A Study on the Port Technology Policy and Development Strategy (국내 항만기술 개발정책과 중장기 발전방안 연구)

  • The environmental changes in ports such as large size, high technology, and efficiency are greatly realized and advanced ports focus on the research and development for the port technology to be hub ports in each continent. It is necessary to continuously develop the port technology in order to cope with those changes. The continuous development of the port technology leads to not only the growth of the domestic port industry but also the preoccupation of the world's industry and the increase of the export amount related to the port technology. In this paper the state of the art in the domestic and foreign port technology are surveyed proposes the development policies and strategies of the domestic port technology are suggested.

A Study on the Policy Priorities for the Enhancement of the Trans-shipment Competitiveness of the Port of Busan

  • This paper intends to evaluate the policies which are considered necessary to enhance the T/S competitiveness of Busan's port, and thereby present suggestions to the government which would best implement the results of this research. This research first raises the claim that the majority of the following four conditions: location of the port, port productivity/service level, status of network with overseas ports, and cost competitiveness, should be satisfied in order to maintain a competitive T/S port. Based on these four conditions, seven policies, which are individually pertinent to the four conditions, have been drawn up for proposal, and they are also analyzed in the survey, where all the eligible samples participate to ensure if they are effective in enhancing the T/S competitiveness of Busan. Proposed important policies are a) Terminal operator integration, b) port infrastructure expansion, c) global carriers owned terminal operation, d) enhancement of national carrier's competitiveness, e) feeder carriers' owned terminal operation in new port, f) institutional support for effective and convenient environments for handling T/S cargo, and g) volume incentive expansion. From the analysis by which all the relevant parties (Carriers, Terminal Operators, Port Authority) are answered, it was found that all the seven policies have relevance in strengthening the transshipment competitiveness of Busan's port. Whereas in the analysis that uses AHP methodology to compare the significance among the different policies, it was found that terminal operator integration has the highest priority in terms of increasing transshipment competitiveness.

A Study on Japanese Container Ports crisis and Strategy (일본 컨테이너항만의 위기와 대응전략 연구)

  • Recognizing that the main container ports' status is gradually inclining, the Japanese government is driving forward the super hub port project. This project has three goals, unifying Japanese ports separating nationally, diminishing the port costs by 30 percents less than the current port costs of their competitors, and cutting down the lead time of processing import-export freight into 24 hours, Singaporean level. The project will work to some extent, if succeeding, but the effect is doubtful if it will be the fundamental solution of Japanese ports' crisis. I wrote this paper since I thought that this Japanese policy would serve as a good reference of Korea, which had two container ports system and its prospect was not good through the fact that the Busan ports' rank of dealing with containers fell down to the fifth in 2003.

  • Grouping ports in certain region by their characteristics could be used as the principal informations to establish national policy for port development or investment and also to analyze the competitiveness between ports. Currently Korean ports are divided into two groups such as the local port and the designated port containing foreign trade port and coastal port under the Korean port law. These divisions seem to be used for port administration as the matter of convenience but some qualitative grouping is needed for research of port problems. In this paper, 28 major Korean ports were clustered by the similar characteristics using Fuzzy C-Means and found to be classified 8 qualitative groups.

  • Due to the growth of container traffic and port competition, ports have increasingly been under pressure to improve their efficiency in port operation and port management for competitive edge. The purpose of this study is to compare the technical efficiency among major container terminals in China, Korea and Singapore using Data Envelopment Analysis (DEA). This paper analyses the returns-to-scale using the output orientation of VRS and CRS model. The benefits of this study examining the relative performance of container terminals will enable container terminal operating companies or port policy makers in those countries to identify current slacks and to set up a proper port management and operation plan to improve their productivity.

