Principles for evaluating the clinical implementation of novel digital healthcare devices (첨단 디지털 헬스케어 의료기기를 진료에 도입할 때 평가원칙)

  • With growing interest in novel digital healthcare devices, such as artificial intelligence (AI) software for medical diagnosis and prediction, and their potential impacts on healthcare, discussions have taken place regarding the regulatory approval, coverage, and clinical implementation of these devices. Despite their potential, 'digital exceptionalism' (i.e., skipping the rigorous clinical validation of such digital tools) is creating significant concerns for patients and healthcare stakeholders. This white paper presents the positions of the Korean Society of Radiology, a leader in medical imaging and digital medicine, on the clinical validation, regulatory approval, coverage decisions, and clinical implementation of novel digital healthcare devices, especially AI software for medical diagnosis and prediction, and explains the scientific principles underlying those positions. Mere regulatory approval by the Food and Drug Administration of Korea, the United States, or other countries should be distinguished from coverage decisions and widespread clinical implementation, as regulatory approval only indicates that a digital tool is allowed for use in patients, not that the device is beneficial or recommended for patient care. Coverage or widespread clinical adoption of AI software tools should require a thorough clinical validation of safety, high accuracy proven by robust external validation, documented benefits for patient outcomes, and cost-effectiveness. The Korean Society of Radiology puts patients first when considering novel digital healthcare tools, and as an impartial professional organization that follows scientific principles and evidence, strives to provide correct information to the public, make reasonable policy suggestions, and build collaborative partnerships with industry and government for the good of our patients.

A Study on the Analysis of Management Characteristics of Coastal Port Freight Transportation Business Using Panel Regression Analysis (패널회귀분석을 이용한 내항 화물운송사업체의 경영특성 분석에 관한 연구)

  • This study analyzes the effects of freight transportation income, capital, asset, non-operating expenses, and debt ratio on the debts of inner port freight transportation businesses through the GLS of panel regression analysis and the estimation of fixed effects model. The factors and hypotheses were established through a theoretical background review, and the financial statement and profit and loss data of inner port freight transportation businesses for 10 years from 2006 to 2015 were analyzed. The results showed that assets had positive effects on debts, and negative effects on capital, non-operating expenses, and debt ratio, but no effect on freight transportation income. This result empirically demonstrates the tendency of inner port freight transportation businesses to secure assets by increasing debts, creation of debt reduction leverage effect using non-operating expenses such as interest expenses through bank borrowing, and the adoption of management characteristics and financial operation method to lower the debt ratio by reducing capital more than debts. In future studies, it is necessary to analyze coastal port freight transportation business by industry (oil tankers, cargo ships, and barge ships), and regions such as East, West and South sea.

  • During the pandemic status of COVID-19 since 2019 December, demands and attention on various convergence services with non-contact technologies and social adoption are increasing. Along with these increased demands and attention, the digital divide issues should be concerned to understand the informatization degrees of rural area residences, the elderly, the disabled, and the low-income. Furthermore, rural area residences may be the elderly, the disabled, and the low-income also. It may mean that the rural area should be considered as in noticeable status of the digital divide. This study focuses on the policy alternatives to reduce the digital divide in rural areas with a literature review methodology and on the factors on informatization issues in rural areas. For the aims, this study analyzes the EU cases of informatization in rural areas to find out the advantages and disadvantages of the suggested policies. As the analysis result, it is clear that the EU countries try to enhance the economic and growth powers rather to reduce the digital divide gaps. Also, it can be considered that the EU countries focus on supporting the rural area to adopt the non-contact information services newly rather on maintaining the IT education services and the infrastructures in off-line environments.

  • When considering the introduction of a new technology, it is important to accurately grasp and selectively apply the technical characteristics related to the technology in order to fully utilize the advantages of the technology. In this study, the technical characteristics of high relative importance were analyzed in order to increase the efficiency of new application of blockchain technology by companies. The technical characteristics of the blockchain identified through previous research were reclassified from the perspective of the system hierarchy, and sub-factors of the technical characteristics were derived. In addition, a questionnaire survey on the relative importance of technical characteristics was conducted for internal experts and SI experts using the Analytical Hierarchy Process (AHP) technique. As a result of the analysis, respondents evaluated data protection as the most important factor in the threat of hacking related to security. In addition, it was different that the comparison results of the importance of the technical characteristics between the experts in the company and the SI experts and the priority of the technical characteristics between the expert groups by industry. It is expected that the results of this study will be usefully utilized when using blockchain technology in enterprises in line with the upcoming changes of the 4th industrial revolution. An empirical analysis of the internal and external factors required for adoption of blockchain technology by industry and the effect of technology introduction will be a meaningful study.

The Influence of Perceived Risk and Technology Trust on the Intention to Adopt New Technology Products: A Mediated Moderation Model of Optimistic Bias (지각된 위험, 기술 신뢰가 신기술 제품 수용의도에 미치는 영향: 낙관적 편향의 매개된 조절효과)

  • In the acceptance of new technology products, not only the characteristics of the product itself, but also the consumer's psychological perception of the product has a great influence. This study analyzed the effects of psychological variables such as perceived risk, technology trust, and optimistic bias on consumers' intention to accept new technology products. This study selected nanotechnology, and we found consumers with high perceived risk showed relatively low intent to accept nanotechnology products compared to consumers with high perceived risk. However, in case of high level of technology trust, consumers with high perceived risk did not show any significant difference in the intention to accept nanotechnology products. We also found that such moderating effect of technology trust is mediated by optimistic bias. We hope that the findings of this study can give meaningful implications to nanotechnology developers, marketers, and policy makers in nanotechnology industry.

