Many scholars have persevered in understanding the convergence process by developing a measurement that reflects the characteristics of the convergence phenomenon as a process. Recently a series of studies suggested a framework in terms of diversity and coherence. However, an index for coherence is required to reflect the vital features of the conceptual definition, and thus a new index for coherence is proposed in this paper. Technology Convergence Index combines diversity and coherence and indicates the degree of the convergence in information computer technology (ICT), biotechnology (BT) and nanotechnology (NT) sectors. The index can not only be used to track each technology field that consists of a major technology sector, but also to compare other leading countries. Based on a comparison study between the United States and South Korea, the degrees of technology convergence of Korea in ICT, BT, and NT sectors have ameliorated.

최근 제조업을 시작으로 농업, 금융업 등의 전 산업 영역에서 ICBM(IoT, Cloud, Bigdata, Mobile)을 중심으로 한 신산업과의 융합이 급속도로 진행되고 있다. 향후 융합산업의 가장 큰 문제 중 하나인 사이버 위협에 대비하기 위해 정보보호를 고려한 융합산업의 발전이 매우 중요한 상황이다. 이에 본 연구에서는 현재 발표된 산업발전정책과 이와 관련된 정보보호정책들의 세부 내용을 교차영향분석으로 분석하고 전문가 설문을 통해 정책의 우선순위를 제시하였다. 이를 통해 정보보호정책 내의 우선순위 및 상호 연관성을 밝히고, 효과적인 정책 시행방향에 대해서 제시하고자 하였다. 결과적으로 본 연구에서 도출한 6개의 정보보호정책과제들은 모두 핵심 동인에 속하며, 정책의 중요도를 고려한다면 보안 산업의 체질개선 및 지원 강화, 정보보호 인재양성, 정보보호산업 투자확대 등의 정책이 상대적으로 우선 시행될 필요가 있는 것으로 나타났다.

본 논문은 호주의 국가정신보건전략에 대한 주요 내용과 국가정신보건전략을 통한 정신보건개혁 이후의 변화들, 그리고 정신보건개혁에 대한 논의를 통해서 우리나라의 정신보건정책의 문제점들을 개선하기 위한 현실적인 시사점과 융복합 정책적 함의를 찾는데 그 목적이 있다. 1992년에 발표되어 2008년에 개정된 국가정신보건정책, 1993년부터 2014년까지 네 차례에 걸쳐 수립된 국가정신보건 5개년 계획, 2006년 호주정부협의회에 의해 수립된 정신보건실행계획, 그리고 2012년 호주정부협의회에서 채택한 국가정신보건개혁을 위한 로드맵(2012-2022)을 포함한 국가정신보건전략은 지난 20년 동안 호주의 정신보건개혁의 광범위한 과정을 선도하는 대단히 중요한 정책 준거를 제공하였다. 1992년 시작된 국가정신보건전략을 통해서 정신보건재정 확충, 지역사회 중심의 치료 및 보호시스템 구축, 정신병상의 변화, NGO의 참여와 역할의 증대, 정신장애인과 가족(보호제공자)의 참여 확대 등과 같은 변화를 이루었다.

Recently, The Bali Road Map was approved, as it demands that developing countries should also have the responsibility of greenhouse gas reduction from 2013. This suggests that the greenhouse gas and environment should be controlled across industry sectors. Accordingly, this study was conducted to identify the application and effects of the IT convergence technology to the smart farm and realize the low-carbon green industry in Korea. The smart farm technologies within and outside of Korea were comparatively analyzed for the low-carbon green industry policy. The study subjects were determined to propose the necessity of the study efficiently. First, the studies on the smart farm for low-carbon green industry policy were examined. Second, the suitable IT technology for the smart farm as well as the effect and the improvement plan of the IT technology-based smart farm system were examined. This study now aims to promote the low-carbon green industry policy and IT convergence technology and job creation. These will be achieved by providing the plan for linking the system simulator organization with the low-carbon green industry policy.

