Purpose - We live in a world of constant change and competition. Many airports have specific competitiveness goals and strategies for achieving and maintaining them. The global economic recession, financial crises, and rising oil prices have resulted in an increasingly important role for facility investment and renewal and the implementation of appropriate policies in ensuring the competitive advantage for airports. It is thus important to analyze the factors that enhance efficiency and productivity for an airport. This study aims to determine the efficiency levels of 20 major airports in East Asia, Europe, and North America. Further, this study also suggests suitable policies and strategies for their development. Research design, data, and methodology - This paper employs the DEA-CCR, DEA-BCC, and DEA-Malmquist production index analysis models to determine airport efficiency. The study uses data on the efficiency and productivity of the world's leading airports between 2006 and 2010. The input variables include the airport size, the number of runways, the size of passenger terminals, and the size of cargo terminals. The output variables include the annual number of passengers and the annual cargo volume. The study uses basic data from the 2010 World Airport Traffic Report (ACI). The world's top 20 airports (as rated by the ACI report) are investigated. The study uses the expanded DEA Model and the Super Efficiency Model to identify the most effective airports among the top 20. The Malmquist productivity index analysis is used to measure airport effectiveness. Results - This study analyzes longitudinal and cross-sectional data on the world's top 20 airports covering 2006 to 2010. A CCR analysis shows that the most efficient airports in 2010 were Gatwick Airport (LGW), Zurich Airport (ZRH), Vienna Airport (VIE), Leonardo da Vinci Fiumicino Airport (FCO), Los Angeles International Airport (LAX), Seattle-Tacoma Airport (SEA), San Francisco Airport (SFO), HongKong Airport (HKG), Beijing Capital International Airport (PEK), and Shanghai Pudong Airport (PVG). We find that changes in airport productivity are affected more by technical factors than by airport efficiency. Conclusions - Based on the study results, we offer four airport development proposals. First, a benchmark airport needs to be identified. Second, inefficiency must be reduced and high-cost factors need to be managed. Third, airport operations should be enhanced through technical innovation. Finally, scientific demand forecasting and facility preparation must become the focus of attention. This paper has some limitations. Because the Malmquist productivity index is based on the hypothesis of the, the identified production change could be over- or under-estimated. Further, as DEA estimates the relative efficiency. It also cannot generalize to include all airport conditions because the variables are limited. To measure airport productivity more accurately, other input variables and environmental variables such as financial and policy factors should be included.
In contemporary society interest in and consumption of beauty treatment are increasing, raising interest in health and beauty. However, beauty-related laws are becoming factors of hindrance of beauty development. Currently the Public Health Control Act plays a basic role in the beauty art business in Korea, However the contents are in discord with international laws and its definition is not clear. Therefore it is causing conflicts of different occupations and job associations which are similar to art business. Especially, because neither definitions nor policies on beauty care devices exist in the Public Health Control Act, beauty care devices using in foreign countries cannot be used in Korea due to classification as medical devices. Under this circumstance, therefore, beauty care device uses by beauty artists violate the law. The government has tried to solve these irrational regulations. Recently, the Small and Medium Business Administration announced 'the improvement plan of small business and young founders site regulation for public economy recovery' in a ministerial meeting on December 28, 2016. Regulations on policy preparation for skincare devices were inclusive in this announcement. It is the question whether the regulations will be executed or not. Even though beauty industrial competitiveness was presented in the 18th Presidential Council on National Competitiveness in 2009, it was not practiced. The proposal bills for beauty law improvement have been put forth several times since 2000 including an improvement plan for regulating beauty care devices. However, so far there have been no improvements. The damage on the regulation classifying beauty devices as medical devices is not only restricted to skincare. This develops beauty devices and the beauty industry which imports and exports beauty devices. When beauty devices are exported, complicated procedures are unavoidable and when beauty devices are imported, irrational problems like reregistration procedures and costs occur. The reason why an improvement plan has not gone into practice is the resistance of the dermatologists' association. Dermatologists tend to stand positively against harming public health by saying that beauty devices used by beauty artists cause people to suffer side effects. In contrast, anyone who has a licence to use beauty devices is able to use them in foreign countries. It is not only infringement of one's right as a beauty artist but also people's right to receive beauty care services. With this reason, Korean's current law under which beauty devices are ruled as medical devices should be revised with accordance to domestic surroundings. Therefore in order to advance and globalize the beauty industry, the support and cooperation of the Korean government and relevant associations is needed to legislate and revise the beauty devices laws. The relevant associations abandon regional self-centeredness and cooperate to define ranges, size and management of beauty devices for safe use. If no collaboration exists, an arbitration agency should be established to solve the problem.