  • The value and importance of Gamification has intensified as the way Gamification is applied to social networking applications has added to users' interest and involvement to the product. Gamification entails the adoption of gaming techniques and modes of thinking in non-gaming domains to elicit user engagement. To this end, the paper draws on Gamification's analytical model, Octalysis, with the aim of identifying user loyalty of the three major Chinese social networking applications and extracting their characteristics. In this regard, the first task in the advancement of the study is to establish an understanding of the components and characteristics of Gamification within the context of available examples. Next, a questionnaire survey covering China's three dominant social applications, WeChat, QQ, and Xiaohongshu, is administered and their user loyalty is examined through Octalysis's eight analytical frameworks. By virtue of analysis, the results demonstrate that the three elements of game mechanics, Point, Badge, and Leadboard, which are external to the game, fail to sustain the user loyalty, but are merely a means to an end. Only by including a combination of social application features, contents and user needs can Gamification considerations be maximized to ensure that users are subjectively engaged with the product.

Approaches to Digital Health Passport for Healthy Travel in the the Era of COVID-19 (COVID-19시대에 건강한 여행을 위한 Digital Health Passport에 대한 접근법)

  • The purpose of this study is to present an approach to the "Digital Health Passport" (DHP), which will be the most important in the change of the travel industry among the sudden environmental changes brought about by COVID-19. To this end, this study reviewed a variety of empirical literature on DHP, and proposed a framework for DHP based on literature review. The framework is composed of travel intention, health information provision intention, and new technology acceptance/adoption of tourists. First, in terms of travel intention, providing information to DHP should not undermine the travel intention of the travelers. It should be possible to facilitate the travelers' enjoyment by using the information provided by the traveler. In addition, there is a need to assure that the data provided by travelers is managed in a reliable way. Second, it is necessary to understand why the travelers want to provide additional personal information (information disclosure), rather than seeing healthcare information only in terms of mandatory information provision. Finally, from the perspective of new technology, it is necessary to understand the intention of travelers to use/adopt DHP. The key implication of this work is that it proposed a DHP framework for realizing the travel bubble to predict and respond to foreign travelers' behaviors.

A Study on the Policy Direction for the Introduction and Activation of Smart Factories by Korean SMEs (우리나라 중소기업의 스마트 팩토리 수용 및 활성화 제고를 위한 정책 방향에 대한 연구)

  • The purpose of this study is to provide assistance to the establishment of related policies to improve the level of acceptance and use of smart factories for SMEs in Korea. To this end, the Unified Technology Acceptance Model (UTAUT) was extended to select additional factors that could affect the intention to accept technology, and to demonstrate this. To achieve the research objective, a questionnaire composed of 7-point Likert scales was prepared, and a survey was conducted for manufacturing-related companies. A total of 136 questionnaires were used for statistical processing. As a result of the hypothesis test, performance expectation and social influence had a positive (+) positive effect on voluntary use, but effort expectation and promotion conditions did not have a significant effect. As an extension factor, the network effect and organizational characteristics had a positive (+) effect, and the innovation resistance had a negative effect (-), but the perceived risk had no significant effect. When the size of the company is large, the perceived risk and innovation resistance are low, and the level of influencing factors for veterinary intentions, veterinary intentions, and veterinary behaviors are excluded. Through this study, factors that could have a positive and negative effect on the adoption (reduction) of smart factory-related technologies were identified and factors to be improved and factors to be reduced were suggested. As a result, this study suggests that smart factory-related technologies should be accepted.

A Study on the Introduction of Standard Field Practice Based on the Awareness Survey of Field Training Institution (실습기관 인식조사 기반 표준현장실습의 도입논의 연구)

  • The purpose of this study, was to examine and understand the possibility of introducing a standard field training semester system and the possibility of operating an autonomous field training semester system that can be operated without payment and propose a response strategy based on their perception survey conducted with the field training institutions. As a result of the study, first, it is apparent that the practice institution shows a very low perception of operating hours and operating methods, including the allocation of job-related training hours. Second, the introduction status of standard field practice turned out to be very low, while the introduction status of standard field practice, operation and agreement, change of standard field practice, specific details of standard field practice contract, and satisfaction of standard field practice turned out to be very low. Based on which, this study considers the introduction of standard field practice based on the reference research including surveys, such as the amendments of the relevan laws, adoption of standard field practice semesters or autonomous field practice semesters, securing and sharing sufficient field practice manuals, among others.

A Proposal Based on the Analysis of Each Party Election Pledge Related to Korean migrant workers (한국 이주노동자에 대한 각 정당 선거공약 분석과 제언)

  • The inflow of Labor Migrants has been grown up to 600,000 people until now with the adoption of Employment Permit System (EPS) in 2004 until now. However the institutional support lack to ensure their rights and improve their conditions. This is because of their consideration ad temporary labors in South Korean society and labor forces rather than the objects of integration. As a result, the legal status and rights of migrant workers are criticized for their utilization rather than human rights, and human rights protection is insufficient. To this context, this paper analyzed the 19th presidential election pledge of the four political parties (Democratic Party, the Liberty Korea Party, Bareun Party and Justice Party) the majority of the Korean National Assembly, and predicted how the policies of migrant workers would evolve. The study found that there were two political parties that did not mention policies for migrant workers, and the remaining two parties also maintained their current policies. This is probably the biggest reason to recognize migrant workers as temporary residents. However, they should also be aware of the fact, that migrant workers are the members of the Korean society and are the owners of human rights that should be guaranteed, and should consider the policy directions to live with them.
