  • This study was performed to investigate the status of using agricultural information and develope desirable strategy to offer agricultural information for leaf vegetables farmers. 187 farmers are surveyed to collect data. Many farmers get agricultural information through various channel. They satisfied with agricultural information contents, rightness of time but dissatisfied with the easiness of gain, fitness of information relatively. And the mean score of farmer's information needs on agricultural information were higher than that of theoretical mean. relatively high items were new seed information, technology of cultivation, pesticide purchase and prevention, laborer finding, consumer information, the trend of leaf vegetables price, marketing place, government's agricultural policy and laws etc. To make farmers get information easily, we recommend to gather information at one place and provide them on internet portal site composed with information related for paddy rice farmers. To make desirable information service system, farmers should bring up their internet searching ability, and agricultural extension officers in count/city have to make effort to provide useful information more often by various communication methods such as visiting farmers, using internet or e-mail service, pamphlet, and so on.

  • Media manipulation of breaking news through article selection, ranking and tweaking of social media data and comment streams is a growing concern for society. We argue that the combination of human and machine curation on media portals marks a new period for news media and journalism. Although intermediary platforms routinely claim that they are merely the neutral technological platform which facilitates news and information flows, rejecting any criticisms that they are operating as de facto media organisations; instead, we argue for an alternative, more active interpretation of their roles. In this article we provide a contemporary account of the South Korean ('Korean') online news media ecology as an exemplar of how contemporary media technologies, and in particular portals and algorithmic recommender systems, perform a powerful role in shaping the kind of news and information that citizens access. By highlighting the key stakeholders and their positions within the production, publication and distribution of news media, we argue that the overall impact of the major portal platforms of Naver and Kakao is far more consequential than simply providing an entertaining media diet for consumers. These portals are central in designing how and which news is sourced, produced and then accessed by Korean citizens. From a regulatory perspective the provision of news on the portals can be a somewhat ambiguous and moving target, subject to soft and harder regulatory measures. While we investigate a specific case study of the South Korean experience, we also trace out connections with the larger global media ecology. We have relied on policy documents, stakeholder interviews and portal user 'walk throughs' to understand the changing role of news and its surfacing on a distinctive breed of media platforms.

Based on which, a proposal was made to help improve the function of utilization as well as search the products of studies by and for the research institutes funded by the government having jurisdiction by applying the information service technology developing in line with the fourth industrial revolution for the purposes of aiding and fostering with efficiency toward achieving the goal of establishment for such institutes, while strengthening the utility of NKIS. First, in order to secure the membership, it is necessary to find the targets for policy information and promotion, and it is also necessary to increase the demand for policy information, such as by preparing the people friendly policy reports, infographics, and information delivery in an easy manner. Second, it is necessary to provide customized services in the manner which reinforces reports and policy data on the social issues and education topics, which are among the interests of the primary user base by considering the ratio of visiting occupations. Third, for the diversification and expansion of video data services, it is necessary to prepare alternatives, such as by setting regulations and encouraging the institutions of jurisdiction to upload the video data. Fourth, it will be necessary to improve the overall public relations service. It is also necessary to proceed with the NKIS' publicity webtoon serialization with the latest contents or abolish the current webtoon promotion, while it is necessary to derive the plans for the efficient implementation of the contest, further to the need to discuss the secondary publicity after the contest rather than halting after it.

  • The international trends in activities of government R&D performance measurement is evolving into evidence-based approach to support the verification of objective policy implementation. The European Commission has been implementing KETs (Key Enabling Technologies) policy that incubates nanotech based emerging technologies to support the fourth industrial revolution/revitalization of high-tech manufacturing, and resulting innovations are quantified by KETs Observatory project. The European Commission also built Innovation Radar system that monitors potentially innovative projects within FP7 and Horizon2020 by data analysis. The United States is also upgrading its Federal RePORTER system to quantitatively monitor federal R&D investments with outcomes (including nanotechnology). In the field of Korean nanotechnology, basic statistical data by analyzing NTIS (National Science & Technology Information Service) information is applied in policy field. Developing innovation measurement methodology beyond basic statistical analysis is an international policy issue, and a long-term R&D investment area of a government. The objective of this model study is to quantify the innovation potential of nano R&D investments conducted by Korea government, using input-output based efficiency measurement model and NTIS (National Science & Technology Information Service) that is comprehensive data portal for national R&D investments/outcomes including nanotechnology.

  • The objective of this research is to analyze geographical distribution of Korean dental hygienists to provide the geographical basis of supply-side policy for dental hygienists from the perspective of dental geography by using Geographic Information System (GIS) in which the choropleth map has been regarded as the most popular method. The present report is highly meaningful for the policy of dental hygienist on the supply side of dental care market. The data used in the article derive from the statistics-associated portal site provided by Korean government. It includes the statistics on general population, the regional numbers of dental hygiene students, county-based numbers of registered dental hygienists, dentists, and dental clinics and hospitals. Several maps are created by investigating these statistical data with GIS. This study is focused on the comparative analysis between entrants to the department of dental hygiene, registered acting dental hygienists and dentists in terms of county-based distribution per its population. The main result demonstrates that whereas about half of dental hygienists and dentists are respectively concentrated in Seoul and Gyung-gi, just one-fifth of entrants to the department of dental hygiene in the Seoul-metropolitan area. From the perspective of the supply-side policy of dental hygienists, the research argues that the creation or expansion of the department of dental hygiene does not directly meet social need for dental care services.
