Real Option Study on Sustainable DMZ Management under Biodiversity Uncertainty (생물다양성 불확실성하에서 지속가능한 DMZ 관리 실물옵션 분석)

  • The Demilitarized Zone(DMZ) is a buffer zone set between the southern and northern limit lines established after the 1953 Armistice Agreement. It is an important natural environment conservation area where wild species of animals and plants live. On the other hand, the development pressure on the DMZ will increase when the inter-Korean economic cooperation is activated in the future. As a result, DMZ development should consider not only the economic cost-benefit aspects, but also how to assess and conserve the biodiversity of the DMZ, as well as the recovery costs and budget. This paper develope a sustainable DMZ management model under biodiversity uncertainly by using real option approach. The model is also designed to reflect the political risk and regional specificity of the DMZ. Through empirical analysis, I derive the biodiversity threshold (b*) that can secure the DMZ investment economy under uncertainty. In addition, through the sensitivity analysis, I derive the factors influencing the biodiversity threshold, and suggest the policy implications for sustainable management of DMZ.

Public Participation in Healthcare Decision Making : Experience of Citizen Council for Health Insurance (보건의료 정책 의사결정과 시민참여 : 『건강보험 보장성 시민위원회』의 사례)

  • Public participation in the decision making for scarce health resources is important because health policy requires trust based consensus, which can be achieved by public's understanding and involvement of related policies. In the past, opportunities for interaction between health policy decision makers and lay public were rare in Korea. As political impulses towards public participation in health policy have increased, a few of deliberation methods were attempted. However, there is little research, reporting such cases with a critical examination of relevant theories and previous studies. We first critically review the literature on public participation within theories of democracy, governance, and empowerment. Next, we report a case of a citizen council experiment, which was held to examine public's preferences among different benefit options regarding new drugs and medical technologies. Specifically, in an one-day long citizen council with a total of 28 lay public, twelve questions of whether a drug or a technology should be included in the benefit package of health insurance were asked. Pre- and post-surveys investigated participants' perception of public engagement in health policy. Although it was experimental, the citizen council ensured that lay public could be careful enough to rationally compare the costs and benefits of different options and collectively make decisions. Further, results from pre- and post-survey showed a strong willingness of members to be involved in health care decision making. In the conclusion, we emphasize that better theories and methods need to be developed for more cases of citizen participation in health care policy and management.

The Effect of Foreign Direct Investment on Total Factor Productivity in Selected ASEAN+3 Countries: New Evidence Using A Panel ARDL Study

  • This study investigates the effects of FDI and other macroeconomic variables on Total Factor Productivity (TFP) in selected ASEAN+3 countries from 1981 till 2016. Total Factor Productivity (TFP) for each ASEAN+3 country was constructed using the Malmquist productivity index method. Then, a panel ARDL framework (dynamic heterogeneous panel), namely Pooled Mean Group (PMG), Mean Group (MG), and Dynamic Fixed Effect (DFE) are employed in examining the effects of FDI and other controlling variables on TFP. The new findings show that FDI has a significant and positive impact on TFP in the long run and the short run in ASEAN+3 countries. Besides, the results also reveal that in the long run, other variables such as the average number of years of schooling and the ratio of high-skilled to low-skilled labor also have a significant and positive effect on TFP. However, economic openness, government expenditure on R&D, and interaction between countries and FDI have a negative and significant impact on TFP. These findings implied that the recipient countries must ensure their political stability and offer various incentives to attract more investors. Furthermore, the influx of foreign investors, especially large ones and lower costs, should be encouraged by each country as FDI inflows can boost their TFP growth.

Research on the Impact of Logistics Industry Efficiency and Agglomeration Effect on Import and Export Trade in Korea

