  • The purpose of this paper is to develop a knowledge-based real-time decision support system to support decision makers for efficient berth operation of Inchon Port. In these days the berth operation problems have been many studied. The berth operation rules differ from port to port and the problem is highly dependent on natural geographical and operational environment of port. In Inchon Port the ship’s entrance into port and departure from port is extremely affected status of dock. In this paper we analyzed some effects of dock a specific character of Inchon Port with a real data of ship’s in Inchon Port. And reconstruct a previous expert’s knowledge of berth allocating problem in Inchon Port. Also the mechanism for the efficient berth operation has been studied by repeatedly dispatching in order to obtain a best effect of berth allocation, with real-time updated information for delay at service time of a specific berth and changing of a working-berth. The system is developed with graphic user interface(GUI) concept using user interactive approach. And this system will be provide decision support maker with an efficient and fast way to berth allocating and reduce wastes of time space and manpower in Inchon Port operation.

In these days, the efficient berth operation has been many studied. The berth operation rules differ from port to port and the problem is highly dependent on natural, geographical and operational environment of port. In Inchon Port, the ship's entrance into port and departure from port is extremely affected by the status of dock and berth because of capacity restriction. First, we analyzed the specific characteristics of Inchon Port such as dock based on the data of 1997. And then, we construct the database of experts knowledge for berth utilization. Finally, we build the real-time decision support system for the efficient berth operation of Inchon Port to make the better berth allocation in case of not only regular scheduling but also dynamic scheduling such as delay in berth operation and exchange of ship between berths. The DSS is developed with graphic user interface(GUI) concept to help the user determining user interactive updating of the port status. Then this DSS will be provide decision maker with an efficient and fast way to berth allocation, and reduce wastes of time, space, and manpower in Inchon Port operation.

  • Busan is Korea's No. 1 trading port, and the logistics industry plays an important role in the regional industry as a whole. In Busan, various efforts are being made to revitalize the port logistics industry, but it is necessary to develop various policies and related technologies linked with the 4th industry. In this study, we propose a smart refrigeration logistics center, which is required for the activation of Busan New Port and the new port of Pusan New Port, which is connected with the 4th industry. I would like to present the operation direction of the center.

  • Number of researches on efficient terminal operation system applying RFID(Radio Frequency Identification) are in progress. However, RFID has limitations on tracking and providing accurate positions of containers. In this paper, to enhance the performance of the integrated terminal operation system, an efficient loading management of yard is proposed by applying RFID based RTLS(Real Time Locating System) that provides real time accurate positions of containers. It was found that a group based sequence system is more efficient than the existing individual sequence number system in the container yard In the group based sequence system, the containers in the same group should have similar characteristics such as port of destination(POD), size, weight, etc. In order to run this system, we proposed the parameters to the unspecified N bytes of RFID tag which are specified in ISO 18000 7. And then, we developed an integrated operation system of container terminal using RFID. The proposed system reduces the ship turnaround time in ubiquitous port environments.

  • This paper addresses the operation, problems, and development policy of Gwangyang Port, Korea. This paper aims to analyze the operation condition and problems of Gwangyang Port and suggest long-term policies for developing Gwangyang Port as a logistic hub in northeast period. It is made up of three main sections: the operation, problems, and forecast of freight volumes; analysis of operational results of Gwangyang Port; development strategies of Gwangyang Port as a Logistics Hub. This paper was mainly based on a review of current papers/reports, an analysis of secondary data, and questionnaire survey. The major development strategies identified consisted of expansion regular service sea-route, formation of inter-modal transportation system, strengthening of port sales for Gwangyang port's recognition, securing operation-profits by fixed cargo volume, and promotion of free tread zone.

  • The objective of this study is to evaluate the expected effectiveness of new operation system for port container terminals. We assumed that the operation system of container terminal consists of monitoring & control system, operation system, planning system, and information technology, and we selected total 19 technology alternatives. Through the results of questionnaire and interview received from field expert, we established the evaluation model and analyzed the productivity improvement by estimating the weight and the priority of productivity for operation system From the developed model, we provide useful implications to introduce new technologies of operation system for domestic container terminals.

  • It is a world trend to construct large terminal and develop automated container terminal to attract Super Post-Panamax and provide service which is based on differentiation. In fact, there is insufficient research for automatization of terminal gate since the automatization of current constructed container terminal is only focused on increasing productivity and unmanned system through the automatization of quay, yard, etc. In this paper, we have investigated advantage/disadvantage of existing gate operation systems and compared each gate operation system in the aspect of raising terminal image and the productivity. For the specific study, we have used data from actual terminal gate operation and RFID model business sponsored by MOMAF (Ministry of Maritime Affairs and Fisheries). As a result, this paper carried out an efficient gate operation system and it has been expected that it will be performed as groundwork of automated gate operation system which is for design of container terminal and improvement of gate operation system.

  • The major factors that threaten port operation are diversie. Coronavirus disease-19, (COVID-19), which has recently disrupted operations worldwide, is one of them. Port operation was completely stopped due to a confirmed coronavirus involving a Russian sailor in Gamcheon Port, Busan, Korea in 2020, resulting port closure due to the infectious disease outbreak. The port is a national infrastructure facility that controls most of Korea's import and export logistics, and it is absolutely necessary to secure resilience against threats such as infectious diseases. However, due to insufficient data, this study was undertaken to determine a cause-effect relationship of infectious diseases during the container port operation using system dynamics. In addition, the port's resilience against infectious diseases was measured in terms of productivity and cargo volume through simulation. The model built via simulation analysis can actually be used to measure the resilience of a port. In the event of an infectious disease outbreak at a port, a quarantine policy scenario can be implemented and the effect compared, thereby improving the resilience.

  • Currently, ship control, tug, and pilot work in import/export ports including Gwangyang Port are operated according to factors such as the order of arrival and departure regardless of the shipping company. Also, even this is done very inefficiently by hand. Therefore, there is an urgent need to develop a system to increase the efficiency of port and ship operation through standardization and digitalization of tasks related to Berthing and unberthing of ships. In this study, we propose a method to increase the efficiency of port and vessel operation by designing a smart port operation system based on big data such as vessel location information, pilotage and tug schedule, arrival/departure operation information, and weather information.
