Either ways of understanding health care as a commodity or public work are at opposite ends of health care spectrum. These two rival conceptions reflected by viewpoint(ideology) would lead to different directions in policy-making for health care reform. The purpose of this study is to access the value differences of experts' policy views about health care issues by analyzing the extent of consensus among experts in the field of health care. Using primary data obtained through a mail survey of 558 experts in the field of health care, we analyzed the differences of experts' opinions about characteristics of health care market, policy issues and values Gdeology). The study represents from 50-50 split analysis, entropy index, and factor analysis that the wide spread disagreements over health policy, which is a major barriers to effective policy-making, could be caused by the ideological perception differences among experts. This implies that, if values play an important role in policy-making, we should identify the differences in value and seek ways to balance among the diverse values such as efficiency, equity, freedom, and security. For this, the policy issues debated on differences in values should be reconciled for narrowing gaps of experts' perceptions through various ways.

사회에서 논의되는 과학기술혁신정책 이슈와 학술영역에서의 이론적 논의는 상호작용한다. 둘 사이의 상호작용을 이해하는 것은 보다 나은 정책을 제안하고 학술연구의 사회적 가치를 높이고자 하는 노력에 중요한 시사점을 제공해 줄 수 있다. 이런 배경아래 본 논문은 한국에서의 과학기술혁신정책 이슈와 학술연구 사이의 상호작용을 탐색하고자 주요 일간지와 학술지에 대한 질적내용분석을 수행했다. 연구를 통해 우리는 세 가지를 확인할 수 있었다. 첫째, 사회에서 단기간에 등장한 과학기술혁신정책 이슈를 대상으로 하는 연구들이 학술영역에서 뒤이어 등장했다. 둘째, 오랜 시간에 걸쳐 한국사회와 기술 하부구조에서 진행되어온 혁신시스템의 변화를 관찰하여 개념화 시킨 학술연구들이 과학기술혁신정책 이슈형성에 직간접적으로 반영됐다. 셋째, 과학기술의 사회적 역할과 전통 경제학 영역에서 다루어진 주제에 대해 현장에서의 과학기술혁신정책 연구수요가 존재하지만 아직 많은 연구가 이루어지지는 못하고 있다. 세 가지 연구결과는 정책입안자들이 한국에 필요한 정책과제를 발굴하고 연구자들이 새로운 연구대상을 확인하는 과정에 도움을 줄 수 있을 것이다.

Background: The purpose of this study is to investigate current status and investigation of government agencies, communities, corporates, hospitals, non-governmental organization, non-profit organization, and so on which performed Corporate Social Responsibility to global health issues. Methods: This paper focuses on analyzing definition and principle of public-private partnership (PPP), types of PPP, challenge of PPP through delphi survey and interview which need to be discussed by professional groups such as private groups, universities and researches, government decision makers, corporates, and hospitals for successful PPP. Results: Based on this analysis on global health issues of 237 groups, the results were shown that main global health issues of many hospitals were aids of the developing countries (48%). Main program was activities of overseas volunteers (30%) and most 152 groups (42%) supported Asia. Also, this paper gives a definition of PPP that is the growth together in PPPs as a way of fulfilling public tasks in partnership between the state administration and private enterprises to apply both strengths behind transparency, accountability. Conclusion: In conclusion, from the results of analysis, we suggest as prior setting of global issues for both demand and supply side and are served as the effective way by PPP on global health issues. Moreover, this study will be expanded on the sections of findings, multiple researches, discussion, and policy recommendations.