본 연구는 정부가 지정한 산학융합지구에 입주한 기업이 사업 정책 목표를 달성하고 있는지를 검증하고 분석을 통해 시사점을 도출하여 정책개선 방향을 모색해 보고자 하는데 있다. 연구를 위해 입주기업을 대상으로 하는 사업 활동을 인프라, 사업내용과 프로그램, 관리 및 제도 측면으로 나누어 사업성과지표, 입주기업 만족도 설문, 입주기업과 비입주기업 간 매출액증가 차이를 t-검증을 통해 분석하였다. 산학융합지구 입주기업을 대상으로 t-검증 분석 결과 입주기업과 비입주기업 간 입주 전후 매출액증가 차이에 대해 유의수준 10%에서 통계적 유의성을 확인하였다. 통계분석 결과와 성과지표, 기업대상 설문조사 분석 결과를 바탕으로 입주기업을 대상으로 정책적 효과 극대화를 위해 산학 공동 R&D 과제 트랙 마련, 연구원 대상 맞춤형 엔지니어 육성 과정 개발과 운영, 광역 지방자치단체의 조례에 재정지원 명문화, 기업연구관의 편의시설과 연구원 정주 환경 개선 등의 정책개선 방향을 제시하였다. 본 연구는 정부 대형 국책사업인 산학융합지구 입주기업을 대상으로 정책 성과에 대해 정량적으로 검증한 첫 연구로 향후 고용지표, 기업의 재정지표 등 다양한 변수에 의한 정책효과 분석 등 후속 연구가 필요하다.

The field of construction and transportation R&D has been increased and improved wih the integration into the ICT. With the rapid trend changes like the Fourth Industrial Revolution, new direction and solution of R&D policy is being explored to prepare for the convergence era with other diverse research areas. In order to present new direction, it is necessary to analyze the external environment influencing construction and transportation field. In this regard, this study analyzes the science and technology policy plan and goal in Korea. In conclusion, through the policy analysis, this study suggests new direction of construction and transportation R&D in Korea.

본 연구의 목적은 우리나라에서 인터넷 중독 정책에서 나타나는 문제점에 대해서 고찰하고, 융합적 담론 구조에 의한 합리적 국가 정책의 전달체계를 모색하는 데 있다. 이를 위해 문헌연구를 통해 신제도론적 입장에서 현황을 분석하고 또 새로운 대안을 모색했다. 현재 우리나라에는 각 부처간 서로 다른 이해관계 때문에 정부 부처간, 그리고 정부, 기업, 시민사회간 다양한 갈등양상이 전개되는 것으로 나타났다. 신제도론 입장에서는 현재의 중앙정부가 주체가 된 정책 시스템을 향후 지방정부로 이전시키는 한편, 정부가 독점한 주도권을 정부, 기업, 시민사회가 함께 공유하여 거버넌스 형태로 운영하는 것이 최선인 것으로 도출되었다. 10개 중앙정부 협의체 형식의 국가시스템이 아니라 주민생활권 단위의 광역지방정부가 지역공동체 내의 기업, 학교, 시민사회 등과 협력하여 정책을 추진하는 것이다. 이 융합 모델은 현재의 부처간 고착화된 경쟁 구조 때문에 발생하는 갈등을 넘어 중독으로 인해 고통받는 주민에게 더 유익한 대안이 될 것이다. 또한 향후 지역공동체 내에서 정신건강 서비스의 전달체계 연구의 단초가 되기를 기대한다.

ICT융합은 기업의 대표적인 혁신 수단으로 주목받고 있다. 성과를 창출하고 있는 ICT기반의 융합기업을 대상으로 성공요인을 도출하기 위해 심층인터뷰를 했다. ICT융합 기업의 성공요인은 ICT기술의 융합을 통한 제품과 서비스의 차별화, R&D투자 강화를 통한 융합형 기술력 확보, 융합에 대한 CEO 강력한 리더십 및 국내외 협업관계의 강화 등으로 분석되었다. ICT융합에서 제품 및 서비스의 혁신을 위한 노력, 적극적인 R&D투자, 글로벌 협력 네트워크 구축 등은 성공에서 긍정적인 영향을 준다. 또한 복잡한 인허가 절차, 국산 제품 및 서비스의 나쁜 선입견, 해외진출 부담 등은 부정적인 효과를 준다. 이런 결과를 ICT융합 확산을 위한 정책적 방향으로 제안하였다.

The government of the Republic of Korea has introduced SNI blocking method since February 2019 to block illegal sites. Currently, this policy has been considered as a controversial policy in South Korea therefore, about 270,000 South Koreans have been calmed down by and the presidential office petition because people believe that blocking https by SNI would invasion of privacy and freedom of use of the Internet. As soon as the SNI blocking method was used, the bypass method was opened to the Internet, causing side effects. In this study, identifies the development of Internet blocking technology and the development of new technology that bypasses the technology. It also examines Internet censorship in other countries and identifies problems in blocking technology. Through this study would present policy suggestions and technical methodologies for sound Internet use.
