Strategic Communication for Establishing Collectivity for UN International Day of Clean Air for Blue Skies

  • Air pollution is a global challenge that not only threatens public health, but also takes away lives. Strategic communication, in other words, public relations, is an essential way of tackling air pollution and managing the risks involved. Engaging global citizens into the public sphere requires the building of a sense of collectivity and duty on achieving clean air. Strategies and policies on an international scale that are based on the theoretical framework (Behavior Procedure Model) and focus on leading citizens into the mature and unified Collectivity during the observance of the 'International Day of Clean Air for blue skies' are crucial. Notably, the Asian continent has inevitably found itself at the crossroad between economic growth and environmental protection, and has even been observed to be pursuing a passive response to air pollution. The key communication strategies are supported by the three goals, which include: expanding existing communities and building a new Collectivity, supporting international solidarity and individual member state activities, and implementing systems and structures. The key goals can be further specified into six strategies. This paper has analyzed global problems and discussed possible communication strategies to increase public engagement for the observation of the 'International Day of Clean Air for blue skies.' It will be the responsibility of all nations to implement the aforementioned strategies and policies as well as promoting global action.

징벌적 손해배상의 중재적격 (The Arbitrability of the Subject-matter of Punitive Damages)

  • In response to complexity and diversity of a social phenomenon, the dispute also is various, therefore can not be settled efficiently by means of court adjudication to which applies a law strictly. To overcome such problems we are going to seek to make use of arbitration. According to Korean Arbitration Act Art. 3 (1), any dispute in private laws would be the object of arbitral proceedings. It could be the object of arbitral proceedings that disputes which are capable of a settlement by arbitration. It is a matter for debate that disputes containing punitive damages may be resolved by arbitration. This problem is concerning the arbitrability of the subject-matter of a dispute. To offer some solution to these issues, it is necessary to inquire into the nature of punitive damages. the policy and function of alimony, the fair apportionment of a loss. Moreover, international relations formed with international transactions should be considered. Punitive damages would be the object of arbitral proceedings as the dipute in private laws. When punitive damages pursue only punishment in the domestic arbitration that there is not foreign factors, arbitral tribunal could not make arbitral award containing punitive damages. However, if punitive damages are admitted under the rules applicable to substance of dispute, and there is the arbitration agreement in which is implied that the parties agree to submit to an arbitral award, arbitral tribunal could make arbitral award containing punitive damages in international arbitration. When it is questionable whether it is offend against our public policy or not, that we accept the effect of arbitral award containing punitive damages, and we admit the enforcement of it, we have to take the nature of punitive damages, the policy and function of alimony, the fair apportionment of a loss and the stability of international transactions into consideration.

운동/피트니스앱 속성이 앱 활용에 미치는 영향: 자기결정성 이론을 기반으로 한 융복합적 관점에서의 탐구 (The effect of Attributes of Exercise/Fitness Apps on App Usage: A Convergence Perspective Based on the Self-Determination Theory)

  • 본 연구는 1)개인의 운동/피트니스 앱 속성에 대한 인식과 2) 운동/피트니스 행위에 대한 동기가 앱에 대한 유용성 인식 및 앱 활용에 어떠한 영향을 미치는지 살펴보았다. 운동/피트니스 앱을 이용하는 20-30대 남녀 323명을 대상으로 조사한 결과, 기본심리욕구를 충족시킬 수 있는 앱의 속성이 이용자들로 하여금 앱의 유용성을 인식하도록 만드는 중요한 요인인 것으로 나타났다. 즉, 사용하고 있는 운동/피트니스 앱이 자율성 및 유능성 관련 속성을 갖고 있다고 인식할수록, 해당 앱을 더욱 유용하게 평가하는 경향이 있었다. 관계성 관련 속성 인식은 앱 유용성 인식에 주효과는 없는 것으로 나타났으나, 개인의 운동에 대한 자율적 동기와 상호작용효과가 나타났다. 또한 이들 기본심리 욕구와 관련된 속성에 대한 인식은 인식된 유용성을 통해 간접적으로 앱 활용에 영향을 미치는 것으로 나타났다. 건강앱이라는 정보기술을 심리 및 보건학의 융복합적 관점에서 연구한 본 연구의 이러한 결과는 건강앱 개발 및 평가에 관한 실무적 함의를 제공한다.

