A Study on the Port Logistics Administration of the Port of Busan in the Era of Port Authority (항만자치시대 부산항 항만물류행정에 대한 연구)

  • The current legislation of the Port Authority which empowers the central government to control finance, personnel management, business of the Port Authority should be amended to allow the Port Authority to exercise its authority over port management and operation by gaining authority from the central government. In addition, to enhance Busan port's competitiveness and for a successive activation of the Susan Port Authority, it is necessary for the BPA to develop its new business and for the Busan Metropolitan City to establish both the department of Port Logistics and relevant regulations. The central government should also support and cooperate with the BPA rather than controlling the Authority.

  • To increase port productivity and efficiency and also to avoid disadvantages of public port management, a port authority system h1s been introduced worldwide. The Korea Port Authority Act was enacted in 2003 and Incheon Port Authority was established in July 2005. The objective of this paper is to develop a strategy of Incheon Port Authority using SWOT/AHP method Research findings show that possibilities of business expansion and growth as well as geographical advantages of Incheon Port are identified as its strength The opportunities of Incheon Port Authority are continuous increase of cargo handling volumes in the Yellow sea rim and expansion of Free Trade Zone. A government two-port policy and growing its dependence on China and rapid growth of more competitors in domestic and overseas are considered to be threat. Its weaknesses include superannuated Incheon port facilities and port hinterland shortages. Based on SWOT analysis combined with AHP method this paper suggests S/O strategy, W/O strategy, S/T strategy, and W/T strategy as a strategic development plan of Incheon Port Authority.

  • A data warehouse is not an operational database, only a database for decision support. It is defied as "a subject-oriented, integrated, time-variant and non-volatile collection of data". It is an indispensable element of successful information processing technology. This study is designed to suggest a better way to use database for efficient Port Authority's management. It is expected to play a significant role in introducing a data warehouse dedicated to port industry. Data warehouses are to serve as an opportunity to be fully exploited as a strategic technology for ports. Seven subject areas supporting ideas of researchers constitute this study.

  • Purpose - The purpose of paper is to review and look into the process of port development of each country, and compare with their system of port management. Research design, data and methodology - The methods to be taken is to examine a process of port development in terms of historic and regulated point of views, and each country's port is compared with various port models. Results - China has evolved of port governance into 3 stages, which has lead to almost liberalized port management system in process of privatization slogan. Japan has three stages of port development, and key commitments have been done by local government, rather than national one. Korea has also several stages of port reforms, and national government has been deeply involved in port industry, as well as regional government and port authority in certain areas. Conclusions - whatever port management system each countries has taken, it eventually aims to port productivity in country's port. To adopt most proper port management system may be answer for country to cope with environmental changes around port industry.

  • This paper deals with the problem of port administration and management of the port of Pusan. As the port of Pusan has been administrated by central government, several problems on port administration and management have occurred. These include the time-lagged port development, the inconsistent port planning with city planning, the insufficient long-term port development planning the various operation authorities the low productivity of port and the lack of port sales activities etc. In addition to solving the above mentioned problems to diversify the function of port the following measures are to be taken for the port of Pusan ; the transfer from port administration system to port management system, the introduction of Port Authority with a board, and the conversion of the management system from production-oriented to marketing-oriented.

A Study on the Productivity Measurement and Effect Factors of Management Evaluation in Public Firms with a Focus on the Port Authorities

  • In this study, we first measured the malmquist productivity index by DEA among the Korean public firms. Second, there are 12 public corporations whose productivity (MPI) has decreased compared to 2014. This is mainly because of a decrease in productivity, as well as a decrease in the technical efficiency change index (TECI), impacted by the internal environment, and the increase in productivity because of an increase in the technology change index (TCI) impacted by the external environment. Finally, the analysis of the impact on the management assessment scores showed that the productivity (MPI), scale efficiency (CRS), size of sales, operating profitability, and total capital investment efficiency are significantly related (+), except for the asset turnover, which is a static financial ratio. Meanwhile, the management evaluation scores between the high-productivity public corporations and low-performing public corporations were significantly discriminating. Thus, it is confirmed that the nation's state-run companies must manage their MPIs in a time series to score high in management evaluation.

