  • There are two different groups of vessels which have a duty to avoid the other vessel in the Collision Regulations; one is a vessel to keep out of the way and the other is a vessel not to impede the passage. The definition and duty of a vessel not to impede was clarified by IMO's adoption of rule 8(f) of 1972 COLREG in 1987 revision. However, the Korean government has not inserted rule 8(f) of 1972 COLREG into Korean national collision regulations to date and so the definition and application for a vessel not to impede has not been discussed in even academic circle. Recently Korean Supreme Court rendered a verdict on a collision case involved with a vessel not to impede. The writer expresses his view on the duty of a vessel not to impede and criticizes the Supreme Court's judgment, consulting with foreign scholar's article and the relevant IMO's papers.

A Study about Analysis of Cause of several Capsized Sea Accidents by Rolling Motion Spectrum (Rolling Motion Spectrum 에 의한 해난 발생의 원인분석에 관한 연구)

  • Marine casualities in the high sea are mainly classified into the breakage of hull and capsize , of which the latter occurs frequently to a small craft and container vessels by extreme rolling. The aim of this study is to develop shiphandling techniques for the prevention of ship's large rolling by way of evaluating dangerous degree of rolling in heavy weather. In this study, rolling motion is analized by using statistical method as follow : (1) 8 sample ships is presented for calculation. (2) Analized sea state are Beaufort scale 7 and 10 (wind velocity 30kts and 50kts respectively) and significant wave height is put as 5.2m and 11.2m. (3) The formula recommended by International Towing Tank Conference (ITTC) is used to calculated the wave spectrum. The results of this study are as follow : The results of this study are as follow : (1) Most of the vessels with beam of 20 meters or less was found to be capized in the waves abeam under the sea condition of Bearfort scale7(30kts). (2) For the vessels range 20m to 30m was found safe under the sea conditions of Bearfort scale 7(30kts) and imminent danger under the sea condition of Beaufort scale 11(50kts). (3) It is proved that any vessel could be capsized by heavy rolling regardless of vessel's size whenever the motion is synchronized with waves abeam. This study concludes that the navigator, especially at night , must anticipate the exact wave direction, referring to the wether report and coastaline, not to lay the vessel in the serial wave abeam.

  • Recently, parallel computing using GPGPU(General-Purpose computing on Graphics Processing Units) according to the development of the graphics processing unit is expanding. This can be achieved through the processing speeds faster than traditional computing environments across many fields, including science, medicine, engineering, and analysis. However, in using the GPU technology to implement the a parallel program there are many constraints. In this paper, we port a CPU-based program(Video Quality Measurement Program) to use technology. The program ported to GPU-based show about 1.83 times the execution speed than CPU-based program. We study on the acceleration of the GPU-based program. Also we discuss the technical constraints and problems that occur when you modify the CPU to the GPU-based programs.

  • Tsunamis along the east coast of Korea accompanying the 1983 East Sea central region earthquake is hindcasted with numerical models for tsunami propagation and inundation. Both linear and nonlinear models were used to compute propagation and elevation of tsunami waves on the coastal area of Korea. For the mesh refinement, grid system was divided into two sub-regions in Korean coastal area with final 10m grid resolution at interior area where serious inundation was observed. Calculated tsunami height distribution showed a general agreement with coastal observation. With interior detailed mesh system at mid-east coast region, the inundatin at the port of Imwon were qualitatively well reproduced by inundation and runup model.

Study on the reduction of green house effect gas emission by RORO ship coastal transport of import-export container cargo (RORO선을 이용한 수출입컨테이너화물의 연안운송에 의한 온실가스 배출량 삭감에 관한 연구)

  • In this paper, the reduction of green house effect gas CO₂ emission and NOx gas emission by using the RORO ship coastal transport of import-export container cargo was investigated. At first, the domestic CO₂ gas emission and the transportation of import-export container cargo were Investigated. Next, the characteristic of a RORO ship and CO₂ emission standard and NOx emission standard were investigated. And also, the reduction of CO₂ emission and NOx emission by the shift of coastal transport from land transport for the transportation of import-export container cargo between Kyongin area and Pusan Port were calculated. Finally, the change of CO2 and NOx gas emission due to the change of the share of coastal transportation and the load efficiency of RORO ship are investigated. The research results show that the shift of RORO ship coastal transport from land transport was very effective to reduce the CO₂ emission but it was no good to reduce the NOx emission.