While traditionally threatening human infectious diseases are decreasing, chronic diseases such as cancer and diabetes, including cardiovascular diseases, are spreading rapidly. Reflecting the characteristics of chronic diseases that are difficult to treat, the management of risk factors and the preparation of health promotion policies corresponding to them have emerged as important concerns around the world. Providing so-called multi-sector approach such as health promotion and disease prevention policy and solution for community response, The value of primary care is once again highlighted in the changed medical environment. As the existing medical delivery system has become difficult to cope with the people's desire for rapid aging, disease paradigm change, and quality of life improvement, European Union countries have made various efforts to improve the quality of their primary medical system, which provides continuous, com- prehensive and coordinated management. This paper examines the current status and problems of the healthcare delivery system in Korea, draws implications from the European Union examples related to the strengthening of primary care, and discusses the plans for establishing a patient-centered future medical delivery system.
The practice of asphalt pavement recycling has grown rapidly over the decade, one of which is the cold in-place recycling with the foamed asphalt (CIR-foam) or the emulsified asphalt (CIR-emulsion). Particularly, in Iowa, the CIR has been widely used in rehabilitating the rural highways because it significantly increases the service life of the existing pavement. The CIR layer is typically overlaid by the hot mix asphalt (HMA) to protect it from water ingress and traffic load and obtain the required pavement structure and texture. Most public agencies have different curing requirements based on the number of curing days or the maximum moisture contents for the CIR before placing the overlay. The main objective of this study is to develop a moisture loss index that the public agency can use to monitor the moisture content of CIR layers in preparation for a timely placement of the wearing surface. First, the moisture contents were measured in the field using a portable time domain reflectometry (TDR) device. Second, the weather information in terms of rain fall, air temperature, humidity and wind speed was collected from the same location. Finally, a moisture loss index was developed as a function of initial moisture content, air temperature, humidity and wind speed. The developed moisture loss index based on the field measurements would help the public agency to determine an optimum timing of an overlay placement without continually measuring moisture conditions in the field.
In 2015 the Department of Education announced that it will make downsizing efforts by recommending classified downsizing ratio according to the evaluation of universities for active support toward autonomous efforts of universities with the possibilities of reform and qualitative structural reform for customized human resource cultivation according to the social demands. This is the preemtive structural reform preparing against the rapid decrease of the number of students, and the preparation for changing into competitive universities so that customized human resource that is needed in the society can be trained. Security Science Departments of Korea, first established in 1996, need changes in curriculum in order to prepare for the fourth revolution of the future, and are stagnant on the education goal and employment course. Therefore the adoption of related certificates, curriculum, NCS, and professional curriculum is needed. For example, Hansei University, Chung-Ang University, and Far East University have established the Department of Industrial Security, and Kyonggi University and Sungshin Women's University have established the Department of Convergence Security. Also, Konkuk University has established the Graduate School of Security and Disasters, the Graduate School of Information and Policy, the Graduate School of Criminal Justice, Gachon University the Graduate School of National Security, Sungkyunkwan University the Graduate School of Strategic Studies. This shows that the field of Security Science should not settle for itself. This article analyzes current curriculum and subjects of security, police, industrial security, military related academic departments of key universities. It is necessary to prepare for the future by predicting the change from the merge of academic departments and the demands of the times. As technical colleges are adopting NCS, this is the time to seek for systematic collaboration between universities and technical colleges and between industry, government, and academida.
The quality of the management of sanitation in food service establishments (school lunch programs, hospital patient food services, and commercial catering food services) in Korea was reviewed and evaluated, and ten strategies fur future improvement were suggested. They were: (1) An increase of qualified manpower and improvement of the professional training of the staff; (2) Obtaining special facilities exclusively for food service; (3) Improvement of facilities especially the kitchens; (4) Improvement of policy fur procuring raw materials and being assured of their quality by designing some standards and specifications for the raw materials to be purchased; (5) Production and use accurate and reliable kitchen apparatus and instruments; (6) An increase of the laboratory apparatus and instruments for inspection and evaluation of the sanitary level of raw materials and food service environments; (7) Enforced improvement of personal hygiene of the staff; (8) Use of a variety of methods in sanitary education and training; (9) Actively inspect the quality of imported foods; (10) Strengthening the research and accumulation of background data regarding sanitation management. There is a long process from the production of food to eating. The cooking process is the ultimate end of preparation of food before eating. This process sometimes increases the occurrence of food-borne diseases if we mishandle the food, even we obtained safe food. The process can also remove health hazards and reduce the risk from the hazards if we handle the food well although we have unsafe foods. This means the cooking process is a major key to preventing food-borne diseases. The concepts of hazard analysis critical control point (HACCP) should be applied and practiced in food service establishments in Korea as soon as possible.

