An Analysis on the Effect of the Increase in the Fee of Magnetic Resonance Imaging Deciphering of the External Hospital: Focusing on the Brain Magnetic Resonance Imaging (MRI 외부병원 판독 수가 인상의 효과 분석: 뇌 관련 자기공명영상을 중심으로)

  • Background: In 2018, the government increased the fee for the magnetic resonance imaging (MRI) image deciphering services of the external hospital to discourage the redundant MRI scan and to induce appropriate use of the MRI services. It is important to evaluate the effect of the policy to provide the basis for establishing other MRI-related policies. Methods: The healthcare data of the patients who had brain MRI scans were organized by episode and analyzed using the panel study in order to find out the effect of the MRI-related policy on the substitution effect and the medical expenses. Results: As a result of the increase in the fee of deciphering the MRI image, there has been an uplift in deciphering the MRI scan of the external hospital. It implies that more hospitals chose to use the MRI scan taken by other clinics or hospitals, rather than the MRI scan taken at their own facilities. Conclusion: The research results imply that a policy that facilitates the exchange of the medical image data between the hospitals is needed in order to establish an efficient management system of the healthcare resources. Such improvement is expected to reduce the social cost and contribute to the stability in the finance of national health insurance.

  • The Nagoya Protocol will enter into force on 12 October, 2014 during the period of UNCBD COP12 which will be held in Pyeongchang, Korea. In this circumstance, it is essential to analyze other countries' legislations and find various related issues. Based on that analysis, Korea can set its course for related policies and also improve its own legislations. EU and China were selected as comparison countries since EU is one of the leading countries trying to establish an international environmental law system and China is regarded as a model country representing LMMC (Like-Minded Mega-diverse Countries) in the world. Based on this study, it is highly recommended for Korea to assert the need for dispute resolution between private and government parties and also trilateral co-management of trans-boundary genetic resources and related traditional knowledge among Korea, China and Japan. In addition, Korea also needs to improve its legislation towards integrating the management and control of genetic resources.

A Study on Information Security Policy in the era of Smart Society (스마트시대 정보보호정책에 관한 연구)

  • This study will propose the policy priorities of cyber information security by AHP(Analytic Hierarchy Process) survey. The policy categories for AHP survey consist in the foundation of information security and activity of information security(1st hierarchy). In the second hierarchy, the foundation of information security was classified into laws-system, human resources, h/w-s/w technology and sociocultural awareness. And the activity of information security was divided into infrastructure protection, privacy protection, related industry promotion, and national security. Information policy alternatives were composed of 16 categories in the third hierarchy. According to the AHP result, in the perspective of policy importance, the modification of related laws was the first agenda in the policy priority, better treatment of professionals was the second, and the re-establishment of policy system was the third. In the perspective of policy urgency, the re-establishment of policy system was the first item, the modification of related laws was the second, and better treatment of professionals is the third.

Attitudes of Korean Forest Policy Interest Groups toward the New Environment and Resource Management Paradigms (새로운 자원관리 및 환경 패러다임에 대한 산림정책 이해관계자 집단의 태도)

  • This study examined the attitudes of the Korean forest policy interest groups toward the new environmental paradigm and resources management paradigm which were emerged in western societies. The 1st survey was conducted for five interest groups (forest owners, timber industries, members of the Korean Alpine Club, members of the Korean Natural Parks Association, forestry experts) in 1995, and the 2nd survey was conducted in 2006 for three interest groups (forest owners, members of the Forest for Life, members of the Baekdudaegan Preservation Society). The survey results show that there are significant differences in attitudes and beliefs toward the new environmental and resources management paradigms among groups. The environmental conservation groups such as the members of the Alpine Club, Nature Parks Association, Forest for Life, Baekdudaegan Preservation Society favor the NEP and NRMP more than those of traditional forestry related groups such as forest owners and timber industries. But, there are no significant attitudinal changes among forestry related groups. This research provides valuable insights into understanding the attitudinal positions of the interest groups toward forest resources management and policy formulation in Korea.

Development of a Program to Promote Economics Activities of Rural Elderly (농촌노인의 경제활동 향상 프로그램 개발)

  • This study aims to develop useful programs, which would promote the economic activities of rural elderly and their living standard as the silver population is growing in the society, to present the direction of policy related to the elderly for governmental agencies, and make it available as data that can be accessed by civil servants, in charge of elderly-related matters and currently serving at city office and municipal and county agricultural technique center, so that they can provide education to the elderly. For this, first, the economic condition of the rural elderly and their requirements have to be diagnosed. Second, we developed a program that specially aimed at improving their economic activities. To develop of program, a survey questionnaire was administered with the 881 elderly over 60 years old who live in 110 rural villages. Face to face interview was carried out by professional interviewer. The result was once posted in the 2nd issue of volume 14th of this journal in 2004 with the title of "Study of the rural elderly's activities and needs of economics." Based on such result of study, we developed the program to provide jobs to the rural elderly that are suitable for them. 2 types programs, which differ from each other depending on the subject of implementing the welfare of the elderly, were developed: first, "program to create jobs for rural elderly at the policy supporting level, which requires the government to drive forward, and second, 'program to provide education to rural elderly at the social level' to foster them as competent human resources."

