Study on the Transvers Step Application Location of High Speed Planning Hull by Numerical Analysis (수치해석을 통한 고속활주선의 횡방향 Step적용 위치에 관한 연구)

  • In order to improve the frictional resistance of existing high-speed planning hull, a step-like linear transformation has been researched which forms an air layer on the bottom. However, there is a lack of research on the proper position to confirm the effect of Running Attitude and step on each position. In this study, we confirmed the change of the Running Attitude, the effect of the step and the change of the frictional resistance when the step was applied in the longitudinal location.

  • As the suitability of berth allocation will ultimately have a significant influence on the performance of a berth, a great deal of attention should be given to berth allocation. Generally, a berth allocation problem has conflicting factors between servers and users. In addition, there is uncertainty in great extent caused by various factors such as departure delay, inclement weather on route, poor handling equipment, a lack of storage space, and other factors contribute to the uncertainty of arrival and berthing time. Thus, it is necessary to establish berth allocation planning which reflects the positions of interested parties and the ambiguity of parameters. For this, a berth allocation problem is formulated by fuzzy 0-1 integer programming introducing the concept of maximum Position Shift(MPS). But, the above approach has limitations in terms of computational time and computer memory when the size of problem is increased. It also has limitations with respect to the integration of other sub-systems such as ship planning system and yard planning system. For solving such problem, this paper focuses particularly on developing an efficient heuristic algorithm as a new technique of getting an effective solution. And also the suggested algorithm is verified through the illustrative examples and empirical appalicaton to BCTOC.

  • The intensification of the competition among container terminals has led to important affect such as, decision making or aggressive intervention of customers for terminal operation. Therefore, in case of developed ports, the large transition of port operation is composed of the press of terminal customer than decision making of terminal manager. Overall port tariffs for using terminal is made out by the conference of terminal customers than the supreme headquarters of terminal operation, and the related investment of terminal has been made according to requisition or proposal of customers. Therefore, among decision making problems that shippers, shipping companies, and freight forwarder among decision making problems that shippers, shipping companies, and freight forwarder face, the choice of the container terminal is one of the most important problems. So, the decision making of the users seems to have a significant impact on the competitive power of container terminals. The main objective of this study is to design port marketing strategy for strengthening the competitive power of container terminals. The results of this study were found as follows: Firstly, port authority should establish user-oriented operation policy of terminal as the means of activating the opinion window, using terminal monitoring system(TMS). Secondly, terminal planning and development of government should be made to minimize the lead time, to induce the civil capital and to utilize the economies of scale. Thirdly, port authority needs to endeavor to analyze the information of competing foreign terminals as well to promote the concentrated marketing for the terminal on the users, to train the expert and to develop the new port charge system. Fourthly, to improve the competitive power of the container terminal, Port Authority should optimize the subsystems related to port marketing, far more these systems should be joined organically to work effectively. Finally, port authority system should be introduced, Namely, port should have the enterprise inclination as well s the public inclination.

  • Coastal wave and tide information is very important in various occasions for port and harbor engineers, in the stages such as port and harbor planning, maritime structure design, maritime construction management, and coastal disaster study This paper introduces recent improvement of Japanese coastal wave-tide observation and information system named as NOWPHAS (Nationwide Ocean Wave information network for Ports and HArbourS).   • This study suggests the holding of the 2015 Busan Harbour Registration Exposition in order to activate port & logistics industry, motivate Busan regional development and set up the long-term goal of local people. The SWOT analysis shows that the given conditions of Busan is competitive to attract the 2015 Busan Harbour Registration Exposition, which might be further strengthened for the competitiveness of the Port of Busan. The way to maximize the holding possibility of the EXPO, then, should be more emphasized for the successful implementation of the Pre-Expos periodically and successively by developing and planning perfectly logicality, differentiated subject and concept of the EXPO which accepted in the inside and outside of country.

