they belong to and they gain honor, courage, patriotic sentiment through their military costume. The purpose of this study was to investigate the originality the military costume as it changed and developed continuously from ancient Egypt, Greece and Rome to modern times. This study was performed to show the comparison and characteristic marks of the past, and the influence of them on the modern military uniform. The method used in this study was using past manuscripts of the early times, information attained from domestic and foreign military documents and previously written reports. As a result, the military costume was one of many means of expression of their natural and social environment. It can be said that the most epoche-marking and powerful changes to the social environment are revolution or war. War absolutely has influenced on the changes of the changes of costume and the military armour according to the type of war and the development of weapons. Especially using the amour, the main purpose that of protecting the body has changed into distinguishing our forces from the enemy and instilling fear into enemy, Furthermore, the class who has the power has used it in order to express their power and dignity. Therefore, armour had required two rules to not only protect the body but also discriminating between classes.

  • It is a well recognised rule in international law that the property of aliens cannot be taken. The question of whether indirect expropriation and government regulatory measures require compensation is an important issue in international investment law. Bilateral investment treaties and other investment agreements contain brief and general indirect expropriation provisions. These focus on the effect of government action and do not address the distinction between compensable and non-compensable regulatory actions. It is generally accepted that a state is not responsible for loss of property or for other economic disadvantages resulting from bona fide general taxation accepted as within the police power of states, provided it is not discriminatory. Yukos Oil Company is a Russian oil and gas company engaged in exploration, refining, and marketing activities. It is one of the largest oil and gas companies in the world. Yukos Oil Company has its production operations in Russia and markets its products in Europe. An international tribunal ordered the Russian government to compensate a group of Spanish investors for the losses they suffered when Russia seized the Yukos Oil Company on July 26, 2012. This has been the subject of several judicial proceedings and academic publications. This paper explores which circumstances do not lead to taxation amounting to expropriation. The author suggests that under the following circumstances, taxation would not amount to expropriation. First, taxation should be non-discriminatory. Also a lawful exercise of the taxation powers of governments would not amount to expropriation.

Effects of Alum on the Physicochemical properties (쌀전분의 이화학적 성질에 미치는 명반 첨가의 영향)

  • The effects of alum un the physicochemical properties of non-waxy and waxy rice starches were investigated. The swelling powers of non-waxy and waxy rice starches with $0.05{\sim}1.0%(w/w)$ alum were increased remarkably in comparison with rice starches without alum, but those of rice starches with alum above 1.0%(w/w) concentration were decreased slowly with the increasing amount of alum. While solubility of the non-waxy starch with $0.05{\sim}1.0%(w/w)$ alum was elevated gradually with the increasing temperature. that of the waxy starch was decreased regardless temperature. But solubilities of both rice starches with alum concentration above 1.0%(w/w) exhibited no significant changes. The more alum in the system, the higher and the lower blue value were resulted in non-waxy rice starch and waxy rice starch, respectively. From amylograms, it was found that alum increased breakdown and initial pasting temperatures for both rice starches, but reduced setback.

  • The purpose of this study is to investigate, analyze the purchasing behavior of fashion goods according to life style and role model of preteen generation, and provide manager or marketing planner for the reference data so that they can understand preteen generation and make proper strategy efficiently. So called, preteen market focusing on 1014 generation (from ten to fourteen years old) is highlighted. This generation created between the year 1989 to 1993 after Seoul Olympic monopolize parent's love in abundant economic environment and rise to the core of consumption subject. Products aiming at this preteen generation continuously though consumption mind was shrunk greatly due to recession. Only 2~3 years before preteen market was regarded as grey zone which doesn't belong to not only children (between six and nine years old) but also teenagers (between fifteen to eighteen years old). But in recent day their purchasing powers have increased rapidly and age group is divided on details, so that preteen market has become a niche market. Subjects were 333 persons consisting of students in the 4th~6th grade of primary school and the 1st~2nd grade of middle school in Daegu city. Measuring instruments are as follows: 5questions to differentiate preteen generation, 22 questions to measure life style, 17questions (which have six sub-factors such as purchase motive, factor of product selection, utilization of informant, purchase time, purchase place, and purchase method) to measure the purchase behavior of fashion goods measurement, and 16 questions (which have four sub-factors such as parent, entertainer & sports stars, brothers and sisters, friends) to measure model of role. Statistical data were processed by SPSS 10.0 programs. Frequencies, Factor analysis, Cluster analysis, ANOVA, Cross analysis, Multiplex regression analysis, and Duncan's multiple range test were carried out.

A Comparative Study on Body Types Using Body Indexes of Koreans Living Overseas (해외 거주 한국인의 지수치를 이용한 체형 비교 연구)

  • The purpose of this study is to improve the fitness of clothes by producing patterns considering body proportions at a time of producing clothes for export through extracting factors comprising body types and conducting comparative analysis of proportions by body part using body indexes of Korean women in their 20s living in both Korea and foreign countries. The study results are as follows. Factor analysis by group was conducted for body indexes in order to examine body types of Koreans living overseas. As a results, six factors were extracted from all of three groups; Joseonjok(Koreans living in China), Goryeoin(Koreans living in Russia) and Korean residents in Japan, and their explanatory powers were 60.42%, 63.62%, 63.15%, respectively. Obesity factor was extracted as the 1st factor, and the groups showed differences in other factors. As a result of proportion comparison using body indexes of Koreans living in foreign countries and Korea, it was found that, in height item, when regarding the height as 100, the length of the lower part of the body was long in the order of Goryeoin. Joseonjok, Koreans living in Korea and Korean residents in Japan. Also in width item, when regarding the waist as a standard, it was observed that Joseonjok people have the shoulders, the breasts and the hips that look relatively wider comparing with the width of the waists because they have very narrow waists and the width between shoulder length is big. In addition, the study examined proportions of the breast thickness/the breast width, the waist thickness/the waist width, the hip thickness/the hip width to height. From the analysis, it was found that breasts of Koreans living in Korea are flattest while their waists are slender, and Goryeoin and Joseonjok have round body shapes from the waist to the breast.

