Agricultural water occupies the largest portion of total water use in Korea, and generally researches on the development of agricultural water have been stressed on the demand of agricultural water itself. But it is unavoidable to change a policy from the development of water resources to cope with the increase of water demand to the effective management of existing water resources. Evaluation of the decrepitude of irrigation facilities and their reasonable maintenance are important for the effective supply and use of agricultural water. Therefore it is necessary to develop evaluation technique that diagnoses the current condition of irrigation canals and suggest a countermeasure to improve the found problems. 25 items in 6 classes were selected for the evaluation of irrigation canal systems, and the weighted value between the items was calculated using AHP (Analysis Hierarchy Process) method. The current condition of the irrigation facilities was evaluated from the class evaluation marks, and ranking was decided from the total marks between the projects, and finally the priority of the project for the improvement was given.

On the situation cooperating with business partners on the supply chain, systematic decision making process is a critical issue for them. The two major issues of purchasing strategy such as selecting vendors and managing them are important part of their overall business activities. This study mainly focus on the former issue of the vendor selection. Through the empirical study, analytical hierarchy process (AHP) method was applied to select vendors among supplier vendors based on four selection criteria such as the level of quality, product on management ability, delivery, and price. The results of study showed the main criteria of vender selection was the ability of quality management. The vender selected based on AHP and the current selection method was different, but implicitly projected the dilemma situation between quality and price which occurs in decision making process of real life.

In this paper we develop a model for the performance evaluation of defense R&D test development projects based on analytic hierarchy process. First, evaluation indicators are collected through the related literature survey and a delphi inquiry method. Second, stepwise multiple linear regression is used for developing a hierarchical structure for analytic hierarchy process in the evaluation model, which can make the selected evaluation indicators of the hierarchical structure independent. Also we verify the effectiveness of proposed indicators of the performance evaluation by comparing with the existing evaluation indicators. The developed indicators for the performance evaluation is more reasonable and practical than the previous indicators on defense R&D test development projects.

The purpose of the study is to establish priorities in integrated medicine policy. Delphi method was used in conducting a survey on integrated medicine specialists regarding the policies of integrated medicine and actions. For specialists in integrated medicine, total 17 persons selected included scholars who performed minimum one study on integrated medicine, medical staff who performing integrated medical service at institutions that implemented integrated medical care or those who were involved in creating or implementing policies on integrated medicine. The first Delphi-method survey conducted from Apr. 14 through 18, while the second survey was carried out from Apr. 21 through 25. To prioritize the policies based on the results of the mini Delphi-method survey, Analytic Hierarchy Process(AHP) was performed for 15 persons answered to mini Delphi-method from May 2 through 16, 2014. From the Delphi-method survey, four policies and 16 actions were obtained. AHP showed the first priority placed on 'Building the Infrastructure of Industrialization in the Integrative medicine' of the 4 policies and 'Developing new diagnostic and treatment instruments' was given the highest priority of the 16 actions. For implementation of integrated medicine policy, the 4 policies and the 16 actions found in this research require government support and should be urgently implemented according to its priority.

본 연구는 게임콘텐츠 관련 전문가들이 지능정보시대에 콘텐츠산업의 변화를 어떻게 인식하고 있고, 콘텐츠산업 정책 중에서 어떤 평가요인에 우선순위를 두고 있는가에 대해 살펴보았다. 이를 위해 계층분석과정을 이용하여 콘텐츠산업 정책 평가요인들의 상대적 중요도와 우선순위를 분석하였다. 분석결과, '콘텐츠 기술역량 강화', '콘텐츠 전문인력 양성', '콘텐츠관련 제도개선', '콘텐츠 이용 및 소비자 안전강화'의 순으로 평가되었으며, 하위항목 분석에서는 '콘텐츠 R&D 체계구축 강화'가 가장 중요한 것으로 나타났다. 전문가집단별 분석에서는 산업계와 정책기관이 '콘텐츠기술역량 강화'를, 학계에서는 '콘텐츠 전문인력 양성'을 중요하게 평가하였다.

