항내 예선의 적정규모 결정에 관하여 (On Determining the Optimal Amount of Barbour Tagboat)

  • As port transport system consists of subsystems such as navigation system, cargo handling system, storage system, inland transport system, and Management and Information system, the productivity of this system is determined by the minimum level of subsystem. From the viewpoint of elaborating the efficiency of integrated system, it is valuable to determine the optimal level of harbour tug boat which is the most important factor of navigation system. This paper treats the optimal amount of harbour tug boat by simulation, and applied to Pusan port. In the course of simulation, an emperical formula is introduced for determining the Horse Power (HP) of tug boat by the ship's gross tonnage (G/T) refering to the cases of various ports of other countries, that is ; $Y=9.96X^{0.6}+569$. X : The gross tonnage of vessel (G/T). Y : The Horse Power (HP) of tug boat. The results of the simulation are summarized as follows ; 1) In 1987, three or four low-powered harbour tug boats, five mid-powered harbour tug boats and four high-powered harbour tug boats are necessary in the mean level. But, five or seven low-powered harbour tug boats, ten mid-powered harbour tug boats and eight high-powered harbour tug boats are necessary lest delay should occur at all. 2) In 1992, 1lee or four low-powered harbour tug boats, six mid-powered harbour tug boats and seven high-powered harbour tug boats are estimated and be necessary in the mean level.

  • 전 세계적으로 생산과 판매, 유통이 펼쳐져 세계경제는 글로벌화 되고 국제운송체계는 신속성과 부가가치 서비스를 중요시하는 운송체계로 변화함에 따라 국제운송체계는 해상운송, 항공운송 그리고 철도운송을 시스템적으로 연계하는 국제복합운송 중심체계로 전환되고 있다. 이러한 변화에 따라 생산과 판매, 유통이 적시에 제공되고, 글로벌 네트워크상의 소비자에게 다차원적인 물류서비스를 제공할 수 있는 국제복합운송경로가 필요하지만 국제운송을 위한 정보 연계 및 운송수단 간의 연계 시스템이 미비하여 활성화되지 못하고 있다. 특히 국내에서는 3자 물류업체, 운송업체 둥의 선정기준은 제시되고 있으나, 운송을 계획하고 수행하는 물류전문업체들이 국제복합운송경로를 선정하는데 있어 체계적인 평가기준이 제시되지 못하고 있다. 이에 본 연구에서는 복합운송경로선정에 대한 주요 문헌연구를 정리하고, 업체 담당자들의 인터뷰를 통해 복합운송경로 선정을 위한 평가기준을 도출하고, 이를 계층분석기법(AHP)을 이용하여 측정하여 복합운송경로 선정을 위한 평가기준을 제시하는데 목적이 있다.

Gaza Seaport as a Way to Enhance the Palestinian Economic Development

  • The purpose of this paper is to present some main economic factors which influence Gaza Seaport. Without direct access to the international market, the Palestinian economy will continue its dependence on Israeli economy mainly in employment, transport facilitation, and international trade. The greatest potential for Palestinian economic growth lies in trade. The port is important for creating new job opportunities, and for enhancing exporting capabilities, which are the most essential elements for development of the Palestinian economy. Israeli policies and procedures incur Palestinian exporters additional transportation costs when delivering their products to Israeli Ports or when transit these products to neighboring countries through Israeli controlled area. The public profit for the port is greater than the private profit. Therefore, constructing the port will have a great effect on the Palestinian economy. There are many challenges facing the port, some of them are the political stability, the economies of scale, and Israeli security measures and procedures.

녹색성장시대에 환경친화적 항만관리정책의 발전방향 - 광양항을 중심으로 - (Green Port Management Policy Directions in the Green Growth Era - The Case of Gwangyang Port in Republic of Korea -)