  • Purpose - The logistics industry is often featured by its location relevance and industrial concentration. Industrial concentration is conducive to the effective transmission of information by reducing transaction costs and improving transaction efficiency, thus promoting the development of trade. The main purpose of this paper is to measure the spatial total factor productivity and location quotient of the logistics industry in Korea, and to study the impact of the logistics industry efficiency and agglomeration effect on import and export trade in Korea. Design/methodology - First, used the spatial stochastic frontier method to measure the spatial total factor productivity of the logistics industry in Korea, this serves as the efficiency index of the logistics industry in various regions of Korea. Second, calculated the location quotient (LQ) of the logistics industry to measure the industry's concentration degree. Third, employed a spatial econometric model to analyze the impacts of factors such as the efficiency and concentration levels of the logistics industry on import and export trade in Korea. Findings - This study's main findings can be summarized as follows: this study found that the overall efficiency of the logistics industry in Korea needs to be improved, even though it showed an upward trend in all regions of the country; Moreover, the agglomeration level of Korea's logistics industry needs to be improved; Finally, the positive spatial correlation and industrial agglomeration effect of Korea's logistics industry had a positive impact on the country's import and export trade. Originality/value - This study is innovative in terms of research perspective and methods. Most of the previous studies have measured the development level of the logistics industry using the logistics performance index (LPI), Fewer studies have assessed through the spatial total factor productivity and location quotient of the logistics industry in Korea to measure the efficiency index of the logistics industry in various regions of Korea and concentration degree, as well as there was almost no study on the impact of logistics industry efficiency and agglomeration effect on import and export trade in Korea. This study addresses this limitation by analyzing the impacts of the efficiency and agglomeration effect of the logistics industry on import and export trade in Korea.

Perception on the Traditional Korean Medicine According to the Existence of a Chronic Disease

  • Objectives: Chronic diseases (CDs) continue to increase due to advances in medicine and increase in lifespan, affecting quality of life and resulting in economic loss through treatment costs. This study addressed the perception characteristics of the effectiveness of Korean medicine (KM) based on the existence of a CD to determine the national preference for KM treatment. Methods: Using data from the 2017 National Survey of KM Usage, we evaluated the perception on treatment effect of 16 diseases by dividing them into the CD group and the non-CD group. Response reliability was verified by applying the chi-square test (χ2-test) analysis method of the Statistical Package for the Social Sciences (SPSS) statistical program. Results: The analysis of the perception on effectiveness of KM for patients with CD (n = 1,050, 21.0%) and for patients with non-CD (n = 3,950, 79.0%) showed an overall similar trend for all the 16 diseases. The response rates of having some treatment effect were high for nine diseases namely, disc-related disease (CD: 70.7%, non-CD: 73.1%), osteoarthritis (CD: 72.3%, non-CD: 72.4%), frozen shoulder and shoulder pain (CD: 79.6%, non-CD: 81.4%), back pain (CD: 84.6%, non-CD: 85.0%), sprain (CD: 84.8%, non-CD: 84.1%), facial nerve paralysis (CD: 73.5%, non-CD: 71.7%), stroke (CD: 66.2%, non-CD: 62.8%), digestive disease (CD: 53.3%, non-CD: 50.0%), and common cold and rhinitis (CD: 44.7%, non-CD: 44.8%). Conclusion: The present results found that there was little difference in the perception on effectiveness of KM for each of the 16 diseases in patients with CD and non-CD, however, 70% or more of the respondents recognized some treatment effect on musculoskeletal disorders, regardless of the existence of CD. Preferential political support for KM treatment of chronic musculoskeletal disorders is recommended.

  • Many possibilities of Big Data has been discussed widely for several years. And the importance of protecting personal information has been emphasized more strongly. During the process of integrating several personal information for the improvement of usability of Big Data, there are many problems occured like the likelihood of the identification of one person, the level of personal infomation used to create personalized services in the companies making and using Big Data. In this study, I summarize GDPR(General Data Protection Regulation) of EU, CCPA(California Consumer Privacy Act) of USA and domestic Big Data 3 Acts Amendment proposals. Also I discuss re-identifcation of de-identificated information, social costs of the usage agreement of personal information, possible problems in construction and combination of private and public big data, political suggestions about settlement of regulatory environment.

Prospects For The Development Of Distance Educational Learning Technologies During The Training Of Students Of Higher Education

  • This article identifies the problems and substantiates the directions for the development of distance learning technologies in the training of personnel. An example of using digital media to create a remote access laboratory is given. The article is devoted to the definition of the main aspects of the organization of distance education. Rapid digitization, economic, political and social changes taking place in Ukraine necessitate the reform of the education system. First of all, it concerns meeting the educational needs of citizens throughout their lives, providing access to educational and professional training for all who have the necessary abilities and adequate training. The most effective solution to the above-mentioned problems is facilitated by distance learning. The article analyzes the essence and methods of distance learning organization, reveals the features of the use of electronic platforms for the organization of this form of education in different countries of the world. The positive characteristics of distance learning are identified, namely: extraterritoriality; savings on transport costs; the interest of modern youth in the use of information tools in everyday life; increase in the number of students; simplicity and accessibility of training; convenient consultation system; democratic relations between the student and the teacher; convenience for organizations in training their employees without interrupting their regular work; low level of payment for distance education compared to traditional education; individual learning pace; new teacher status. Among the negative features of online education, the author refers to the following problems: authentication of users during knowledge verification, calculation of the teacher's methodological load and copyright of educational materials; the high labor intensity of developing high-quality educational content and the high cost of distance learning equipment; the need to provide users with a personal computer and access to the Internet; the need to find and use effective motivation mechanisms for education seekers.

