Outlook for a New International Agreement on Climate Change Adaptation: How to Approach (기후변화 적응의 신기후체제 합의: 전망을 위한 접근방법)

  • The purpose of this study is to analyze the major issues discussed among Parties and provide a framework for predicting the agreements on those issues, prior to the final negotiation on a new legally-binding agreement on climate change adaptation in the United Nations Framework Convention on Climate Change (UNFCCC). The analyses of documents, adaptation actions, and work of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) under the UNFCCC informed that the adaptation issue has primarily been focused on the support of developed country Parties for the adaptation of developing country Parties following the principle of the Convention, Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC). Three-year work of the ADP acknowledged the major issues on adaptation in the new climate agreement, which would be categorized as long-term and global aspects, commitments/contributions/actions, monitoring and evaluation, institutional arrangements, and loss and damage. A final agreement on each issue could be predicted by setting a zone of possible agreement in-between the two extremes of developing and developed country Parties and considering three major elements affecting the Parties' positions, national priority, adaptation action, and social expectation, which are proposed in this study. The three major elements should be considered in a balanced manner by Parties to draw a durable agreement that will enhance global adaptation actions from a long-term perspective. That is, the agreement needs to reflect adaptation actions occurring outside the Convention as well as social expectations for adaptation. It is expected that the new agreement on climate change adaptation, from a long-term and global perspective, would be an opportunity to reduce vulnerability and build resilience to climate change by incorporating global expectations.

A Study on The Throne of Kings and Implementation of Daedongbeop (왕의 즉위와 대동법 시행에 관한 연구)

  • The implementation of Daedongbeop of Gyeonggido after throne of Gwanghaegun, the Daedongbeop of Gangwondo afterthrone of Injo, and the Daedongbeop of Chongcheongdo and Chollado after throne of Hyojong were in expectation of new kings the greatest Governing Administrator who tried to improve the hard life of the people, It was possible because there was a great effort. However, after throne of these three kings, the enactment of the Daedongbeop is a major crisis. The difference of the crisis related to enforcement was that the enforcement of the Daedongbeop of the Gwanghaegun and the Injo was carried out immediately after the enforcement decision was made but soon it was put into a crisis of abolishment and the Chungcheongdo and Chollado provincial Daedongbeop encountered extreme opposition before the enforcement and it has been carried on continuously since the end of the abolition crisis. In this study, we examined the efforts of the Governing Administrator who succeeded in the enactment of the Daedongbeop for the peaceful life of the people, with the throne of these three kings and the expectation of the new king. In the case of at the time of Gwanghaegun, Hanbekgyeom, LeeWonik, and Hwangshin, Joeik and LeeWonik at the time of Injo, and Kimyuk at the time of Hyojong were common people who have tried to improve the troubles of the people. They did not focus only on the theoretical interpretation of Neo-Confucianism, but on the basis of the interpretation, they demonstrated the power of the Governing Administrator practicing the right politics for the people in reality. The result is policy formulation and enforcement for the implementation of the Daedongbeop.

Consumer Acceptance of Mobile Gift Certificates - Focused on UTAUT2 - (밀레니얼 세대의 모바일 상품권 수용태도에 관한 연구 - 확장된 통합기술수용모형을 중심으로 -)

  • With the development and spread of smart devices, the proportion of mobile shopping is gradually increasing, and the market for mobile gift certificates is also increasing. This study examines the usage status and acceptance attitude of mobile gift certificates for university students who are major customers of mobile gift certificates. Also, based on the extended integrated technology acceptance model (UTAUT2), the results of the analysis of the mediating effect of the intention of the user on the relationship between acceptance of mobile vouchers and recommendation intention were presented. As a result of the analysis, it was shown that the effort expectation, hedonic motivation, price utility, and habit had significant influence on the intention to use the mobile gift certificates. Also, the intention to use mobile gift certificates has mediating effects between effort expectation, hedonic motivation, price utility and recommendation intention. The results of this study can be applied to strategic marketing such as recruitment of new customers through mobile gift certificates while explaining customers' acceptance of technology to mobile gift vouchers or future prospective customers.