M. Foucault의 권력지식관계론에 기초한 한국의 복지담론 해석 (Exploring Welfare Discourse in Korea Based on M. Foucault's Power And Knowledge Relations)

  • 담론의 역할은 무엇일까? 미셸 푸코(Michel Foucault)는 특정 사회와 시기의 권력(power)은 담론을 통해 인식과 규범 체계 형성에 영향을 미치는 지식(knowledge)을 생성하여 사회와 구성원을 통제한다는 권력지식관계(power and knowledge relations)를 제시한다. 본 연구는 권력지식관계론의 근간을 이루는 배제의 형성(인식의 통제), 그리고 물질성 및 실천성(규범체계)을 분석 틀로 삼아, 4명의 전임 한국대통령의 복지관련 연설문에 대한 담론해석을 시도하였다. 분석결과로 복지와 성장의 균형 그리고 최고의 복지는 일자리(복지-성장-고용의 연계), 개인의 경제적 자립과 자활, 선별적 복지의 지향, 의존적이고 시혜적인 복지를 배제하는 지배적인 인식체계를 형성하고 있음을 발견하였다. 하지만 권력이 항상 체계적이고 정립된 지식을 형성하는 것은 아니며 인식과 규범의 괴리 문제가 동시에 관찰되었다. 푸코의 담론해석은 한국의 낮은 복지지출에 대한 인과적 추론을 제시하는 반면, 지식의 생산자와 주입자로서의 권력의 역할에 대한 과도한 초점은 어떻게 현대적 변화들을 지식체계에 수용할 것인가에 대한 질문을 남긴다.

사회생태학적 모델에 기반한 농촌 마을 노인의 건강관련요인 탐색 (Exploration on the Health-related Factors of the Elderly in Rural Village based on the Social Ecological Model)

  • Purpose: The purpose of this study was to explore the health-related factors of the elderly in rural village in-depth and comprehensively based on the socio-ecological model. Methods: The data were collected from 22 elderly people through four focus group interviews and analyzed by deductive content analysis using four themes of the socio-ecological model (SEM) as an analysis matrix. Results: A total of 10 categories corresponding to the four themes of SEM were derived as follows: Intrapersonal level, "Awareness of Aging and Health", "Inefficient practice of health behavior", and "Daunted self-efficacy", Interpersonal level, "Social relations maintenance", and "Changing sense of community", Community level, "Local resources requiring improvement", "Problems caused by regional characteristics", "Disadvantaged group", and "Leadership and residents participation", Public policy level, "Health-related facilities and programs". Conclusion: We proposed the development and application of intervention programs that combined individual activities to improve self-management capacity and group activities to enhance social support and solidarity for rural villagers.

유전자변형생물체 안전관리제도 인식조사 (An Investigation on the Recognition of Biosafety Regulation Systems for the Living Modified Organism)

  • BACKGROUND: The present study is an exploratory research to establish national biosafety regulation systems through a survey on the recognition of safety regulation systems for the living modified organism(LMO). METHODS AND RESULTS: We have conducted a survey on an awareness of LMO safety regulation systems in scientific working groups. The data of 235 respondents were analyzed using various statistical methods. As a result, 72.8% of the respondents were male; 27.2% were female, and 43.4% of them work in the university. A total of 33.2% of the respondents majored in general biology, and their most common job position was the laboratory safety manager. The difference of an awareness on LMO law and regulatory system was not statistically significant by either work places or job positions. CONCLUSION: For the rapid settlement and the efficient implementation of LMO safety management policy, we conclude that it is required to reduce the gap between the recognition and fulfillment of safety management. Furthermore, the mutual exchanges of information among researchers are needed with the settlement of the safety management system and the harmony of policy with improvement of the absurd regulations. The ongoing and specialized training, inspections, and the strengthening of public relations are also required along with the efforts to improve the absurd regulations.