Clinical Characteristics, Drug Adherence to Antipsychotics and Medical Use Trends in Patients First Diagnosed with Psychotic Disorder: A Preliminary Study (정신병적 장애로 첫 내원한 환자들의 임상 특징과 투약 순응도 및 의료 이용 추이: 예비 연구)

  • Objectives: In this preliminary study, we investigated the clinical characteristics of patients who were first diagnosed with psychotic disorder and explored the impact of the adherence to antipsychotics on long-term medical use. Methods: All national health insurance claims related to psychotic disorders including gender, age, income, and drug compliance, from January 1, 2008 to December 31, 2015, were examined. With trend test using Medication Possession Ratio (MPR), we compared the medical use between the compliant group (MRP≥0.8) and the comparative non-compliant group (0.2≤MPR<0.8). Results: Among 28,095 participants in total, 16,239 patients (57.8%) were diagnosed as schizophrenia; the 30s were the most common (n=7,151, 25.5%). Drug compliance was generally low regardless of the diagnosis and was the lowest among 20s with the 40-60% range of income. The compliant group showed lower psychiatric and medical use than the comparative group in the following years (p<0.0001). Conclusion: These findings suggest that patients in the 20s and 30s with the 40-60% range of income, who are diagnosed with schizophrenia at the first psychiatric visit, may need more clinical and political attention. The results also emphasize the importance of initial drug adherence to antipsychotics in reducing long-term psychiatric costs.

Defending the Indo-Pacific Liberal International Order: Lessons from France in Cold War Europe For Promoting Détente in Asia

  • As tension escalates between the US and China, scenarios for maintaining peace in Northeast Asia imply that secondary powers will perceive increasing incentives to reappraise their respective international roles. This analysis proposes that an analysis of France's Cold War role in Europe and the world under President Charles de Gaulle provides insights into conflict management in an increasingly multipolar international political environment. Their respective interests in preventing a so-called new Cold War emerging between the US and China include avoiding its excessive economic costs, if only because China is a massive trade partner. This study engages in theoretical framework-informed process tracing of de Gaulle's role. It explicates the assumptions that functionally underpinned de Gaulle's policy of soft balancing between the US and China. The analysis explores de Gaulle's contribution to the decay of the Cold War. It illuminates de Gaulle's contribution to a regional international environment that made West German Chancellor Willy Brandt's Ostpolitik strategy more feasible politically. This study applies these findings in the formulation of strategy recommendations focusing on Japan. Valid inferences regarding the predominant motivations driving American and Chinese international interaction are necessary for this task. To the extent to which the US and China have entered into a conflict spiral, Japan's hedging towards Washington is further incentivized. Tokyo would necessarily need to convince the Chinese that Japan is no longer Washington's unsinkable aircraft carrier off its coast. Tokyo, like de Gaulle's France, would maintain close relations with Washington, but it would need to project to its interlocutors its commitment to its own strategic autonomy. Tokyo's emphasis on closer relations with liberal democratic Indo-Pacific actors would potentially fit well with a commitment to strategic autonomy to defend the global liberal order.

Development of design charts for concrete lining in a circular shaft (원형수직구 콘크리트라이닝 단면설계도표 개발)

  • Recently, requirement of a long subsea tunnel has increased due to political, economical and social demands such as saving of distribution costs, improvement of traffic convenience, and regional development. Road and railroad tunnel need a shaft for construction and ventilation because of increase of tunnel length. Shaft diameter, lining sectional thickness and rebar quantity have to be determined for design of concrete lining in the shaft. A lot of structural analyses are needed for optimal design of concrete lining considering shaft diameter, load conditions and ground conditions. Design charts are proposed by structural analyses for various conditions in this study. A sectional thickness and rebar quantity can be easily determined using the proposed design charts.
