The Korean government is considering the implementation of the marine debris pollution abatement technology program (MDPATP) to mitigate the negative impacts of marine debris and systematically manage marine debris through scientific researches such as monitoring and environmental impact assessment of marine debris. In this regard, this study attempts to analyze the economic feasibility of the MDPATP in order to provide policy-maker with useful information. To this end, the indices for economic feasibility such as net present value (NPV), benefit/cost (B/C) ratio, and internal rate of return (IRR) are presented. The results show that NPV, B/C ratio, and IRR are computed to be 45.7 billion won, 2.72, and 17.12%, respectively, which are bigger than 0, 1.0, and 5.5%, and that the MDPATP passes the cost-benefit analysis. Thus, it is concluded that it is socially profitable to conduct the MDPATP.
This paper alms to analyze gender sensitiveness of national R&D projects-in the field of health- in Korea and to find a new policy which can enhance gender sensitiveness. From the gender sensitive perspective, the gender unbalanced participation in scientific research should be reconsidered, and the result of research also has to be gender balanced. In advanced countries such as european countries or United states, gender sensitive research are enforced in various ways. The NIH developed guidelines on the inclusion of women in clinical research, while the Health Canada invented a new evaluation tool of gender sensitiveness in researches. The analysis of gender sensitiveness in korean national R&D programmes showed that low number of women researchers involved in national R&D programmes, one gender oriented research subjects, and ignorance of women's specific interest in research programmes should be reconsidered and changed. In order to Improve the korean situation, not only a selection process, but also an evaluation process of performed programmes should be developed and implemented.
This study was to find out the quantitative relation between urban treed area(neighborhood parks) and the atmosphere environment in real condition, focusing the gas-phase non-reacting air pollutants(SOx and NOx) decreasing function of trees in urban area. It also developed a quantitative analysis method for evaluation of the atmosphere influence in the type of treed areas. We set up the Pagoda Park in Seoul and its neighbourhood as a modelling area to analyse air quality impacts by urban neighbourhood park trees. From the modelling result of the Pagoda Park case study, it is concluded that urban neighbourhood park has an important meaning to suppress construction of emission sources which drive the urban polluted air quality worse, even though park's trees have relatively small air purifying function. Especially in the urban area severely contaminated by air pollutants, the first considered air quality management policy is conservation of green spaces in neighborhood park.

In response to the increasing emphasis being placed on the importance of international cooperation as part of global efforts to cope with growing non proliferation, and security, concerns in the nuclear field, the Director General of the International Atomic Energy Agency (IAEA), Mohamed ElBaradei, appointed an international group of experts to consider possible multilateral approaches to the nuclear fuel cycle. The mandate of the Expert Group was three fold: ${\bullet}$ To identify and provide an analysis of issues and options relevant to multilateral approaches to the front and back ends of the nuclear fuel cycle; ${\bullet}$ To provide an overview of the policy, legal, security, economic, institutional and technological incentives and disincentives for cooperation in multilateral arrangements for the front and back ends of the nuclear fuel cycle; and ${\bullet}$ To provide a brief review of the historical and current experiences and analyses relating to multilateral fuel cycle arrangements relevant to the work of the Expert Group. The overall purpose was to assess MNAs in the framework of a double objective: strengthening the international nuclear non proliferation regime and making the peaceful uses of nuclear energy more economical and attractive. The Group identifies options for MNAs - options in terms of policy, institutional and legal factors - for those parts of the nuclear fuel cycle of greatest sensitivity from the point of view of proliferation risk. It also reflects the Groups deliberations on the corresponding benefits and disadvantages (pros and cons) of the various options and approaches. Although the Expert Group was able to agree to forward the resulting report to the Director General, it is important to note that the report does not reflect agreement by all of the experts on any of the options, nor a consensus assessment of their respective value. It is intended only to present options for MNAs, and to reflect on the range of considerations which could impact on the desirability and feasibility of those options.