  • The paper draws the scales of supply and shortages of port logistics area's human resources based upon the future prospect of its supply and demand. Due to the problems that we face today with human resources training and inequality between the levels of demand and supply, introduction of a new training system by local universities and their overall improvement are brought up as the needs of the times. In order for these to happen, the local universities need to assure originality by specializing Port Logistics area. They need to develop demand-oriented port logistics education programs through establishment of cooperation among the universities, as well as expand qualitative and quantitative improvement their educational programs. In addition the local universities have to act as the central of nurturing local talents by developing an educational-governmental cooperation, leading port & logistics' educational policy as think-tank and producting ready-to-work talent.

Globalization and Consolidation in Maritime Transport and Its Implications for Container Port Business

  • The world of container shipping and container terminal business is changing and container ports need to know what the changes are in order to plan how to respond. In particular, the container transport industry has noticed two major developments such as globalization and consolidation. The purpose of this paper is to review the current trend towards globalization and consolidation of container liner shipping and container terminal business. It also investigates the impact of these market developments on container ports and presents its implications for port development, management and operation, and port competition policy. According to the discussion of this paper a greater exercise of market power of container terminal operators will have negative impacts on international trade and national economy, especially port users, including container lines, exporters and importers. An empirical evidence on the exercise of market power is required to develop competition rules on market dominance at a national and international level. This paper suggests 'port coopetition' as a solution for smaller and regional container terminal operators to survive in a competitive business environment.

  • This paper aims at drawing policy schemes to establish marine clusters so as to enhance Korea's global port competitiveness and applying them to its national management for the advancement of national economy through policy suggestions. The research method is an integrated approach(IA) that comprises SWOT Method with strategic approaches, HFP Model enhanced by KJ Method and descriptive deductions. Strategic schemes established for the SPLC are followed by the group of geographical proximity, integration of ICT, expansion of the interchange of ICT & opportunities of ET, integration of ICT services with marine technologies, supply of integrated services in the SPLC and implementation of organizational policies. In order to make a specific implementation of strategic establishment schemes of the SPLC, we need to select a promotion entity. It is advised to establish the joint organization of the public sector and the private sector, which is considered most desirable. In practice, it is to be followed by promoting support schemes of the organizational policy on the level of national management. In order to reinforce this study, further compensative and proactive researches on the offshore sector with marine clusters are required in terms of the development of the high value added 'blue' ocean.

  • The purpose of this paper is to analyze the free economic zone policy from the viewpoint of Policy Science. because of insufficiency on policy science of the previous researches for the free economic zone. So Trying on free economic zone policy from the viewpoint of policy science, the paper is shown the new proposal for free economic zone policy. For this trying, this paper used to the viewpoint of policy science; (1) the system of policy(policy process, policy content(pattern)), (2) the policy implementation(local government-central intergovernmental management). In the end, beyond the previous research on the free economic zone policy, shown on not only new viewpoints on the free economic zone, but also, the solutions of practical implementation for free economic zone on the free economic zone.

A Study on Estimating Ship Emission - Focusing on Gwangyang Port and Ulsan Port (선박에 기인한 대기오염물질 배출량 산정 연구 -광양항과 울산항을 중심으로)

  • Recently, air pollution from the marine ports has become a serious issue all over the world. Because marine trade accounts for 99.7% of Korea's trade, efforts are required to recognize the level of port pollution and establish environmental policies. This study estimates air pollution emitted during the berthing process in the Gwangyang and Ulsan ports. Data on ship activity and characteristics are collected and reasonable methodologies and factors from EEA and EPA are adopted. The results show that 253.09 tons of CO, 1986.61 tons of NOx, 684.01 tons of SOx, 47.88 tons of $PM_{10}$, and 44.69 tons of $PM_{2.5}$ are emitted at the Gwangyang port. Further, the Ulsan port emitted 212.28 tons of CO, 1712.54 tons of NOx, 573.72 tons of SOx, 40.16 tons of $PM_{10}$, and 37.48 tons of $PM_{2.5}$. A stage-by-stage plan for installing AMP infrastructure is suggested as part of a green port policy. This research provides the current pollution status and contributes guidelines for the direction of future policy.
