Public Participation in the Process of Local Public Health Policy, Using Policy Network Analysis

  • Objectives: To assess the current public participation in-local health policy and its implications through the analysis of policy networks in health center programs. Methods: We examined the decision-making process in sub-health center installations and the implementation process in metabolic syndrome management program cases in two districts ('gu's) of Seoul. Participants of the policy network were selected by the snowballing method and completed self-administered questionnaires. Actors, the interactions among actors, and the characteristics of the network were analyzed by Netminer. Results: The results showed that the public is not yet actively participating in the local public health policy processes of decision-making and implementation. In the decision-making process, most of the network actors were in the public sector, while the private sector was a minor actor and participated in only a limited number of issues after the major decisions were made. In the implementation process, the program was led by the health center, while other actors participated passively. Conclusions: Public participation in Korean public health policy is not yet well activated. Preliminary discussions with various stakeholders, including civil society, are needed before making important local public health policy decisions. In addition, efforts to include local institutions and residents in the implementation process with the public officials are necessary to improve the situation.

도서정가제의 도서관 적용에 대한 대안 정책 의제화 과정 연구 - 정책네트워크 모형을 적용하여 - (A Study on the Agenda-Setting Process for Alternatives in Application of Fixed Book Price Policy to Libraries: Based on the Policy Network Model)

  • 도서정가제란 2003년 2월부터 시행된 출판 및 인쇄 진흥법에 따라 책을 정가에 판매토록 의무화한 제도이다. 이의 적용수준을 더욱 강화하려는 출판계의 노력에 따라 할인율을 낮추고 적용 기관 범위를 넓히는 것을 주요 골자로 한 출판문화산업 진흥법 개정안이 2014년 4월 국회 본회의를 통과하여 11월에 시행되었다. 도서관계의 관점에서는 이 개정으로 도서정가제 적용 예외 기관이었던 도서관이 적용 기관으로 변경됨에 따라 자료 구입 축소와 구입 비용 상승 등의 문제가 발생하였고, 이에 대한 대안으로 예산 확충에 대한 필요성이 인식되었다. 본 연구의 목적은 도서관계의 정책행위자들이 개정안 통과와 시행 과정에서 어떠한 입장과 역할을 하였는지 분석하는 것이다. 이를 통해 정책행위자 간의 상호작용 구조를 파악하는데 용이한 정책네트워크 모형을 적용하여 이의 유용성을 확인하고 개선점을 제안한다. 본 연구는 기존의 정책네트워크 모형 적용 연구에서 살펴보지 못했던 행위자 내부의 특성을 분석하였다는 점에서 의의가 있다.

RPO 기반 강화학습 알고리즘을 이용한 로봇제어 (Robot Control via RPO-based Reinforcement Learning Algorithm)

  • 제어 입력 선택 문제에 있어서 확률적 전략을 활용하는 RPO(randomized policy optimizer) 기법은 최근에 개발된 강화학습 기법으로써, 많은 적용 사례를 통해서 그 가능성이 입증되고 있다 본 논문에서는, 수정된 RPO 알고리즘을 제안하는데, 이 수정된 알고리즘의 크리틱 네트워크 부분은 RLS(recursive least square) 기법을 통하여 갱신된다. 수정된 RPO 기법의 효율성을 확인하기 위해 Kimura에 의해서 연구된 로봇에 적용하여 매우 우수한 성능을 관찰하였다. 또한, 매트랩 애니메이션 프로그램의 개발을 통해서, 로봇의 이동이 시간에 따라 가속되는 학습 알고리즘의 효과를 시각적으로 확인 할 수 있었다.

스마트 TMD 제어를 위한 강화학습 알고리즘 성능 검토 (Performance Evaluation of Reinforcement Learning Algorithm for Control of Smart TMD)

  • A smart tuned mass damper (TMD) is widely studied for seismic response reduction of various structures. Control algorithm is the most important factor for control performance of a smart TMD. This study used a Deep Deterministic Policy Gradient (DDPG) among reinforcement learning techniques to develop a control algorithm for a smart TMD. A magnetorheological (MR) damper was used to make the smart TMD. A single mass model with the smart TMD was employed to make a reinforcement learning environment. Time history analysis simulations of the example structure subject to artificial seismic load were performed in the reinforcement learning process. Critic of policy network and actor of value network for DDPG agent were constructed. The action of DDPG agent was selected as the command voltage sent to the MR damper. Reward for the DDPG action was calculated by using displacement and velocity responses of the main mass. Groundhook control algorithm was used as a comparative control algorithm. After 10,000 episode training of the DDPG agent model with proper hyper-parameters, the semi-active control algorithm for control of seismic responses of the example structure with the smart TMD was developed. The simulation results presented that the developed DDPG model can provide effective control algorithms for smart TMD for reduction of seismic responses.

