Study on Prioritizing the countries for BOT nuclear power project using Analytic Hierarchy Process (시스템엔지니어링에 기반한 원자력 사업대상국가 평가방법 연구)

  • Developing Build-Own (or Operate)-Transfer (BOT) nuclear power project carrying large capital in the long term requires initially well-made multi-decision which it prevents sorts of risks from unexpected situation of target countries. In order to analyze the feasibility of project country, the Analytic Hierarchy Process is adopted. Firstly, the factors influencing the success of BOT nuclear power project in overseas countries were investigated through the literature survey for the country risk and were evaluated by expert interview for estimating comparative weight through pairwise comparison between such factors. Finally, it is developed comparative database of alternate countries with respect to each factor. This analytic method enables the developer to select and focus on the country which has preferable circumstance so that it enhances the efficiency of the project promotion. Also, it enables the developer to quantify the qualitative factors so that it diversifies the project success strategy and policy for the target country.

Analysis on Information Security Manpower Policy by the Analytic Hierarchy Process (AHP를 이용한 정보보호인력 양성 정책 분석)

  • As information threats to information systems diffuse, the information security becomes a major concern. Information security manpower who produce and implement information security products, and who are in charge of information security in organizations, has been important. Korean government has implemented various policies to promote the information security manpower. Those policies have been successful to supply enough number of information security manpower, but not successful to supply information security manpower to meet the various requirements of the manpower demand. In this study we adopt analytic hierarchy process(AHP) to analyze the priorities of information security technology categories to meet the demand. Results of the study suggest that the government should concentrate on promotion of manpower for the field of the 'System and Network Security Technology'.

Hierarchy of the Influence Areas by Freight Flows in Pyeongtaek and Dangjin Port, Korea (평택.당진항의 화물유동에 의한 항세권의 계층성)

  • This study aims to grasp the hierarchy in the influence areas of port by the intensity of freight shipments and to seek the activating methods for the increase of export and import volumes of Pyeongtaek and Dangjin port. Pyeongtaek and Dangjin port whose major import and export freights are natural gas and automobile, were constructed for the increasing trade with People's Republic of China. This port is expanding the influence in the hinterland and foreland of the port, but core influence area of Pyeongtaek and Dangjin port is rich in trade volume within the radius of 70km. To become international as well as national ports, Pyeongtaek and Dangjin is required to execute the active policy to receive many-sideness of sea route and the recognition of freight holders, forwarders and ship companies in many regions.

The Effect of Mission-oriented Command on Organizational Effectiveness (임무형 지휘가 조직 효과성에 미치는 영향에 관한 연구 - 조직문화의 매개효과를 중심으로 -)

  • The purpose of this study is to verify the relationship between mission-oriented Command, organization efficiency, organization culture of 626 field officers in JFMU. Firstly. the study found that decision making in the relationship between mission-oriented command and organization efficiency had negative effect on job satisfaction. Planning and trust lead to positive effect on job satisfaction and organizational commitment and no significance in self decision. Secondly, mission-oriented command may differ depending on the types of organization culture and organization culture has positive effect on job satisfaction and organizational commitment. Thirdly, mission-oriented command has some effect which derives from its impact on organization efficiency that also effects rational culture and rank hierarchy culture. These study results suggest different measures in terms of practice and policy. Firstly. within the military organization, precise communication will lead to job satisfaction without unnecessary overload of communication. Also. we have rationale culture, agreement culture and rank hierarchy culture forming our organization culture. There is a need to apply elements of mission-oriented command depending on the types of organization culture. Secondly, to maximize organization performance through mission-oriented command, we have to strengthen the rationale and rank hierarchy cultures and especially introduce development culture which should be established within the military organization.

Application of Analytic Hierarchy Process to the Selection Factors of OTT Service

  • In this study, we derived selection factors for OTT services based on previous studies and presented an hierarchy process analysis model to calculate the weights for each evaluation. To evaluate the OTT selection factors, OTT customer data was used for the analysis. The results showed that of the first stage factors of economic feasibility, system excellence, convenience, diversity, playfulness, and responsiveness, diversity is the most important. When the weights for first stage and second stage factors were synthesized, entertainment was the most important factor. Lastly, this study analyzed whether there is a difference in the weight of the selection factor for the first stage of OTT service according to gender and age. This study shows which factors consumers prioritize when using OTT services.

