Directions for Linkages between Policy Measures and the OECD Agricultural Environmental Indicators (OECD 농업환경지표와 정책연계 방안)

  • Agricultural environmental indicators (AEIs) are useful tool for evaluating environmental performance induced by agri-environmental policy measures. General and specific criteria have been set to assess the linkages between policy measures and environmental states. In addition, a number of specific AEIs such as nutrient balance indicators and farm management indicators have been posit to review environmental performance associated with agri-environmental policy measures. The proposed environmental subjects encompass soil quality, qualities of underground and surface water, water resource preservation, species and genetic diversity, diversity for wildlife habitats, and agricultural landscapes. The developed AEIs may contribute to establishment or adjustment of environmental targets and ex-ante or ex-post evaluation for environmental performance associated with policy measures. In addition, the AEIs may be useful to consider introduction of new agri-environmental measures and enhance policy efficiency by assessing environmental performance, considering specific locality, and harmonizing support measures.

Evolution of China's Economy and Monetary Policy: An Empirical Evaluation Using a TVP-VAR Model

  • China has experienced many structural changes in the process of economic development over the past three decades. Using a time-varying parameter VAR model with stochastic volatility and mixture innovations, this study investigates whether such structural changes in, especially tools and operational aims of monetary policy, affect the monetary transmission mechanism. We find that impulse responses of output growth and inflation to monetary shocks have substantially increased and then reversed to decrease around 2005-2006. This time variation is mainly caused by changes in the monetary transmission mechanism, i.e., the manner in which main macroeconomic variables respond to policy shocks, rather than by changes in volatilities of exogenous shocks. The result implies that aggressive monetary policy to facilitate economic growth in the developing economies may be legitimized, unless it causes inflation seriously.

  • Resident's attitude and evaluation about local or urban development policies is a major factor in the process of the regional and urban 1)tanning and its practices. Therefore there are numerous studies pointing to analysis about the evaluation of the urban development policies. The purpose of this paper is concerned on the residents'cognitions, attitudes and evaluation about of urban development policy of Sunchon City in South Korea. Research area, Suncgon city, has been served as a central place of eastern Chollanamdo since 1920 and now functions as economic and commercial leading city of Kwangyang-bay area. In addition, Sunchon city is fastly growned with the influence of national development policy including the establishment of major industrial estates and the construction of container port in Kwangyang-bay area. In the overall cognition and evaluation about the quality of life of Sunchon city, most people are satisfied with the quality of life of urban living comparing with near cities such as Kwangyang and Yosu city. In particular, the level of satisfaction about education, transportation, natural environment are relatively higher than economic condition and living facilities. Most of residents have positive attitude and evaluation about the image of future urban development, and prefer to culture and education city in urban function of Sunchon city. Therefore, in order to function as a central city of Kwangyang-bay area. Sunchon city have to adopt new urban development policy including such as reconstruction of urban spatial structure, strengthening of culture and education functions, and the related facilities, restructuring of regional industrial structure. and expansion of commercial and shopping facilities.

A Study of Evaluation for Reforestation and Silviculture Policy in Korea (조림·육림정책에 대한 인식도 평가 연구)

  • The purpose of this study is to evaluate the fitness of policy topics and policy making process, the reasonableness of policy enforcement, the backing of public opinion and the results and effects of policy enforcement for the reforestation and silviculture policy in Korea. Most of the fitness of policy topics was evaluated positively, but the change of species of reforestation trees from a coniferous tree to broad-leaved tree was evaluated negatively. Most of the fitness of policy making process and the reasonableness of policy enforcement was evaluated positively, but the conflicts with other forest policy was evaluated negatively. And the limits of self-judgement of the responsible person needs to be extended. The backing of public opinion was evaluated positively but that of statesman was evaluated negatively. And the most of the results and effects of policy enforcement was evaluated positively but the economic contribution of the policy was evaluated negatively.

An evaluation of benefit extension strategies of the Korea National Health Insurance (우리나라 건강보험 보장성 개선 정책에 대한 평가)

  • Although providing universal coverage for health care through the National Health Insurance(NHI) is a remarkable achievement, the issue of limited benefit coverage of the NHI has been at the core of national debate over how to improve its coverage. This study aims to evaluate benefit extension strategies and implemented policies with regard to the NHI since 1989 using 'policy window theory' proposed by John W. Kingdon. Understanding problem stream, policy stream, political stream, and coupling streams regarding the NHI, in particular benefit extension, would contribute to broaden policy debates and to develop more effective strategies for the future. Historically, political stream had opened policy window in the past two decades and policy streams can be characterized by three waves. Three streams have been coupled since 2003 and the government had a strong will to fulfill better performance of NHI coverage. Study findings indicate that identification of problem structure regarding NHI benefit was not connected with policy stream tightly. In addition, there has been limited discussion on policy goal and principles for extension coverage of the NHI. Policy strategies to improve coverage of the NHI should be linked to characteristics of problem and sought solutions under the principle which is expected to be sustainable through consensus in the society.

Performance evaluation for Ten-years of Government Separation Policy on Prescription and Dispensing of Drugs: A Literature Review Study (문헌고찰을 통해 본 의약분업정책 10년의 성과 평가)

  • Background: The separation of pharmaceutical prescription and dispensing law was implemented in July 1st of 2000. This law was initiated by government without a through consensus among related stakeholders in the process of policy decision, eventually raising contention about decision making process rather than the performance of the policy. Methods: Therefore, this study tries to identify the accomplishment of the policy goals; based on the last decade's research we assessed inhibition of unnecessary prescription, drug misuse and overuse prevention, prevention of drug-related sentinel events, reducing unnecessary drug utilization, and reducing nation's medical cost. Results: Assessment results represent that government-suggested goal of the policy lacks sufficient evidence to evaluate accomplishment. Conclusion: Unlike other studies that evaluate problems regarding drug dispensing policy in the policy decision process, this study is meaningful in that it evaluated the policy goal based on the last ten years of related study results.