  • 본 논문은 광양항을 사례로 수송수요와 항만환경의 실태를 분석하고, 환경친화적인 항만관리정책의 방향을 항만운영과 계획 측면에서 강구하는 데 있다. 중요한 논문내용은 녹색성장과 환경친화적 항만의 개요, 광양항 수송 환경실태의 분석, 환경친화적 광양항 관리정책의 방향 등으로 구성되어 있다. 연구결과, 광양항을 환경친화적인 녹색항만으로 육성하기 위해서는 항만운영 계획 측면에서 합리적인 항만관리정책의 방향이 정립되어야 한다. 항만운영의 측면에서 환경 친화적인 정책방향은 환경친화적 항만물류수송체계의 전환, 항만컨테이너 운영부두의 에너지 절감, 환경친화적 항만운영기술의 적용 등을 들 수 있다. 항만계획의 입장에서 환경친화적 항만정책의 방향으로는 환경친화적 항만친수공간의 조성, 해양폐기물의 환경친화적 처리와 항만환경계획의 수립 시행 등이 포함된다. 본 연구는 항만과 환경의 상호간 영향에 대한 계량분석, 환경친화적 항만정책효과의 분석 등에 한계점을 가지고있다. 향후 연구에서는 계획과 운영 측면에서 환경친화적 항만정책의 영향평가방법에 대한 연구가 필요하다.

한-EU 해상운송보안 제도 대응전략 비교연구 (South Korea and EU Practices for Maritime Transport and Port Security: A comparative Study on Attitude to respond)

  • According to the increasing attention to safety and security in maritime shipping, there are diverse security systems in international logistics activities. Although prior studies on maritime transport and port security reviewed security policy and practices in order to provide useful insights for strategic agenda, a few focused on attitude to respond it. Moreover, there are no prior study on a comparative study between continents. To tackle this, this paper compared confrontation attitude to maritime transport and port security between South Korea and European Union. Results identified that maritime shipping security incorporates container cargo security management, logistics security management, logistics security certificate system, and environmental impacts management caused by maritime shipping. Further, the comparison between two countries suggests that South Korea need to take more positive attitude to respond, such as investment in equipment and technologies for maritime shipping security, construction of comprehensive management system, political supports for logistics security, and training and education for safety and security. The results provide useful insights for strategic review of security systems in South Korea, and to help strategic agenda for future improvement.

Maritime Transport Services Liberalization: Directions for Northeast Asia

  • Competitive and reliable maritime transport services benefit the economy as a whole, and are key efficiency factors for the production of both goods and services. Although maritime transport sector is very liberalized compared to many other service sectors, certain obstacles must be overcome before full liberalization of the maritime transport can be realized. Particularly, maritime transport services in Northeast Asia are regulated by a complicated and outdated system. To remove these barkers two approaches can be used: a regional trading arrangement approach and a multilateral approach via WTO. However, multilateral efforts are not likely to be successful in achieving any concrete progress towards maritime transport liberalization in the short- to medium-term in Northeast Asia. Consequently, it may be the best to take the following two progressive approaches and to make them work towards liberalization of the maritime transport market: a bilateral approach and a trilateral approach. A gradual process of liberalization would expand the market, help operators achieve economies of scale, promote the international division of labor and specialization, enhance the effective management of shipping services, and promote the long-term interests and welfare of the user by improving service quality and diversifying services. A liberalized and integrated maritime transport market in Northeast Asia should achieve both of these long-run policy objectives by benefiting both the transport service users and the transport service providers. In order to move the maritime transport liberalization programs as quickly as possible, it is desirable to establish a "Regional Maritime Transport Liberalization Committee." We suggest it to be a Tripartite (China, Japan and Korea) Committee initially, which can later expand its membership to include other Northeast Asian countries.

운송시스템의 리스크 분석방법에 관한 연구 (A Study on the Risk Analysis Method on the Transport System)

  • 시장의 세계화와 정보통신의 발전에 의해 물류 네트워크가 장기, 복잡화되어 지며, 네트워크 내에서 발생하는 리스크에 대응할 수 있는 시스템 능력이 감퇴했다. 이러한 리스크의 발생에 의해 물류시스템의 신뢰성이 저하되어, 리스크 관리의 필요성이 함께 증가하였다. 본 연구에서는 운송시스템 상에서 발생할 수 있는 리스크를 정의하고, 운송시스템의 신뢰성과 리스크 간의 관계를 규명하였다. 또한 운송시스템의 리스크 인자를 도출하여, 운송시스템의 리스크를 수리적으로 평가하는 분석 방법론을 제안하였다. 리스크 인자의 값을 산정하기 위해 발생 지수와 영향지수를 이용하였다. 본 연구에서 제안한 분석방법론을 대형화물자동차 운송시스템에 적용하여 사례연구를 실시하였고, 적용된 운송시스템에 대한 리스크 지수를 최종적으로 도출하였다. 본 연구결과로서 운송시스템에 대한 리스크를 수치화하여 분석 할 수 있음을 보였으며, 향후 본 연구 결과가 운송시스템의 리스크 관리와 리스크 회피전략 도출을 위한 기초연구자료로 활용될 것으로 판단된다.