  • The carriage of the Parcel by vail has declined sharply in recent decade due to the advent of parcel service by truck in the early 1990s. As a result, rail stations Providing the parcel services have decreased from 421 stations in the year 1973, to only 90 stations in 2005. From the financial perspective, the Parcel consignment expenses has surpassed the revenue, recording 5.2 billion Won of yearly deficit from the year 1999 to 2003. The shift in the train operators' affiliation from a governmental department to a government-funded organization arose due to the vail reform in January 1, 2005, and the train operators have sought to abolish the parcel services to minimize the deficit. In this research. we investigated the problems of rail parcel services, their competitiveness compared to the road parcel services, and their revitalization Possibilities. Finally. we have proposed plans for the abolishment of the rail parcel services, and assessed the possible outcome or this abolishment.

  • In order to strengthen the competitiveness of port against calling for the huge vessel and reducing the shipping service time, the productivity of container terminal must be improved. This productivity variously results according to the kinds of productivity evaluation model, input elements like yard, equipment, employee, facility, etc,. But, it is discussed that the productivity is measured by partial productivity evaluation model or general input elements. Therefore, we measured for the productivity of the container terminal using the Developed the data Envelopment Analysis (DEA), which is developed in order to evaluate the relative efficiency of decision making units - it's difficult to clear cause and effect between input and output. We measured the whole productivity of container terminal in Busan according to decision of the correct input elements. And we investigated the change of the productivity measurement result according to input elements, presents more accurate productivity evaluation model in container terminal.

  • The new 1.4 L turbocharged LPG direct injection (T-LPDI) engine is presented in this paper to improve the fuel efficiency of the vehicles installed with the 2.0 L LPG port fuel injection (LPI) engine, while maintaining the performance as a downsizing concept for the new engine platform development. Firstly, the return type high pressure LPG fuel supply system is designed and mounted in the new 1.4 L T-LPDI engine. As a result, this new engine shows a much better WOT performance and approximately 8 % of improved fuel economy level, as compared to the 2.0 L LPI vehicle. Secondly, the LPDI engine specific optimized design for high pressure fuel components and fuel injection control strategies are proposed and evaluated in order to overcome the restartability problem in a heat-soaked condition called the vapor lock phenomenon. Consequently, these experimental results illustrate a great potential for the developed 1.4 L T-LPDI engine as a possible substitute for the 2.0 L LPI engine.

Estimation of Seismic Fragility for Busan and Incheon Harbor Quay Walls (부산 및 인천항만 안벽구조물의 지진취약도 예측)

  • Nowadays, small and medium-sized earthquakes occur frequently in the west coast of Korea. The earthquake induced damages on the harbor structure such as quay wall possibly make a severe impact on national economy. Therefore, not only a seismic design for the structures but warning system for seismic damage right after the occurrence of earthquake should be developed. In this study, seismic fragility analysis was performed to be given to earthquake damage prediction system for quay wall structures in Busan and Incheon harbor. Four types of structures such as pier-type, caisson type, counterfort type, block-type were analyzed and fragility curves of functional performance level and collapse prevention level based on displacement criteria were found. Regression analyses by using the results of the two ports were done for possible use in other port structures.

A Study on Determining the Design Parameter ($N_c$, $T_i$) of the Surface Reinforcement Method for Soft Ground (연약지반 표층처리공법 설계정수(지지력계수$N_c$, 인장력$T_i$) 산정방법에 관한 고찰)

  • This study, as basic research which was intended to develope the surface reinforcement method using reinforcement material which is applicable to very soft ground in Korea, was aimed at proposing the design parameter for the surface ground improvement method. To that end, a wide width tensile test using geotextile, geogrid and steel bar (substitute for bamboo) and 25 kinds of the laboratory model tests with the end restraint conditions of the reinforcement that comprises the constrained and partially constrained (3 types) conditions were conducted. And the result indicated that the modulus of subgrade reaction or $N_c$ value (5.3) apparently overestimated the bearing capacity of very soft ground such as dredged ground. Moreover, as a result of model test by partially constraining the preload of 23.0kgf using geotextile, the effect of bearing capacity($q_1$) appeared to be the largest till the loading stress was $0.4tf/m^2$ due to cohesion, while it reached 75% of the maximum bearing force after $0.4tf/m^2$ due to increase in the effect of bearing capacity($q_2$) caused by the tensile force of the reinforcement. Such results tended to have appeared constantly or very similarly with each other, irrespective of the type of reinforcement (geogrid, steel bar) and constraint conditions.
