정보시스템의 효율적 도입 및 운영 등에 관한 법률"이 제정됨에 따라 국내 공공기관에서 정보기술아키텍처 도입이 의무화되었다. 이에 따라 정보기술 아키텍처 수립에 대한 관심이 고조되고 있으며 기관별 특성에 따른 성공적 정보기술 아키텍처 구축 사례에 대한 요구가 높아지고 있다. 본 논문은 국내 공공기관 정보기술아키텍처 도입을 주관하고 있는 정보통신부의 우정사업본부 정보기술아키텍처 수립 과정을 사례 연구를 통해 고찰함으로써 정보기술아키텍처 수립 시 발생한 이슈 및 해결방안, 핵심성공요인 등을 제시한다 현재 많은 부처들이 정보기술아키텍처 수립을 추진하고 있거나 도입을 고려하고 있는 현 시점에서, 정보통신부 우정사업본부의 정보기술아키텍처 추진사례를 통해 정보기술 아키텍처에 관심을 가지고 있는 공공기관들에게 사례를 바탕으로 한 시사점을 제공하였다.

해상교통안전진단제도는 연안에서 선박의 항행에 영향을 미치는 각종 해상사업으로 인해 발생할 수 있는 위험요인을 전문적으로 조사 측정 평가하기 위해 2009년에 법제화된 이후에 제도 발전에 관한 여러 연구가 수행되어 왔다. 이러한 연구결과를 분석하여 현제도의 미비점을 색인한 결과, 안전진단 결과에 따라 해상사업이 수행되었는지 검증하기 위한 절차와 안전진단의 주요 과정 중 하나인 선박조종 시뮬레이션의 정확성을 검증하기 위한 사후관리 관련 규정이 미흡했다. 사후관리제도 도입 필요성이 드러남에 따라 법령화된 유사 제도인 환경영향평가제도와 도로교통안전진단제도의 법체계를 분석하였다. 그리고 해상교통분야의 미비점을 개선하기 위한 법령안을 구체적으로 제시하였다. 본 고의 법령안은 진단의 정확도를 검증하고 진단결과의 이행을 담보함으로써 해상사업과 관련된 잠재적 위험요인을 제거하고 해상교통안전에 기여할 것으로 기대된다.

This study reviewed the regulatory safety management system for prevention of side effects of veterinary medical devices in Korea based on data obtained through analyses of those medical devices. In order to ensure the safety of medical devices, Ministry of Food and Drug Safety has established the management system include licensing, test inspection (134 designated clinical trial agencies) and post management. In addition, it was introduce the good manufacture practice (GMP) certification system and device tracking requirements. In contrast, it is necessary to establish regulations for side effects report and awareness on veterinary medical devices in Korea. The center for veterinary medicine of FDA in the United States has been operated side effects reporting system of veterinary medical devices from user, manufactures and distributor. Due to increase the use of various kinds of veterinary medical devices for animals, it should be required to improve regulation related to the licensing procedures, GMP system, and the side effects reporting system in our country.

Post-Genome 시대의 Biotechnology(BT) 산업에 세계적으로 관심과 투자가 증가하고 있다. BT 산업은 기술 및 지식 집약적 특성상 R&D 활동이 중요하기에 BT 연구실의 실험 생산성 증가에 대한 연구가 필요하다. 이와 관련하여 연구실 지식경영과 지식경영시스템활용에 관한 연구가 활발히 진행되고 있다. 하지만 그 초점이 연구 지식들의 조직화, 체계화 및 검색기능 등의 원활한 지식 공급 시스템 구축에 있기에 효율적이고 효과적인 지식 생성 방안을 제시해 주지 못하고 있다. 이에 본 연구는 실험실 내 데이터 처리 및 통합 관리 역할을 해온 LIMS(Laboratory Information Management System)를 활용하여 실험 데이터들로부터 실험 디자인을 위한 효율적이고 효과적인 형식지(Explicit Knowledge)의 생성을 목적으로 하는 지식 생성 툴(Knowledge Creation Tool)을 설계하였다. 또한 상기 모델을 적용하여 실제 어떠한 형태로 지식이 생성되는지 A대학교 B유전자 연구실의 실험 데이터로 실증 분석해 보았다.