액터-크리틱 모형기반 포트폴리오 연구 (A Study on the Portfolio Performance Evaluation using Actor-Critic Reinforcement Learning Algorithms)

  • The Bank of Korea raised the benchmark interest rate by a quarter percentage point to 1.75 percent per year, and analysts predict that South Korea's policy rate will reach 2.00 percent by the end of calendar year 2022. Furthermore, because market volatility has been significantly increased by a variety of factors, including rising rates, inflation, and market volatility, many investors have struggled to meet their financial objectives or deliver returns. Banks and financial institutions are attempting to provide Robo-Advisors to manage client portfolios without human intervention in this situation. In this regard, determining the best hyper-parameter combination is becoming increasingly important. This study compares some activation functions of the Deep Deterministic Policy Gradient(DDPG) and Twin-delayed Deep Deterministic Policy Gradient (TD3) Algorithms to choose a sequence of actions that maximizes long-term reward. The DDPG and TD3 outperformed its benchmark index, according to the results. One reason for this is that we need to understand the action probabilities in order to choose an action and receive a reward, which we then compare to the state value to determine an advantage. As interest in machine learning has grown and research into deep reinforcement learning has become more active, finding an optimal hyper-parameter combination for DDPG and TD3 has become increasingly important.

복잡적응계로서 온라인게임 아이템 현금거래체계의 진화에 관한 연구 (The Study on Evolution of Online-game Item Cash-trade-system as Complex Adaptive System)

  • 본 연구는 아이템 현금거래를 단순한 정적인 체계로 접근하는 기존 연구와 달리, 거래의 진화과정에 대한 역사적 분석을 통해 아이템 현금 거래를 복잡적응계(CAS)로서 접근하였다. 아이템 현금거래는 가상경제와 현실경제 간의 융합을 보여주는 복합적 현상으로 시간에 따라 아이템의 생산과 소비 과정이 역동적으로 진화하고 있다. 본 연구는 첫째, 초기 아이템 거래가 단일한 행위자에 의해 설계된 의도적 체계가 아니라 내생적으로 창발하였음을, 둘째, 초기 거래 이후 아이템 거래는 다양한 행위자들(개인유저, 작업장, 게임 기업, 유저 커뮤니티, 중개인 등)이 자발적으로 참여하는 복잡하고 역동적인 체계로서 거래안전성과 효율성을 증가시키는 방향으로 자기조직화하고 있음을, 셋째, 복작접응계로서 아이템 거래 체계는 내부 행위자들의 욕구를 상호보완해주고 긍정적 피드백이 강력히 작동하고 있음을 분석하였다. 본 연구의 결과는 아이템 현금거래의 창발과 진화에 대한 이해가 부재한 인위적 규제가 체제 효율성을 왜곡시켜 비의도적인 정책 실패를 야기할 수 있다는 함의를 제공한다.

Conflicts between Protected Franchise Territory and Unrestricted Delivery Trading Area

