Most recently, the development and publication of the ordinance and the manual of policy qualify management is spreading the recognition of quality Control in the public sector. The purpose of this study is to introduce of the system quality Control for local government's policy. So we suggested lessons drew from case study(Daegu metropolitan city, Gumi city) on current introduction. To introduce the system quality Control for local government, we have to gain the sympathy of introduction, second prepare of inducement, last manage PQM flexibility.

In this paper we will concentrate on the Quality Control Policy which should be enforced as a part of the Total Quality Control considers the global concepts, the establishment Procedures, and the evolution and operation of Quality control policy to achieve effectively it. For enforcement of the Qualify control policy shall be focused for considerations : (1) suggestion of the optimum control policy (2) suggestion of a comprehensive plan and promoting method quality control (3) suggestion of matters that need special consideration at the time of decision of a comprehensive management of control policy thereof. (4) A comprehensive Proposal (5) suggestion of a plan for progress of the Quality control system and the supplementary plan In the future, accordingly, establishment d its own policy control level is desirably more reasonable, and the Total Quality Control System that employes the control efficiency of periodical and systematic and rationalization and radical reform of the enterprise management problem as the restrictive conditions must be applied for quality control system.

At present, company has to produce a product that consumer like with a competitive price, a good quality, and a fitting time to supply. Process control and qualify control are very important to supply with a product uniformly and inexpensively In this paper, the characteristic of product quality is monitored by control chart during the machining process and construction of quality control cycle is considered to divide into two types in this case that different assignable causes lead to shifts having different magnitudes. Then we are intended to find a process shift magnitude which has economical quality cost policy and are considered to quality cost functions to find a process shift magnitude. Those costs are categorized into the well-known categories of prevention, appraisal, and internal failure and external failure. This paper ends with numerical examples that demonstrate the usefulness of the model.

인터넷 QoS를 제공하기 위하여, IETF는 통합 서비스(IntServ)와 차별화 서비스(DiffServ)라는 두 가지 모델을 제안하였다. RSVP에 기반하여 각 패킷 흐름마다 자원 예약과 접근 제어를 수행하는 IntServ와 달리 DiffServ는 개개의 패킷 흐름 대신에 집합적인 패킷 흐름을 지원함으로써 다양한 패킷클래스들에 대하여 차등적인 QoS를 제공할 수 있다. 그러나 DiffServ구조가사용자들의 동적인 QoS변경 요구를 수용하기 위해서는 각 패킷 클래스에 대하여 동적인 QoS를 설정할 수 있는 관리 시스템이 요구된다 따라서 본 논문은 DiffServ 네트워크의 QoS를 효율적으로 관리하고 동적으로 구성하기 위한 정책 기반 QoS 관리 시스템을 설계하고 구현하였다. 또한 테스트베드로 구축된 리눅스 기반 DiffServ 네트워크 상에서의 실험을 통해 구현된 QoS관리 시스템의 타당성을 입증하였다.

An important problem to be carried into a plan on the occasion for introduction of TQC is to establish the clear-cut policy and workable system on QC. In connection with escalation the product liability in recent days, especially, a point to he considered in relation the real state of enterprise, it seems likely to be difficult an effective performance without distribution of the definite duality function to each departments in the company, and to define the quality function, it should be educed and coordinated under agreement organization wide participation and conciliation. In this paper, we have tried to have a more effective graft the European style QC on the oriental enterprise, by means of presenting a model that manages synthetically a way of deployment the fundamental factors affecting quality, and establishing the control subject in each function unit.

셀룰러 시스템에서 음성제어 웹 브라우징 혹은 음성제어 주식거래 같은 특별한 음성제어 응용서비스 (VCS: voice control application services)를 채택할 때, 적당한 VCS의 서비스 등급을 유지하기 위해서 OVS (ordinary voice communications service)에 요구되는 채널품질보다 더 좋은 채널품질이 필요하다. 무선정체 (air congestion)를 피하기 위해서, 수신기의 잡음레벨이 정해진 임계값보다 더 높지 않거나 기지국의 다른 호가 모든 채널 처리자원 (channel-processing resource)을 점유하지 않았다면, 호는 보통 수락되어진다. 잡음 레벨의 임계값은 음성통화 서비스의 배경잡음레벨을 포함하여 보통 10 ㏈ 정도이다. 기지국이 OVS 호 처리방법으로 VCS의 호를 수락할 때, OVS와 VCS 호의 일부분이 같은 확률로 채널을 점유하지 못하고 블록킹 되어진다. 만일 같은 임계값 10㏈가 사용되면, 수락되어진 VCS의 호는 나쁜 채널품질에 노출이 되고 강제로 블록킹 되어진다. 사용자의 관점에서 진행증인 호의 강제종료는 새로운 호를 블록킹 하는 것보다 더 바람직하지 못하다. 한편으로 VCS을 위한 낮은 임계값을 사용한다면, VCS의 블록킹 확률은 OVS의 블록킹 확률보다 더 높아지게 된다. 이 논문에서는, 블록킹 확률을 줄이고 적당한 채널 품질을 유지하기 위해서 VCS에 우선순위를 주는 호 수락 정책을 제안한다.
