Study on Cost of Energy(COE) Reduction Scenario of Korean Offshore Wind Power (해상풍력발전의 에너지단가(COE)절감 시나리오 연구)

  • The purpose of this study is to derive COE reduction targets of offshore wind power in Korea. In addition, innovation factors for achieving the COE reduction targets were derived. Also the COE reduction targets of offshore wind power was to improve that national policy, technology, industry and improving regulations would like to help. The results of this study has been created based on the various assumptions, scenarios and experts' discussions. Currently, offshore wind power generation price is 229.72won/kWh in 2012. According to the study, COE of offshore wind power has been proposed 88.8won/kWh at third scenario by 2030. This result has shown competitiveness with fossil fuel power generation.

A Study on Supporting Policy for the Voluntary Carbon Market (자발적 탄소시장형성에 따른 정책지원방안에 관한 연구)

  • Non-Annex I parties announced the voluntary emission reduction targets including the U.S. in the conference of party. NAMAs would be focused to solve the negotiation clue for the post-kyoto regime. Since the country would not be involved in Annex I parties, the voluntary carbon market would be created for the greenhouse gas reduction targets. According to Bali Roadmap, voluntary carbon market should be constructed by the MRV manners since this country does not belong to Annex I parties. Carbon point system would be proposed by the ways of the international voluntary emission reduction credit. The voluntary carbon market should involve the potential GHG reduction credit and link with the ETS in the country. This study proposed the way of linkage between ETS and voluntary carbon market including the carbon-point system.

  • In December 2017, the Moon Jae-in administration announced a major policy shift away from nuclear and coal, committing itself to the vision of creating a society where renewable sources account for 20% of its electricity generation by 2030. This energy transition involves not just a technical transition from conventional energy sources to renewable energy but also active participation of multiple stakeholders in the energy governance. While energy policy making has long been dominated by the central government in Korea with the aim of managing the supply for rapid industrialization and economic growth, the Moon administration aims to diffuse the central government's authority across various actors in society. Among those actors, this study focuses on the roles that local governments play in energy transition. Despite deepening local autonomy since 1995, Korean local governments have remained policy targets or recipients in the energy policy domain. This article discusses how such a traditional role has evolved under the new administration's energy transition policy and examines what challenges and limitations local governments face in creating a more decentralized energy governance system.

  • MANET(Mobile Ad-hoc NETwork), a network characterized that its moving nodes freely constructs Network topology, has other different characteristics. Because Policy based Network Management in MANET guarantees QoS between nodes, it is essential in applied areas like VANET which targets safety and convenience. In this paper, we use COPS-PR which is appropriate Policy Exchange Protocol for MANET, and implement DiffServ-based QoS in the real networks and experiment its capability.

Comparative Analysis on National Housing Survey of Six Countries: Policy Implications and Recommendation for Korean Housing Survey (해외 6개국의 주거실태조사 비교 분석 및 국내 시사점 : 미국, 영국, 프랑스, 네덜란드, 호주, 일본을 중심으로)

  • The aim of this study is to discuss ways to improve Korea's housing survey by comparatively analyzing the housing surveys being carried out in six other countries. The subject countries are the United States, the United Kingdom, France, the Netherlands, Australia, and Japan-the countries that conducts large-scale surveys for more than 20,000 households on a national level and where data collection is easily available. The comparative analysis items include survey history, purpose, subject, project owner, survey item, data collection method, and the use of survey outcome. The comparative analysis results showed that each of the six countries are conducting national housing condition surveys on a regular basis considering each nation's characteristics of housing stock and policy goals, and the survey results are being used as the basis for setting policy guidelines including the selection of policy targets and the determination of appropriate rent standards, and the basis for housing assistance budget planning. Korea's housing survey has been conducted three times up until now since 2006. There should be efforts to systemize and standardize the survey components, establish standards for monitoring the changing trend of national housing stock, standards for determining policy targets, and measures to open data and provide feedback considering the preceding studies of overseas countries in order to better utilize the housing survey data for policy development.

The Effects of Strong Small Farm Policy for Participation Farms (강소농 육성사업 참여농가의 성과 만족도 분석)

  • The purpose of this study is to investigate whether the effect of the Strong Small Farm Development Project by Rural Development Administration is positively associated with participating farmers. The data that used in this study is a survey data that targets 442 farming households who have participated in the strong small farm development project. This study applies ordered-probit model to evaluate level of the participants' satisfaction of the project. This study found that participants' level of satisfaction is closely associated by satisfaction level of project contents that contains education and consulting, friendly attitude toward the project, active participation of the project, and understanding of the project's contents and their importances. Based on research findings, this research provides some implications of future upbringing policy for strong small farms and the principal point of the policy that leads to succeed in implementing the project when formulating agricultural policy in participants view. the strong small farms.

