Analysis of Policy Trends in Convergence Research and Development Using Unstructured Text Data (비정형 텍스트 데이터를 활용한 융합연구개발의 정책 동향 분석 )

  • This study aims to analyze policy changes over time by conducting a textual analysis of the basic plan for activating convergence research and development. By examining the basic plan for convergence research development, this study looks into changes in convergence research policies and suggests future directions, thereby exploring strategic approaches that can contribute to the advancement of science and technology and societal development in our country. In particular, it sought to understand the policy changes proposed by the basic plan by identifying the relevance and trends of topics over time. Various analytical methods such as TF-IDF analysis, topic modeling (LDA), and network (CONCOR) analysis were used to identify the key topics of each period and grasp the trends in policy changes. The analysis revealed clustering of topics by period and changes in topics, providing directions for the convergence research ecosystem and addressing pressing issues. The results of this study are expected to provide important insights to various stakeholders such as governments, businesses, academia, and research institutions, offering new insights into the changes in policies proposed by previous basic plans from a macroscopic perspective.

  • In Korea, institutions and universities to educate and train Bigdata manpower are not yet much. There are various causes, but major cause among them is lack of understanding and perception on Bigdata. Therefore, this study investigated the situation regarding the recognition on Bigdata of universities' faculties and presented a direction for educating Bigdata manpower at the university. As a result, it was investigated that their awareness about the impact of Bigdata is not so great, despite of the somewhat understanding for the Bigdata. In particular, it was investigated that their intentions of research and education for Bigdata are not high. So, for a while, it was identified that Bigdata specialist training will not be easy. In conclusion, this study suggested that the government should pay its attention more on policy for Bigdata manpower training policy of the universities according to direction of the government 3.0 policy that considers the Bigdata to the axis of the major policy.

A comparative study for the development of a health promotion policy through an analysis of the mortality rates in Korea and Japan, $1983{\sim}2003$ (한국과 일본의 사망률 비교 분석을 통한 건강증진정책 함의)

  • This study attempts to provide fundamental information for a health policy and health services by looking at the trends and types of the mortality rates in Korea and Japan. In this study, data of the death statistics of Korea and Japan over the 21-year period from 1983 to 2003 are analyzed. Mortality data are standardized ${\times}100,000$ to the 2003 Japan population, according to the direct method. In 2001/2003, the ranking of major causes of death in Korea and Japan has been greatly changed. In Korea, mortality rates from malignant neoplasms, diabetes mellitus, renal failure, falls and suicide have increased. In Japan, the mortality rates from pneumonia increase more than those from diabetes mellitus. In 2001/2003, the proportions of the mortality rates from chronic diseases are higher than those from acute diseases. In the Korean health promotion policy "Health Promotion 2020", a more intensive goal management is needed.

Effect of the Long-term Care Insurance Policy on Medical Expenditures for the Elderly (노인장기요양보험제도가 노인진료비에 미치는 영향)

  • Background: The purpose of this study was to analyze the medical expense change and influencing factors after introducing longterm care insurance system. The study period was 2 years before and after introduction of the system. Methods: We analyzed data collected from two divided group lived in Incheon. Four hundred and eighty-five elderly who received long-term care wage for one year were selected for experimental group. For control group, 1,940 elderly were selected by gender and age stratified random sampling. Difference-In-difference analyses was used for evaluating policy effectiveness. Also multiple regression analyses were conducted to identify the factors associated with total medical expenditures. The control variables were demographic variables, economic status, diseases, and medical examination variables. Results: Difference-in-difference analyses showed that total average medical expenses among long-term patients has decreased by 61.85%. Of these, the hospitalization expenses have decreased by 91.63% and the drug expenses have increased by 31.85%. Multiple regression analyses results showed that total average medical expenses among long-term patients have significantly decreased by 46.5% after introducing the long-term care insurance. The hospitalization expenses have significantly decreased by 148.5%, whereas the drug expenses have increased by 53.6%. And outpatient expenses have increased by 10.4%, but the differences were not statistically significant. Conclusion: The results showed that total medical expenses and hospitalization expenses have decreased after introducing the long-term care insurance. These results could support the opinion that the health insurance spending among long-term patients will be reduced gradually by long-term care insurance through changing medical demand.

  • Since IoT is expected to enable hyper-connected society to be realized with the advent of the $4^{th}$ Industrial Revolution, many advanced foreign countries as well as United Kingdom identified IoT spectrum policy as one of the first priority in spectrum management in order to cope with the frequency demands required for the promotion of IoT service. In Korea, the frequencies of 110 MHz bandwidth has been also supplied additionaly for IoT in July 2016 in order to activate a promising new IoT industry based on wireless communication, which has great potential for future industrial growth. Therefore, in this paper, we propose spectrum policy and the research and innovation trends on IoT to promote IoT industry by analyzing the major communication network, the key challenge technologies and the spectrum policy framework of foreign countries.

