The current legislation of the Port Authority which empowers the central government to control finance, personnel management, business of the Port Authority should be amended to allow the Port Authority to exercise its authority over port management and operation by gaining authority from the central government. In addition, to enhance Busan port's competitiveness and for a successive activation of the Susan Port Authority, it is necessary for the BPA to develop its new business and for the Busan Metropolitan City to establish both the department of Port Logistics and relevant regulations. The central government should also support and cooperate with the BPA rather than controlling the Authority.

Localization is one of the typical phenomena of this age in Korea. Localization of Port is on the beginning in this Country as the introduction of Port Authority in the Port of Busan and Incheon. As the condition of world trade has been changed, the level of Competition among Ports is severer than before, especially in the East Asia Area. Since many experts of Port say that centralized control system of Port has many Problems, some other Port Control system has been studied and suggested for long time. One of the Countermeasures of these Port Problems is Port Authority System which aims the balance of central and local development. Port Authority System does not want to achieve only Public Duty or Utility but also Commerciality which is fundamentally very important for the survival of Port. In this Paper, the necessities of Port Authority Introduction in Korea was explained. And Port Authority System will be introduced 2004 year in Busan Port firstly and Incheon Port, secondly. The Main Contents of Port Authority System was suggested , in this Paper and some Problems which shall be considered for better operation of Port Authority System was investigated. I suggested some countermeasures, endeavoring the competitive advantage of Port and higher Port Performance, in terms of 3 Dimensions. One is in the side of basic Policy Directions, the other is the activation schemes of functional department which composed of many activities of Port Authority System and the third is in the side of operation body. As this paper, however, has some limitations and Port Authority System is just beginning stage, future research shall be continued in real and concrete level.

해상운송과 육상운송이 교차하는 항만은 국제교역을 위한 필수 산업기반시설로 국가경제에 대단히 중요한 기능을 갖는다. 항만이라는 공간과 물리적 인프라도 중요하지만, 항만 인프라를 효율적 관리운영도 그에 못지않게 중요하다. 정부는 항만관리운영의 효율성과 전문성을 강화하기 위해 항만공사제도를 도입하고 항만공사를 설립하였다. 항만공사제도는 항만자치를 본질로 하기 때문에 항만공사의 독립성과자율성은 항만관리운영에 있어 대단히 중요하다. 그럼에도 불구하고 항만공사의 운영에 정부에 지나치게 간섭하고 있어 항만공사의 기능이 제대로 발휘되지 못하고 있다. 항만 관련 법제도의 개선이 필요하다는 지적이 꾸준히 제기되고 있다. 이에 항만공사 종사자, 공무원, 항만기업, 시민단체 등을 대상으로 항만공사의 자율성 강화를 위해 개선되어야 할 법제도에 대한 인식을 조사하고 정책방안을 제언하였다.

In order to improve inefficient and unproductive factors and in response to criticisms of the failure in harbor privatization introduced in 1997, the Korean government introduced the Port Authority system, which is commonly adopted in advanced harbors in the world. This research examined the theoretical background of harbor management system and various cases of harbor management in foreign countries. The desirable introduction of Port Authority system must be preceded by the settlement of problems in harbor structure and operation. In addition, the Port Authority Act, which restricts the autonomy of harbor corporations, should be improved for user-centered Port Authority system. Strategies for the successful introduction of Incheon Port Authority are as follows. Firstly it is required to establish consumer-centered harbor operation system. The second requirement is to activate the harbor logistics industry through the development of nearby logistic complexes led by Port Authority and, by doing so, to promote the development of local economy. Thirdly it is essential to lay the foundation of mutual prosperity through developing profitable businesses by linking localities and harbors, and to suggest a crisis control network for Port Authority and local self-governing bodies to cope jointly with crises in logistics and natural disasters.

This study deals with legal issues and solutions for a successful management of the Busan Port Authority(BPA) and proposes Busan Metropolitan City Ordinance for the effectiveness of BPA because the role of BPA is to improve Busan regional economy and to strengthen the competitiveness of Busan Port. In order to prepare the ordinance, this paper suggests that the current legislation related to Port Authority(PA), which empowers central government to control the management of port, should be amended to strengthen the port autonomy by allowing PA and local government to control the management and operation on port independently and enabling the building of cooperative system from the City for BPA.