A Conceptual Model of Port Clusters and Related Assemblages

  • Recently we have seen a noticeable trend in ports to establish port clusters. Despite this trend, little research has actually been undertaken to fully define and analyse port clusters. A couple of exceptions have descriptively defined port clusters but the boundaries of port clusters are not apparent. Therefore, the aim of this paper is to define port clusters in terms of set theory and in particular look at them in terms of their distinct characteristics and system boundaries. The main concern of this paper is that there is a need to distinguish, from a system and a competition perspective, between port clusters, ports, maritime clusters and port ranges. This paper proposes a conceptual model relevant to the relationship among port clusters related assemblages and that has been applied to the north western europe region This model suggests six levels of competition that will help port authorities and government to develop appropriate policies and strategies for port operation and port industry.

Structural health monitoring of a newly built high-piled wharf in a harbor with fiber Bragg grating sensor technology: design and deployment

  • Structural health monitoring (SHM) of civil infrastructure using fiber Bragg grating sensor networks (FBGSNs) has received significant public attention in recent years. However, there is currently little research on the health-monitoring technology of high-piled wharfs in coastal ports using the fiber Bragg grating (FBG) sensor technique. The benefits of FBG sensors are their small size, light weight, lack of conductivity, resistance corrosion, multiplexing ability and immunity to electromagnetic interference. Based on the properties of high-piled wharfs in coastal ports and servicing seawater environment and the benefits of FBG sensors, the SHM system for a high-piled wharf in the Tianjin Port of China is devised and deployed partly using the FBG sensor technique. In addition, the health-monitoring parameters are proposed. The system can monitor the structural mechanical properties and durability, which provides a state-of-the-art mean to monitor the health conditions of the wharf and display the monitored data with the BIM technique. In total, 289 FBG stain sensors, 87 FBG temperature sensors, 20 FBG obliquity sensors, 16 FBG pressure sensors, 8 FBG acceleration sensors and 4 anode ladders are installed in the components of the back platform and front platform. After the installation of some components in the wharf construction site, the good signal that each sensor measures demonstrates the suitability of the sensor setup methods, and it is proper for the full-scale, continuous, autonomous SHM deployment for the high-piled wharf in the costal port. The South 27# Wharf SHM system constitutes the largest deployment of FBG sensors for wharf structures in costal ports to date. This deployment demonstrates the strong potential of FBGSNs to monitor the health of large-scale coastal wharf structures. This study can provide a reference to the long-term health-monitoring system deployment for high-piled wharf structures in coastal ports.

부산 항만물동량이 도시교통에 미치는 영향에 관한 연구 - 컨테이너 화물 운송을 중심으로 - (On the Effect of Sea Borne Cargo Movement to Urban Transportation in the Pusan Port -Container Transport Oriented-)

  • The Port of Pusan, the largest port in Korea, handled 23% of total sea borne cargo movement, 14% of imported cargo, 58% of exported cargo and 95% of container cargo in 1989. Also the port of Pusan has been played a key role in handing container cargo throughout the last 10 years. The paper is aimed to survey the effect of sea borne cargo movement to urban transportation, that is, to find traffic volume arising by general/bulk cargoes through the port and to estimate vehicle rated of container tractor tailer on the roads between terminal including conventional piers and ODCY, and finally the following results are obtained. (1) AADV of truck to transport general/bulk cargoes are 6,322 units in 1989,and routes penetrate into the center of city and pass through the most of urban arterials. (2) In the container transport, if HVEF is adopted to 3 of tractor trailer, AVR in each transport freeway 13.7%. (3) IF HVEF is adopted to 6 of tractor trailer. AVR are as follows: BooDoo-Ro 44.1%, WooAm-Ro 39.3%, SooYoung-Ro 17.8%, Urban freeway 20.3%. Based upon these results, the following suggestions were drawn : o ODCY scattered around the city should be unified in a few groups to raise port productivity. o Rail service for inland container transportation should be escalated to relieve urban traffic congestion. o Coastal feeder service between terminal and hinterland should be studied to restrict the penetration of container tractor trailer into the central parts in the urban areas. o Exclusive freeway system for effective container transportation should be implemented to reduce urban traffic delay.
