항만자치시대 부산항 항만물류행정에 대한 연구 (A Study on the Port Logistics Administration of the Port of Busan in the Era of Port Authority)

  • The current legislation of the Port Authority which empowers the central government to control finance, personnel management, business of the Port Authority should be amended to allow the Port Authority to exercise its authority over port management and operation by gaining authority from the central government. In addition, to enhance Busan port's competitiveness and for a successive activation of the Susan Port Authority, it is necessary for the BPA to develop its new business and for the Busan Metropolitan City to establish both the department of Port Logistics and relevant regulations. The central government should also support and cooperate with the BPA rather than controlling the Authority.

  • 항만의 생산성 및 효율성에 대한 관심이 증대되고 정부주도의 항만관리와 운영체제에 대한 비효율성을 개선하기 위하여 항만공사제도의 도입이 국내 외적으로 보편화되었다. 국내에서도 2003년 항만공사법이 제정되어 2005년 7월에 인천항만공사가 출범하였다. 본 연구는 인천항만공사의 설립 목적을 극대화하기 위하여 SWOT/AHP 분석기법을 이용하여 인천항만공사의 강점, 약점, 기회, 위협요인을 파악하고 우선순위별로 인천항만공사의 발전 방안을 제시하고자 하였다. 분석의 결과 인천항만공사는 사업영역확대 및 성장가능성, 인천항의 지리적 우수성 등의 강점을 확보하고 있으며, 황해권 물동량의 지속적 증가, 자유무역지대의 확대지정 등의 기회요인을 가지고 있다. 반면 정부의 투-포트시스템 정책, 중국 의존성의 가속화 심화, 국내 외 경쟁항만의 급부상 등 위협요인과 인천항만시설의 노후화 가속, 부족한 항만배후부지 등의 약점요인을 가지고 있다. 이러한 SWOT분석 결과를 근거로 계층분석적 의사결정(AHP) 방법을 이용하여 인천항만공사의 발전 방안인 S/O 전략, W/O 전략, S/T 전략, W/T 전략을 제시하였다.

  • 데이터 웨어하우스는 운영 시스템이 아닌 "경영층의 의사결정지원을 위한, 통합적, 시계열적, 주제 지향적, 비휘발성적인 데이터의 집합"으로 정의된다. 데이터 웨어하우스는 기업정보처리를 위한 기본적인 아키텍처로 데이터가 공급되었다고 해서 정보의 창조와 사용과 직결되지는 않는다. 데이터 웨어하우징 시스템은 데이터 공급이 아니라, 정보의 사용을 주목적으로 하고 있다. 현재의 항만공사 운영시스템인 Port-MIS에서는 데이터베이스 구성이 전체적인 데이터 아키텍처 하에서 구성되지 않고 업무별 데이터베이스, 목적별 데이터베이스 형태로 구성되어 있다. 이러한 점들 때문에 데이터베이스 확장에 한계가 있고 데이터 불일치 등이 발생할 수 있으며, 전사적 데이터 자산관리가 이루지기 어렵다고 볼 수 있다. 이에 본 연구에서는 항만공사의 운영을 위한 데이터 웨어하우스 구현 방안을 개념적 연구로 제안하였다.

Comparative Studies on Ports Management System in Northeast Countries

  • Purpose - The purpose of paper is to review and look into the process of port development of each country, and compare with their system of port management. Research design, data and methodology - The methods to be taken is to examine a process of port development in terms of historic and regulated point of views, and each country's port is compared with various port models. Results - China has evolved of port governance into 3 stages, which has lead to almost liberalized port management system in process of privatization slogan. Japan has three stages of port development, and key commitments have been done by local government, rather than national one. Korea has also several stages of port reforms, and national government has been deeply involved in port industry, as well as regional government and port authority in certain areas. Conclusions - whatever port management system each countries has taken, it eventually aims to port productivity in country's port. To adopt most proper port management system may be answer for country to cope with environmental changes around port industry.

부산항의 마케팅 지향 항만경영에 관한 연구 (A Study on the Marketing-oriented Management of Pusan Port)

  • This paper deals with the problem of port administration and management of the port of Pusan. As the port of Pusan has been administrated by central government, several problems on port administration and management have occurred. These include the time-lagged port development, the inconsistent port planning with city planning, the insufficient long-term port development planning the various operation authorities the low productivity of port and the lack of port sales activities etc. In addition to solving the above mentioned problems to diversify the function of port the following measures are to be taken for the port of Pusan ; the transfer from port administration system to port management system, the introduction of Port Authority with a board, and the conversion of the management system from production-oriented to marketing-oriented.

A Study on the Productivity Measurement and Effect Factors of Management Evaluation in Public Firms with a Focus on the Port Authorities

  • In this study, we first measured the malmquist productivity index by DEA among the Korean public firms. Second, there are 12 public corporations whose productivity (MPI) has decreased compared to 2014. This is mainly because of a decrease in productivity, as well as a decrease in the technical efficiency change index (TECI), impacted by the internal environment, and the increase in productivity because of an increase in the technology change index (TCI) impacted by the external environment. Finally, the analysis of the impact on the management assessment scores showed that the productivity (MPI), scale efficiency (CRS), size of sales, operating profitability, and total capital investment efficiency are significantly related (+), except for the asset turnover, which is a static financial ratio. Meanwhile, the management evaluation scores between the high-productivity public corporations and low-performing public corporations were significantly discriminating. Thus, it is confirmed that the nation's state-run companies must manage their MPIs in a time series to score high in management evaluation.