As the importance of renewable energy diffusion spreads, promotion of sustainable renewable energy projects such as agrivoltaics is expected to accelerate. Furthermore, to promote agrivoltaics projects, it must be considered the legislation related to agrivoltaics and Chungnam Province's local policy. This research focuses on the selection of the most suitable sites for agrivoltaics installations in Chungnam Province in South Korea. Therefore, the process of this research was as follows. First, the legislation related to agrivoltaics and local policy in Chungnam Province were identified. Second, it employs an analytic hierarchy process (AHP) to consider important criteria and their weights for site selection. Third, based on the weights calculated AHP, geographic information system (GIS) was performed to select most suitable location selection of agrivoltaics installations in Chungnam Province. The analysis identified approximately 60 promising most suitable location for agrivoltaics installations in Chungnam Province, primarily in the northern part of Chungnam Province. These areas are expected to meet electricity demands in nearby regions since these are relatively adjacent to Gyeonggi Province. According to the results of research, policy suggestions related to agrivoltaics were presented separately into the agricultural sector and the electricity power sector. The study's results serve as a valuable resource for future national-level candidate site selection for agrivoltaics projects.

본 연구는 장기 미집행 도시공원 해소를 위한 정책구성요인을 평가함으로써 향후 정책수행을 위한 시사점을 제시하는데 그 목적이 있다. 본 연구의 정책요인 평가는 장기 미집행 도시 군계획시설 혹은 도시공원과 관련된 업무를 담당하는 전문가 집단을 대상으로 시행되었으며, 그 절차는 정책요인의 선정, 정책요인 간 가중치 산정, 평가결과의 해석이라는 세단계로 구성되었다. 평가의 결과, 전문가들은 정책요인 중 국고보조금 확보(0.183), 지방재정계획과 단계별 집행계획의 연계(0.165), 장기 미집행 도시공원의 선별적 존치(0.154), 국유지 무상 양여 및 장기 임대(0.110)와 같은 요인을 상대적으로 중요하게 평가하였다. 향후 도시공원 일몰제의 시행에 앞서 장기 미집행 도시공원 해소를 위한 폭넓고 심도 있는 논의가 이루어질 필요성이 제기된다.

본 연구는 우리나라의 대표적인 혁신클러스터인 대덕연구개발특구를 대상으로 혁신클러스터의 성장에 미치는 영향요인을 제도적 물리적 사회적 구성요인으로 구분하여 고찰한 사례연구이다. 특히 이들 구성요인은 지난 15년간 대덕연구개발특구의 변화와 발전을 통해 성장에 영향을 미쳐왔으며, 향후에도 지속적 발전에 중요한 영향요인이 될 것이다. 이러한 측면에서 본 연구는 보완적으로 대덕특구의 혁신활동에 있어서의 혁신주체들의 위상 변화 및 환경, 제도 정책변화 등을 제도적 물리적 사회적 구성요인 측면에서 다각적으로 살펴보았다. 또한 도출된 대덕특구의 성장에 영향을 미치는 구성요인에 대해 AHP분석 방법을 통해 내부 혁신 주체들이 인식하는 중요도를 측정하였다. 본 연구는 대덕특구를 대상으로 장기적인 관점에서 혁신클러스터의 성장에 영향을 미치는 구성요소들을 제시하고 그 중요도를 도출함으로써 지역혁신 및 혁신클러스터 정책적 시사점을 제공한다.

This paper aims to propose a framework of content creating group with creativity under new convergence environments. The framework is built based on content concept hierarchy(deep/surface) relating with the creativity of group members. The diversity of group members(potential creativity) decrease and change into creative abilities in one unified view at each content concept hierarchy in time. To do this, three methods of building a creative group(interaction-base, direction-base, hybrid) are proposed. Cooperating processes and operators are designed to promote creative abilities in the content producing group. These cooperations are considering new media convergence industry's job road map(IPTV) and fundamental content attributes(semantic, narrative, discourse). In the framework, creative content is produced with the help of member's cultural openness, media richness and synchronicity, hierachical adaptability on dissimilarity. Deep level creativity of cognitive semiotics on moving image content is composed of psychological, transformational, situational creating abilities in the structure of group members. Designing analogy, metaphor, symbol operators help members to traverse deep structure of content concept hierarchy. Our framework has strong points to relate fundamental content deep structure with structure of content producing group and to induce creativity on cognitive structure of human being.