The Effect of Productive Activities on Future Time Perspective in Later Life: A Mediating Role of Life Satisfaction (노년기 생산적 활동과 미래시간조망 간의 관계: 삶의 만족감의 매개효과)

  • The present study aims to examine the mediating role of life satisfaction in the relationship between productive activities and future time perspective in later life. Drawn from the 7th wave of the Korea Longitudinal Study of Aging, our sample consists of a total of 6,756 older adults aged 55 and over. Complex samples analyses were conducted the relationship between productive activities, life satisfaction and future time perspective measured in two dimensions (i. e., life expectancy and job expectation). Results from complex samples analysis showed that productive activities were associated with life satisfaction and future time perspective. Employed older adults including unpaid family workers tended to have higher levels of life satisfaction and future time perspective (i.e., life expectancy and job expectation) than their counterparts. The relationship between productive activities and future time perspective was mediated by life satisfaction. Findings suggest that engaging in productive activities influences better satisfaction with life among older adults, which is eventually linked to an expansive view of the future. Policy implications were discussed that promoting productive activities in later life and age-friendly working environment should be encouraged.

A Study on the Policy Direction for the Introduction and Activation of Smart Factories by Korean SMEs (우리나라 중소기업의 스마트 팩토리 수용 및 활성화 제고를 위한 정책 방향에 대한 연구)

  • The purpose of this study is to provide assistance to the establishment of related policies to improve the level of acceptance and use of smart factories for SMEs in Korea. To this end, the Unified Technology Acceptance Model (UTAUT) was extended to select additional factors that could affect the intention to accept technology, and to demonstrate this. To achieve the research objective, a questionnaire composed of 7-point Likert scales was prepared, and a survey was conducted for manufacturing-related companies. A total of 136 questionnaires were used for statistical processing. As a result of the hypothesis test, performance expectation and social influence had a positive (+) positive effect on voluntary use, but effort expectation and promotion conditions did not have a significant effect. As an extension factor, the network effect and organizational characteristics had a positive (+) effect, and the innovation resistance had a negative effect (-), but the perceived risk had no significant effect. When the size of the company is large, the perceived risk and innovation resistance are low, and the level of influencing factors for veterinary intentions, veterinary intentions, and veterinary behaviors are excluded. Through this study, factors that could have a positive and negative effect on the adoption (reduction) of smart factory-related technologies were identified and factors to be improved and factors to be reduced were suggested. As a result, this study suggests that smart factory-related technologies should be accepted.

Analysis for External Cost of Nuclear Power Focusing on Additional Safety and Accident Risk Costs (추가안전대책비용, 사고위험대응비용의 외부비용을 반영한 원전비용 추정 연구)

  • After the Fukushima nuclear accident, the external costs of generating electricity from nuclear power plants such as additional safety compliance costs and possible accident risk action costs have gained increasing attention from the public, policy-makers and politicians. Consequently, estimates of the external costs of nuclear power are very deliberate issue that is at the center of the controversy in Korea. In this paper, we try to calculate the external costs associated with the safety of the nuclear power plants, particularly focusing on additional safety compliance costs and possible accident risk action costs. To estimate the possible accident risk action costs, we adopt the damages expectation approach that is very similar way from the external cost calculation of Japanese government after the Fukushima accident. In addition, to estimate additional safety compliance costs, we apply the levelized cost of generation method. Furthermore, we perform the sensitivity analysis to examine how much these social costs increase the electricity price rate. Estimation results of the additional security measure cost is 0.53Won/kWh ~ 0.80Won/kWh depending on the capacity factor, giving little change on the nuclear power generation cost. The estimates of possible accident risk action costs could be in the wide range depending on the different damages of the nuclear power accident, probability of the severe nuclear power accident and the capacity factor. The preliminary results show that it is 0.0025Won/kWh ~ 26.4188Won/kWh. After including those two external costs on the generation cost of a nuclear power plant, increasing rate of electricity price is 0.001%~10.0563% under the capacity factor from 70% to 90%. This paper tries to examine the external costs of nuclear power plants, so as to include it into the generation cost and the electricity price. This paper suggests one of the methodologies that we might internalize the nuclear power generations' external cost, including it into the internal generation cost.