  • The forestry development policies and projects in Korea have been implemented under various related acts. These acts include the Framework Act on the National Land and Framework Act on Forestry enacted by each administration. However, there are some limitations to encourage a variety of mountain villages and forestry development policies due to duplication and overlap between the relevant acts. Nowadays, the fields of local development have evolved and become integrated not only by infrastructures but also in various fields such as multi-functional industries including tourism, green care, cultural welfare, etc. Therefore, the current legal system may not effectively accept and support various mountain village development policies and projects. This study tried to determine the necessity of reorganizing th-e related legal system through a field survey of planners, residents and analysts regarding the correlation between legal systems and projects. For these reasons, this study tried to determine the problems of the current legal system and then, suggested alternative methods related to the legal system for integrated rural development. The scope of the study is as follows: 1) correlation analysis between relevant laws and development projects and 2) field survey to determine the legitimacy and validity for the reorganization of the legal system.

Analyzing Important Factors that Influence Anglers Support for Fishing License -Focused on the Extend Theory of Planned Behavior- (낚시면허제 지지 영향 요인 분석 -확장된 계획 행동이론을 중심으로-)

  • The study intends to examine the effects of the fishing license system on fisheries resources in order to reduce the adverse effects of recreational fishing, such as fishery resource reduction and environmental pollution. In doing so, the research question of the study is to determine what factors influence anglers' willingness to support fishing licenses. Based on the extended theory of planned behavior, we further included explanatory variables such as recreation specialization and motivations besides anglers' attitudes, norms and self-efficacy towards the environment and proposed six research hypotheses. The data were collected through on-site and online surveys in Gwangju and Cheonnam province and a total of 337 effective questionnaires were collected for data analysis. Three different binary logit models were employed with the dependent variable of anglers'willingness to support fishing licenses to assess the effects of explanatory variables. Study results show that social norms, the level of recreation specialization, motivation factors related to environmental experiences positively affected anglers'willingness to support fishing licenses. However, anglers'consumptive orientation attitudes such as catching big fish, motivation factors related to activity general experience preferences and previous fishing experience had negative effects on the dependent variables. Study results indicate that public outreach and education programs are essential to successfully introduce the fishing license system. Managerial and policy-related implications are further discussed to make recreational fishing a more environment-friendly recreational activity. This study investigated the effects of diverse variables derived from anglers' social-psychological characteristics on their support for fishing licenses and suggest diverse policy-related and managerial implications.

The Effects of the Utilization of External Resources on the Technological Innovation Performance Along the Stages of Growth in Korean Ventures (국내 벤처기업의 성장단계별 외부자원 활용이 기술혁신 성과에 미치는 영향)

  • This study empirically analyzed how technological innovation performance of venture business is affected by utilization of external resources, especially utilization of external cooperative network, government's policy funds and venture capital funds, using '2008 Venture Business Investigation'. This study further analyzed how the effect of utilization of external resources on technological innovation performance varies according to growth stage. Analysis results show that all variables related to utilization of external resources, i.e. external cooperative network, government's policy funds and venture capital funds, were observed as affecting positively to technological innovation performance. However, adjustment effect was not observed as statistically meaningful according to growth stage of venture business. Further analysis just observed that the effect on technological innovation performance at each growth stage varies according to type of utilization of external resources.

  • The goal of this study is to suggest the policy orientations of national library collaboration based on the analysis of three types of resource such as information, human, and space. For this research purpose, this study carried out the analyses of foreign cases, the related laws and national policy, case review of various cooperation by library types and resources. In the end, the three policy orientations are proposed for development of national library: sharing public values, securing specialized contents, and having leadership in the global network.

  • The 11 th congress and general assembly of the International Federation for Information & Documentation/Commission for Asia & Oceania(FID/CAO) was held by the Center for Industrial and Technical Information from October 28 to November 1 1990 in Seoul. The theme of congress was national information policy. In this paper it is summarized each country report presented by 7 countries delegate : Australia, Indonesia, Japan, Malaysia, People's Republic of China, Thailand, and Union of Soviet Socialist Republics. The content of national information policy and the structure of national information system as well as the mechanism to implement it may vary from country to country but the main objectives was similar to every nation. It is urged that the government should formulate a national information policy and ensure the implementation of policy with coorporation of institutions related to information activities.
