It was proposed and admitted at 9$^{th}$ FERNS Metting that FERNS countries, while recognizing that Loran-C is very important as a back-up for satellite systems, should consider whether the cost-effectiveness of the system could be improved by making use of its communication facilities to inegrate more closely with satellite system, members were requested to give this proposed consideration before the tenth session of the Council (CS 9/8/1 paragph 6.7). For this matter, Korea is planning to demonstrate treasmitting EUROFIX signals from Pohang station (Master of 9930 Chain) during FERNS meetings.

By adding user interface to the usual router, an improved functional router is implemented in this paper. The proposed router is developed based on the SA1110 processor, and the system contains 1 ethernet port, 2 PCMCIA slots, and 1 serial communication port. The Emdedded Linux is adopted as an operating system, and application programs are implemented by using QT/Embedded.

To improve the compliance and verification mechanism is one of the important reasons to revise the STCW Convention. The mechanism includes the assessment of competence, control, precision of description of competence, quality standard system, communication of information and so on. Chinese seaman's education an training institute & the organization of evaluating and issuing certificates should enhance realizing the importance of compliance and verification mechanism and carry out it down to earth. The current work that should be reinforced is to control the qualified evaluation effectively.

The purpose of this paper is to suggest the development of the Guidelines on VTS English language competency test, according to IALA Guideline 1132 - VTS Voice Communications and Phraseology. As the foundation for improving VTSOs' communication capabilities throughout their career lifecycle in terms of training, accreditation, and revalidation, a development of a VTS-specific language testing system with explicit language testing evaluation criteria becomes more critical. With the aim of facilitating the discussion, a range of suggestions to be considered in the development of Guidelines on the VTS English competency test are made

This paper presents two methods of designing a Broadband Impedance Matching (BIM) circuit for maximizing a power line communication (PLC) equipment (or Modem) signal injection into its load at any power line connection port. This optimal (BIM) circuit design is achieved in two phases: Butterworth gain function and Tchebycheff gain function. According to the comparison of simulation and practical results, the performances of two gain functions on BIM are discussed.

VTS 항해에 있어서 VHF는 선박에서 단순한 통신장비로서만 기능하는 것이 아니라 중요한 항해계기로서의 기능을 수행하고 있다. 항행정보는 물론 항행의도를 교환하여 항행에 관한 의사결정을 조기에 할 수 있도록 도와주는 일들이 모두 VHF 교신을 통해서 이루어진다. 본 논문에서는 VHF 교신 실패에 따른 사고 위험성을 살펴본 뒤 실제 VHF 사용실태와 그 문제점에 관하여 분석하였다. 이를 바탕으로 VHF 커뮤니케이션 개선방안은 물론 이를 실현하기 위한 정책방향을 제시하였다.

In this paper, Dual-polarized Tx/Rx antenna for RFID reader is designed and fabricated to apply to RFID reader. Each feeding network of Tx/Rx is designed to improve the port-isolation and cross-polarization, and sequential rotation feeding scheme has been applied to increase of axial ratio bandwidth. Measured results show that 2.35dBi of antenna gain in 900MHz$\sim$928MHz, 150MHz of 3dB axial ratio bandwidth, -38dB$\sim$-40dB of port-isolation, and -30dB$\sim$-40dB of cross-polarization.

As the distance between signal lines in memories of high density ICs like SoCs decreases rapidly, failure occurs more frequently and effective memory test techniques are needed. In this paper, a new SRAM structure is proposed to decrease test complexity and test time for embedded DRAMs. In the presented technique, because memory test can be handled as a single port testing and read-write operation is possible at dual port without high complexity, test time can be much reduced.

In this paper, we designed a low cost data logger system using single chip microcontroller. It detects the normal and abnormal current in distribution system. A sampled analog signals are stored on RAM card(4Mbit) after digitalized by internal A/D converter. Stored data can be transmitted to the personal computer either by internal serial communication port or by external parallel communication port. The transmitted data are analyzed and displayed on personal computer.