In most countries, mobile subscribers are already experiencing 3G-like services. At the moment of launching 3G services, lots of studies showed estimates of the number of subscribers for 3G services, using long-term demand curves, econometric methods or survey methodologies. Those studies mainly focused on the potential number of subscribers and the point of rapid growth rather than precise estimates for the services. Even though we've already experienced parts of 3G services, full length of 3G services are expecting in near future. Therefore, now we need to have more accurate estimates for 3G services. While we thought that 3G services were moved from 2G, in real place 3G services are being evolved from 2G services. In the process of evolving, regulators' policy affects service demand and diffusion significantly. For the more accurate estimates, we need to consider policy issues which influence service diffusion practically in real place. This study aims to present a model which shows better estimates for 3G services with consideration on policy issues, such as numbering issues, price regulation, and competition policy. The consideration can provide more accurate estimates for 3G services with service providers. The methodology could help academicians In forecasting of similar telecommunications services as well.

The objectives of the study are to identify the issues and problems encountered in Korea's current integrated rural regional development(IRRD) program and to suggest policy remedies to cope with them. Secondary data and materials ate mainly used for the study. Since the mid-1980s, rural settlement planning has been carried out in the Republic of Korea, In the planning process,'scale of economy'perspectives and settlement policy have been emphasized for increasing the efficiency of investment. During the 1990s, rural settlement and major village development projects have been implemented under the rural structure transformation programs. Agricultural structure adjustment projects for land consolidation and sizable farming have been separated from the rural settlement and mojor village development projects. Based on the evaluative analysis for the rural structure transformation policy and program, some problematic issues were raised as follows: (a) lack of integrative control function in the program'(b) weak linkage between living environment improvement and agricultural development projects: and (c) lack of comprehensive village development planning and implementation system. The policy issues to solve the problems were suggested as follows: (a) adoption of bottom-up approach in new IRRD planning and project system : (b) projection of comprehensive development planning and project at the village level; and (c) introduction of new regional agriculture development projects such as direct payment system for farming in less favorable areas and organic farming.

As part of efforts to internally strengthen the research ethics capacity of the Korean Academy of Health Policy and Management, we have compiled research ethics issues that are frequently encountered in public health researches. Firstly, when reusing research reports or dissertations as papers, efforts should be made to avoid unfair duplicate publication. Compliance with the institutional review board exemption process is required, and additional efforts should be devoted during the text recycling process to prevent self-plagiarism or unjust duplicate publication.

Recently, the attention to the $4^{th}$ Industrial Revolution has been increasing. In the $4^{th}$ Industrial Revolution era, the boundaries between physical space, digital space, and biological space are becoming blurred because of the active convergence between various fields. There are many issues about the $4^{th}$ Industrial Revolution such as artificial intelligence, Internet of things, big data, and cyber physical system. To cope with the $4^{th}$ Industrial Revolution, an accurate analysis and technology planning need to be undertaken from a broad point of view. However, there is little research on the analysis of the major issues about the 4th Industrial Revolution. Accordingly, this study aims to analyse these major issues. Data mining such as topic modelling method is used for this analysis. This study is expected to be helpful for the researcher and policy maker of the 4th Industrial Revolution.

과거 해양자유와 개방적 자원사용 레짐은 오늘날 해양관리와 공유자원관리 레짐으로 변화하였다. 해양생물자원, 해양광물자원, 해양공간, 해로 등 해양자원은 경합성은 강하나 배제성은 약한 공유자원적 특성을 가지기 때문에 이를 방치하면 공유의 비극이 발생하며 따라서 합리적 해양관리가 필요하다. 주요한 국제 해양이슈는 해양오염 연안관리, 해수면상승, 어자원관리, 포경, 해양관할권, 심해저광물자원, 군사적 해양안보, 해적활동, 생태적 환경안보 등이 있으며, 이들에 대한 견고하고 지속적인 정책레짐이 형성되어 왔다. 이 논문은 오늘날 해양패러다임이 변화함에 따라 등장한 국제적 해양환경안전 이슈들과, 이를 해결하기 위한 정책레짐의 형성, 그리고 향후 바람직한 정책레짐 형성과제 등에 대해 국제정치학 또는 국제정책형성론적 시각에서 거시적으로 고찰하는데 그 목적이 있다.