As environmental sustainability becomes a key consideration in policy-making, more responsible consumption and utilization in daily life concern both health and quality of life. To address inequities in health in relation to environments, waste management has taken more progressive ways, and one of them is biomass-to-energy conversion that utilizes energy recovery from food waste. By extension, a food waste zero-emission system using fermentation and extinction technology gains much attention, so that this study is designed to examine residents' attitudes toward recycling food waste produced at home and toward food waste zero-emission system. Utilizing a survey questionnaire, this research collected data from 400 individual units of multifamily housing estates nationwide, and the data were analyzed using descriptive and inferential statistics. The findings indicate that food waste generated at home was highly water-contained and produced in the stage of food preparation before cooking while respondents viewed that food waste collection and treatment needed to be improved. It's noted that respondents strongly supported the use of food waste as a energy source and would have the use of the food waste zero-emission system built in kitchen sink. Regression analysis showed that educational attainment of housewives, cooking style, and planning food purchase were statistically significant factors in the attitude of the responded residents toward recycling food waste while none of the factors were in the attitude toward the food waste zero-emission system.

Recently, International Atomic Energy Agency and major leading countries in radioactive waste management tend to subdivide the categories of radioactive waste based upon risk-graded approach. In this context, the category of very low level waste has been newly introduced, or optimized management options for this kind of waste have been pursued in many countries. The application of engineered surface landfill type facilities dedicated to dispose of very low level waste has been gradually expanded, and it was analyzed that their design concept of isolation has been much advanced than those of the old fashioned surface trench-type disposal facilities for low and intermediate level waste, which were usually constructed in 1960's. In addition, the management options for very low level waste in major leading countries are varied depending upon and interfaced with the affecting factors such as: national framework for clearance, legal and practical availability of low and intermediate level waste repository and/or non-nuclear waste landfill, public acceptance toward alternative waste management options, and so forth. In this regard, it was concluded that optimized long-term management options for very low level waste in Korea should be also established in a timely manner through comprehensive review and discussions, in preparation of decommissioning of large nuclear facilities in the future, and be implemented in a systematic manner under the framework of national policy and management plan for radioactive waste management.

The gridded simulation of crop growth, which would be useful for shareholders and policy makers, often requires specialized computation tasks for preparation of weather input data and operation of a given crop model. Here we developed an automated system to allow for crop growth simulation over a region using the DSSAT (Decision Support System for Agrotechnology Transfer) model. The system consists of modules implemented using R and shell script languages. One of the modules has a functionality to create weather input files in a plain text format for each cell. Another module written in R script was developed for GIS data processing and parallel computing. The other module that launches the crop model automatically was implemented using the shell script language. As a case study, the automated system was used to determine the maximum soybean yield for a given set of management options in Illinois state in the US. The AgMERRA dataset, which is reanalysis data for agricultural models, was used to prepare weather input files during 1981 - 2005. It took 7.38 hours to create 1,859 weather input files for one year of soybean growth simulation in Illinois using a single CPU core. In contrast, the processing time decreased considerably, e.g., 35 minutes, when 16 CPU cores were used. The automated system created a map of the maturity group and the planting date that resulted in the maximum yield in a raster data format. Our results indicated that the automated system for the DSSAT model would help spatial assessments of crop yield at a regional scale.
This study aims to find out the key factors that could influence on regional development strategy to use cultural resources. The methods employed are Meta-analysis with 61 case studies in order to draw related factors and Analytic Hierarchy Process with 68 experts in order to analyze the relative importance of important factors. The main findings are as follows: 26 critical factors are drawn from the case studies and they could be classified into four categories, named as 'the capacity building to excavate and utilize cultural resources which are having potential power', 'the establishment of institutional basis for making projects good progress', 'the boosting of internal capability of locals in the process of project', and 'the preparation of cultural governance and multidirectional networking strategies among persons concerned or stakeholder'. The analysis of relative importance of factors shows that among others, 'the capacity building to excavate and utilize cultural resources which are having potential power' is the most fundamental factors to achieve policy goals. There are few studies that have drawn factors from multi-case studies. In this respect, it is far from being complete but meaningful to a little more enhance the generalization of research findings.