Choice Factors of Transshipment Port in Northeast Asia

  • In order to attract more transshipment cargoes, Busan Port Authority (BPA) has, since 2003, adopted the volume incentive policy by which more than US$ 10 million annually have been paid back to shipping lines that were called at the port. However, having been a transshipment port for the Northeast region of China, the port of Busan has come under threat from bold Chinese port development projects, notably Shanghai, as northern Chinese regionnl ports place more emphasis on building facilities capable of handling growing trade volumes. Undoubtedly this would lead to a decline in transshipment container traffic moved via Busan. The purpose of this paper is to identify some core factors that have been affecting the increase of transshipment cargoes of Busan and further to recommend BPA an improved incentive scheme with which more T/S cargoes can be attracted into the port of Busan To clarity the reason why T/S cargoes have increased in the port of Busan, several steps are made as follows: The first step is to make a quantitative model for explaining the development of T/S cargoes during the last decade. The second step is to define the dependent and the independent variables for multiple regressions after testing variable significance. For this, data collection and the accuracy of validation have been done by the direct interview with the experienced staffs in shipping companies of both domestic and foreign country. After validating the model with collected data, the final step is to find variables which are explaining the model mostly. In conclusion, 2 variables were clearly identified as core factors that explain well the development of T/S cargoes in the port of Busan: 'Mohring effect' and total cost. It is strongly recommended, by an empirical study, that an incentive scheme be changed to a way which more feeder vessels rather than mother vessels can reduce their direct costs to call in the port of Busan.

  • Recently the container volume in the global trade is steadily increasing. In an effort to cope with this trend, major ports of the world are stepping up the introduction of high-tech equipments, trying to establish a highly efficient information system, and improving the internal work processes of their container terminals. For speedy and effective cargo handling, they are making every effort in the diverse fields. The purpose of this study aims at developing an intelligent multi-agent system for the gate work of a container terminal, which is the place of authority transfer in a container terminal. The agent system suggested in this study has made a comparison between COPINO information by TOS (Terminal Operating System) and information on containers and trucks recognized at the gate passage, checking up their efficiency, and performing the function of controlling outside truck's input-output. Also, based on the records of outside truck's gate passage, some gates can be operated flexibly, consequently enhancing the efficiency of the gate function. The results of job performance will immediately be notified to the customers and terminal managers, thus helping them make decisions speedily.

The Introductory Concept of Maritime Safety Audit as a tool for Identifying Potential Hazards

  • Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. As a result, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety diagnosis assessment in the existing or future ship's fairway by an independent audit institute. It examines the potential hazards of maritime traffic safety about the port development, if necessary, and is to ensure the implementation of appropriate safety measures. The primary purpose of MSA is to identify potential risk elements affecting safe navigation. This paper is aimed to introduce the backgrounds, the necessity and efficiency of MSA and also to describe some technical standards and diagnostic procedures.

정부 간 항만배후단지 개발·관리 기능배분에 관한 연구: 부산항 신항 중심 (A Study on the Functional Distribution of Port Hinterland Construction and Management among Governments: Focused on the Busan New Port)

  • 부산항 신항의 배후단지는 복잡한 관련법 및 관련기관의 다원화로 항만설립 취지에 맞지 않는 사업이 시행되는 등 항만사업이 원활이 운영되지 못하고 있다. 예를 들어, 관련기관 간 협의 없이 공급된 대규모 아파트 단지는 항만배후부지의 물류기능 수행에 지장을 주고 있으며, 각종 교통편의시설의 설치 및 관리 기능은 여러 기관에 분산되거나 중복되어 있어 업무 수행 상의 혼란과 책임 떠넘기기 현상이 초래되고 있다. 부산항 신항과 배후단지가 항만으로서의 고유기능을 제대로 수행하기 위해서는 이러한 문제점에 대한 해결책이 반드시 필요한 실정이다. 이와 같은 문제의식 하에서 본 연구는 정부 간 기능배분의 원칙(이론)에 기초하여 부산항 신항 배후단지 개발 및 관리관련 기능의 정부 간 배분 상의 문제를 분석하고, 기능배분의 개선방안을 제시하는 것을 목적으로 하였다. 분석결과, 특히 주거시설의 공급, 교통편의시설 설치 및 관리 등과 관련된 기능배분이 행정책임 명료화, 효율성, 보충성, 포괄성 등의 기능배분 원칙에 맞지 않아 많은 문제가 야기되고 있음을 발견할 수 있었다. 이와 같은 문제점 분석 결과에 기초하여, 관련 기관 간 행정협의회의 제도화, 광역행정 방식의 활용(사무위탁, 지방자치단체 간 조합 등), 특별지방자치단체의 설립(지방자치단체 간 조합, BPA 등) 등과 같은 기능배분과 관련된 개선방안을 제시하였다.
