Drawing on the theories of mediated public diplomacy, intermedia agenda-building, and homophily, this study aims to compare the effectiveness of the public diplomacy efforts made by the Saudi and Qatari governments during the Gulf diplomatic crisis. The study examines the respective international agenda-building influence of the state-sponsored media from the two competing Gulf states on the regional and international media's coverage of the crisis. Results show that, compared to Saudisponsored Al Arabiya, Qatari-sponsored Al Jazeera was more effective in shaping the agendas of the regional and international media. Whereas Al Arabiya has a weak first-level agenda-building influence and a moderate-to-strong influence at the second and the third levels, Al Jazeera demonstrates a strong agenda-building influence on the foreign media outlets at all of the three levels. We also analyze the impact of political proximity and the language of the media content (English or Arabic) on the agenda-building relationships. Still, the results suggest that, compared to Al Arabiya, Al Jazeera was more successful in shaping the agendas of the regional and international news media-no matter where they are based in the allied or the opposing countries. Also, we observe a higher level of consistency between Arabic- and English-language content in Al Jazeera.
After global economic crisis, most countries increased the welfare expenditure as a part of stimulus package. Although the need for the welfare and the role of the state to take responsibility of public welfare has increased because of poverty and polarization, responses of the state against the crisis had focused on the aid to the financial industry and cutting taxes and showed limitations in coordination. Financial limitation of welfare expenditure, political individualism, the change of class politics and the mixture of the welfare institutions and financial institutions make have a pessimistic prospect of the retrenchment to the minimalist welfare state. As neoliberal state is continued cash benefits mainly for the middle class is being decreased. As a result, the direction the welfare states pursue is prospected to win over the poor by strengthening selectivity in welfare provision rather than class coordination.
The world is significant increasing investment volume into developing countries from foreign investors. Foreign financial capital is searching in interesting place among the emerging market. However foreign investors put still their experience in the economical and social crisis with political risks in the host countries. MIGA entered into the political risks insurance market which has one of the basic matter of sponsored the private investment guarantee programs. They put guarantee or covering risks of currency inconvertibility, expropriation, breach of contract and political violence. In the case contracts of guarantee concluded between investor and MIGA which are disputes in relation to such MIGA service contract, it should be settled by negotiation, conciliation and arbitration under the convention establishing the Multilateral Investment Guarantee Agency(MIGA). All disputes within the scope to states and investor of MIGA members shall be settled in accordance with the procedure set out in the convention. Recently, MIGA is opening the office in Seoul to strengthen joint efforts between MIGA and Korea. It will be a good chance to consider sustainable improvement and dispute solutions for emerging countries in foreign investment to the korean investors.
China's Belt and Road Initiative infrastructure connectivity and other projects are presented in much of the discourse as a grand strategy to trap developing nations in debt, to exert asymmetric power and construct a new world economic order. The asymmetric relationship between China and Myanmar might therefore be expected to generate a range of political risks for stakeholders. Myanmar itself presents a "perfect storm" of problems, with dysfunctional governance, civil conflict, under-development and growing economic dependence on China. The Kyaukphyu port project and associated Special Economic Zone in Myanmar's troubled Rakhine state is investigated as a case study of risks on the Belt and Road. While worst case fears China might seize military control of the port appear unlikely, at least in current conditions, empirical observation indicates the complexity on the ground generates an array of other risks - as well as opportunities, should conditions allow. Further, despite challenges and constrained capacity, Myanmar governments have demonstrated agency, including by re-negotiating control and costs of the Kyaukphyu project. The case underlines that conditions are more complicated than simply China's asymmetric power. A sceptical approach is taken to normative discourses in order to build inductive understanding of how stakeholders and local experts perceive dynamics underway. A political risk approach is deployed to develop a framework to identify, analyse and assess risks for actors in relation to the Kyaukphyu project. The research findings are presented on an interim basis, given current constraints on field interviews due to the current crisis.