In the construction sites, rush (speedy construction) work have recently been overused because of budget reductions by reducing the construction duration after the long-term economic recession and construction business stagnation with institutional change including the instruction of the duration shortening bidding system and the introduction of the post-construction sales system by the Korea Research Institute for Human Settlements. Due to this, negligent accidents have frequently occurred by forcing manpower, equipment, finance, and material procurement and pressing ahead with impractical construction wok at night according to the reduction of construction schedules. Therefore, this paper has the necessity of this study to seek for alternatives to prevent negligent accidents by finding factors related to rush work in the reality that the importance for preventing negligent accidents is more emphasized while they have not been reduced in construction sites.

Since 1995, the facility of class 1 and 2, classified by law had been subject to system of post maintenance management where periodic safety inspection and diagnosis to identify any problems and to take appropriate measures as a matter of urgency. Although the standards and systems had been revised many times for continuous improvement due to surrounding environmental factors, the technical factors and other factors for improvements, continuous researches and efforts are needed to ensure even higher effectiveness. Furthermore, the consciousness of the management body that executes and implements such improvements for facility management is most important. Therefore in this study, through such analysis, more realistic management consciousness review was performed. Also the direction for improvements is proposed, to carry out more effective facility safety management systems implementation.

This paper describes the system development for the Ground Control Point collection and management through the major coastline region in KOREA, which will collect and manage the ground control point based on high resolution satellite image database. The module of this system is following 1) GCP/Coarstline research plan module 2) GCP/Coarstline ground collection module 3) GCP/Coarstline post processing module Our team developed the core components of ‘High Resolution Satellite Image Processing Technique’ project, and this system, among applications of our project, is constructed to apply to practical use. The adaptive accounting control system can be regarded as an realistic control system which can adapt itself to uncertain enviromental changes. It has characters that can measure the extend to which we attain our goals and give intelligence, which is essential to planning for the future and for decision making. The budget should present the aim of the compilation of the budget and synthesize the limit through the systematic plan about the utilization of resources, because is a financial plan that is used as estimate of future management operations and as a control of it. If we would like to make good use of this business budget as a tool for planning, we should try to opimize all over the business by relating business operation as far as the effective use of the economic resources in business and the supplying of it are concerned and financial budgets to the responsibility unit center. As this paper is about the budgetary management pattern of marketing based on the adaptive accounting control system, I shall begin with a description of the feature and role of responsible accounting system in management accounting. I shall also deal with the Ex ante accounting system and the Ex post optimum accounting system which are essential to the control stage of business budgeting. And finally, accounting to the control process of adaptive accounting system that fit in with the reality, I shall design a budgetary management pattern of marking section. I wish this paper would be helpful to the activity of budgetary management. A budget is an important step of diverging point. Consequently, when we set up a budgetary pattern based on the adaptive accounting system as far as the control accounting is concerned. I believe that the step of responsible accounting will be a more elaborate and scientific step of management.

Since the introduction of new health technology assessment in 2007, benefit coverage process of health insurance related to new health technology has become an upgraded system through the evidence-based decisions. As a result of enforcing this system for 10 years, however, there have been several rising concerns. It needs to support the insufficient evidence of medical technologies, introduce reassessment system for post management of market entry technologies, and improve evaluation methods and process. In addition, there is the possibility of emerging an unheard-of medical technology, fused various categories like artificial intelligence, robot, information technology, physics and life science in the fourth industrial revolution. Now, new updated system introduced to improve new technology assessment, such as 'limited health technology assessment system,' 'system for postponement of new health technology assessment,' 'one-stop service system,' and 'integrated operation of approval for medical devices and new health technology assessment.' Therefore it needs to prepare the improvement plan for new health technology assessment to be established more advanced system, and we have to resolve concerns by communication with various healthcare experts and patients now and for ever.

We consider the interface between the parallel distributed memory multifrontal solver and the finite element method. We give in detail the requirement and the data structure of parallel FEM interface which includes the element data and the node array. The full procedures of solving a large scale structural problem are assumed to have pre-post processors, of which algorithm is not considered in this paper. The main advantage of implementing the parallel FEM interface is shown up in the case that we use a distributed memory system with a large number of processors to solve a very large scale problem. The memory efficiency and the performance effect are examined by analyzing some examples on the Pegasus cluster system.