  • The improvements of berth productivity is closely related to berth/port systems and its relationship extends to the overall pattern of port development/logistics, transport and trade. Since ports in general and berths in specific function as a bridge transferring seaborne cargoes from seaside to landside and vice versa, berth productivity improvements should be considered in terms of the total system in which the cargoes are transported from origin to destination via berths/ports. In that respect, the objective of this study is to improve berth productivity which is a vital factor in the strategic planning in port development and operation and logistics. According to a literature survey on the subject, the contents of the studies have been limited to either a macro-perspective or a micro-perspective which is only a partial solution to the problem. Hence, this limitation requires an integrated approach to find and ultimate solution, which should be considered not separately, but as a whole. The contents and scope of this study cover the improvements of berth productivity in conjunction with strategic planning in port development. efficient operation and logistics from two different viewpoints, macro- and micro-perspective. After that, a combination of these two perspectives is applied to the integrated approach due to lacking a comprehensive perspective from either macro-approach or micro-approach. In reality, a port itself is a complex and dynamic organization. Therefore, a comprehensive insight needs an integrated approach for the long-term national economic development. In this approach, the utmost importance is how to find the bottlenecks and to solve the problems effectively from the beginning stage in port development. In conclusion, derived from the macro- and micro-perspective. the attempt to establish an integrated approach is the merit of this study, which is required as a comprehensive measure since none of the two can be a solution independently. In terms of reinforcing this study, it needs further empirical research due to the restriction of the theoretical method of this paper. Consequently, the reinforced research will be able to enhance the integrated approach on the basis of the conceptual perspective.

  • It was proposed and admitted at 9$^{th}$ FERNS Metting that FERNS countries, while recognizing that Loran-C is very important as a back-up for satellite systems, should consider whether the cost-effectiveness of the system could be improved by making use of its communication facilities to inegrate more closely with satellite system, members were requested to give this proposed consideration before the tenth session of the Council (CS 9/8/1 paragph 6.7). For this matter, Korea is planning to demonstrate treasmitting EUROFIX signals from Pohang station (Master of 9930 Chain) during FERNS meetings.

  • Despite the significance of ports as critical economic infrastructure, the berth facilities usually deteriorate due to heavy loading, unloading, aging, environmental weather conditions, marine growths, and lack of efficient maintenance management. Marine berths require proactive maintenance management to limit deterioration and defects as no berth facility is maintenance-free. Thus, delay in carrying out maintenance work for the marine berths can be devastating to the operational process involving ship entry, loading, and unloading operations. The aim of this research is to coordinate both operations work, and maintenance works that take place inside the berth of a local industrial port in Saudi Arabia, by developing a novel framework that integrates both works without affecting the efficiency and functionality of the berth. The study focused on defining the operational process of the port and identifying the elements with direct and indirect effects. In addition to determining the priority for the entry of ships inside the berth, it also identified the factors involved in designing a framework that included maintenance work as a component of the monthly berth occupancy schedule. By applying a mathematical model, a framework was established, which includes all the important elements of the process. As a result of the mathematical method formulation process, a database was designed that organizes and coordinates the operations of all berths within the port. This creates time to carry out the required maintenance work monthly as well as ease of coordination with the contractors responsible for the implementation of those works.

  • This paper focuses upon the relationship between port and port city. The purpose of this study is to theoretically review the relationship between port and its city, and to identify crucial policy directions for mutual development of port and the backward city in the case of Gwangyang Port (GP), Korea. The contents of this paper consist of five main sections: introduction; a concept of port-port city relationship; an analysis of the relationship between GP and its city; policy directions for GP city; conclusion. This study was mainly conducted by a literature review of the papers/reports and the analysis of secondary data. Significant policy strategies are associated with development of value-added logistics, expansion of additional port business, vitalization of port hinterlands, and establishment of port logistics clusters in terms of port economic function. Green port operation, improvements of coastal environment, establishment of port waterfronts, and conceptual port redevelopment master plan are included in the major port city development strategies in terms of sustainable development. Another major port city development strategies contain major port city master plan, institutional arrangements for port city development, specialized port city development policy, and formation of free trade port city in relation to integrated port-port city planning and management.

A Study on Facilities Planning for Recreational Fishing Complexes (바다낚시복합타운 시설계획에 관한 연구)

  • This paper suggests facility planning ideas for recreational fishing complexes suitable for family anglers. Existing recreational fishing parks are only equipped with facilities for angling. There are many needs for recreational fishing complexes in coastal fishing villages that include not only angling facilities but also various marine leisure and sports facilities. In this paper we suggest concepts for recreational fishing complexes and define four types of complexes in terms of facilities planning. These four types of complexes are: 1) suburban leisure sports, 2) suburban healing and relaxation, 3) penturban experience and activities, and 4) penturban culture and recreation. Then we propose facility composition in detail for each type. Also we suggest site selection criteria for the village complex, facility infrastructure planning ideas, and leisure facilities (elementary and specialized) for recreational fishing complexes.