Port Authority in Korea does not have financial independence nor fair recruitment practices, thus the prospects of the establishment of the Port Authority is not adequate. Therefore independent and effective port administration cannot be achieved. To overcome this situation, this paper examines the port administration system in Korea and identifies its problems. This paper then provides an 'modeling of Analytical Hierarchy structure' for evaluation. An alternative solution is provided by carrying out a public survey, analysing the significance of the evaluation factor using the techniques of the Analytical Hierarchy Process. The significance of profitability was identified. The role of central government is significant when assessing the public service function of port administration; and the role of the private company is significant when assessing the independence. In addition, the private company is significant when assessing profitability. The private company is the alternative for port administration in Korea, based on the evaluation of various alternatives.

본 연구는 퍼지계층분석법을 이용하여 현재 복잡한 구조로 이루어진 경기도의 항만 거버넌스에 대한 최적 대안 도출하고 시사점을 제시한 연구이다. 선행연구를 토대로 항만 운영의 고도화, 항만의 적기개발, 항만 안전관리, 지역과의 상생발전을 항만 거버넌스의 주요 역할로 선정하였다. 그리고 경기도의 항만 거버넌스 재정비 방안으로서 국가주도형 항만공사와 중앙-지방 연합형 항만공사를 대안으로 선정하여 각 역할에 대한 중요도를 분석하였다. 그 결과 항만 운영의 고도와, 항만의 적기개발, 항만 안전관리 측면에서 국가주도형 항만공사 설립이 타당한 것으로 나타났으며 지역과의 상생발전 측면에서는 중앙-지방 연합형 항만공사 도입이 타당한 것으로 제시되었다. 따라서 경기도의 항만산업 활성화를 위해 단일화된 거버넌스 구조로서 지자체가 참여하는 국가주도형 항만공사 설립 방안을 제안하였다.

항만의 생산성 및 효율성에 대한 관심이 증대되고 정부주도의 항만관리와 운영체제에 대한 비효율성을 개선하기 위하여 항만공사제도의 도입이 국내 외적으로 보편화되었다. 국내에서도 2003년 항만공사법이 제정되어 2005년 7월에 인천항만공사가 출범하였다. 본 연구는 인천항만공사의 설립 목적을 극대화하기 위하여 SWOT/AHP 분석기법을 이용하여 인천항만공사의 강점, 약점, 기회, 위협요인을 파악하고 우선순위별로 인천항만공사의 발전 방안을 제시하고자 하였다. 분석의 결과 인천항만공사는 사업영역확대 및 성장가능성, 인천항의 지리적 우수성 등의 강점을 확보하고 있으며, 황해권 물동량의 지속적 증가, 자유무역지대의 확대지정 등의 기회요인을 가지고 있다. 반면 정부의 투-포트시스템 정책, 중국 의존성의 가속화 심화, 국내 외 경쟁항만의 급부상 등 위협요인과 인천항만시설의 노후화 가속, 부족한 항만배후부지 등의 약점요인을 가지고 있다. 이러한 SWOT분석 결과를 근거로 계층분석적 의사결정(AHP) 방법을 이용하여 인천항만공사의 발전 방안인 S/O 전략, W/O 전략, S/T 전략, W/T 전략을 제시하였다.

한국과 일본은 가장 가까운 이웃 나라이면서 한국은 일본의 식민지를 거친 경험을 갖고 있어 항만관리제도에 있어서도 일본의 영향을 가장 많이 받았다고 할 수 있다. 양국의 항만관리 형태를 비교해 보면 정부기관에 의한 항만관리형태와 기업성을 가미한 항만공사제를 채택하고 있는 점은 같으나 그 관리주체와 성격에 있어서는 다른 점을 알 수 있다. 또한 항만이 지향하는 목표와 기능면에서도 상이하다. 본 논문에서의 시사점은 다음과 같다. 첫째, 현재 부산항과 인천항에만 시행하고 있는 항만공사제도를 광양항과 평택당진항으로 확대시행 할 것과 둘째, 항만공사제도를 시행하고 있지 아니한 항만에도 지자체와의 협력체제를 강화할 것 셋째, 항만공사가 주체가 되어 국제허브항으로의 발전에 필요한 마켓팅전략을 수립 시행해야 한다는 것이다.
