Policy Issues and Tasks of Public Libraries in Korea (국내 공공도서관의 정책적 현안과 과제)

  • The aim of this paper is to analyse correlation between the new library act and policy tasks of public libraries in Korea. In order to attain this objective, author set seven policy tasks, that is, amendment and complement of master plan for library development, unification of public library administrative system, institutionalization of local public library and information policy, job analysis and improvement of library personnel system, infrastructure expansion and revision of various legal standards, standardization of management evaluation and statistical system, and strong connection between public library and related cultural institutions. And author suggested the alternatives to drive and improve of these policy tasks.

Election Pledge and Policy Tasks of President Moon Jae-in in Healthcare Sector (문재인 대통령의 보건의료 공약과 과제)

  • On May 10, 2017, Moon Jae-in's Government launched. The election pledges of Moon's Government in healthcare sector were extracted from those of president election camp and Democratic Party. The main pledges were enhancing the coverage of healthcare costs, management of healthcare costs for elderly, restructuring the health insurance contribution system, and improving the public nature of healthcare system. There are many policy tasks to realize the electoral pledge, especially, financial task is main. The National Planning and Advisory Committee are setting the policy priorities and making the detailed plans. Although this paper deals the initial evaluation of main election pledges, the precise evaluation is needed for the final plan of healthcare policy.

The trends and comparisons of consumer agencies between Japan and Korea: Focused on work performance (한국과 일본의 소비자 업무 현황파악 및 비교: 업무평가를 중심으로)

  • This study investigated and compared the tasks peformed by Consumer Agencies in Korea and Japan. It also investigated the variables influencing evaluation scores on consumer tasks. The results of this study are summarized as follows. First, Japanese counselors were predominantly older, married females in contrast to the predominance of relatively young, single, male, Korean consumer counselors. In Korea, most consumer tasks were performed by Consumer Agencies in Seoul while internet counseling was popular. In addition, 13 counselors belong to Korean Consumer Agencies while 80 worked in the Korea Consumer Protection Board. In Japan, consumer tasks were peformed by Consumer Centers located broadly across the nation but no internet counseling was provided, while the average number of consumer counselors per Consumer Center was 8. The average number of consumer counseling sessions per day was greater in Korea than in Japan while the average monthly income was higher in Japan than in Korea. Second, evaluation of the tasks performed by Consumer Agencies revealed that the Korean Consumer Agencies scored higher performance than their Japanese counterparts. Third, the degree of job satisfaction significantly influenced evaluation scores in both consumer counseling tasks and provision of consumer information in Korea. In Korea, among the tasks concerning consumer education, job-training education was a significant variable while the number of Korean counselors in Consumer Agencies positively influenced scores on activities concerning consumer movement and alliance with other agencies. However, the degree of job satisfaction among counselors positively and significantly influenced evaluation scores in tasks concerning consumer counseling, provision of consumers'information, and consumer education. On the other hand, the number of counselors in Japanese Consumer Centers influenced the evaluation scores on tasks concerning consumer policy, consumer survey, and consumer campaign.

  • The purpose of this paper is twofold; 1) to evaluate the efforts of participatory government in regulatory reform, 2) to propose the strategies and tasks for future regulatory reform in Korea. An ex-post evaluation model for regulatory performance is applied to process, output, and outcome of the regulatory reform. The results of the evaluation show that there is still room for improvement in many aspects of regulatory reform. While there has been substantial advance in regulatory quality and management, carefully planned strategies are essential for Korean regulatory reform to move to the next stage of regulatory reform. Thus, based on the evaluation, future strategies and tasks for regulatory reform are presented as short-term tasks, mid to long range tasks, and continuous tasks.

  • The DMAIC methodology, which is most familiar to battery production system developers, is partially inadequate in its conformity to utilize battery production system tasks, so it is necessary to improve the function and structure of the methodology, but many battery production system developers use the DMAIC method based on experience, causing side effects such as confusion, delay in tasks, and insufficient performance during tasks. Accordingly, we intend to conduct an empirical study to improve the "efficiency improvement and conformity evaluation method" so that the DMAIC methodology can be used more reasonably and easily. Using the three-stage research model, we derive components that affect conformity through literature and questionnaire surveys in the first stage, use relational characteristics between components in the second stage to confirm the effect on conformity, and use the relational characteristics in the third stage to confirm the possibility of improving efficiency by applying them to the DMAIC methodology in actual cases. Finally, the "Conformity Assessment Index (CAI) equation" based on relational characteristics is established to enable effective conformity evaluation and continuous improvement.