  • The purpose of this study is to evaluate level of achieving original policy goals to some degree in a variety of ways, and to provide basic data of establishment for promotion policy of abandoned mine area and furthermore, to contribute to that area and Casino policy research. To attain these sorts of research goals, a case method of study is employed to evaluate achievement of policy goals based on goal achievement model, and to survey satisfaction levels of the people of abandoned mine district based on stakeholder model. The local finance scales of those counties have been increased with local revenue enhancement. KangwonLand actively contributed to corporate social responsibility but it didn't actually help the local people. Most residents in that area negatively rate for the change of "the quality of life". By an itemized list, natural environment, local pride and expectation of future are relatively high, while participation of policy, increase in economic effects, relation of neighbor were lowest. and thus, we need to look for ways of improving the quality of life.

Tests for Imbalance between Variations in Metropolis Housing Prices by Regulatory Realty Policies (부동산 규제정책에 따른 광역 주택가격의 변동간 불균형 검정)

  • The government real estate policy has repeatedly relaxed and reinforced controls under the mutually contradictory targets. Switching over the supporting policy after the IMF crisis to the regulating policy from 2003, the government housing policy began to generate ill effects due to various regulations. This stud carefully investigates and statistically tests the transmissions of variations in the housing prices between the metropolitan areas in the early stage of the preceding administration, under the effect of the supporting scheme, and those in the late stage, under the effect of the restricting scheme. The distinctive feature between the two periods is found to be much simplified interrelationships of the price variations in the latter period. Consolidated leading role of capital sphere, by concentrated economic strength, suggest the obvious imbalance between variations in the metropolis housing prices.

Research Trend and Analysis on the Issues of Informatization and E-Government in Korea (국내의 정보화 및 전자정부 연구동향 분석)

  • This study analyzed the research trends and methodologies through meta analysis method on the issues of ICT policy and e-government in Korean major journals and proceedings including Korean Association of Public Administration (KAPA), Korean Association of Policy Studies (KAPS), and Korean Journal of Information Policy of NIA (National Information Agency). The results showed that methodology has changed from explorative study with conceptualization to experimental study with theoretical model and cases. Qualitative approaches including case studies and description with policy implications were employed more as analyses tools. In terms of contents, system effectiveness and e-governance issues prevailed in the early 2000s, and since then, it has changed into ICT-based social changes and looking for generalization of theories including e-democracy, e-service, e-participation, digital divide, and post-information society. Now we are facing another ICT revolution of social network via web3.0 and gov3.0 and it is time to open a new theoretical debate, deconstruction of discourse, and collaborative perspective among different disciplines.

A Study on Travel Pattern Analysis and Political Application using Transportation Card Data: In Gyeonggi-Do Case (교통카드자료를 이용한 통행패턴분석과 정책활용방안 연구 -경기도를 중심으로-)

  • This study analyzed the travel pattern with respect to use of public transportation by using transportation card data and presented the measures that can be used in a traffic policy. Transportation card data targeted Gyeonggi-Do area and as a utilization plan, a scenario that when a traffic policy decision maker improves bus stop facilities, the person selects a target site by using several variables that can be obtained from transportation card data was set and analyzed. The analysis result showed that K means cluster analysis which is decision making methodology and CHAID(Chi-squared automatic interaction detection) were used and it can be used usefully in policies in significance level of p <0.01. Also, based on these results, this study presented policy implications to be improved to actually use transportation card data in policies.

The Government's Role Model for The Effective Adoption of The UIT (유비쿼터스 정보기술의 효과적 도입을 위한 정부역할 모형)

  • Since 2004, as Ubiquitous Information Technology that is new information technology paradigm has emerged, the necessity of government's role has been raised. In order to understand the government's role model for the effective use of the Ubiquitous Information Technology, this article closely analysed the process of the information policy in Korea. To accomplish these purpose the literature review and the exploratory research were used. The intent of this study was to analyze the government's role in the process of the information policy. Following are the major findings of this study. First. the government's role in driving the new information policy must be considered for the effective adopt and diffusion of the new information technology'. Second, three stages(adopt, diffusion, evaluation) are considered in the process of Korea information policy. Third, the revised government's role model is needed for the effective use of the new information technology in the future. In this study, I suggested the revised government's role model, that is consist of four stages. plan. adopt. diffusion, and performance and evaluation stage.
