Marine traffic survey to improve safety of vessel traffic at Busan South Port (부산남항 선박통항 안전성 향상을 위한 해상교통량 조사)

  • To establish a vessel safety management system for improving the safety of vessel's traffic and preventing vessel's traffic accidents, the state of marine traffic in the Busan South Port was investigated and analyzed as preliminary survey of the countermeasures. As a result of the study, there are 1,158 vessels in a day, 48 vessels in an hour, and the maximum traffic is about 118 vessels between 16:00 and 17:00 hours everyday, which requires to establish and operate a traffic control system necessarily for ensuring vessel's traffic safety. Furthermore, passages of tanker, passenger ship, cargo vessel and government vessel showed to sail along main traffic lane to be obtained enough sea depth at the survey area. However, passages of fishing vessel and launch showed to sail freely at all survey area owing to outstanding maneuverability and a shallow draft. Some vessels of launch sailed along main traffic lane, but other vessels crossed to sail it. The passages to cross main traffic lane is higher the risk of collision. Therefore, safety measures are urgently needed for the operation of the Busan South Port management system and the prevention of marine pollution.

  • Recently IMO and IALA have developed the strategy of e-Navigation and the concepts of VTM to enhance the safety, efficiency and security of vessel traffic and protection of the marine environment. And current technical and functional trends require vessel traffic management systems to be improved so as to control vessel traffic not only in waters of harbour area, but also within EEZ waters. Under the consideration of these circumstances, a three-layered vessel traffic management system was proposed in this paper. The proposed system consists of three sub-systems, called Local VTS, Regional VTS and National VTS, and those sub-systems are designed respectively to be suitable for managing vessel traffic within their own jurisdiction waters.

  • The purpose of this study is to find out what is the functional role of VTS in order to get the people concerned with marine traffic/transportation understand about VTS. VTS could be described as the essential risk management system in both cost effective on cost-benefit analysis and the sea space or time management at port, coastal environment. The important role of the VTS are those functions such as the decision making infrastructure, the passive/active safety measures at sea. VTS could not control/regulate marine traffic as strong as ATC(Air Traffic Control) owing to the marine traffic characters. However, the right and responsibility of VTS finally are belong to the master, pilot and mariners. For the benefit of the electronic technology development, VTS system also cloud be upgraded to communication system from information system. In connection with these system upgrading, the right and responsibility of VTS/staff should be supported by domestic legal system. The followings are presented for VTS to be effective. First, the cooperation and understanding of VTS between the peoples concerned with marine traffic/transportation are essential. Because they are all data supplier and also information consumers. Second, VTS staff/regulator should be selected, educated, trained accordingly as per their career, ability, quality, qualification, certification and etc. Third, the port reliability from VTS users depends on the factors such as economic interests, safety and effectiveness/efficiency of VTS.

  • Based on the case of Busan Port November anchorage, which is a group anchorage, related regulations to promote group anchorage safety management, the turning radius of anchored ship, and more accurate weather information collection and safety through improvement of the supporting system for VTS operations to apply the anchorage location in accordance with reality that it is a suggestion for management improvement methods.

  • Establishment and operation of Aids to Navigation in the process of port design, construction and management are crucial factor of maritime safety and collision prevention. According to the IMO SOLAS Chapter 5, regulation 13, the establishment and operation of maritime safety facilities are mandated for the competent authorities. The facilities of Aids to Navigations are moving to a concept of e-Navigation with state-of-the-art technology of radio navigation equipments such as AIS, DGPS and e-Loran from the traditional visual facilities (optics, shape), Although the autonomous maritime traffic system is a new trend, yet the traditional and conventional Aids to Navigation like lighthouses and beacons are still imperative for vessel's safe navigation. In this paper, for decision of service level of maritime traffic facilities to enhance the efficiency of visual navigation system management it was proposed the Aids to Navigation availability as an efficient management system incorporating the whole maritime traffic facilities under one management system. Comparison of foreign level of services and analysis of the theoretical background of them were analyzed and the proposed LOS was applied to Incheon area to evaluate the safety of navigation routes.

