중국 의무교육단계 학생 부담경감 정책의 흐름 분석 - Kingdon의 정책흐름모형을 중심으로 (An Analysis on Student Burden Double Reduction Policy in China - Based on Kingdon's Policy Stream Model)

  • 이 연구는 중국 의무교육단계 학생 부담경감 최신정책 '쌍감'정책을 중심으로 Kingdon의 정책흐름모형을 활용하여 정책의 흐름을 분석하였다. 데이터의 직관적인 반영, 현행 정책의 피드백 등으로 문제의 흐름을 구성하였다. 중국 정부의 높은 관심, 정치협상회의 위원과 전문가의 건언, 학교 현장과 이해관계자의 강한 요구 등은 정책대안의 흐름을 구성하였다. 집권당의 집권 이념과 교육 지침, 국민 정서, 전환기 이익 게임 등은 정치의 흐름을 구성한 것이다.문제의 흐름,정책대안의 흐름, 정치의 흐름 세 가지 흐름이 결합되어 '정책의 창'이 열리게 된 것으로 분석되었다.

Implications of Digital Education Policy -Focused on Basic Act for Digital-based Education-

  • This study attempted to obtain implications for digital education policy by reviewing the Framework Acts and Enforcement Decrees related to digital education. To this end, the following were explored. First, the concept and components of digital competency were reviewed. Second, the Framework Acts and Enforcement Decrees related to digital education policy were reviewed using the above concepts. Third, the characteristics and implications of the Framework Acts and Enforcement Decrees for digital education were explored. The results are as follows: Korea's digital education policy tried to reflect the categories that digital competency must cover, even its function and dysfunction role. However, to achieve their purpose, it is necessary to maintain consistency with related laws or policies. We identified that amendments to the Basic Act and related articles are essential to effectively enforce the Digital-Based Distance Education Activation Basic Act. A reevaluation of the correlation between Article 10, emphasizing digital media literacy education, and Article 5 of the enforcement decree is necessary. Revision of the enforcement decree to align with Article 10's objectives is vital to ensure proactive measures for promoting digital literacy and competence as mandated by the Basic Act.

Study on the Korean application of cultural accessibility and cultural arts education: focusing on French cultural policy

  • This study examines the main elements, concepts, and directions of 'cultural accessibility' in the field of cultural arts education through the French case. Above all, 'cultural accessibility' is viewed from the perspective of the problems of 'social exclusion' and the corresponding 'participation'. We discuss strategies for applying 'cultural accessibility' through French policy discussions. France is implementing this consistent policy structure through the development of its local self-government system. We first look at the current status of French cultural policy and cultural accessibility, and the participation. Next, we will discuss separately into the cultural arts education of the central government and those of local governments. For application to Korea, we propose the application of education to apply 'culture of public values', the establishment of autonomy in cultural arts education, and the application of a dual strategy for public advocacy.

저출생 현상 대책을 위한 상향식 유아교육·보육정책 방안 수립 연구 (Research to Establish Bottom-up Early Childhood Educational/Child Care Policy Plan for Preventing Low Birth Rate)

  • 본 연구는 우리나라 저출생 현상의 심각성을 공감하고, 저출생 현상과 관련하여 그 원인에 대한 분석과 이에 대한 유아교육·보육정책 방안 수립에 대해 논의하고자 한다. 특히 기존의 상부하달의 하향식 유아교육·보육정책 방안 수립에서 탈피하여 유아교육·보육 관련 구성원의 목소리가 정책에 반영될 수 있게 하는 상향식 유아교육·보육정책 방안을 수립하는데 목적이 있다. 이를 위해 델파이 기법을 활용하여 연구를 수행하였고, 유아교육 및 보육 분야 전문가 20인을 전문가 패널로 구성하였다. 본 연구에서는 저출생 현상 대책을 위한 상향식 유아교육·보육정책 방안으로 '기회' 준거에 7개의 정책, '서비스' 준거에 11개의 정책, '재화/상품권/세금감면' 준거에 8개의 정책, '현금급여' 준거에 7개의 정책, '권력' 준거에 5개의 정책이 제안되었다. 본 연구에서 제안된 저출생 현상 대책을 위한 상향식 유아교육·보육정책 방안은 우리나라 저출생 현상을 해결함에 있어 구체적인 시사점이 되기를 희망한다.

  • 본 연구는 유럽연합의 정보화사회 계획 및 교육정보화 추진 계획 및 성과를 분석하여 우리나라 교육정보화 발전에 시사점을 제공하고자 하였다. 이를 위하여 유럽연합의 정보화사회 추진 계획과 교육정보화 사업에 대한 내용을 세밀하게 검토하였다. 이를 통하여 우리나라 정보화 정책의 시사점을 얻고자 하였다. 그리고 유럽연합의 교육정보화 정책의 성과 및 문제점과 개선 방향을 분석하여 우리나라 교육정보화 정책을 위한 네 가지 시사점을 제시하였다.

