A Study on the Operational Activation strategies of Gyeongin Port Using Fuzzy-IPA (Fuzzy-IPA분석을 활용한 경인항 운영 활성화에 대한 연구)

  • Gyeongin Port has low awareness, insufficient hinterland infrastructures, and lower competitiveness. So, in this study, we conducted Fuzzy-IPA analysis reflecting the recognition of the consignor companies that are using Gyeongin port to suggest present practical improvement measures for the activation of the operation of Gyeongin port hereafter. As a result of the analysis, three factors, that is, cargo loading/unloading/storage costs, port facility fees, and incentive and support were derived as priority investment areas. Three factors, that is, cargo safety, infrastructure equipment, and inland transportation costs were derived as the areas for maintenance strengthening and factors related to cargo handling and service factors were derived as areas for maintenance of the status quo and areas for gradual improvement, respectively. This study is significant in that it analyzed the recognition of the consignor companies that are using Gyeongin port using a quantifying method and suggested realizable measures for activation based on the results of the analysis. In future studies, the frequency of ships' calling at the port and measures to diversify the sea routes should be additionally reflected on the analysis.

A Study on Assessment for Competitiveness of Port Hinterland (항만 배후부지 경쟁력 평가에 관한 연구)

  • Global companies regard the conditions of a location as one of the most crucial factors to assess the competitiveness of ports and the port hinterland, as well as emphasize creation of throughput and the importance of value added logistics in the hinterland under diffusing Supply Chain Management(SCM). This study deals with the evaluation of competitiveness in 7 hinterlands and the establishment of assessment model in hinterland. This study analyzes the importance of factors for the port hinterland competitiveness using AHP method. As a result, logistics factor, accounting for 62.3%, is shown as the relative more important factor, followed by hinterland's economy factors(27.3%) and city/policy factor(10.4%). The result implicates that measures to activate logistics factors with relatively high importance are essentially needed in order to improve the competitiveness of the hinterland of Busan New Port. Especially, it is needed to establish service routes of the port and air networks and to expand infrastructure for support. This study also assesses the competitiveness of hinterlands for the seven domestic and foreign ports based on importance of assessment factors for the hinterland competitiveness using AHP analysis. Busan(3.903) is ranked fourth behind Singapore(4.570), Hong Kong(4.357) and Shanghai(4.042) in assessment.

  • The logistics industry is growing rapidly with China's economic development in recent years. Particularly, the intermodal freight system is becoming the main issue to reduce the logistic costs under the situation that the quantity of cargo transported between Korea and China is continuously increasing. Shift from road transportation to eco-friendly modes such as rail and coastwise shipping is also increasing. The present study suggests technical aspects related to the implementation of intermodal transport system centered on train ferries between two countries with already employed Chinese infrastructure into consideration. Technical assessment of intermodal train ferry system entails not only the vessels but supporting facilities and technologies as well. Port and rail facilities and operating skills for efficient modal shifting, and their standardization is indispensible to the realization of an intermodal train ferry system between the two countries.

  • In the era of the 4th industrial revolution, automated technology innovation is emerging, and container terminals are being developed to introduce automation equipment and systems. With the advent of ultra-large vessels, terminals around the world are seeking to build port infrastructure by combining automated technology in order to attract more cargo and to enhance competitiveness to provide prompt service. To introduce automated technology that is emerging as a high-tech industry, this study proposes a structural equation model for the decision to introduce automated container terminal and conducts a questionnaire survey on workers engaged in terminal operators for empirical analysis. This paper presents the role and direction of guidelines for introduction of automated container terminal through decision model.

Integration of Information and Communication Technology (ICT) to the Library and Information Science Curriculum: The Practicum in Library Schools in Rivers State

  • The study investigated the Integration of Information and Communication Technology (ICT) to the Library and Information Science Curriculum: The Practicum in Library Schools in Rivers State. Descriptive survey design was used with a population 374 comprising 21 LIS educators and 353 Four Hundred Level Library and Information Science Students from University of Port Harcourt, Rivers State University, Port Harcourt, and Ignatius Ajuru University of Education Port Harcourt. Census sampling technique was used to select the LIS educators and purposive sampling technique was used to the select the Four Hundred Level LIS students. Questionnaire and checklist were used for data collection. 90% and 97% responses were found valid for analysis for LIS Educators and LIS students respectively. The study was analyzed using mean rating, standard deviation and simple percentage. The study revealed that ICT courses were integrated into LIS curriculum in Library schools in Rivers State but LIS educators lacked the ICT skills to teach ICT practicum consequently, the students were not properly taught ICT practicum. However, students had positive perception of ICT practicum. Notwithstanding, lack of ICT skills, poor policy implementation, lack of state-of-the-art infrastructure and nonchalant attitudes of staff towards the adoption of ICT constituted the challenges faced in the implementation of ICT practicum. The study therefore, recommended that the management of library schools in Rivers State should implement ICT practicum by hiring competent staff maybe from computers science department to teach the practicum for the interim. Subsequently, recruitment of librarians should include strictly ICT compliant.

