Decison makers are the most influential people in policy making and solving global water problems is central issue in eradicating poverty and achieving sustainable development (MDG). They across the world form an integral part of the architecture of national or regional governance. Their role covers a range of decision-making processes including passing legislation, scrutinizing government policy, and representing citizen through the election. We must ensure that these quiet but important issues get the political space, financial priority and public attention they deserve. Regional bodies such as the EU have also enacted legislation which introduces rules on water quality and other enforceable mattera across state boundaries. With this growing body of laws and policies on water issues, the role of decision makers is growing. Recognizing this role, decison makers' platform is essential to provide an opportunity to discuss crucial water issues in each country or region and for the purpose "2010 Parliaments for Water in Asia" has planned and organized to investigate our common issues and goals. During the meeting, we have an opportunity to observe water policy of Bangladesh, Bhutan, China, Mongolia, New Zealand and the Philippines and share the views on what needs to be done to move forward by decision makers for the future of water. • After the unanticipated financial crisis of Korea in 1997, lots of debates have been held on how to manage the crisis. However, few studies attempt to analyze policy makers' map that shaped and guided various measures for overcoming the crisis. This paper explores cognitive maps and systems thinking of the President of Korea who successfully managed the financial crisis. Futhermore, his cognitive map is compared to that of Prime Minister of Malaysia who overcome financial crisis successfully but in different ways. In this paper the causal map analysis of policy makers is proposed as a promising approach for in-depth investigation of systems thinking of policy makers.

  • Fabrication, falsification, plagiarism (so-called FFP), and other unethical acts damage the trust of public in science and scientists. Scientific communities, governments and research institutions should take the appropriate countermeasures. With the increasing visibility and importance of problem, funding agencies and policy-makers find that they must have a better understanding of this phenomenon, and take steps to prevent it. Science is often said as a borderless activity. In these days, many scientific misconduct cases have been emerging almost simultaneously and worldwide. Thus, the immediate actions should be taken internationally as well as nationally. From these points of view, we, Japan, proposed a new international joint-study at OECD Global Science Forum in February 2006, and the proposal was approved with supports by many countries including Korea. OECD would seek an international perspective to address this worldwide problem, bringing together the representatives of science communities, publishers, funding agencies, and policy makers, and exchanging their experiences.

  • This work firstly aims to analyse how the policy makers had been able to sort out the two policy issues, 'how did the MOST establish the inter-departmental project' and 'why did the MOST give a legal power to the private experts', in the process of policy making for Highly Advanced National(HAN) project, called G7 Project, which had been implemented for 10 years in 1990s. Then, this will discuss the policy implications available to the similar policy areas in the future. The result shows that the agenda setting of the G7 Project, one of the successful national R&D projects in Korea, had been initiated by a few leaders who had have the perspective of pioneer. In addition, this explains that private experts had more played than civil servant did in the process of policy formation, which had been backed up by the R&D plannin4g system then introduced in R&D management process for the frist time. This case study will provide policy makers with the opportunities to remind 'the necessities of the policy management by the system not actors', 'more effective management of distribution policy' and 'the better role of related experts in the policy making process'. Also, above issues will make both the practitioners and the researchers again consider how to improve the rationality and effectiveness of the policy making process in the field of science and technology.

  • Information and Communication Technology is now widely accepted by developing countries as a development tool in their efforts to alleviate poverty, enhance human development, and achieve Millennium Development Goals. Recognizing this untapped potential and development strategies incorporating ICT are being increasingly promoted and launched across the developing countries requiring a comprehensive ICT policy that plays a crucial rule, in particular, in the area of agriculture and rural development. While the potential advantages of ICT for development are enormous in developed countries, national policies of developing countries are yet to adequately reflect truly comprehensive and integrated strategies for harnessing and exploiting this potential. This paper tries to provide implication of ICT policy to the agriculture and rural development in developing countries, in particular through lessons learned from European Union (EU) IT policy. Through the examination of vital projects in the agriculture and rural development sectors and case study analysis of applied policies and strategies implemented in the European Union, this paper provides tangible examples and lessons for policy-makers and practitioners involved in the field. Hence, this study provides policy-makers the necessary tools, information and knowledge to facilitate the formulation and adoption of ICT policies and strategies in the agriculture and rural development sector.

  • Purpose: This study aims to analyze the factors affecting the agenda-setting process and the formation process of school-based mental health policies by applying a policy stream model. Methods: For this purpose, Kingdon's policy stream model was used as the analytical framework. Results: First, when establishing a school-based mental health policy, the agenda was set going through unpredictable and nonlinear changes. Second, for the school-based mental health policy to be selected onto the agenda and to be developed and implemented as an actual policy, the role of policy makers was considered most important in the process. Third, the policy window for school-based mental health policy was closed around the year 2013. Finally, an analysis of the school-based mental health policy stream identified two key features. One is that the school-based mental health policy first emerged when school violence prevention policy expanded its scope into relevant neighboring policies. The other is that the school-based mental health policy has taken shape through a linear decision-making process (being put on the government's agenda, searching for an alternative, selection, and implementation) during the policy implementation period after it has been selected as an alternative policy. Conclusion: Conclusions can be summed up as follows. The school-based mental health policy needs continuous development and improvement in case the window for the policy may open in the coming future. The government's support is needed to draw policy makers' interest and participation who play the biggest role in establishing policies.
