  • In this paper, the strategic planning to develop regional pending problems of Honam Sea Grant college program laund1ed in 2006 to support research and development, education and extension is tackled. First, the purpose of an strategic planning for Honam Sea Grant college program and development of its pending problems are discussed. Next, the needs of strategic planning established through individual demanders, managers and related organizations is introduced. Finally, network construction between domestic and overseas organizations is studied to build and maintain significant relationships with their constituents.

  • Enhancing the performance of maritime wireless communication has been highlighted by the issue of cell planning in the sea area because of lack of an appropriate Propagation Loss Model (PLM). To resolve the cell planning issue in vast sea areas, it was essential to develop the (PLM) matching the intended sea area. However, there were considerable gaps between the prediction of legacy PLMs and field measurement in propagation loss and there was a need to develop the adjusted PLM (A-PLM). Therefore, cell planning was performed on this adjusted model, including modification of the base station's location, altitude, and antenna azimuth to meet the quality objectives. Furthermore, in order to verify the availability of the cell planning, Communication Service Quality Monitoring System (CS-QMS) was developed in the LTE-Maritime project to collect LTE signal quality information from the onboard equipment at regular intervals and to ensure that the service quality was high enough to satisfy the goals in each designated grid. As a result of verification, the success rate of RSRP was 95.7% for the intensive management zone (IMZ) and 96.4% for the interested zone (IZ), respectively.

  • A decision support system is introduced for the efficient operation of port container terminals. It consists of ship planning subsystem, yard planning subsystem, resource management subsystem, real-time control subsystem, and simulation subsystem. The system is intended to support the planning process of the planners and the operation process of the administrators in the container terminals. It is assumed that the transfer cranes and the yard tractor/trailers are used to handle containers in the marshaling yard. The system is explained in terms of the functions of each subsystem and the data flows among various subsystems.

  • To achieve higher customer service, the operational efficiency of container terminal is important. So, to improve loading/unloading speed and reduce the time spending of berth, efficient ship planning is performed in advance. But, the condition of container terminal can be changed frequently and the pre-planning is not enough to operate container terminal sufficiently, so that we need real-time planning. This paper aims to define the problem of job reallocation of quay crane to minimize total operation time, and find the solution.

  • The objective of this paper is to suggest a decision support system allowing automatic loading and discharging planning for tanker ships, and provide a working prototype. Particular attention is placed on developing a feasible system for improving the speed and accuracy of cargo planning by combining practice and theoretical solution methods. The system is consisted of a simulation model for tank allocation and an expert system for working sequence. Several program tests are undertaken with randomly generated input data. The results suggest that the system is quite meaningful even though there are still some problems to be solved. The paper concludes with a discussion of issues for future development of the decision support system.

  • The objective of this paper is to suggest a decision support system allowing automated stowage planning for containerships, and provide a working prototype. Unlike most previous works in this topic which concentrated mainly on the theoretical aspects. this paper attempts to develop a feasible system for improving the speed and accuracy of stowage planning by combining practice and theoretical solution methods. The paper includes a definition of the containership stowage problem, and details on the design and development of the automated stowage plan generation routine. Several program tests are undertaken with randomly generated input data. The results suggest that the prototype system is quite meaningful even though there are still some unsolved problems. The paper concludes with a discussion of issues for future development of the decision support system.

  • This study focuses on affording a material basis for rearranging the manpower supply system in port and logistics industry for Busan's international competitiveness strategies. First of all, the current state and future plan of port and logistics industry, as Busan's main strategic industry, are reviewed. Then theoretical background are introduced for the estimate of demand. As a methodology of this research, Cubic model is applied to estimate the demand of manpower by using 10 year time series data from 1993 to 2002. This paper also surveyed the supply side of port and logistics industry manpower in Busan area. The amounts of mismatched equilibrium between the demand and the supply are measured in this study. The concluding remarks shows some suggestions for the problem of mismatch and the relating policy planning.

  • A lot of city have different characteristics in their location, space and environment each other. These characters are the factors showing inherent placeness of each space, and those factors should be reflected sufficiently in urban planning and development. Nonetheless, there are many parts that are not actually reflected in the plan, and this creates a space of unexpected arming. Especially, port area in a port city has strong characteristics of culture, history, geography and environment of the city concerned so it must make more creative and unique space. Therefore, it is considered that not only the physical factors but also the social factors should be actively reflected to highlight the place character of the port space. In this paper we are to construct the factors forming the placeness of port space based on the Form Based Codes rising as a flexible urban planning method in order to avoid rigidity of existing use district zoning system, and establish the placeness character of each port area.

  • The positive and negative opinion to cargo demand of Incheon's SAMT in the near future remains cloudy. Considering port and shipping environmental changes and the logistics situation of China which explains the lack of facilities in Chinese airports, the creating of SAMT cargoes of the Incheon region could catches a favorable opportunity to be a logistics hub in the North-East Asia. On the other hand, as open-sky policy and direct-call service has been carried out between China and N.A.(North America), Incheon could cause a loss of competitiveness in SAMT because the enhancement in the aspect of the connectivity of Chinese airlines and shipping lines makes customer sent to last destination their cargoes whenever they want. In the same context, this paper analyses on conditions of domestic and international SAMT and proposes in this uncertainty future forecasting of SAMT of Incheon by scenario planning according to changes in integrated SAMT, measuring the likelihood of final scenario. This study shows the Sea & Air multi-transport volume will have either slight increase or decrease from the current condition. Consequently, RFS expansion and system & service improvement through strong ties with major cities in China will be required in a short run aspect. Nonetheless, we also need to take domestic & international transportation environment into account in the long run.
