All rants and no substance?: A new framework for studying the rationality of cyberspace

  • While the Internet has been used to galvanise people for the collective good, many have voiced concerns over the noise and vitriol present online and polarisation. In Singapore where the government regulates traditional mainstream media such as print and broadcast, the online space has been described as a "Wild Wild West" rife with rumours, untruths and misinformation. Such developments do not only exert a potential negative effect on the deliberative nature of public discourse but also skew bias towards the online space, affecting the ability of online users to communicate with authority and power. This study seeks to examine the rationality of the cyberspace through using a new "rationality" framework to analyse political discourse online. Comprising objectivity, emotionality and partisanship, the rationality framework was applied to a content analysis of 197 blogs with political content in 2014. The analysis indicated that the online political space was not the Wild Wild West that it was touted to be with significant levels of objectivity and non-partisanship. There was a stark absence of emotional discourse, and relationships were observed between bloggers' anonymity and rationality. Cognisant of academia's and policymakers' interest on the quality and effects of online discourse, the proposed analytical framework and the study findings hold implications for both developed and developing countries.

Political Rationality of Natural Resources Policy - Analysis of Residents Gratification - (자연자원정책의 정치적 합리성에 관한 연구 : 주민 만족도를 적용하여)

  • This study analysed the influencing factors involved in deciding the policy through the analysis of procedure in the policy on the natural resources in local governments. To evaluate the political consensus of decision making in policy determination as political rationality in natural resources policy, we analyzed the degree of the satisfaction from the residents. Among the analysis factors of the satisfaction of natural resources policy, the most significant independent factors were the goal and the method of the policy, the institutional conditions and interested groups, the appropriateness of the content of decision making, supervising and controlling, cooperating relations, the effect of policy, and the consistency. From the analysis of the effect and the goal of policy, we found $70.5\%$ of residents was against the policy and only $27.8\%$ consented. Considering the appropriateness of supervising and controlling in accordance with the process of the policy decision and its execution, the influence of local governments and institutions concerned enjoying comparatively more economic benefits was strong, however, the involvement of the residents and supervising and monitoring institutions were found negligible.

  • The aim of the this study is to observer paradoxal phenomenon in media election. The media, especially Television, was traditionally a journalistic operation representing political events on the outside of political camp. But recently, it intervenes to 'the political camp' as the most important method for election campaign. A centripetal of electronic medias making the dominant political space offer an alternative plan which get over the modern crisis of representative democracy. Even though, to the production of the political symbol and the operation of symbol which constitute substantial system of political action, the human being subject is excluded and the technical system of communication make up a govern structure. So it makes the contradictory situation. TV broadcast for election campaigning show well this paradoxal situation. The institutionalization of electoral broadcasting oriented by the State strengthens an immensification, an economical and political efficiency and a transparency of electoral campaign. But the means which controls the mind of public is also strengthened. It relates the production and circulation of the political symbol and the symbolic image restricted by dominator. In conclusion, this study argues that the media election is institutionalized by the instrumental reason(procedural rationality of politics and technological rationality of broadcasting), therefore the candidate take a fragment roles for the production of transcendental political symbol and the voters accommodate to the symbolic images which are foreseen and they judge.

  • From the past until now, political and economic relations among countries have been one of the most important issues among analysts and numerous studies have tried to analyze these relations from different theoretical perspectives. The dynamic system of games has introduced a new modeling method in the game theory. In this study, we use behavioral models (level- k) along with the dynamic system in games to model rational agent behavior. As an application, we study Russia- Norway economic and political relations (1970-2019). The dynamic system in games along with behavioral games theory can be used to predict the players behavior in the future.

  • This paper examined whether strategic decision-making are related to its performance, using a empirical study. Variables of strategic decision-making process were procedural rationality, political behavior, and application of information technology, moderating variable was environmental unstability. The findings suggested that relations between strategic decision-making process and its performance was strongly correlated, but environmental unstability was not moderating for its performance.

Theoretical Considerations on Fisheries Resource Management and Public Choice (어업자원 이용관리와 공공선택에 관한 이론적 고찰)

  • The experience of many countries strongly suggests that bad governments and institutions have been a serious, if not the most serious, obstacle to economic growth and industry-structural adjustments. All public sectors pursue a mix of both predatory and productive activities-bad governments emphasizing the former, while good governments finding a way of promoting the later. In fishery public policy studies, much confusion exists about the roles of policy illustration and prescription. In general fishery public sectors involve collective actions by numerous individuals under conditions of uncertainty, complexity, bounded rationality, and imperfect information structure. All collective fisheries action organizations consist of a center(e.g., government), which leads fishery group actions, and peripheral participants(e.g., fishermen), which are controlled by the government. A paradigm is developed that gives both theoretical and empirical meaning to the constitutional determination of fisheries political preference function or fishery public sector governance structures. Three relevant spaces are specified: policy instrument, results, and constitutional. The collective-choice rules of the constitutional space structure the tradeoff between public and special fishery interest groups. Fishery public sectors seeking sustainable reductions in wasteful rent-seeking fishing activities should select constitutional principles and institutional structures that tend to promote resource sustainability. In particular, the effects of internal and external events on fisheries may result in a greater or lesser concentration of interest group power. Thus, the structure of the fishereis political power must be assessed in any prescriptive evaluation of alternative fishery governance weights.