Evaluation of Agri-Environmental Performance of Convention on Biological Diversity Using Winter Paddy Field in Korea

  • Winter migratory birds gather in paddy rice fields to feed shed rice grains. The Korean Ministry of Environment has practiced a policy program Contract on Paddy Field Management (CPFM) during winter fallow since 2002. This program starts with a contract between local governments and farmers, and the government pays a differential subsidy to farmers who finish spreading rice straw, cultivating barley, letting the whole rice plant without harvest, and submerging paddy fields for winter migratory birds. As more local governments have operated CPFM program, the total area on the contract and subsidy budget has increased yearly since 2002. This program could have its stable position as a successful policy by giving profits to farmers. With the program extended, the population of winter migratory birds has been greatly. For the evaluation of environmental performance of a policy, we analyzed this CPFM program by introducing some indicators in the form of Driving Force-State-Response Framework. The indicators were composed of 3 categorized indicators; the area of paddy land contracted under this program as 'driving force' indicator, population of birds, the number of bird species and the amount of feces as 'state' indicators, and the size of monetary support, the number of farmers or local governments participating, and public perception as 'response' indicators. The contract area of paddy field under CPFM could be a good biodiversity indicator reflecting potential performance of this policy measure in the light of its linkage to the population of winter migratory birds. And the share of CPFM land of the whole agricultural land might also be used as a useful indicator of policy evaluation for improvement of wildlife diversity. The 'state' indicators such as population of birds and the number of bird species could be matched to 'driving force' indicator, but the total CPFM area of each site could not reflect the effect of areas under different management practices. However, the amount of bird feces could reflect differences in environmental performance with management practices as 'state' indicators. The development of indicators indicating 'response' such as farmers' behavior, public perception, and policy makers' willingness is also needed to support a successful implementation and improvement of this policy measure with the development of 'performance' indicators integrating all these indicators.

A Study on the Factors Affecting the Acceptance of the Safety Speed 5030 Policy (안전속도 5030 정책수용도에 영향을 미치는 요인에 관한 연구)

  • In this study, using structural equation modeling, a policy acceptance evaluation model was developed to evaluate the service items of roadsthat affect the acceptance of the Safety Speed 5030 policy. The relationship of influence on policy acceptance was found to be as follows: In the driver group, satisfaction with mobility (0.411), economy (0.217), safety (0.181), and environment (0.089) are in the order of top priority; and in the non-driver group, satisfaction with safety (0.466), mobility (0.223), environment (0.194), and economy (0.111) are in the order of top priority. From these results, in order to increase acceptance of the Safety Speed 5030 policy, it is necessary to differentiate the provision of services according to the characteristics of each road user type. This infers it is important to improve mobility for roads with a high hierarchy mainly used by driver groups, and to improve safety for roads with low hierarchy mainly used by non-driver groups. Therefore, the evaluation model for acceptance of the Safety Speed 5030 policy suggested in this study can be used as basic data for activating the Safety Speed 5030 policy in the future by reflecting the qualitative evaluation of users.

A Review of Declarations on Appropriate Research Evaluation for Exploring Their Applications to Research Evaluation System of Korea (연구성과평가 지침 리뷰 및 국내 적용 제안을 위한 고찰)

  • Inappropriate applications of bibliometric approach and misinterpretation on the analysis in research evaluation have been found and recognized nationally and internationally as the use of the approach has been rapidly adopted in various sectors in research evaluation systems and research funding agencies. The flood of misuse led to several numbers of declarations and statements on appropriate research evaluation, including Leiden Manifesto, DORA, IEEE Statement, etc. The similar recommendations from five different declarations, Leiden Manifest, IEEE Statement, DORA, Institut de France, and Thomson Reuters White paper were reviewed and meta-analyzed in this study and it is revealed that most of them emphasize evaluation on quality in various aspects with multiple indicators. Research evaluation with assessing multiple aspects of individual research based on the understandings of its purpose and pertinent subject area was revealed as being mostly advised in the declarations, and this recommendation can be regarded as being mostly requested in national research evaluation system. For future study, interviews with relevant stakeholders of national research evaluation system in order to explore its application are needed to confirm the findings of this review.

A Study on the Classification of Science and Technological Innovation Policy in Korea: Based on the NIS Concept (과학기술혁신정책 분류체계 확립에 관한 연구: NIS 개념에 근거하여)

  • The paper establishes a policy classification system in order to classify and evaluate the science and technological innovation policies in Korea. We rebuild an innovation system model based on the national innovation system(NIS) concept. The model consists of human capital infrastructure(HCI), institutional infrastructure(II), technological infrastructure(TI), technology market(TM), industrial organization(IO), and innovation networks(IN). We give these 6 components of the modified system 1-digit number, respectively. Then we build the sub-systems according to these components, classify the policy categories in more detail, and finally complete the 3-digit policy classification table. This policy classification table may be useful in studying the science and technological innovation policy in both theoretical and empirical aspects. For example, the table can be the tool to examine the program portfolio profile(PPP) or to implement the questionary survey on the actual policies.