  • This study conducted a SWOT/AHP analysis to prepare a developmental strategy for Gwangyang Port. The SWOT analysis is used to analyze internal and external environment in the strategy stage. The SWOT/AHP analysis was proposed by Kurttila et. al. (2000) to improve usefulness of the SWOT analysis. The results of the SWOT analysis confirm what factors are present in the SWOT group. Therefore, when it is combined with the AHP analysis, it evaluated the relative importance of factors gained from the SWOT analysis and used them to develop strategies. To sum up the results, in the SWOT group, opportunity, strong points, threat and weak points were relatively important in a good order. In respect to factors of the SWOT, for a factor of strength, reasonable freight cost, good port site, and broad hinterland were relatively important. As to factors of weakness, absence of an efficient customs system, a complex transport system and port personnel were relatively important. As to factors of opportunity, an improved transport system through building various infrastructures, consistent development of a connected industrial complex, and increased cargos in northeast area were relatively important. As to threat factors, an improved transport system through building various infrastructure, competition with neighboring ports and small complex transport companies were relatively important.

  • This study was to consider the development strategy of Jeju Marine leisure equipment industry for facilitating marine leisure tourism industry. For achieving this goal, the case studies related to domestic & foreign marine leisure equipment industry, interviews of marine leisure equipment company, the contents of specialist consultation meeting were used in this study. The strategies for promoting were suggested in progress that step 1 was the expansion of maintenance infrastructure as of a port of call, step 2 was the establishing of marie leisure tourism image, step 3 was the integration of marine leisure equipment industry. More specific suggestions were followed. As an aspect of infrastructure, the expansion of management of marine leisure equipment such as yacht, development of marina having similar image of Jeju were suggested. As an aspect of law/institution, the development of financial support system on the marine leisure equipment, promotion of establishment of professional education institutions were suggested. As an aspect of contents/programs, the hosting the exhibition of marine leisure used equipment of international trade, the development of environmental-friendly program associated with cruise were suggested, Finally, as an aspect of promotion/marketing, the promotions linked with drama & movie industry, the strategy of improvement of negative image to the yacht industry were suggested.

Analyzing the Three Supply Chain Flows in the Maritime Logistics and Distribution Industry

  • Purpose: Indonesia's maritime logistics and distribution system is currently faced with several challenges, some of which include prolonged export and import time for goods handling as well as the high logistics cost. This study further analyzes the existing business processes in maritime logistics in East Java Province in order to provide solutions to the challenges. Research design, data and methodology: This research was carried out in East Java Province, Indonesia, with data collected through field observations, documentation, and in-depth interviews with all the stakeholders involved. Results: The study showed that the number of stakeholders and activities involved in the flow of goods movement ultimately impacted the length of time. These factors can be classified into the following five: 1) export and import regulations, 2) third party logistics competencies, 3) transportation infrastructure and facilities, 4) adoption of information systems and technology, and 5) maritime line connectivity. Conclusion: Analyzing the three supply chain flows in the maritime logistics and distribution industry called for the need for improvement to increase coordination among related institutions, improve the flexibility of dwelling time to the conditions of each port, enhance service levels, improve transportation infrastructure and facilities, implement information system and technology, and develop shipping routes and networks. Therefore, a collaborative supply chain management system can be realized.

A Study on Logistics Integration Strategies of Korean Shipping Companies (국내 해운기업의 물류통합 전략에 대한 연구)

  • After the COVID-19 pandemic, a global economic downturn and a recession in the shipping market are expected, it is important for domestic shipping companies to establish appropriate strategy in response to the recession. Accordingly, domestic shipping companies should grow into integrated logistics companies that combine shipping and logistics in the future. And for this purpose, it is necessary to actively promote logistics integration with external shipping and logistics companies. This paper presents the direction of logistics integration for domestic shipping companies to develop as integrated logistics operators with competitiveness in the global shipping market, and presents detailed alternatives. Domestic shipping companies lack the infrastructure such as ships, port terminals, and warehouses, so they have a weak capacity to independently promote logistics integration. At the shipping company level, a logistics integration promotion strategy should be established, and accordingly, logistics infrastructure, service network, and logistics integration operating system should be established. The government should provide tax benefits for logistics integration, financial support for M&As led by domestic shipping companies, a standardized information sharing system, and preparation of educational courses for nurturing digital manpower.

  • Recently, extreme tsunami waves generated by submarine earthquake have caused tremendous damages to the coastal cities and ports. Strong seiche oscillations and runups are observed in specific sea areas around the world. Although no frequent impacts to the coast of Korean peninsula, there exist some important events in the east of Korea in the past. This study focuses on two historical events and recalculate with different fault and rupture mechanism for prediction considering the recent trend of submarine earthquake. The present study of the 1983 Akita tsunamis demonstrates the multi-scale resonance along continental coasts. Together with the Nankai tsunami for inland sea, we have confirmed the inland sea resonance surrounded by islands in defining the impact along the coast. Coherence and wavelet analyses for deducing a predominant period and time frequency are useful in reasoning the inundation. The resonance modes, which are largely independent of the tsunami source, allow identification of at-risk communities and infrastructure for mitigation of tsunami hazards. Furthermore, understanding of the resonance and the predicted runups for the site of power plant and industrial complex in the east coast of Korea would allow better preparation for the future disasters.