  • We intend to improve the navigation system integrated management system that is constructed and operated to meet the changes in marine traffic environment and prevent large-scale marine casualties and human casualties by applying the standard specification of integrated management system of marine traffic facilities in 2012. I t reuses the existing system resources and improves the operating software and standardizes the system installation to facilitate operation and maintenance.

A Study on the Traffic Patterns of Dangerous Goods Carriers in Busan North and Gamcheon Port (부산 북항·감천항의 위험화물운반선 통항패턴에 관한 연구)

  • As a preliminary study of enter or leaving traffic patterns of the Korea main port, port Management Information System (Port-MIS) data was used to check the volume of vessels entering and leaving the port of Busan, and three consecutive days from each seasons were selected for study. Selected 12-day General Information Center on Maritime Safety & Security (GICOMS) data was also used to analyze the traffic pattern in the main traffic lane of Busan port for dangerous goods carrier. Also, the distance between dangerous goods carriers and Oryukdo breakwater of east breakwater in the main traffic lane was analyzed. Collision probability was estimated using the cumulative probability distribution function of the normal distribution for the maritime traffic safety audit scheme based on the assumption that a ship's trajectory has a normal distribution for a section of the route. However, in case of entry or leaving thorough the Oryukdo breakwater and entry thorough the east breakwater, ship's sailing trajectories were revealed not to follow a normal distribution via regularity testing using a KS-test and SW-test. Especially in the north port, the tendency of the right side of the ship to pass was remarkable. It is desirable to develop a traffic model suitable for the characteristics of the port rather than to apply general traffic theories, and to apply this model to a maritime traffic safety diagnosis, so further research is needed.

Development of Remote Radar/AIS Network System for Observing and Analyzing Vessel Traffic in Tokyo Bay

  • Accurate vessel traffic observation is indispensable to carry out vessel traffic management, design of vessel traffic route, planning of port construction, etc. In order to observe the vessel traffic accurately without many efforts such as the use of a ship or car equipped with special radar observation system and the preparation of observation staff, the authors have been developing completely automated remote radar/AIS network system covering the main traffic area in Tokyo Bay. The composite radar image observed at Yokosuka and Kawasaki radar stations with AIS information can be seen on web site of Internet. In addition to the development of radar/AIS observation system, the software to analyze observed vessel traffic flow has been developed. This software has various functions such as automatic tracking of ship's positions, automatic estimation of ship's size, automatic integration of radar image and AIS data, animation of ships' movements, extraction of dangerous ship encounters, etc. The configuration and functions of the developed remote radar/AIS network system are shown first in this paper. Then various functions of the software to analyze vessel traffic are introduced, and some analyzed results on the vessel traffic in Tokyo Bay are described demonstrating the effectiveness of the developed system.

A Study on improving the Performance of Transshipment Cargo System at the Port of Busan

  • This study will examine the consolidation that is occurring in the shipping industry and its effects on Busan's status as a key transshipment hub in Southeast Asia as well as what measures the port must implement to attract transshipment traffic. With this in mind heading forward, trends in transshipment cargo, problems facing the port, as well as the current status of transshipment volumes at the Port of Busan must be fully understood so that thorough research can be done into appropriate measures to stimulate growth and attract cargo traffic. In this study, We analyze the current problems and status of transshipment cargo at Busan Port and factors affecting the competitiveness of transshipment cargo at Busan New Port, Korea's key import/export gateway, have been examined. We show the Strategies to Attract Transshipment Cargo at the Busan New Port which is to become a an optimal transshipment port, a port's internal environment including the scale and location of its hinterland, facilities and tariffs as well as the external environment including global networks and logistics IT management must be carefully considered as they are all key actors affecting cargo volumes.
