Systematic Review of Sustainable Knowledge Transfer Process in Government-Industry-Academia Consortium

  • The purpose of this case study is to understand the sustainability practices of knowledge transfer process at the Malaysian government-industry-academia consortium. At this stage in the research, the R&D consortium is defined as an established entity by two or more organizations that pool resources and shared decision making for cooperative research and development activities. In attempts to understand the formation, outcomes and sustainability of the sustainable knowledge transfer process, this paper conducted a systematic literature review based on Gough, Oliver and Thomas systematic reviews protocol. From the review, the data were enriched and enhanced with a better understanding of sustainable knowledge transfer process. The systematic review resulted in identifying six factors including internal and external perspectives. However, key sustainability factors are not only directly influencing KTP, and the consortium, but are also mediated by other organisational variables.

  • Purpose : This study attempted to find out the relationship between leadership style, knowledge transfer in nursing officers' job, considering the task characteristics. Methods : The data were collected from the military hospital during November 1st to November 17th, 2008 using a structured questionnaire and analyzed with the statistical method of frequency, correlation, and regression analysis, in SPSS 12.0 program package. Results/Conclusion : The results of empirical analysis shows that the levels of job tension and job focused task domain affect the job characteristics of the nursing officers' organization. The job characteristics have a moderating effect on the relationship between leadership style and knowledge transfer. The research is very useful in finding out the job characteristics which well depict military nursing organizations. This research suggests that a desirable leadership styles affect the knowledge transfer in the job characteristics type.

Network, Channel, and Geographical Proximity of Knowledge Transfer: The Case of University-Industry Collaboration in South Korea

  • The relationship between geographical proximity and academics' formal and informal knowledge-transfer activities in the network is analyzed with a mixed research method. With social network analysis as a basis, we have explored the networks between academics and firms in the 16 regions of South Korea. The result shows Seoul and Gyunggi are identified as central nodes, meaning that the academics in other regions tend to collaborate with firms in these regions. An econometric analysis is performed to confirm the localization of knowledge-transfer activities. The intensity of formal channels measured by the number of academic papers is negatively, but significantly associated with the geographical proximity. However, we have not found any significant relationship between the formality of the channels and geographical proximity. Possibly, the regional innovation systems in South Korea are neither big enough nor strong enough to show a localization effect.

Relations between The Elderly's Transfer Incomes and Life Satisfaction

  • This study was conducted to investigate the relationship between life satisfaction of the elderly and their transfer income (public transfer and private transfer income) using the 11th data of the Korea welfare panel study. In the analysis results, the public transfer income was analyzed to have a significantly positive (+) effect on the life satisfaction in the case of the elderly in general households while in the case of the elderly in low income households, private transfer income was analyzed to have a significantly positive (+) effect on life satisfaction. These results suggest that the public transfer income is 1,019,200 won (monthly average 849,000 won) in the case of the elderly in general households, and the public transfer income is found to have an effect to stabilize the income, which can be expected to increase the life satisfaction. However, in the case of the elderly in low income households, it was found to be 5,080,500 won (monthly average 424,000 won), half of the public transfer income of the elderly in general households. In the case of the elderly of low income households, it can be assumed that the private transfer income, which is the "uncomfortable" income source, fills up the unstable income stabilization gap and raises the life satisfaction. As a policy suggestion, first, by supplementing the basic pension system, which is an irrational part of public transfer income for the elderly with low income, it is necessary to design policy alternatives to enable economic stabilization of the elderly in low income households. Second, it is also necessary to actively review the introduction of income deduction plans for the transfer income of family members for the low income elderly households.

Transfer Learning Technique for Accelerating Learning of Reinforcement Learning-Based Horizontal Pod Autoscaling Policy (강화학습 기반 수평적 파드 오토스케일링 정책의 학습 가속화를 위한 전이학습 기법)

  • Recently, many studies using reinforcement learning-based autoscaling have been performed to make autoscaling policies that are adaptive to changes in the environment and meet specific purposes. However, training the reinforcement learning-based Horizontal Pod Autoscaler(HPA) policy in a real environment requires a lot of money and time. And it is not practical to retrain the reinforcement learning-based HPA policy from scratch every time in a real environment. In this paper, we implement a reinforcement learning-based HPA in Kubernetes, and propose a transfer leanring technique using a queuing model-based simulation to accelerate the training of a reinforcement learning-based HPA policy. Pre-training using simulation enabled training the policy through simulation experience without consuming time and resources in the real environment, and by using the transfer learning technique, the cost was reduced by about 42.6% compared to the case without transfer learning technique.

  • This paper studies the fiscal issues with regard to BTL (Build Transfer Lease) scheme projects, a newly introduced type of PPPs (Public Private Partnerships) in 2005 and tries to provide some policy options. More specifically, we make suggestions to work out the issues such as how to account for BTL transactions and whether to introduce annual budget ceiling system for BTL payment, while we introduce and analyze the experiences of some other advanced countries and international institutes.

The Effect of Income Transfer on Poverty Rate (소득이전의 빈곤완화 및 빈곤이행 효과에 관한 연구)

  • The primary purpose of this study is to analyze the decreasing effect of public and private income transfers on poverty rate. Two year data of Korean Labor and Income Panel Study (KLIPS, 1998, 1999) are used for the analysis, and 1/2 of median income and 1/3 of mean income are adopted to measure poverty rate. Although private income transfer contributes more to reduce the rate than the public transfer, the main effect for decreasing poverty rate is forced by the wage. Statistically significant variables that affect to the exit of poverty based on the logistic regression analysis are number of family members(-), wage(+), property income(+), social insurance benefit(+), and the transfer income(+). Therefore, the future policy should be more related with the active labor market policy for developing better human resources among the poor family.

The Impact of Tax Treaties on Foreign Direct Investment: The Evidence Reconsidered

  • This paper reconsiders the empirical evidence of the relationship between tax treaties and FDI using U.S. outbound FDI to 78 countries over the period of 2007-2018. Unlike previous studies, we explicitly consider differences in the tax environments of recipient economies, including their tax-haven status, transfer pricing rules, CFC rules and anti-avoidance regulations, in our estimations. Our results confirm the importance of controlling for country-specific tax environments, especially the tax-haven status and transfer pricing rules. We find that tax treaties positively contribute to FDI inflows in developing countries, while they have no statistically significant impacts on OECD countries. Recently signed tax treaties still foster FDI but less than older ones do. Finally, our results indicate, all other things being equal, that the weaker the transfer pricing regulations, the greater the amount of U.S. direct investment into a non-OECD economy.

The Effects of Mobile Learning Factors and Training Transfer on the Effective Organisational Learning in Malaysian Oil and Gas Industry

  • Adoption of mobile learning (m-learning) is not new in Malaysian oil and gas industry, with heavy investment into research and development to train the workers. Nevertheless, the low application of learnt skills on the job remains an emergent research area where there is a missing link on the effects of m-learning and effective organisational learning and implication on its training transfer. The result of this quantitative research revealed that all variables in m-learning were found to have a positive relationship with the effective organisational learning, and there is evidence of training transfer as a mediator of the relationship between self-directed learning, training design, work environment and effective organisational learning. However, there were some discrepancies in the extend of training transfer between trainee characteristics and organisational learning. As such, some important issues emerged which challenge the importance of evaluating workers' readiness and transfer for a successful implementation of m-learning towards developing effective organisational learning.
