국제회의 및 국제 스포츠 행사는 개최기간 중에 테러나 안전사고 등이 발생할 경우에 행사 그 자체가 실패할 뿐만 아니라 많은 생명과 재산이 파괴되고, 궁극적으로는 개최국의 신뢰도 저하가 수반되기 때문에 안전대책 이야말로 가장 중요한 요소이다. 이러한 맥락에서, 본 연구에서는 최근 10년간 세계 각국에서 실시한 국제회의 및 스포츠 행사에 대한 테러대응 사례를 분석하고, 이를 통해서 나타난 정책적 함의를 제시하는 목적에서 진행되었다. 본 연구에서 나타난 향후 국제회의 및 스포츠 행사에 대한 테러대응의 기본 방향을 압축하여 제시하면 다음과 같다. 먼저, 대규모 국제 행사 개최시 잘 훈련된 전문가인 안전요원 및 행사요원의 양성이 중요하다. 앞으로 자주 개최될 각종 국제행사에는 자칫 타성에 빠질 수 있는 정부 주도의 행사 보다는 각 지방자치단체가 지역내 대학과 연계되어 보안에 필요한 인력 및 재원확보를 안정적으로 해야 한다. 또한, 테러리스트들의 전략과 전술을 명확히 이해하고 정보를 활용하여 그들보다 앞서나 가는 시스템을 구축해야 한다. 따라서 정부의 주도하에 테러리즘에 대한 직 간접적인 교육과 연구 활동을 촉진시켜 테러리즘의 다양한 측면과 대응책 등 테러리즘에 대한 전반적인 안목을 국민들에게 길러줌으로써 만일의 사태에 총체적으로 대응 할 수 있는 기반을 만들어야 한다. 끝으로, 뉴 테러리즘의 한 수단으로서 사용되는 사이버 테러(cyber terror)에 대한 철저한 대비책을 마련해야 한다.

본 연구에서는 동북아시아 에너지 공급에 중요한 영향을 미치게 될 시베리아송유관 건설과 관련하여 중국과 일본 양국이 시베리아 송유관을 자국에 유리한 방향으로 유치하려는 시도에 대한 정치경제학적 분석이다. 먼저 시베리아 송유관 건설과 관련한 지금까지의 경과를 조명한다. 다음으로 시베리아 송유관 건설문제와 관련된 러시아 국내적 및 국제적 요인을 분석하고, 이를 배경으로 러시아 에너지 공급과 관련하여 논의되는 중상주의적 및 자유주의적 접근의 적실성을 검토하였다. 분석의 결과 중상주의적 접근과 자유주의적 접근의 이분법은 행위주체로서 러시아에만 초점을 맞추고 있다는 점에서 한계를 가지고 있었다. 그 대신 러시아가 동북아지역에서 경제적 안보를 중시하면서 중상주의적 접근과 자유주의적 접근을 아우르는 에너지 공급정책을 추진하고 있다는 점에서 중상주의적-자유주의적 접근의 이분법적 분석방법의 대안으로 정치경제학적 접근이 유효한 것으로 나타났다. 마지막으로 한국의 상황에서 시베리아 송유관 건설이 가지는 함의를 제시하였다.

본 연구는 기존의 적대적 매체지각 개념을 확장한 편향적 매체지각을 전제로, 시청자의 정치성향(진보, 중도, 보수)과 시청자가 인식한 방송사의 정치성향(진보, 중도, 보수)이 방송채널 평가(흥미성, 다양성, 창의성, 신뢰성, 유익성, 공정성, 공익성)에 미치는 영향을 분석하였다. 온라인 설문조사를 통해 수집된 전국 성인 시청자 624명의 자료를 통해 조사 당시 가장 정치적으로 중도적인 것으로 평가된 방송사를 선정하여 해당 방송채널에 대한 응답자들의 평가를 다변량 공분산분석(MANCOVA)하였다. 분석결과, 시청자의 정치성향은 방송채널 평가에 영향을 주지 않는 반면, 시청자들이 인식한 방송사의 정치성향에 따라 방송채널 평가가 달라지는 경향이 확인되었다. 또한 시청자의 정치성향과 시청자가 인식한 방송사의 정치성향이 상호작용함으로써 시청자와 방송사의 정치성향이 일치하는 경우에는 방송채널에 대한 평가가 긍정적(우호적 매체지각)인 반면 일치하지 않는 경우에는 평가가 부정적(적대적 매체지각)인 경향이 나타났다. 이러한 연구결과들을 바탕으로 방송채널에 대한 시청자들의 태도형성과 관련한 이론적 및 실용적 함의들을 논의하였다.