한·일 교육정책 분석을 통한 일본어교육 발전방향 모색 (The Search for Development of Education in Japanese, through analysis of Korean and Japanese Education Policy)

  • This research, with the recent change in the paradigm of education, has its purpose on suggesting the direction of Japanese education that best suits the environment in Korea, by analyzing the education and information policy in Korea and Japan. As it is shown in Mackey's model, policy in language and education cannot be separated, and the 'smart education' policy as well as 'Education and Information Vision' that is implemented in Korea and Japan is likely to be connected with policies in language in the near future. Both of these policies has its goals on the spreading of information in education, and is predicted to lead to development in contents in regard to education of foreign language. When looking at recently developed smart-learning programs, it can be found that the credibility and authenticity is weak because in most of those programs, there was no participation of experts in Japanese education. Thus there is a need for expertise in Japanese education for development of these contents and also many attempts with application of 'smart-learning' collaboration of technology and academic knowledge in humanities and education is needed. At the same time, various support from the government is essential so that these policies can simultaneously work together, along with the field of foreign language education.

성인대상의 산림교육 활성화를 위한 정책 중요도와 만족도 분석 연구 - 대구광역시를 사례로 - (Policy Importance and Satisfaction in Promoting Forest Education for Adults in Daegu Metropolitan City)

  • The purpose of this study is to evaluate the importance of policy for the promotion of forest education and establish a basis that can be applied to it, which considers citizens' opinions on forest education. According to the importance analysis of forest education policy, program development topped the list with 0.368 points, followed by the application of forest education experts, which scored 0.262 points. Cooperation as well as the supplementing and improvement of facilities yielded 0.238 and 0.132 points, respectively. Concerning the attention and recognition of forest education, only 8% of the respondents had low attention and 19% low or very low recognition; 75% said forest education was very important. Regarding program satisfaction, 76.5% were satisfied with the profitability of content and 77% agreed with the purpose consistency. In terms of the appropriateness of forest education, 79.2% and 81% were content with the period and method, respectively. Finally, 82.7% were satisfied with the participation program. This study aims to share basic data and promotion plans derived from the analysis of policy importance and satisfaction with forest education focused on adults. Domestic forest education is still in the early stages, led by Korea Forest Service. In the long term, local governments must participate in forest education policy positively despite limited budgets and human resources. The results of this study can be utilized as data for forest education promotion plans. If the case studies of other local governments and preference analysis by age group are followed up, they will help ensure that forest education evolves through cooperation with people and organizations in the relevant zone.

보육비 지원대상 확대에 따른 소득계층별 유아 보육비 및 사교육비 변화: 무상보육정책 시행을 중심으로 (Changes in Preschool Childcare and Private Education Expenses of Different Income Groups Caused by the Expansion of the Childcare Subsidy Recipients: A Focus on Universal Childcare Policy)

  • Objective: The purpose of this study was to examine the changes of childcare expenses and private education expenses caused by target expanding the childcare subsidy policy and its relationship to household income. Methods: The study analyzed data of the Korean Welfare Panel Study from 2009, before the universal childcare policy was enforced, to 2013, when the universal childcare policy was enforced. Results and Conclusion: The results of analysis were as follows. First, while childcare expenses, private education expenses, and their ratios to household income showed a tendency of gradual decline, the graphs of childcare and private education expenses were symmetric. Second, there were differences in childcare and private education expenses among income classes. Third, in 2009, before the universal childcare policy was enforced, household income affected childcare and private expenses. Lastly, in 2013, after the universal childcare policy was implemented, household income had a greater effect on private education expenses, while the effect of household income on childcare expenses became insignificant.

  • 본 연구는 정보통신기술이 장애학생의 학습기회 확대에 대해 지닌 잠재성을 확인하고, 앞으로 특수교육정보화(special education technology) 정책이 추진되어야 하는 방향을 제시하는 것을 목적으로 한다. 이를 위해, 정책의 소망성과 실현가능성을 준거로 첫째 특수교육정보화에 관한 해외 동향 및 사례를 살펴보고, 둘째 이를 우리나라 현황과 비교 분석하였다. 연구 수행 결과, 첫째 소망성과 관련하여 공평성 측면에서 아직 장애인을 위해 별도의 정책을 고안하는 격리 위주의 관점에서 벗어나지 못하고 있는 것으로 보인다. 둘째, 실현가능성 측면에서 체계적이고도 안정적인 정책 실행을 위한 법제도 및 재정 안정성이 부족한 편이다. 이러한 문제점을 개선하기 위하여 향후 특수교육정보화 정책 방향을 5개 영역의 7개 과제로 제시하였다.

Technological Innovation in Public Education in the Era of COVID-19: Focusing on Distance Education Policy in South Korea

  • As the COVID-19 continues spreading, Korea's Ministry of Education (MOE) announced that all public schools, including elementary, middle, and high schools, must begin on April 9, 2020, via online teaching for the first time in the nation's history. There were opposite views among educators regarding the unprecedented attempt to start school online. This study intends to analyze the strategies and policies of distance learning in the public education sector using the experiences in Korea, which has been dealing with the COVID-19 pandemic over the past six months, and thus presents educational implications that may be of interest other countries in the post-COVID-19 era. This study first conceptualized the distance education policy in two domains: technological infrastructure and technological teaching and learning, and then examined what specific policies have supported distance education in school settings. For the analysis of policies supporting distance education in Korea, this study analyzed the relevant documents that include the annual plan and press release uploaded on the website of MOE from early March until early August. Accordingly, 13 documents that contain the distance education policy were analyzed in this study. To provide equal opportunities for all students and ensure fair resource allocations, technological inequality should be discussed in the context of educational inequality. Finally, this study looks at how strategies and policies could be related to educational equality and equity.
