The Introductory Concept of Maritime Safety Audit as a tool for Identifying Potential Hazards

  • Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. As a result, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety diagnosis assessment in the existing or future ship's fairway by an independent audit institute. It examines the potential hazards of maritime traffic safety about the port development, if necessary, and is to ensure the implementation of appropriate safety measures. The primary purpose of MSA is to identify potential risk elements affecting safe navigation. This paper is aimed to introduce the backgrounds, the necessity and efficiency of MSA and also to describe some technical standards and diagnostic procedures.

  • 자율운항선박은 인공지능, 센서 및 통신 기술을 활용하여 스스로 운항하는 선박으로, IMO 자율화등급 3단계 이상의 자율운항선박을 개발하여 선원의 개입을 최소화하기 위해 많은 연구가 진행 중이다. 항만에서는 스마트항만을 위한 연구와 함께 자율운항선박과 스마트항만간 연계를 통한 운항 효율성 향상이 주목받고 있다. 운항 효율성 향상을 위해 과거 항적 데이터 및 항만 Port-mis 데이터를 활용한 입출항 지원 연구가 진행되면서 자율운항선박이 통항량이 적은 시간에 항만에 도착할 수 있도록 스케쥴링 계획 및 이에 따른 전역경로 생성 연구가 진행되고 있다. 본 연구에서는 입출항 스케쥴링을 통해 자율운항선박 전역경로가 생성되어 운항 중 급작스런 통향량 증가나 다른 외부요인으로 인해 정박지에서의 대기가 필요한 경우 정박지 대기를 고려한 자율운항선박의 전역경로를 생성에 대한 고려사항을 연구하였다.

A Study on the Optimization of Berth Planning Problem (선석할당 계획문제의 최적화에 관한 연구)

  • This paper treats the berth planning problem which is encountered at public container terminals. The main issue of the berth planning problem is to decide how to allocate the berths to scheduled calling containerships of which the ETA' s are given beforehand. Three optimization models for the berth planning problem are proposed in the formulation of set problems. Some heuristic algorithms for generating the decision variables of the models are also devised by using the concept of the ship's waiting time and the modified berth occupancy rate. Computational experiments based on the data arising from the real public container terminal are also carried out and the results are reported to show that the proposed optimization models and the heuristic algorithms for generating the decision variables are applicable and useful for the berth planning problem at public container terminals.

Route Analysis Algorithm using Fuzzy Reasoning in Route Planning (항로 계획시의 퍼지 항로분석 알고리즘)

  • Recently, the Track Control System which was separated from the Course Control System so-called Auto-Pilot has been developed for track-keeping in coastal area. From this year, the NAV Sub-committee in IMO commenced to consider the Performance Standard for the Track Control System vigorously. This system will be integrated with ECDIS and IBS so that captain/officers should analysis ship's motion characteristics accurately in the route planning using the electronic nautical charts. In this paper, a new Route Analysis Algorithm using fuzzy reasoning in route planning was proposed for 2, 700 TEU container ship. In order to verify the track-keeping, the author established a ship mathematical model and executed the simulation of the Route Analysis Algorithm at on-line condition with Pentium PC. The results of ship trajectories of the Route Analysis Algorithm were found to be effective to get track control automatically.

  • Today diving activity and technology are indispensable for underwater technology and offshore engineering. And then diving business is still more important to business of subsea. This study surveyed the issue of diving activity in Korea as for compared foreign diving activity. This paper analyzed the status of diving business that include commercial and sport-leisure diving business and development of commercial divers in Korea. This paper reputed the object, the necessity and the character of commercial divers. For the purpose of this study is considered in order to analyze the environment of commercial divers and propose the planning for industrial diving business. Under the present circumstance in Korea this development planning study may be restricted. but the effective planning to activate Korean commercial diving business is abstracted as follows; First, establishment of new course, grade, certificate and licence test for diver is a pre-requisite factor for the successful enactment. Second, the political assistance of concerned government authority is needed. Third, establishment of Korean diving school and medical center for divers are strongly required. Forth, setting up the department of diving activity in university.

  • The urban space has both aspects that the happy space that guarantees opportunity and comfort is an unfortunate space where poverty, exclusion and deportation proceed simultaneously. In other words, growth and decline are simultaneous within the city, and this phenomenon is more evident in modern society, which is getting more complicated. The harbor space is also affected by the growth and decline of the port industry directly or indirectly in the port area. However, since there is no systematic guideline for development and planning of port space in Korea, the phenomenon of the decline of the rear area, which is made up as if the harbor space has been growing and declining from past to present, is getting worse.

  • Through the study of precedent researches, this study classified the influential factors of knowledge sharing intention into the support of CEO, self-worth, trust, and incentive. Then, this study conducted a survey among the workers, who are in maritime and port sectors, to illuminate how the forementioned variables influence on the knowledge sharing intention and the usage of knowledge management system The analysis of the result illustrated that the support of CEO, self-worth, trust appeared to be the influential factors of knowledge sharing intention, and that incentive and the knowledge sharing intention appeared to influence the usage of knowledge management system. This study aims to contribute to proposing a successful forthcoming implementation of a knowledge management system, by suggesting the influential factors to increase its usage to the maritime and port organizations planning to implement it before they actually installs it.

  • The risks in global grain markets have increased due to COVID-19, extreme weather, natural disasters, and the Russia-Ukraine conflict. Additionally, in Korea, the locations for grain manufacturing have shifted owing to various factors. Despite these environmental changes, grain handling ports in Korea are limited in their capacity to respond promptly, resulting in operational inefficiencies. This study clarified changes in grain throughput and analyzed the efficiency of grain handling ports using the Super-SBM model. It suggested that the ports in Pyeongtaek and Gunsan were the most efficient, based on CCR and BCC results in 2022. These findings could provide several insights related to port operating plans for port operators, managers, and developers.

A Comparative Study on Attitudes of Experts, Citizen and Visitors towards Busan Portscape (부산항 항만경관에 대한 전문가, 시민, 방문객 의식 비교연구)

  • This is a first and basic study for making Busan port more attractive. The study is intended to clear up the situation and problems of landscape of Busan port area from the viewpoint of landscape experts, citizen and visitors. To reach the goal an attitude comparative study has been conducted using a same questionnaire between landscape experts working in Busan city, Busan citizen and visitors to Busan port area. In questionnaire, firstly the situation of the whole landscape of Busan port area has been asked. The contents of questions on the situation of port landscape are satisfaction about port landscape, harmony between cityscape and portscape, images of portscape, effects of 25 portscape elements on portscape, problems of portscape, and ways of improving portscape. Secondly, each respondent has given answers freely on how to make Busan port area more attractive. As a result of this study there are several important differences of attitudes towards Busan portscape between experts, citizen and visitors. Especially there are some distinctive differences between attitudes of experts and citizen but the attitudes of citizen are similar to those of visitors. At the end of the study some proposals for making an improvement of Busan port landscape have been suggested on the basis of the results of this attitude comparative study.

Robust Berth Planning under Uncertain Vessel Arrival (선박 도착시간의 불확실성에 강건한 선석 계획)

  • The purpose of this study is to develop a proactive methodology for disruption due to uncertainty in vessels' arrival time. As worldwide imports and exports increased rapidly, the importance of berth planning in container terminals has increased accordingly. Since the berth plan determines the capacity of the container terminal, it aims to maximize efficiency by minimizing the time and space gap between the vessels. In reality, several uncertainties disrupt the initial berth plan resulting in economic losses. In this study, we propose a robust berth plan for preventing disruption.