Background: Early identification of patients who are highly likely to develop severe illness among confirmed cases of coronavirus disease 19 (COVID-19) can be expected to lead to effective treatment. This study therefore aimed to determine whether the presence of nonalcoholic fatty liver disease (NAFLD) has an impact on the exacerbation of COVID-19 symptoms. Methods: The study used the Korean National Health Insurance claim data for treatment of COVID-19 patients in 2020. NAFLD includes nonalcoholic fatty liver (NAFL) and nonalcoholic steatohepatitis (NASH). The outcome variables used were hospitalization and the use of medical devices. Hospitalization was defined by a length of stay exceeding one day and the use of medical devices was defined as one or more uses of a ventilator or extracorporeal membrane oxygenation. Multivariable logistic regression analysis was performed to determine if there was a difference in the hospitalization and use of medical devices of COVID-19 patients depending on the presence of NAFLD. Results: The odds ratio of hospitalization was 1.059, indicating slightly higher odds of hospitalization for patients with NAFL or NASH compared to those without the conditions, but it was not statistically significant (0.969-1.156). On the other hand, the odds ratio of use of medical devices was high at 1.667 and was statistically significant (1.111-2.501). Conclusion: The study results found NAFLD to be a risk factor that can exacerbate symptoms in COVID-19 patients. Accordingly, it is necessary to identify NAFLD patients through preemptive screening and provide them with appropriate treatments.

The article is devoted to perfecting the system of management of the financial potential of transport enterprises. It is established that transport as an integral part of the state economy has to organically enter the market economy and provide sustainable transport services to national economy enterprises regardless of ownership, as well as ensure passenger transportation. It is also determined that in the conditions of market relations, transport highways must perform their functions with sufficient economic benefit to keep their material and technical resources in good order, conduct an investment policy with extensive use of scientific and technological progress, as well as a social policy guaranteeing the conditions for employees' motivated work. The study reveals an association between the financial and strategic goals of transport enterprises and the minimization of their economic risks, the prevention of bankruptcy and profit margin shortfalls. It is found that transport enterprises need to strive for the overall improvement of their financial potential through increasing the components of financial potential and assessing the impact of risk factors on them: the capacity of fixed assets, the capacity of financial resources, the capacity of services, and the capacity of credit opportunities. These are the elements of transport enterprises' financial potential that ensure its desired level. It is demonstrated that of critical importance in managing the financial potential of a transport enterprise is the role of financial resources, as a subject cannot reach the desired strategic goals without them.

Universal Soil Loss Equation (USLE) is suggested and employed in the policy to conserve soil resources and to manage the impact of development, since soil loss is very essential to nonpoint source pollution management. The equation requires only five factors to estimate average annual potential soil loss, USLE is simplicity provides benefits in use of the equation. However, it is also limitation of the model, since the estimated results are very sensitive to the five factors. There is a need to examine the application procedures. Three approaches to estimate potential soil loss were examined, In the first approach, all factors were prepared with raster data, soil loss were computed for each cell, and sum of all cell values was determined as soil loss for the watersheds. In the second approach, the mean values for each factor were defined as representing USLE factors, and then the five factors were multiplied to determine soil loss for the watersheds. The third approach was same as the second approach, except that the Vegetative and Mechanical measure was used instead of the Cover and management factor and Support practice factor. The approaches were applied in 38 watersheds, they displayed significant difference, moreover no trends were detected for the soil loss at watersheds with the approaches. Therefore, it was concluded that there is a need to be developed and provided a typical guideline or public systems so that soil loss estimations have consistency with the users.