Effects of Technology Transfer Policies on the Technical Efficiency of Korean University TTOs

  • The Korean government has provided various policy devices to boost technology transfers between academia and industry since the establishment of the Technology Transfer Promotion Act in 2000. Along with the enactment of the law, the Korean government mandated the establishment of a technology transfer office at national and public universities and encouraged technology transfer activities. Despite the quantitative expansion of technology transfer offices (TTOs), operational inefficiency was brought up. As a supplementary policy, the Korean government implemented a line of projects to support the labor and business expenses of leading TTOs. This research questions whether the project greatly affected the technical efficiency of TTOs. We analyze publicly available university panel data from 2007 to 2015 using a one-step stochastic frontier analysis. The results suggest that the program was marginally effective at shifting the technical efficiency distribution to the right on average, but it failed to maximize its impact by diversifying the policy means based on targets. The marginal effects of the program on technical efficiency differ according to the research capability and size of each school. We also compare technical efficiency against the licensing income at the start and end of the program. Technical efficiency increased for the leading TTOs, and both measures show improvements for unsupported TTOs. Our empirical results imply that diversifying the program for universities with different characteristics may have improved the effectiveness of the policy.

Provisional National Nutrition Targets and Strategies for Health Promotion of Koreans (국민건강증진을 위한 영양 부문의 2000년 잠정목표와 전략)

  • This study attempts to propose a priority of national nutrition targets and strategies for health promotion by the year 2000 in Korea, as a part of the task set for national health promotion objectives and strategies. Among all of the important health issues raised, ten were chosen, nutrition was one priority area. In the first part, the current status of the nutrition-related health problems and risk factors are reviewed, in conjunction with the newly arisen health phenomena, such as changes in prevalence of lifestyle disease and causes of death, changes of food consumption patterns in our country. In the second section this study suggests six feasible national nutrition targets, eight implementing strategies and current major tasks on the basis of the assessment of present status and in consideration of the other health promotion goals and strategies, with reference to that of other developed countries. The main targets and strategies are suggested as follows ; Firstly, the national nutrition monitoring and surveillance system should be established for identifying the nutritional problems for our people, and current National Nutrition Survey is a strong need for improvement to a more comprehensive and reliable one. Secondly, effective administrative mechanism should be operation at national level for the development of nutrition policy. Ministry of Health and Welfare (MOHW) as well as local health department must be remarkably renewed and strengthened the nutrition section. And it is recommended that MOHW organize and operate “The Council of Nutrition”, in which all government authorities related with foodstuffs and nutrition would incorporated. The Council of Nutrition would act as an adjustor as well as a coordinator in nutrition related policy-making. Thirdly, healthy eating pattern will be supported by activities of introducing a nutrition labeling for providing consumers with the necessary information and skills for food selection. Fourthly, nutrition education, and nutrition intervention programs will be carried out in various settings such as health centers, schools, and clinical fields and workplace. Fifthly, the current dietary guidelines shall be continuously improved in detail, and publicly circulated to particular levels of people by age group and by health condition. And finally, researches and epidemiological studies particularly in regard to diet for development of chronic diseases are needed for more investigation and up-to-date national health and nutrition data should be collected with the support and cooperation from the various medical professional teams . Development and Characteristic of Elder Education Policy in Korea (한국 노인교육정책의 전개와 특징)

  • This study purposed to explain the development process on elder education policy in Korea and to find out its characteristic. As previous studies mainly described the current situation of elder education policy to make a proposal, the analysis of the development process and its characteristic was ignored. Analyzing the government documents the elder education policy was started as a part of by considering the part in saemaul(New-village) movement, the current policy support for the elderly leads to the training of human resources. In the process, characteristic of policy are as follows, first, the policy objectives and targets has changed. And in the late 1990s, most of the established elder education policy was not to run. Finally, it is not match between policy making and implementation.

Strategies and Directions for Developing Sustainable Agriculture in Korea (지속가능한 농업발전을 위한 전략과 추진과제)

  • The objective of this paper is to formulate strategies and action programs for developing sustainable agriculture in Korea. There is increasing evidence that agriculture has been preoccupied with increasing productivity much to the detriment of environmental degradation. The issue of increasing agricultural productivity so as not to undermine the environment is a difficult task. In reality, there are many definitions of sustainable agriculture and sustainable agricultural development. In this paper, sustainable agriculture is defined by its ability to ensure future supplies of agricultural products at acceptable economic and environmental costs to the society. Sustainable agriculture development refers to the optimal level of interaction among the three dimensions - the environmental, the economic and the social - through dynamic and adaptive processes of trade-off. In order to formulate the strategies for developing sustainable agriculture, three stage approaches such as strategic analysis, strategic choice, and strategic implementation are employed. The basic framework for strategies of sustainable agriculture development consists of five steps such as vision, targets, principles, action plan and policy instruments. The major action plans for activating formulated strategies are suggested as integrating agricultural and environmental policy measures, establishing the system of optimal agri-environmental resources management practices, establishing safe and high quality product system and its effective marketing system, increasing the R&D investment for developing sustainable agro-technology, developing indicators for measuring sustainable agricultural development, and taking a share in related roles for all parties including farmers, consumers, policy makers, researchers and NGOs.
