A Study on Improvement of Safety Management by Port Stevedoring Industry (항만하역업 안전관리 개선방안에 관한 연구)

  • Recently, the increase of international trade volume is leading to risk exposure and safety accidents in the port terminal industry. In addition, as Serious Disaster Punishment Act came into effect on January, 2021, various guidelines and laws to protect safety and life in port terminals are being enacted. However, despite these efforts, medium-to-large safety accidents in the port terminal industry have occurred. According to the Korea Occupational Safety and Health Agency, from 2016 to 2019, the number of casualties in the port handling industry increased by 4.2%. To build some effective follow-up management of port accidents and preparation of related safety laws/systems, a risk analysis in consideration of causes and damage of accidents should be conducted. Therefore, in this study, major risk factors and preventive measures were derived by conducting risk assessment based on 1,039 cases of port terminal accidents collected by the Korea Occupational Safety and Health Agency for five years. Priorities for preventive measures were then determined through IPA analysis, Borich needs analysis, and The Locus For Focus analysis.

  • Marine accidents are increasing year by year, and various accidents occur such as engine failure, collision, stranding, and fire. These marine accidents present a risk of large casualties. It is important to prevent accidents beforehand. In this study, we propose a modeling to predict the occurrence of marine accidents by applying the Markov Chain Process that can predict the future based on past data. Applying the proposed modeling, the probability of future marine accidents was calculated and compared with the actual frequency. Through this, a probabilistic model was proposed to prepare a prediction system for marine accidents, and it is expected to contribute to predicting various marine accidents.

  • Recently, Due to variable marine accident occurred, problems relating to marine accidents have been raised. Of these accidents, designated anchorage of Korea coastal port, spcially open-sea anchorage, occurred dragging anchor and accidents are likely, due to failure to obtain a valid ship's holding power so that it is the situation unsatisfactory that ensuring the safety of the anchored ship and anchorage systematic safety management stadars for the efficent operation of the anchorage. also in case of open-sea anchorage vulnerable to external force of certain conditions due to geographical location and topographical characteristics of the port, accidents are likely dragging anchor by typoon or suddenly strong wind and secondary accidents are concerned. This paper shows standard of limit external force to ensure the safety anchorage each of ship's size through review marine accidents on Pohang port, also it is determined to be used as a basic reference for anchoring safety and efficient anchorage management.

  • This paper details the maritime accidents that occurred in the Philippines from 1972 to 2010. Firstly, it describes the general maritime situation in the country. It was followed by the traffic and safety infrastructure and the prevailing weather in the archipelago. The third section deals with the accidents' statistics and their geographical locations which is further sub-divided into three regions. It is grouped according to 10-year period. This paper describes the actual maritime situations, the pertinent national regulations, the inter-agencies policies and their safety regimes. It illustrates the shipping environment in the country including the maritime aids and infrastructure and the on human element factors.

  • Marine accidents related to the tug-barges are frequent recently, such as oil spill caused by collision between oil tankers and tug-barges. There are many causes of these accidents, but poor working condition of operators takes up a considerable part of most causes. That is, the danger of accidents caused by fatigue accumulation exists in tug-barges of less than 200 gross tonnage engaged on near-coastal voyages or short shipping, because of the long-distance navigational watch by only one master. This paper aims to deduce problems of human element part out of the plan of sqfe navigation, and to propose legal amendments for preventing marine accidents by tug-barges.

Occurrence Characteristics of Marine Accidents Caused by Typhoons around Korean Peninsula

  • During the period of every summer to early autumn seasons, ships have been wrecked or grounded from effect of a typhoon in the water areas around Korean Peninsula Typhoon Rusa killed more than 100 people in September 2002. Super Typhoon Maemi passed southeast of South Korea in September 12-13, 2003, with a strong gale blowing at a record 60 m/s and caused much ship groundings, collisions and sinkings over 3000 in dockyards, harbors and places of refuge. These are things that could have been prevented had there merely been prior warning. This study outlines the occurrence characteristics of maritime accidents caused by a typhoon in South Korea for the period from 1962 to 2002. The distribution of the accident records is also compared with the trajectories, winds, central pressures of typhoons, passed during the 1990-2003. It is shown that attack frequency of typhoon and number of marine accidents is the highest in August and the marine accidents due to typhoon have a close relation to the distribution of accumulated wind and pressure fields.

  • A country is acutely needed to establish a marine salvage & oil spills response system in order to prepare for a disaster. When a severe marine accidents occur, our country depends on foreign technique because of the insufficiency of facilities and technique. The damage of accidents expands due to not taking proper actions in early stage. Accordingly, in case of marine accidents, this paper aims to suggest a various scheme of infrastructure, investment of facilities, technical development, improvement of ability and etc. in salvage & oil spills response system in order to quick and effective response to the marine casualties.

  • Marine pilot occupational accidents during transfer to/from the ship are at the top of the agenda after several safety campaigns by IMPA and individual attemptsThere is multiple transfer method for the marine pilot, but a most common way is to use the pilot cutter. This paper aims to predict marine pilot occupational accidents before it occurs by using historical data. Since the problem depends on several variables, this paper develops a model by using the random forest method to predict marine pilot accidents before happening with the random forest method by using RStudio software

A Study on Establishment of Discrimination Model of Big Traffic Accident (대형교통사고 판별모델 구축에 관한 연구)

  • Traffic accidents increase with the increase of the vehicles in operation on the street. Especially big traffic accidents composed of over 3 killed or 20 injured accidents with the property damage become one of the serious problems to be solved in most of the cities. The purpose of this study is to build the discrimination model on big traffic accidents using the Quantification II theory for establishing the countermeasures to reduce the big traffic accidents. The results are summarized as follows. 1)The existing traffic accident related model could not explain the phenomena of the current traffic accident appropriately. 2) Based on the big traffic accident types vehicle-vehicle, vehicle-alone, vehicle-pedestrian and vehicle-train accident rates 73%, 20.5% 5.6% and two cases respectively. Based on the law violation types safety driving non-fulfillment center line invasion excess speed and signal disobedience were 48.8%, 38.1% 2.8% and 2.8% respectively. 3) Based on the law violation types major factors in big traffic accidents were road and environment, human, and vehicle in order. Those factors were vehicle, road and environment, and human in order based on types of injured driver’s death. 4) Based on the law violation types total hitting and correlation rates of the model were 53.57% and 0.97853. Based on the types of injured driver’s death total hitting and correlation rates of the model were also 71.4% and 0.59583.