  • Propose: The expansion of the delivery market in franchise business is a positive means of advertising and promotion for franchisees and contributes to substantial sales growth for stores. However, unrestricted and uncontrolled delivery sales and business activity of franchisee directly lead to encroachment of business territory between franchisees, resulting in increased operating costs of franchisees and conflicts between franchisees over rights and interests on franchise business. Moreover, in relation to the restrictions on the opening of competitors, it is incapacitating the law intent of prohibiting unfair encroachment of business territory, in the issue of the Fair Franchise Act in regard to guarantee of exclusive sales and business activity rights of franchisee. This study aims to point out major problems arising out of franchisee's infinite competition on delivery sales and business activity that are not restricted or controlled and then suggest legal supplements, policy tasks, and practical implications for improvement on the issues. Literature Review: In franchising business transactions, vertical restraints are associated with the exclusive territory establishment, control of transaction area, restriction of intangible sales and business activity of franchisee. Therefore, in the franchise business, it is necessary to take positive interpretation and application on e-commerce, the area of e-commerce, and delivery trading area and find proper and practical ways, by virtue of constructive attitude of each actor, to reduce the encroachment of business territory and various conflicts caused by unrestricted delivery trading area. Conclusion and suggestion: The finding shows that unrestricted or uncontrolled delivery sales and business activity of franchisees cause encroachment of business territory and many conflicts among franchisees. And this matters also weaken the legislation of the law on the protection of the business territory and can be negative factors that disrupt the protection of identity and sound development of the franchise industry in the long run. Therefore, in the franchise business, it is necessary to take positive interpretation and application on e-commerce, the area of e-commerce, and delivery trading area and find proper and practical ways, by virtue of constructive attitude of each actor, to reduce the encroachment of business territory and various conflicts caused by unrestricted delivery trading area.

Analysis of the Present Status and Future Prospects for Smart Agriculture Technologies in South Korea Using National R&D Project Data

  • Food security and its sovereignty have become among the most important key issues due to changes in the international situation. Regarding these issues, many countries now give attention to smart agriculture, which would increase production efficiency through a data-based system. The Korean government also has attempted to promote smart agriculture by 1) implementing the agri-food ICT (information and communications technology) policy, and 2) increasing the R&D budget by more than double in recent years. However, its endeavors only centered on large-scale farms which a number of domestic farmers rarely utilized in their farming. To promote smart agriculture more effectively, we diagnosed the government R&D trends of smart agriculture based on NTIS (National Science and Technology Information Service) data. We identified the research trends for each R&D period by analyzing three pieces of information: the regional information, research actor, and topic. Based on these findings, we could suggest systematic R&D directions and implications.

  • 알파고로 대변되는 딥러닝 기법의 등장으로 인공지능은 기업 경쟁우위 확보를 위한 디지털 트랜스포메이션의 핵심 주제로 급부상했다. 산업 내 인공지능 기반 디지털 트랜스포메이션 방향을 이해하기 위해서는 현재 진행 중인 인공지능 비즈니스 생태계 참여자들 유형 및 활동에 대한 명확한 이해가 선행되어야 한다. 따라서 본 연구는 다행위자 네트워크(Multi-actor network)관점에서 인공지능 비즈니스 생태계 내부와 외부 참여자들의 활동을 분석하고 플랫폼 전략 유형을 규명하였다. 인공지능 비즈니스 생태계 내부 세 개 계층(인프라스트럭처 & 하드웨어, 소프트웨어 & 애플리케이션, 서비스 & 데이터 계층)에서 사업자들은 네 가지 플랫폼 전략 유형으로(기술수직×비즈수평, 기술수직×비즈수직, 기술수평×비즈수평, 기술수평×비즈수직) 인공지능 비즈니스가 진행되고 있다. 인공지능 비즈니스 생태계 외부에는 다섯 행위자들이(사용자, 투자자, 정부 정책가, 학계 등 컨소시엄, 시민단체) 공존 및 지속가능한 인공지능 비즈니스 생태계를 지원하고 있다. 본 연구는 학술적으로 인공지능 비즈니스 생태계 분석 프레임워크 및 인공지능 플랫폼 전략 모델을 제시하였고, 실무적으로 플랫폼 관점의 인공지능 디지털 트랜스포메이션 전략 방향과 지속가능한 인공지능 비즈니스 생태계 조성을 위한 정부, 학계 등의 역할을 제시했다.

안전을 적용한 학교 교육 시설의 계획에 관한 연구 (- Study about a plan of the school education facilities which applied safety -)

  • As for the purpose of this study, education facilities must be considered by a change of an education facilities equipment acid education system and aromatic character of an educational policy with a means to support to efficiently proceed education by study about a plan of the school education facilities which considered safety. That is, education facilities must become maintenance on design construction according to education action character and goal. This is not for a function of education to be decided according to education facilities, and education facilities must be decided so that adjustment can do an education function. The student center, a student are convenient, and an actor must do a plan of education facilities with an usable physical space contrariety, future directivity. As for the plan of school education facilities, facilities must be designed on functionality, an economy, flexibility, aesthetic appreciation anger, a foundation of stability for this so that objective of education realization is easy.