The purpose of this study is to analyze policies on environmental-friendly agriculture(EFA) and find out some implications. As we know well, EFA contributes environmental substantiality by using organic production methods and provides consumers with a secure, safe nutritious food supply. As consumption of environmental-friendly agricultural products increasing, policies on EFA began in the 1990s and it has been generally expanded in Korea. The strategies for sustainable EFA aim to promote harmony among human beings and between humanity and nature require. In addition, support to develop marketing activities, regionalization, and political support must be further developed.

What explains the sharp increase in the Chinese economy's indebtedness, in particular the China's onshore corporate debt? Has the overall debt burden reached a threshold where it poses a systemic risk, thereby making the economy vulnerable to a "Lehman Moment" - with disorderly unwinding of the private sector and sovereign debt? What are the short and longer term implications of China's growing debt problems on domestic economic growth and the broader global political economy? What has Beijing done to ameliorate the problem, how effective were its efforts, and what must it do to deal with this problem?

Objectives: This study reviews literature on health literacy and provides communication guidelines and policy implications for addressing health literacy for the Korean population. Methods: EBSCOHost, JSTOR, ProQuest, Web of Science, and PubMed were searched using the term "health literacy." The present study also reviewed reports and publications released by governments and healthcare agencies. Results: By reviewing existing articles and reports, the present study provides following suggestions : (a) implementation of a national health literacy survey on a regular basis, (b) development of tailored health literacy interventions for different target segments, (C) development of an appropriate model to evaluate the effectiveness of health literacy programs, and (d) development of health literacy guidelines for distributing health information and educating healthcare professionals. Conclusions: Health literacy issues must be addressed through establishment of appropriate policies and guidelines as well as collaboration between government and healthcare organizations.

After the establishment of 'Staggers' Rail Legislation' in 1980, which established an atmosphere of free competition in rail freight transportation market, freight railway in America became larger and the proportion of freight railway in the market increased. In 2008, it took up 43% of the transportation market based on tonne/mile unit and the productivity of freight rail increased. On the other hand, in the case of Korea, the competing atmosphere is being set up under the influences of the renovation of the rail transportation industry in 2004. However, to make the rail transportation market more active and become more advanced, a lot of efforts are required to build a stronger foundation of free competition atmosphere. In this paper, we have deducted the political implications on the establishment of strengthened competition in Korean rail transportation industry from reviewing what kind of changes the rail transportation market in America went through and how it was developed. In this case, we have focused on the changes in industrial trend towards the restriction policy. Also influences of the deregulation policy after 1980 on the enhanced market efficiency were reviews.

The purpose of the study was to review literature on universal and residual services of early family-intervention. The review was focused on early family-intervention cases proven effective in empowering children, parents and families, which, in turn, brought about positive synergy effects to the community at large. Literature review was presented in the following order: first, the universal needs for early family-intervention; second, critical components and strategies of early family-intervention for successful outcomes; third, on-going international projects of early family-intervention, both universal and residual services, proven effective on a long-term basis. In conclusion, findings of the study were summarized and the theoretical, practical and political implications for Korean society were further discussed.

The purpose of tis study is to analyze the effects of job embeddedness on job burnout related with social worker's turnover. This study suggests some implications for decreasing the level of social worker's job burnout. In this study, embeddedness is composed of three sub-variables like fit, links, and sacrifice. Job burnout is also composed of emotional exhaustion, depersonalization, and decrease of personal accomplishment. Thereafter, research model is established, and study hypothesis is tested through the survey. As a result, it showed that the components of job embeddedness have significant effects on the components of job burnout. Based on the result of this empirical analysis, this study suggested some theoretical and political implications.

This study examines work and family life of married women and policy implications of the low class in Daegu area. Data were gathered from the use of face-to-face interview method from a sample of 564 married working women. And the political printed materials of family welfare policy(1988~1993) were analyzed. The major findings of this study can be summarized as follows: Most of the respondents remain unstable in their working situation with the double burden of a paid work and housework. Thus it is necessary for the government to implement family policies for married working women such as establichment of various child care centers study room for adolescence councelling center job-training center and dissemination of egalitarian sex-role attitudes. Finally it is suggested that the formulation of family net works be promoted for the effective utilization of local resources and family welfare programs.