Choice Factors of Transshipment Port in Northeast Asia

  • In order to attract more transshipment cargoes, Busan Port Authority (BPA) has, since 2003, adopted the volume incentive policy by which more than US$ 10 million annually have been paid back to shipping lines that were called at the port. However, having been a transshipment port for the Northeast region of China, the port of Busan has come under threat from bold Chinese port development projects, notably Shanghai, as northern Chinese regionnl ports place more emphasis on building facilities capable of handling growing trade volumes. Undoubtedly this would lead to a decline in transshipment container traffic moved via Busan. The purpose of this paper is to identify some core factors that have been affecting the increase of transshipment cargoes of Busan and further to recommend BPA an improved incentive scheme with which more T/S cargoes can be attracted into the port of Busan To clarity the reason why T/S cargoes have increased in the port of Busan, several steps are made as follows: The first step is to make a quantitative model for explaining the development of T/S cargoes during the last decade. The second step is to define the dependent and the independent variables for multiple regressions after testing variable significance. For this, data collection and the accuracy of validation have been done by the direct interview with the experienced staffs in shipping companies of both domestic and foreign country. After validating the model with collected data, the final step is to find variables which are explaining the model mostly. In conclusion, 2 variables were clearly identified as core factors that explain well the development of T/S cargoes in the port of Busan: 'Mohring effect' and total cost. It is strongly recommended, by an empirical study, that an incentive scheme be changed to a way which more feeder vessels rather than mother vessels can reduce their direct costs to call in the port of Busan.

  • Recently the container volume in the global trade is steadily increasing. In an effort to cope with this trend, major ports of the world are stepping up the introduction of high-tech equipments, trying to establish a highly efficient information system, and improving the internal work processes of their container terminals. For speedy and effective cargo handling, they are making every effort in the diverse fields. The purpose of this study aims at developing an intelligent multi-agent system for the gate work of a container terminal, which is the place of authority transfer in a container terminal. The agent system suggested in this study has made a comparison between COPINO information by TOS (Terminal Operating System) and information on containers and trucks recognized at the gate passage, checking up their efficiency, and performing the function of controlling outside truck's input-output. Also, based on the records of outside truck's gate passage, some gates can be operated flexibly, consequently enhancing the efficiency of the gate function. The results of job performance will immediately be notified to the customers and terminal managers, thus helping them make decisions speedily.

  • Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. As a result, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety diagnosis assessment in the existing or future ship's fairway by an independent audit institute. It examines the potential hazards of maritime traffic safety about the port development, if necessary, and is to ensure the implementation of appropriate safety measures. The primary purpose of MSA is to identify potential risk elements affecting safe navigation. This paper is aimed to introduce the backgrounds, the necessity and efficiency of MSA and also to describe some technical standards and diagnostic procedures.

A Study on the Functional Distribution of Port Hinterland Construction and Management among Governments: Focused on the Busan New Port (정부 간 항만배후단지 개발·관리 기능배분에 관한 연구: 부산항 신항 중심)

  • The Busan New Port and its hinterland have not operated smoothly due to the complicated laws and various related organizations. Thus, many projects involving the port are not matched with its purpose of establishment. In particular, a large-scale apartment complex, which was constructed without a negotiation among the related organizations, is disturbing the port's logistics function. Also, the construction and management of every traffic facilities are conducted by various organizations due to the functions for the facilities are dispersed among them, which has given rise to chaos and responsibility-shifting. As a result, worries about the friction among the organizations and the loss of function of the port hinterland exist. This paper analyzes the problems of inter-governmental functional distributions in the construction and management of the port hinterland of the Busan New Port based on the principles (theories) of functional distribution. In addition, this paper proposes improvements for the functional distribution. The results of the analysis indicated that the functions for housing and traffic facilities were duplicated and dispersed among organizations, resulting in an unclear division of responsibilities. Finally, the paper proposed solutions for the problems: the institutionalization of an administrative conference system among related organizations, using an integrated administration for a wide area (contracting-out, association among local governments), and establishing a special-purpose local government (association among local governments, BPA).