The controversy of the risk perception related to particulate matters becomes significant. Therefore, in order to understand the nature of the particulate matters, we gathered articles and comments in on-line community related to bicycling which is affected by exposure of the particulate matters. As a result, firstly, the government - led particulate matter policy was strengthened and segmented every period, butthe risk perception related to particulate matters in the bicycle community has become active and serious. Second, as a result of analyzing the perception change of outdoor activities related to particulate matters, bicycle users in community showed a tendency of outdoor activity depending on the degree of particulate matters ratherthan the weather. In addition, the level of the risk perception related to particulate matters has been moved from fears of serious threat in daily life and health, combined with the disregard of domestic particulate matter levels or mask performance. Ultimately, these risk perception related to particulate matters have led some of the bicycling that were mainly enjoyed outdoors to the indoor space. However, in comparison with outdoor bicycling enjoyed by various factors such as scenery, people, and weather, the monotonous indoor bicycling was converted into another type of indoor exercise such as fitness and yoga. In summary, it was derived from mistrust of excessive information or policy provided by the government or local governments. It is considered that environmental policy should be implemented after discussion of risk communication that can reduce the gap between public anxiety and concern so as to cope with the risk perception related to particulate matters. Therefore,this study should be provided as an academic basis for the effective communication direction when decision makers establish the policy related to particulate matters.
Heat waves caused by climate change are rapidly increasing health damage to vulnerable groups, and to prevent this, the national, regional, and local governments are establishing climate crisis adaptation policy. A representative climate crisis adaptation policy to reduce heat wave damage is to expand the number of cooling centers. Because it is highly effective in a short period of time, most metropolitan local governments, except Jeonbuk, include the project as an adaptation policy. However, the criteria for selecting a cooling centers are different depending on the budget and non-budget, so the utilization rate and effectiveness of the cooling centers are all different. Therefore, in this study, we developed logistic regression models that can predict and evaluate areas with a high probability of expanding cooling centers in order to implement adaptation policy in local governments. In Incheon Metropolitan City, which consists of various heat wave-vulnerable environments due to the coexistence of the old city and the new city, a logistic model was developed to predict areas where heat waves can be cooling centered by dividing it into Ganghwa·Ongjin-gun and other regions, taking into account socioeconomic and environmental differences. As a result of the study, the statistical model for the Ganghwa·Ogjin-gun region showed that the higher the ground surface temperature and the more and more the number of elderly people over 65 years old, the higher the possibility of location of cooling centers, and the prediction accuracy was about 80.93%. The developed logistic regression model can predict and evaluate areas with a high potential as cooling centers by considering regional environmental and social characteristics, and is expected to be used for priority selection and management when designating additional cooling centers in the future.
Unlike water or air quality standards that have been established by legislation using potential human health impact as the primary criterion, soil quality depends on the soils primary function and its relevant environmental factors, which is much more site- and soil specific. A properly characterized soil quality assessment system should serve as an indicator of the soil capacity to produce safe and nutritious food, to enhance human and animal health, and to overcome degrative processes. For our proposed example, a high quality soil with regard to maintaining an adequate soil productivity as a food production resources must accommodate soil and water properties, food chain, sustainability and utilization, environment, and profitability, that (i) facilitate water transfer and absorption, (ii) sustain plant growth, (iii) resist physical degradation of soil, (iv) produce a safe food resources, (v) cost-effective agricultural management. Possible soil quality indicators are identified at several levels within the framework for each of these functions. Each indicator is assigned a priority or weight that reflects its relative importance using a multi-objective approach based on principles of systems to be considered. To do this, individual scoring system is differentiated by the several levels from low to very high category or point scoring ranging from 0 to 10, And then weights are multiplied and products are summed to provide an overall soil quality rating based on several physical and chemical indicators. Tlne framework and procedure in developing the soil quality assessment are determined by using information collected from an alternative and conventional farm practices in the regions. The use of an expanded framework for assessing effects of other processes, management practices, or policy issues on soil quality is also considered. To develop one possible form for a soil quality index, we should permit coupling the soil characteristics with assessment system based on soil properties and incoming and resident chemicals. The purpose of this paper is to discuss approaches to defining and assessing soil quality and to suggest the factors to be considered.