High Power Switchable Dual-Wavelength Linear Polarized Yb-Dozped Fiber Laser around 1120 nm

  • A single-and dual-wavelength switchable polarized Yb-doped double-clad fiber laser around 1120 nm based on a pair of fiber Bragg gratings (FBGs) is demonstrated. The polarization-maintaining (PM) linear cavity is composed of a double clad PM Yb-doped fiber (YDF) and a pair of PM FBGs. The laser can operate in stable dual-wavelength or wavelength-switching modes due to the polarization hole burning (PHB) and the spatial hole burning (SHB) enhanced by the PM linear cavity. In dual-wavelength operation, the two orthogonally polarized wavelengths are centered at 1118.912 nm and 1119.152 nm, with an interval of 0.24 nm and a signal to noise ratio (SNR) of 35 dB. The maximum output power is 14.67 W when the launched LD pump is 24 W corresponding to an optical efficiency of 61.1%. The lasing lines switchover may be realized by adjusting the polarization controller (PC) fitted in the cavity. The two single-wavelengths are 1118.912 nm and 1119.152 nm. When the injected LD pump is 24 W, the highest output powers are 7.68 W and 8.64 W corresponding to optical efficiencies of 32% and 36% respectively. The spectral linewidth of the lasing lines are 0.075 nm and 0.07 nm, and the average numerical values of PER aredB and 19.9 dB, respectively.

Some Trends of Marine Engineering and Shipbuilding in Asia (reliability investigation works and their evaluation indices)

  • In Asia countries the productions of ship building and marine engines have been increasing, specially Japanese marine industries have worked hard after 1960s and Korean ones after 1980s. Recently the other countries, as Taiwan and China, have been working so that these hour Asian countries are occuping the high level of shared ratio of productions for gross tonnages and horse powers, which are 74 and 64[%] of the world ones ($8.6\times10$+6[GT], $8.6\times10$+6[PS]) in 1994. Korean industries had the highest shared ratio of production of tanker vessel and 2 stroke diesel engine as 45[%]($2.2\times10$+6[GT]) and 37[%]($1.0\times10$+6[PS]) which were more than those of Japan as 34 and 16[%] in 1989 respectively. Some marine databases and their network links among Asian countries are proposed due to the posibility of collection and analyses with their own specifications by the marine industries and operators as well as Japanese ship reliability investigation works(SRIW) like SRIC in Japan. During 1966 and 1996 16 times of SRIW in Japan have been carried out by ship reliability investigation group(SRIG) in Japan. There have been collected and evaluated a great number of field data of failures and maintenances($700\times10$+3[occ], $1.6\times10$+6[MH}) during running hours($13.4\times10$+6[Hrs]), from which many kinds of evaluation indices could be gotten as the three indices of occurring rate$\lambda$(52.2[occ/1000Hrs]), average man-hour mh(2.29[MH/occ]) and manning index MI(119[MH/1000Hrs]). An estimation example having the three indices$\lambda$, mh and MI were shown by the SRIC 1990 Data Base in Japan for the two kinds of fuel oil suppling subsystems which are dual fuel oil one(DFOS) and mono fuel oil one(MFOS). Three indices MI, and mh for DFOS and MFOS results in 7.16 and 5.20[MH/1000Hrs], 2.63 and 2.06[occ/1000 Hrs]. Therefore the more simple subsystem MFOS can save approximately 30[%] of maintenance load. Finlly an utilization methods are shown for the SRIC in Japan by means of computer system and worlwide internet links.

WID, GAD or Somewhere Else? A critical analysis of gender in Korea's international education and development

  • Over the past few decades, gender equality has been considered one of the fundamental principles and a significant crosscutting issue in international development. However, beyond applying 'gender equality' as a policy buzzword, there has been a lack of critical reviews on how generally 'gender equality in education' is understood and constructed in Korea's development programs and projects. In this regard, this paper explores the use of vocabularies and semantic meanings of gender equality in the Korean Government's Academic Cooperation Program and its 52 projects. By applying mixed contents analysis as a method, the research resulted in several findings: first, the policy papers recently highlighted Korea's directions on gender mainstreaming and gender-sensitive approaches in international development. Second, 'integrating women and girls' into education institutions was emphasized in various projects; third, the term women rather than gender were used in the texts, highlighting their position as a 'marginalized group.' Lastly, there was a lack of evidence of projects dealing with changing gender-based power relations. The constructed gendered relations and powers were identified throughout projects, usually acting as barriers to project activities. However, they were only identified, not challenged, by the program. In conclusion, whilst Korean international development and educational development discourse actively embrace Women in Development (WID) and Gender and Development (GAD) in their programs, it is time to consider the issue of gender equality from different standpoints, such as identity, rights, and capabilities and a more active engagement with Korea's domestic issues in gender discourse and practices is also needed.
