This paper demonstrates Environmental Impact Assessment (EIA) has to be applied for development projects with regard to the ecological, economical and social aspects before any decisions made in the project. Korea has confronted various environmental problems during the last fifteen years, even though EIA has been enacted since 1981. The role of impact assessment in planning and policy processes should be emphasized to investigate the magnitude and intensity of the adverse influences of economic development. In the Seoul Metropolitan Region, it is necessary to apply EIA all urban projects to reduce the adverse effects of urbanization. Special attention should be given to the climatological effects throughout the urbanization process in Korea to keep the urban area energy-efficient. This study intends not only to establish basic data for national-and regional-based land-use policy in the environmental aspects, but also to provide the basic data for the possible climate model (scenarios) that may provide spatial and temporal variability by analyzing the actual climatic record. There is a noticeable impact of urbanization on the atmospheric environment in the Seoul Metropolitan Region. In this sense, the climatic aspect must be taken into consideration in the process of EIA to mitigate the well-known climatic alterations of urbanization. Moreover, the techniques of assessment should be improved by developing geo-reference data sets to build models of the global climate in response to the man-made environmental change.

EIA has been introduced as a tool for environment protection into promulgation of the Environment Preservation Act in 1977, which replaced the Pollution Control Act in Korea. EIA system has been improved with the enlargement of project type, public participation, guideline improvement, and regulatory development. Recently, Environmental Impact Assessment(EIA) Act will have an important role for sustainable development. This article deals with regulatory development, implementation order, EIA project type, and EIS preparation guidelines by Act promulgated and amended, also it explains comparison analysis of Environmental Policy Act and Environment Impact Assessment Act Major results are summarized in the table.

The various plants including power plants have been increased near downtown in accordance with the policy objective of rising the power feed rate and development projects. As a result of these various plants near residential area, noise damage complaints has been raised very often. The power plant is included with the range of environmental impact assessment project. Nevertheless, environmental noise issues regarding construction of these power plants have arisen. Accordingly it is time to consider the environmental and social issues of plants noise in accordance with the government's policy objectives of increased power production. In this study, we reviewed the current noise impact assessment and we also sought solutions to these issues. In order to minimize the problem of noise impact on neighborhood and residents, we intended to propose alternative method of 3D simulation in dealing with these issues.

Environmental problems emerged as common global Problems awaiting solution. Active collaborative efforts are required of nations and communities In order to solve environmental problems effectively. International collaboration occurs much more commonly these days than before. and European Community(EC) mumber countries are no exceptions. EC has established and executed the five-year programs on Environmental Policy Implementation, which explicated basic principles for enoronmental policy development, stance 1973. EC programs tend to emphasize that the direction of the policies should reflect a change from a remedial approach to a preventive approach. Those pro- grams have brought an awareness of the Importance of Environmental Impact Assessment(EIAI to EC member countries. France Installed an EIA system In 1976, which was the first among member countries. Several other member countries also established a system. EC decided that a common guideline was necessary. and therefore formulated the "European Community Guideline for Environmental Impact Assessment" In 1985. All member countries were required to legislate an EIA system within three years, according to the Guideline. This study will conduct a comparative analysis of the current EIA systems of different EC member counties. The findings of this study will provide helpful Information on how to Improve the efficacy of the Korean system.an system.

Public participation in the Environmental Impact Assessment(EIA) has been implemented since the August 1 of 1991 with the Environmental Policy Act promulgation in the August 1 of 1991. It is structured to comment on draft Environmental Impact Statement(EIS) through open reviewing, public meeting and hearing. Though public participation has an important role in determining environmental significance, it is room for improvement. With positive public participation and system development such as Environmental Impact Assessment Act on June 11 of 1993, the effectiveness of it will be improved. This article is composed of status of public participation, comparison with other countries, comparison analysis by items of EIS prepared before and after public participation, and contents of public opinions in EIS.

The choice of economic development over environmental protection has been used to explain the decline in the quality of the environment in developing countries. The authors reject this explanation and propose a theory of negligence to explain this decline. They point to the advantages of environmental impact assessments in dealing with the problem of negligence and presents case studies from four countries. Organizational models for Environmental Impact Assessments in Developing Countries are proposed as useful policy measures.

The Strategic Environmental Impact Assessment(SEIA) in Korea has been introduced and implemented for 15 policy-level plans and 86 project-level plans since 2012. Lately an important issue of the Environmental Impact Assessment(EIA) policy has been emerged regarding the expansion of the policy-level plans subjected to SEIA. Thus, we propose the plans that need to be included in the system, compared with those subjected to the Strategic Environmental Assessment(SEA) enforced in the law or the guideline of 10 foreign counties, especially with those of Germany, France, Italy, the United Kingdom, and Netherlands. Specifically the study suggests that plans related to energy as well as land use, which are well known to cause potential environmental impacts and subjected to the federal-level SEA in those countries, should be the subject of SEIA.

This paper attempts to analyze the institutionalization process of Environmental Impact Assessment(EIA) system within the context of Korean environmental policy. The implementation of EIA in the 1980's was not seriously considered by other government agencies and was sometimes degraded as mere formality due to the inherent problems of the system. With viewing the theory and practice of EIA in Korea, this paper argues that it is essential to reinforce ex post facto management incorporate the participation of residents of concerned areas, upgrade the validity of assessment by selecting a credible assessment-agenices and develop the required technologies. Finally, this paper acknowledge the necessity of devising the mechanism to reconcile the conflict between the regional interest and the national interest.