치유농업 서비스 활성화를 위한 정책 우선순위 분석 (Priority Analysis of Activation Policies for Agro-healing services)

  • This study was conducted to investigate priority recognition of experts and related facility operators in establishing policies for revitalizing agro-healing services. After reviewing related studies, 5 policy division and 19 detailed sector were drawn, including improving accessibility, improving promotion and information provision method, improved public relations and information provision, diversification of facility and program, financial support, and expansion of expert and specialized institutions. A questionnaire survey was conducted on agro-healing experts, agro-healing facility operators, social welfare experts, and social welfare facility operators. The AHP analysis indicated that agro-healing experts and facility operators had the highest priority in the division of expansion of expert and specialized institutions, while social welfare experts and facility operators had the highest priority in financial support. The IPA analysis was conducted to identify the priority of each policy sector. Respondents recognized above normal importance to policy divisions, but were relatively aware of the importance of improving accessibility, with overall satisfaction level appearing to be moderate. The results of this study are expected to provide useful information for establishing agro-healing policies and for establishing effective strategies.

후기산업사회 지역복지정책의 발달원인에 관한 이론적 고찰 (A Framework for the Comparative Study of Local Social Policy in the Post-Industrial Era)

  • 최근 지역복지정책의 발달원인을 규명하기 위한 비교사회정책 연구들이 국 내외적으로 크게 증가하고 있다. 대부분 실증분석에 기초한 이 연구들은 방법론적 측면에서는 더욱 정교해지고 있지만, 이론적으로는 전통적인 거시 복지국가 발달이론의 틀을 그대로 적용하고 있는 상황이다. 그러나 초기산업사회라는 특정 상황을 바탕으로 발전한 복지국가 발달이론들로는 후기산업사회에서 이슈가 되고 있는 지역복지정책의 발달을 이해하는 데 한계가 있을 수 있다. 이러한 시각에서 본 연구는 지역복지정책 비교연구들이 무비판적으로 수용해온 대표적인 복지국가 발달이론들, 즉 산업화이론, 권력자원이론, 그리고 국가중심이론의 적용한계점을 논의한다. 그리고 그에 대한 대안으로서 신사회위험론, 신공공관리론 그리고 정부간 관계론의 이론적 유용성을 검토한다. 최종적으로, 지역복지정책 발달의 비교분석을 위한 새로운 이론적 틀을 제시한다.

Global Policy Responses to the COVID-19 Pandemic: Results of the ICOH Survey

  • Background: On the basis of its role for the development of occupational health research, information, good practices, the International Commission on Occupational Health (ICOH) launched the present survey to collect information on public health and prevention policies put in place by the governments of the countries in the world to contain the pandemic. Methods: A cross-sectional study was conducted through an online questionnaire focused on COVID-19 data, public health policies, prevention measures, support measures for economy, work, and education, personal protective equipment, intensive care units, contact tracing, return to work, and the role of ICOH against COVID-19. The questionnaire was administered to 113 ICOH National Secretaries and senior OSH experts. Collected data refer to the period ranging from the beginning of the pandemic in each country to June 30, 2020. Results: A total of 73 questionnaires from 73 countries around the world were considered valid, with a 64.6% response rate. Most of the respondents (71.2%) reported that the state of emergency was declared in their country, and 86.1% reported lockdown measures. Most of the respondents (66.7%) affirmed that the use of face masks was compulsory in their country. As for containment measures, 97.2% indicated that mass gatherings (meetings) were limited. Regarding workplace closing, the most affected sector was entertainment (90.1%). Conclusion: The results of this survey are useful to gain a global view on COVID-19 policy responses at country level.

중소도시의 지역만들기 방향 -진주시를 사례로- (A Direction in the Making a Better City of a Medium Scale City, Jinju)

  • `살기 좋은 지역만들기' 정책은 노무현 참언정부가 추구하는 삶의 질 정책의 주요 수단으로 알러졌다. 이는 지역정책의 방향이 물리적 요소 투입형의 하드웨어적 성장정책에서 거버넌스 등 휴멘웨어를 중시하는 정책전환의 징후로 이해된다. 이 정책이 효과를 얻기 위해서는 시민사회의 참여와 같은 '역동적 사회관계의 제도화'가 중요하다. 한국 남부의 중소도시인 진주시의 사례를 보면, 혁신도시 유치와 같은 대외적 경쟁을 통한 성장전략은 지방정부와 성장연합의 주로도 진행되었다. 노동조합과 시민단체의 연대에 의한 버스교통회사의 공영화가 이루어졌다. 그러나 역사적 장소의 복원은 개발이익 추구와 상충되어 실패하고 있다. 이러한 맥락에서, 시민사회단체의 참여를 제도화하는 휴먼웨어적 차원을 지역정책에 도입하는 것이 '살기 좋은 지역 만들기'의 핵심이라고 주장한다.
