  • There is a need to provide appropriate transportation safety services to foreigners residing in Korea. The main purpose of this study is to enhance transportation safety services for foreigners. In order to identify the risk of traffic accidents, analysis of traffic accidents was conducted using a survey of foreigner travel behavior. According to the results of this model, the study suggests directions to achieve improvement of traffic safety services for foreigners who are unfamiliar with the transportation systems. The study results show that the risk of traffic accidents is influenced by two factors: comprehension of transport geography and of traffic laws. Necessity of policy is influenced by two factors: comprehension of transportation system and the risk of traffic accidents. Intention of using policy is influenced by two factors: the risk of traffic accidents and necessity of policy. Effect of policy is affected by the intention of using policy. The results also demonstrate that the traffic safety services for foreigner can be described as endogenous variables which are approximately 88% of the traffic safety education, 85% of the demanded multicultural district, and 75% of the portal traffic information. Compared with existing research, this study provides a systematic methodology to evaluate effects and the order of priority in establishing traffic safety policies for foreigners.

  • SNS data can catch the user's thoughts and actions. And the trend of the search portal is a representative service that can observe the interests of users and their changes. In this paper, the relationship was analyzed by comparing statistics on narcotics incidents and the degree of exposure to narcotics related words in tweets of SNS and in the trends of search portal. It was confirmed that the trend of SNS and search portal trends was the same in the statistics of the prosecution office with a certain time difference. In addition, cluster analysis was performed to understand the meaning of tweets in which narcotics related words were mentioned. In the 50,000 tweets collected in January 2020, it was possible to find meaning related to the sale of actual drugs. Therefore, through SNS monitoring alone it is possible to monitor narcotics-related incidents and to find specific sales or purchase-related information, and this can be used in the investigation process. In the future, it is expected that crime monitoring and prediction systems can be proposed as related crime analysis may be possible not only with text but also images.

The research model is meaningful in deducing policy for accepting the new ubiquitous technology into the Customs Information System. The organization style is not yet positively accomplished, because of insufficient recognition about the new ubiquitous instrument. The other side the individual style, environmental style and working characteristics are contribute to accept the new ubiquitous environment, because of sufficient of education, usage and recognizing the usefulness of the portal information. • MOCT(Ministry of Construction St Transportation) suggested "A Plan for Implementation of Knowledge-based Economy for the Construction Industry" to add high value to a construction industry. by means of knowledge-based management. However, there is no knowledge management system which considers characteristics of a domestic construction industry. So a useful knowledge vanished the moment a company terminated a construction Uoject. Therefore, it is necessary to develop "An application method of a knowledge management system for the construction industry" which takes a real environment into consideration. This study aims to present the road map of a knowledge management system which helps the bodies of the construction industry(government, research center/university, enterprise, etc) to do a knowledge activity efficiently. To accomplish this objective, we analyzed overall knowledge management activities. In addition we suggested an implementation direction and strategy of a knowledge management system for the construction industry. As results of this study, we presented the road map of a knowledge management system for the construction industry, which is composed of policy forum, study forum, professional forum, research forum and knowledge 8t information DB. We expect that results of this study will be used as a basis for implementing the knowledge portal that brings a construction industry to a high value added industry.

  • The NSDI concept has changed with the development of the NSDI. While the NSDI was initially established as a separate entity, recently more attention has been given to the SDI hierarchy, from a local level to a global level. As an advanced NSDI, the USA, the UK and Canada emphasize more on better citizen services through an e-Government GIS portal such as the USA's Geospatial One-Stop. This study hypothesizes that the characteristics of NSDIs can be different from each nation in terms of vision, structure, evolution stages and a degree of integration with the e-Government. Rather than to describe differences just fur comparison, more characteristics of NSDIs are identified and the comparisons are developed as recommendations for the future NGIS(National Geographic Information System) in Korea.

  • As The Fourth Industrial Revolution and Intelligent Information Age came into full-scale, the policy of open government data has become a hot topic for each country. The United States, the United Kingdom, and other countries are shifting policy direction to "creating value" of open government data. Also, in the age of the digital economy where the data market is soaring, open government data is gradually being recognized as a new raw material for new business and start-ups. In addition, Korea ranked first in the OECD open government data evaluation twice in a row, and was highly evaluated in the international evaluation. However, domestic firms are still lacking in qualitative openness of government data, data is dispersed among institutions, lack of public-private data linkage, and development of app-oriented development. This study attempts to analyze major national policies for the creation of a data ecosystem that considers data lifecycle, from production to storage, distribution and utilization of data. First, the target countries were the leading public data countries among the OGP member countries, the USA, the UK, Australia and Canada. The results of this study are as follows. As a result of analyzing the results and comparing Korea's policies, it was concluded that most of Korea is superior in open government data policy. However, improvement of data quality, development of open data portal as an open platform, support for finding various users including apps and web development companies, and cultivation of open government data utilizing personnel are analyzed as policy issues. In addition, the direction of policy for the balanced ecosystem of Korea is presented together.

  • As Internet users increasingly consume news through the Internet, Internet portals face criticism that they are quickening the softening of public news and molding public opinions. Some portals have started to provide newscast services that directly connect the press, not grouping news sources on their own standards. This study aims to clarify how news grouping models and newscast models are different in terms of news softening and agenda setting. Specifically, authors conduct a content analysis on time-specific news content provided by top three portals-Naver, Daum, and Nate. By doing so, this study examines characteristics of news service models of Internet portals and their social and political implications. According to our study, the softening and tabloidization of portal news had not been improved even after adopting the newscast model. Therefore, portal journalism should be reorganized as a way to circulate healthy and qualified news content.

  • This study proposes a way to timely forecast open government data (OGD) demand(i.e., OGD requests, search queries, etc.) by using keyword network analysis. According to the analysis results, most of the OGD belonging to the high-demand topics are provided by the domestic OGD portal(data.go.kr), while the OGD related to users' actual needs predicted through topic association analysis are rarely provided. This is because, when providing(or selecting) OGD, relevance to OGD topics takes precedence over relevance to users' OGD requests. The proposed keyword network analysis framework is expected to contribute to the establishment of OGD policies for public institutions in the future as it can quickly and easily forecast users' demand based on actual OGD requests.
