Development and Leading Strategy of Future IT Convergence Industry (미래 IT융합 신산업 육성 및 선도방안)

  • IT has contributed much to Korea's economic growth and has helped the innovation of social paradigm. It helps the improvement of productivity, efficiency, convenience and communication, and also helps the critical changes of life style. IT convergence with other technologies or industries has appeared and it promotes new changes and innovations. It is the convergence of IT advancement and other areas of technology development, and it promotes and creates new industries. In major countries, including Korea, the resources and capabilities has focused selectively into this new industry. In this paper, we try to study IT integration strategy and technology development trends and to evaluate the level of IT integration capabilities in Korea based on experts survey results. In the conclusion, we suggest some Strategic Recommendations for developing and leading the new IT Convergence industries.

Artificial Intelligence and Blockchain Convergence Trend and Policy Improvement Plan (인공지능과 블록체인 융합 동향 및 정책 개선방안)

  • Artificial intelligence(AI) and blockchain are developing as the core technology leading the Fourth Industrial Revolution. However, AI is still showing limitations in securing and verifying data and explaining the evidence for the results, and blockchain also has some drawbacks such as excessive energy consumption and lack of flexibility in data management. This study analyzed technological limitations of AI and blockchain and convergence trends to overcome them, and finally suggested ways to improve Korea's related policies. Specifically, in terms of R&D reinforcement, we proposed 1) mid- and long-term AI /blockchain convergence research at the national level and 2) blockchain-based AI data platform development. In terms of creating an innovative ecosystem, we also suggested 3) development of AI/blockchain convergence applications by industry, and 4) Start-up support for developing AI/blockchain convergence business models. Lastly, in terms of improving the legal system, we insisted that 5) widening the application of regulatory sandboxes and 6) improving regulations related to privacy protection is necessary.

A Study on the Development Policy of Contents Industry in the Convergence Era: Focusing on the Evaluation of Status and Importance (융합시대 국내 콘텐츠 산업의 진흥정책 방향성 연구: 현황 및 중요도 평가를 중심으로)

  • In the media convergence era, contents industry is raising core area in the government level. This study explores directions of development policy of national contents industry. So this study performs depth interview with 10 experts and investigates delphi research with 30 experts who are specialists in digital convergence area. Following the depth interview, there are three categories in the convergence contents - technical area, human resource area, and political area. The result shows that there is discordance between importance and present status each area. This finding suggests that there is political delay in the convergence media industry. In conclusion, it is necessary to look over the current limits and inspect defects. This study implicates further directions of national contents industry.

A Critical Examination of Convergence Studies on Media Policy Institutions (방통융합 관련 법제개편 논의의 비판적 분석)

  • Most of the convergence studies argue the reform of the current policy regime of broadcasting and telecommunications in Korea from two perspectives: 1) the media governance perspective and 2) the media industry perspective. The former emphasizes the need of integrity, consistency and efficiency of the regime in the convergence environment, while the latter focuses upon the growth and development of the media industry making the best of economic and industrial opportunities that are spawned by digital convergence. Although their arguments are logical and robust, they are lopsided in terms of legalism and myopic economism due to the linear perception of institutionalism, Bureaucratic administrative practices as well as ostentatious IT policies that have chronically plagued the policy regime in Korea cannot be resolved by simply assimilating distinct regulatory bodies and laws. Unless these two issues are properly addressed, the convergence of media policy institutions would end up a half-success or half-failure contrary to the exportations of existing studies.