Eunsa Memorial Science Museum and Colonial Science Technology (은사기념과학관(恩賜記念科學館)과 식민지 과학기술)

  • Eunsa Memorial Science Museum is a political space to justify ruling colony. Japanese imperialism made use of science museum in ruling colony under the cloak of propagating science thoughts. The science museums made it natural to rule the inferior Joseon(Korea) by bring the concept of 'Great Science Empire' into relief. The exhibition, lecture, experiment and science movies propagated those colonial ruling ideology. This transplantation of the colonial science museumraised the following problems. First, the science museum was used as means for the propagation of political power. All the aspects of the architecture, exhibition, and operation of the colonial science museum propagated and supported the direction of political authority, and furthermore planted a rosy phantasm of 'Development' and 'Progression' into the colony. Second, The science technology of science museum was treated as 'Result' and 'Instrument'. Japanese imperialism denied that the science is a historical and cultural staple product; it instilled only the 'Instrumental Rationality' in the colony. Third, the science technology dealt in the colonial science museum was below the level. What they educated and set forth as domestic science was to cultivate the laborers people for the political power by internalizing modernistic discipline.

Characteristics of Daesoon Thought in Korean Modern Times - Focused on Transnationalism, Modern and Post-modern Values - (한국 근대시기 대순사상의 특질 - 초민족주의와 근대 및 탈근대 가치를 중심으로 -)

  • This study's aim is to identify modern and post-modern values and transnationalism embodied in Daesoon Thought and to seek for the new value to overcome irrationality of modern values in this society we live in. Several previous studies discussed about these issues, but most of them studied them on the basis of Korean new religions or Jeungsangyo, or in sociological theory perspective. Therefore, this study focused on Daesoon Thought encompassing ideological perspective as well as historical perspective of Daesoonjinrihoe. As for nationalism, while Eastern learning(Dong-Hak) is prone to ethnocentricity, Daesoon Thought shows trans-ethnic perspective. As for historical perspectivel, Mugeuikdo, a precursor to Daesoonjinrihoe showed non-relationship with any politics as contrasted with other new korean religious movement at that time. As for aspects of modern values, 3 perspectives (political system, social system, abolition of premodern values) were discussed. As for political system perspective, while Eastern learning advocates democratic modernity but accepted monarchy, Jeungsan denied monarchy. And While western political philosophy advocated rationality-based absolute person, Daesoon Thought proposes ideal human who can have political power and do religious indoctrination all together. As for social system perspective, while western humanism is based on all of he people's equity in front of God, Eastern learning on humans are Heaven (人乃天), Daesoon Thought is based on Injon thought(人尊思想) which encompasses spiritual world, human world and all of the universe. Daesoon Thought also proposes abolition of discrimination by gender, social position. As for abolition of premodern values, Daesoon Thought critics pre-modern formalism and advocate acceptance of other nations' culture, pragmatism, and humanism. As presented above, Daesoon Thought has not only modern values but also aspects of post-modernity and transnationalism. In the future, further studies are needed which tackle these issues and search for new values of Daesoon Thought which can overcome limitation of modern values.

  • Kyoto, which was Japan's political and cultural capital for more than a millennium before the dawn of the modern era, shows distinctive characteristics formed in the process of urban modernization. A citizen plaza perfectly fit to a modern city is lying on the east side, but a delayed urban reconstruction in the city center due to a strong conservative self-government awareness, as well as a delayed modernization of tax system, caused disorderly urban sprawl to appear in the suburbs. Thanks to the enactment of urban planning law enacted in 1919 by the government (Ministry of Internal Affairs) and an increasing awareness about the necessity and rationality of urban planning projects, urban renovation took place at a rapid pace. In the meantime, new ways of urban design were sought for and experimented to conserve it as a historical city against the city' quickly changing landscape.

A Comparative Study on Grievance Resolution, Gratitude and the Perspective of Mutual Beneficence in Daesoonjinrihoe and Confucianism (대순진리회와 유가의 해원, 보은, 상생관에 대한 비교연구)

  • Grievance resolution, gratitude and mutual beneficence are not only an essential dogma of Daesoonjinrihoe but also a major issue which Chinese Confucian scholars have been concerned about. In this context, this study compares the perspectives of grievance resolution, gratitude, mutual beneficence based on basic scriptures of Daesoonjinrihoe and ancient Chinese Confucianism. With nurture and benevolence as core thoughts, the ways of ruling the world in righteousness and proprieties have common characteristics of Daesoonjinrihoe and Confucianism. The Heavenly Way, which is rather an abstract conception, is perceived as a Confucianism ultimate ground. Because Confucianism does what is right for nurture, embracing rationality, the religious aspects are not clearly defined, it is the difference between Daesoonjinrihoe and Chinese Confucianism. In this regard, this study compares similarities and differences between the two cultures to promote mutual understanding.