To help the industry, outsourcing was found to be the most efficient method. An extensive literature analysis was done to assess the macroeconomic factors associated with outsourcing to supplement the anxious parties' decision-making process with evidence-based comprehensive tools. As a theoretical framework for evaluating these issues, transaction cost economies and resource-based perspective theories are investigated. Outsourcing is proven to be a result of energy crises and political instability. The advantages of outsourcing assist major industries in the economy. To discover the key drivers behind outsourcing, we used the vector autoregressive (VAR model) and step-wise regression techniques for the period 1992 to 2016. This research adds to the literature in that it not only explains the energy issue but also discusses the dilemma of political instability in the country in the context of outsourcing. The findings indicate that labor cost and export tendency have a positive impact on outsourcing strategy, which confirms the study's third and fourth hypotheses. Customs tax, inflation, and the unemployment rate, on the other hand, have a negative impact on textile outsourcing in Pakistan, according to the study's fifth, sixth, and seventh hypotheses.
The purpose of this paper is to 1)examine the current state of cultural studies in Korea with a focus on recent discourses about its 'crisis' and 2)attempt to find some ways out of these dilemmas in drama/theatre/performance studies. As Raymond Williams redefined 'culture' as 'a whole way of life,' performance studies has expanded the boundary of 'performance' from traditional performing arts onto almost everything that can be studied and analyzed 'as' performance. Performance is not only the final product on display but a whole process that includes training, workshop, and rehearsal of culture. According to Richard Schechner, workshop and rehearsal are the most critical and creative 'liminal' phases that allow traditional knowledge and alternative challenges to coexist in conflict and intentionally delay the final decision by putting itself in a perpetual process. From this view, this essay attempts to find an-no matter how limited and temporary-answer to or a possible exit from political and theoretical aporias of cultural studies.

The aim of this article is to critically explore the history, methods, characteristics and cause mechanism of Korean farmers' movement who resisted to market globalization from the perspective of social movement theory. I believe that the most influential elements of Korean farmers' movement are three structural elements; namely resentment, political opportunity structure, and media and discourse. Therefore, focusing on the three elements, I analyze the emergence and expansion of the Korean farmers' movement against market globalization from 1993 to 2008. And I analyze the roles of these three structural elements which played in farmers' social movement in South Korea. Particularly, this article analyses in perspective of market globalization and government trust crisis about the basic reason why Korean farmers' movement was so fierce in process of agricultural market globalization.
This paper evaluates the new food policy adopted by the European Union to enhance the food safety after the mad cow crisis occurred in 1990's. Newly introduced rules at the EU level are characterized by two features. Firstly, an important part of them have the form of Regulation which is a binding legislative to all member countries. Secondly, most of them are horizontally applied to the whole food industry, irrespective of their kinds of performance, hygiene or labelling. According to theoretical studies on this topic, any food safety regulation for solving adverse selection problem or reducing negative externality in food consumption should be fine-tuning depending on the concrete demand and costs conditions of the food sector concerned. In this theoretical perspective, the food safety laws introduced at EU level after mad cow crisis have been over-regulated for improving social welfare. The true motivation for the transfer of the policy competence on food safety to the Union level is political rather than economic. Our analysis with a political economic perspective shows that how the EU food regulations have been embraced not only by the governments of member countries, but also by diverse interest groups like food processor & distributors, consumers and agro-livestock groups, and that they have been used as protectionist purpose specially against non-member developing countries. Taking into account the fact that the basic aim to form the Union is to establish a single market to enhance economic efficiency at the Union level, the EU is required to adopt some policy actions to reduce negative effects of too restrictive food safety regulations.
The 2008 world economic crisis had unprecedented consequences in European societies, with repercussions on Southern European countries in particular. In Italy, the crisis itself provided a plausible rationale for policy makers to push forward long needed welfare cuts, resulting in the neoliberal austerity trend fostered by the Monti government (years 2011-2012). In the light of the fact that Bismarckian welfare states from continental Europe are generally difficult to reform, understanding these policy dynamics requires an adequate theoretical framework. This paper seeks to understand the logics behind welfare reforms in Italy after the 2008 economic crisis, by reviewing available theoretical approaches in literature. It is argued that external forces (notably, the European Union) represented the main trigger factor, and that political elites marginalized the role played by civil society, with social problems such as unemployment worsening as a result.

In this paper, we show that supervisory control theory of discrete event systems can be applied to analyze the problem of power in political economy. For this purpose, we introduce the decision mechanism of control inputs based on power, and the consequent behavior of a supervised system. Specifically, this paper presents the notion of power-controllability as a necessary and sufficient condition to achieve a common control objective of competing groups (local controllers). If the power-controllability is met, a modular system controlled by local controllers with power functions is not deviated from a common control objective of them.