Policy on the Development of the Oyster Industry (굴 산업 발전을 위한 정책 우선순위 결정)

  • This study analyzes the priority according to the importance of the government's oyster industry support policy using AHP (analytic hierarchy process), and it compares and confirms the satisfaction level of direct and indirect workers using this policy in contribution to the development of the oyster industry. The results of the importance analysis by AHP analysis are as follows: As a result of the evaluation of the importance of the entire sample, it is found that the most important factor is the production facilities of the production supply of the competitiveness enhancement, the purchase of raw materials of the production supply of the competitiveness enhancement, and the aging of the structural risks of risk reduction. Also, significant differences among the workers in the ranking of importance are identified. According to the comprehensive evaluation results of indirect workers, which consist of public officials, the National Federation of Fisheries Cooperatives, and related professors, raw materials, production facilities, and high-quality products are produced in order to increase competitiveness. There are differences among workers in order of marine pollution of environmental risks, structural fish population reduction, and structural aging of risk factors.

  • Gendered innovation in Science, Technology and Innovation, which seeks better science for both men and women by integrating sex and gender analysis, has become an important issue in the entire process of STI, as initiated by the European Commission, Canadian Institutes of Health Research in Canada and the National Institutes of Health in the United States. Korea has also attempted to reflect gendered innovations in Science and Technology as a critical factor in the 3rd and 4th National Plan, followed by the Act on Women Scientists and Engineers (2002). Against this background, the aim of this study is to prioritize the policy instruments regarding gendered innovation in Research and Development. Through the Focus Group Interview (FGI) and the Analytic Hierarchy Process (AHP), this study attempts to set the priority among selected criteria, various types of policy instruments, and the applied research development area. As a result, this study shows the preparation of the relevant legal and institutional mechanisms for the full introduction of gendered innovation in S&T, and the importance of various policy instruments for S&T innovation in the fields of planning, budgeting, managing national R&D projects, evaluating and impact assessment, etc., being derived in a systematic way to ensure their effectiveness.

Study on Priorities of Regional Climate Change Policy (기후변화정책 우선순위 연구)

  • This study aims to analyze the priority of regional climate change policy utilizing AHP (analytic hierarchy process) at the area of Metropolitan City of Incheon. It derives four factors at first hierarchical level, at which level the analysis of pair-wise comparison indicates that industrial sector, energy sector, climate change response, and green culture policy are considered important in that order. It also ends up with sixteen factors at second level. The result of comparison analysis between all factors reveals that investment promotion in green technology R&D is considered the most significant factor of all, followed by establishment of green enterprise support system, electricity-efficiency enhancement support project and build-up of green culture policy governance. The result implies that diverse promotional policies have to incorporate business, institutional, and cultural aspects for sustainable climate change policy of regions. The contribution of this study is that it highlights the need to include regional characteristics in deciding priority among policy options for them to be effective.

  • This paper aims to offer a solution based on intelligent document classification to create a user-centric information retrieval system allowing user-centric linguistic expression. So, structures expressing user intention and fine document classifying process using EBL, similarity, knowledge base, user intention, are proposed. To overcome the problem requiring huge and exact semantic information, a hybrid process is designed integrating keyword, thesaurus, probability and user intention information. User intention tree hierarchy is build and a method of extracting group intention between key words and user intentions is proposed. These structures and processes are implemented in HDCI(Hybrid Document Classification with Intention) system. HDCI consists of analyzing user intention and classifying web documents stages. Classifying stage is composed of knowledge base process, similarity process and hybrid coordinating process. With the help of user intention related structures and hybrid coordinating process, HDCI can efficiently categorize web documents in according to user's complex linguistic expression with small priori information.

Customer Perspective Analysis on Ubiquitous Healthcare Services

  • While ubiquitous healthcare (u-health) services were expected to propagate along with conventional healthcare services, recent progress indicated rather limited market acceptance. In this paper, we investigated the fundamental causes of why the consumer acceptance level of u-health services has been low. We draw upon innovation adoption theories to analyze the consumer readiness of the typical u-health services. The comparative analysis between innovative u-health services and conventional services was performed using analytic hierarchy process (AHP). Subsequently, policy and business implications including technological breakthrough insights were discussed based on the customer perspective comparative adoption analysis. The propositions captured through this study provide useful insight to further studies on u-health services.