The effect of a low-sodium label on acceptability and perceived saltiness intensity of a dipping sauce for fried pork cutlets (저염 표시가 포크커틀릿 소스의 짠맛 인식과 기호도에 미치는 영향)

  • This study was conducted to investigate the effects of a low-sodium label on acceptability and sensory attributes of a dipping sauce for fried pork cutlets. Two sauce samples, CON (normal sodium level) and LOW-Na (50% sodium level), were evaluated. Consumers (n=77) rated expectations and actual perception of overall liking, purchase intent, and intensities of saltiness, sweetness, sourness, fruit flavor, and degree of flavor balance without and with a carrier (fried pork cutlet) in blind and informed settings. In the informed test, CON labeled as Low-Na (PLACEBO) was additionally tested to examine the placebo effect of information. The low-sodium labeling significantly increased the expected liking and purchase intent, but decreased the expected saltiness. However, the label did not influence actual liking or purchase intent. A significant decrease in actual saltiness was observed only in Low-Na, not in PLACEBO, indicating the label is influential only when actual perception matched the expectation.

The Analysis on Energy Efficiency in the Residential Sector (가정부문 에너지 효율 분석)

  • This paper is intended to evaluate energy efficiency policy in demand side, to assess the residential sector's energy efficiency policy and to analyze the system of energy efficiency practices. We examined residential energy consumption over the period 1990~2006. The decomposition method in the analysis was a logarithmic mean Divisia index (LMDI) techniques to decompose changes in energy intensity. First of all, the energy use in residential sector was adjusted to correct weather-induced variations in energy consumption, because adjustments for normal weather patterns facilitated inter-temporal comparison of intensity. The analysis on the residential sector shows that the overall energy intensity of the residential sector declined at an average 1.0% per year, while the structure effect increased by 1.8% per year, and the activity effect increased by 0.7% per year. In other words, the decline of floor space, number of household, and appliance ownership per capita has an effect on increase in residential consumption. The improvement in energy efficiency had strong contribution on the decrease of energy consumption. We find that the general results of analysis on residential energy are similar to those of IEA. The energy efficiency policy in residential sector is assessed to obtain some results during 1990~2006. In residential sector, structural variables such population per household, diffusion of appliance and activity factor such as population contributed to the increase of energy consumption while energy intensity effect induced the decrease of energy consumption. These findings are consistent with international trend as well as our prior expectation.

Analysis of Characteristics about the Location environment of Industrial Complex and Migration Company (산업단지 입지환경과 입주기업의 특성 분석)

  • The aim of this study is to determine factors that affect the competitiveness and the move-in environment of migration companies according to the recent change of location conditions of industrial complexes. The results of analysis show that productive factor and economic factor are related to the main factors that determine the location environment. The resident companies have a strong link to the economic characteristics factors, which seems to be related to the expectation and satisfaction for public support facilities, hospitals, educational institutions, and administrative agencies to be placed in the complex, encouraging companies to be located in the complex. In other words, if the existing economic factors and public support facilities were complemented, it can be inferred that the industrial complex promotion policies will be more effectively planned. Also, transportation and infrastructure facilities are analyzed as successful factors for resident companies. In addition, the economic and productive environments turn out to affect public support facilities and environmental factors of infrastructure as major factors. The results of this study are expected to be a useful guideline in determining the resident policy or external factors for the future industrial complex.

A study on The Problems and Improvement Measures of The Capital Gain Tax (양도소득세의 문제점과 개선방안에 관한 연구)

  • The purpose of this study is to analysis of the policy and problems of the capital gain tax. So this study identified the problems in the tax system and the method, suggested some ideas that can be useful for reforming the current capital gain tax system. The followings are the concise of some ideas. First, government should adopt the housing market stabilization policy in the long-term period, not in the short-term period which depend on the financial market and the part of home supply. Second, determining the capital gains tax should be transferred to actual market prices system rather than based on the standard assessed prices by government through the nations. By doing so, the desired principles of taxation come true such as principle of taxation on economic substance, principle of taxation on solid foundation and principle of taxation on tax paying ability. Third, transaction taxes should be minimized in the aborting the property speculations and the stabilizing the actual market prices. Fourth, the system of non tax to the owners of 'one family, one house' should be excluded to the tune of principle of tax equity. By doing so, tax payers could be induced to pay taxes on a timely basis not commit to wrong doings. In conclusion, anti-speculation policy should be progressed in such a comprehensive and sustained way as to wipe out the psychology of expectation about the transfer gain's incomes.