Analysis of Keyword Trend for ICT Convergence Services (ICT 융합 서비스의 키워드 트렌드 분석)

  • With ubiquitous computing and network, the concern of government, business and academy for IT or ICT convergence has been increased. In this paper, through the analysis of keyword trend for ICT convergence services from 2000's mid, the efficient policy is proposed by estimating the understanding and concern of common people. In addition to, the concept and development step of convergence are analyzed, and the keyword analysis for the ICT convergence services defined in TTA is performed. The services are classified into smart home work transportation, Health ICT, RFID USN, M2M IoT, e-Navigation, intelligent robot, and the keywords for each service are analyzed. The analytic results indicate that the keyword trend varies in the time, and highly indexing keywords and new trend are defined. To provide the efficient ICT services, the new ICT convergence services needed for customer will be proposed with new IT technology development, IT standard, law management, and policy provisioining.

  • Industrial convergence is manifested in various forms by various drivers, and understanding and categorizing the direction of convergence according to the factors in which the convergence occurs is an essential requirement for the establishment of a company's customized convergence strategy and the government's corporate support policy. In this study, the type of convergence is analyzed from the perspective of knowledge flow between heterogeneous technologies, and for this purpose, the result of topic modeling of the text information of the patent and the citation information of the corresponding patent allocated for each topic are used. The methodology presented through case studies in the medical device field is verified. Through the proposed methodology, companies can predict the flow of convergence and use it as decision-making data to create new business opportunities. It is expected that the government and research institutions will be usefully used as basic data for policy preparation.

  • The purpose of this study is to examine problems and status quo of the smart media addiction prevention system and to develop convergence policies to improve those systems. Based on the literature review, notable results are as following; Since current facilities including Internet Addiction Prevention Center, Korea Youth Counselling and Welfare Institute, and I Will Center, tend to focus on restricting use of smart media, efforts from various ministries have not worked properly. Therefore, there needs to be more specified and customized services based on regions and ages. Following the precedent set by advanced countries, this study suggest alternative policies to help solving the problem including recommending responsible use of social media through education rather than regulations only, encouraging family participation and intervention, expanding harmful environment block system, and establishing a partnership between local government and private organizations under central government's control. Since smart media addiction is emerging concern, further researches will be needed for developing the Korean standard for prevention policy.

Study on the Influence of Child Birth Promotion Policy Due to postpartum care and Maternity Leave to Economical Activities in the Era of Convergence (융복합시대 산후조리와 육아휴직으로 인한 출산장려정책이 경제활동에 미치는 영향에 관한 연구)

  • This research aims to look into correlation between Korea's childbirth promotion policy caused from women's maternity leave and economic activity. For the purpose, 300 surveys were distributed to mothers using postnatal care centers located in Seoul. Listed postnatal care centers such as Babe Glory, Shinsegae, Happy, Miznomall and out of 260, 222 surveys were selected for the research. Several advanced studies regarding child birth promotion policy backed up by current government and related domestic and overseas documents were used as reference. Decisive factors including social insurance, tax, cost for child birth and rearing service, social culture were derived as trait elements for child birth promotion. Mentioned factors along with economic activity by childbearing women were used when setting up the research model and hypothesis. Relation with material leave was employed as parameter for this study of which purpose lies in empirical analysis and investigation.

  • Due to global population growth and urbanization, water problems are expected to increase in severity. In response to this expectation, Smart Water Management that refers to implement intelligent water information systems by IT convergence is considered a new paradigm. In this paper, we try to study the Smart Water policy, especially Smart Water Grid, and technology development trends in major countries. On the basis of results from the comparative analysis with Smart Grid in power sector, we evaluate political. legal, economic and technological feasibility related with the Smart Water Grid. In the conclusion, we suggest some strategic recommendations for the promotion of the Smart Water Grid.

  • The purpose of this study is to investigate the necessity of policy approach in terms of complex combination of tourists and fishing villages. In order to achieve the purpose of this study, the policies related to the marine tourism industry were investigated and the laws related to the development of the coastal area and fishing port area were investigated. As a convergence approach to marine tourism policy, First, the development of marine tourism resources should be based on the increase of hydrophilic activities and the characteristics of the four seasons. In particular, the need to dig through support of projects such as the successful model that made aquarium associations etc. that are currently in progress, such as "fishing village experience".
