The purpose of this study is to explore the history of the relationships between Japan and the Pacific Island Nations in the context of its ocean policy, and to survey the current situation. Particularly, this paper inquires into how Japan's maritime policy, nuclear policy, and official development assistance policy have affected relationships with countries in this region. Firstly, this paper gives a brief overview of the socio-political situations of Pacific Island Nations. Secondly, the history of the 'Southward Advance Theory' adopted as national policy by Japan in the Meiji era is summarized. Thirdly, how Japan successfully re-entered this region despite conflicts surrounding the nuclear issue after the Second World War is explored. Lastly, this paper investigates how official development assistance and PALM (Pacific Island Leaders Meeting) helped to develop relations between Japan and the Pacific Island Nations.

This study explored the trend of higher education policy according to the change of productive populations. This study analyzes current problem on higher education policy and suggests direction of higher education policy according to decrease in productive population, focusing on the change in productive populations and related social changes. The major directions of higher education policy are enhancing competitiveness of universities, managing university enrollment quota, and activating education - industry links. This study suggests twelve detailed - policies based on the three major directions of higher education policy.

The paper presents the future transportation policy based on the smart highway project in korea. The backgrounds and the principal findings in this study were obtained through domestic and overseas literature surveys. The domestic and overseas transportation policies were also compared and analyzed using various case studies. As a result, the future transportation policy in Korea was concluded within the limit conducted in this paper. Research results demonstrated that the future transportation policy should be reflected and accompanied by various social developments. The social benefits from the future transportation policy should also be distribute equally to social individuals, rather than small limited groups. That is, the recent global slogan of green growth is an example of a future transportation policy since it is for all social individuals, not for a limited small group.

Policy introducing open access to the wireless network has been under discussion in the Korean mobile telecommunications industry. The policy, which directs mobile operators to allow mobile portals other than their own ones to access their network and subscribers, is expected to vitalize mobile Internet market through competition among portals. This study analyzes the impact of the policy in terms of welfare of mobile Internet users and profit of mobile contents providers. We also cover the influence of mobile Internet fee on anticipated results of the policy

We propose a policy for controlling the release of raw wafers into the semiconductor wafer fabrication lines. The proposed policy exploits up-to-date factory floor information gathered by tracking systems used to calculate the time and amount of a new release to minimize mean flow times and mean tardiness while maintaining the maximum output rates of the system. Extensive computer experiments show that the proposed policy results in significant improvements for the same output rates compared to existing release rules.

The purpose of this study is to identify the situation and problems of leisure policy in Korea and introduce the leisure policy of other countries-particularly, France, America and Japan. Furthermore, this study will propose several ideas to improve Korean leisure policy. These ideas include the foundation of leisure act, the arrangement of the leisure administrative organization, the foundation of a leisure research institute, increasing leisure time, the extention of leisure space, supplying of leisure programs, supporting to and regulating leisure industries, providing leisure education and information to the public, and training leisure epecialists.

In August 1998, during the resumed fourth session of the Authority, the delegation of the Russian Federation reminded the Assembly that, in addition to polymetallic nodules, other mineral resources existed in the Area, including polymetallic sulphides and cobalt crusts, and requested the Authority to adopt rules, regulations and procedures for exploration for such resources. Pursuant to article 162, para. 2(o)(ii), of the 1982 UNCLOS, such rules, regulations and procedures are to be adopted within three years of the date of such a request. This article reviewed the 'Draft Rules and Regulations for the Exploration and Exploitation of Sea-Floor Massive Sulphides and Cobat-rich Ferromanganese Crusts in the Area' by ISA in 2001, and the 'Madang Guideline for Offshore Mineral Policy' written in 1999 in respect of the international trends of polymetallic sulphides and cobalt crusts. Issues for size of mining area and relinquishment, application of the site-banking system, procedure for dealing with overlapping claims and precautionary approach etc. for the establishment of the norm of polymetallic sulphides and cobalt crusts are reviewed as consideration factors.

This research intends to make a model of space development in Korea as a sectoral innovation system. The main contents include a character analysis of the elements of three low levels of the space development innovation system, including governance (the main agent and cooperation relationship of which the center is a research institute supported by government), resources (financial resources and human resources), and the diffusion of research results. It is important to grasp the factors that bring about technological innovation of industrial sectors to produce technological innovation policy. Technology innovation policy should thus be formulated for specific, individual sectors, and not all sectors.

Managing hazardous air pollutants (HAPs) becomes an important issue with the amendment of the Clean Air Conservation Act in 2012. In this study, to develop an effective air quality management policy direction against the HAPs in Korea, (1) the HAPs control policies in the USA, United Kingdom, Japan, and the South Coast Air Quality Management District (SQAQMD) are reviewed, (2) the state of the art of the HAPs management in Korea are studied, and (3) policy directions are suggested. It was found that each country has its own policy priority and management directions. It was also found that the current HAPs management status is far behind to the countries compared in HAPs identification, emission inventory, monitoring, modeling, and risk management. Further policy directions are suggested.