Current Status and Policy Tasks of public Library in Seoul (서울시 공공도서관의 현주소와 정책적 과제)

  • The goal of this study is to suggest policy tasks for the public library in Seoul. For this goal, researcher compared macroscopically the gap between the Seoul city and the global competitiveness city using the core index of the public library, and analyzed microscopically the level of the Seoul city and the metropolitan cities and provinces focusing on the public library infrastructure and service index. Next, researcher evaluated the public library policies by linking the "2030 Seoul City Master Plan" and the "Library and Reading Culture Revitalization Plan". Based on the results, researcher proposed branding for global knowledge culture capitals, advancement of core competencies and systems of libraries, composition of citizen centered knowledge culture ecosystem, maximization of citizen's service satisfaction and expected benefits as future-oriented policy tasks of public libraries in Seoul.

Analysis of Importance and Expected Utility of Improvement Tasks to Activate Modular Construction Method (모듈러 공법 활성화를 위한 개선과제 중요도 및 기대효용 분석 연구)

  • Despite of the various advantages of modular construction method and the continued growth of related markets, it is difficult to activate them because no specific system has been established in Korea. Accordingly, this study derived improvement areas and tasks for activating modular construction methods through existing literature reviews and preliminary surveys. Then, AHP analysis and expected utility evaluation were conducted for expert groups to derive priority for improvement areas and tasks. In addition, opinions of enterprise and architectural research were compared and analyzed, and the analysis results suggested the direction of policy establishment and system improvement. This study is expected to be used as a basic study for policy decision-making to activate modular construction method.

Development of Evaluation Indices for Redundant Farmlands Rehabilitation-Policy Directions (유휴농지의 활용방향 설정을 위한 평가지표 개발)

  • The objective of this study is to develop evaluation indices which can be applied to analyze rational rehabilitation-policy directions of redundant farmlands. To achieve this objective, the main tasks of this research are 1) categorizing the redundant farmlands rehabilitation types 2) developing the evaluation indices of redundant farmlands rehabilitation 3) determining the weights of each index. The redundant farmlands rehabilitation types were classified into agricultural rehabilitation type, non-agricultural rehabilitation type and hybrid type which are called by agricultural income model, rural environment improvement model and hybrid model as development project name, respectively. The 5 parts and 21 indices for evaluation of redundant farmlands rehabilitation directions were extracted by case studies and experts brainstorming. The weights of each index were determined by Analytic Hierarchy Process (AHP). The developed evaluation indices were applied to study areas located on Yanghwa district of Gongju-city and Aewol district of Jeju-city. From the results of this study, it was ascertained that the evaluation indices developed in this study would help the decision-makers in the planning process of redundant farmlands rehabilitation directions.

Deep Reinforcement Learning of Ball Throwing Robot's Policy Prediction (공 던지기 로봇의 정책 예측 심층 강화학습)

  • Robot's throwing control is difficult to accurately calculate because of air resistance and rotational inertia, etc. This complexity can be solved by using machine learning. Reinforcement learning using reward function puts limit on adapting to new environment for robots. Therefore, this paper applied deep reinforcement learning using neural network without reward function. Throwing is evaluated as a success or failure. AI network learns by taking the target position and control policy as input and yielding the evaluation as output. Then, the task is carried out by predicting the success probability according to the target location and control policy and searching the policy with the highest probability. Repeating this task can result in performance improvements as data accumulates. And this model can even predict tasks that were not previously attempted which means it is an universally applicable learning model for any new environment. According to the data results from 520 experiments, this learning model guarantees 75% success rate.

A Study on the Government's Investment Priorities for Building a Supercomputer Joint Utilization System

  • The purpose of this paper is to analyze the Korean government's investment priorities for the establishment of a supercomputer joint utilization system using AHP. The AHP model was designed as a two-layered structure consisting of two areas of specialized infrastructure, a one-stop joint utilization system service, and four evaluation items for detailed tasks. For the weight of each evaluation item, a cost efficiency index considering the annual budget was developed for the first time and applied to the weight calculation process. AHP analysis conducted a survey targeting supercomputer experts and derived priorities with 22 data that had completed reliability verification. As a result of the analysis, the government's investment priority was high in the order of dividing infrastructure for each Specialized Center and building resources in stages. In the future, the analysis results will be used to select economic promotion plans and prepare strategies for the establishment of the government's supercomputer joint utilization system.
