A Study on the Changes of US Policy in International Defense Industry Cooperation and the Fure Korea-US Defense Industry Cooperation (미국의 국제 방산협력 정책 변화와 한미 방산협력 방안 연구)

  • It has been shown that the lack of sufficient defense industry cooperation between Korea and the US. The severe imbalance in defense trade between tow countries and Korea's weak defense industrial base has been a problem. This paper suggests the enhancement of defense industry cooperation with the US as a defense policy. The US policy has been changed to utilize the globalization of defense industries. The following cases were analyzed to show the policy change; The security of supply arrangement with 6 countries, the defense cooperation treaty with the United Kingdom and Australia. the defense Memorandum of Understanding with 23 countries, and the international cooperation with 8 countries for F-35 JSF program. Korea government needs to sign a defense MOU with U.S. and the defense industries are recommended to increase the opportunities of weapon system co-development and co-production. So that the Korea defense industry may improve competitiveness and to overcome the current weaknesses.

  • This study explored the conflict structure and resolution about IPTV, the typical convergence services. Which kinds of conflicts is taking plate in IPTV? How has it been managing by regulators? Researchers argues that IPTV dispute shows some different policy process comparing the past. It has double sided conflict structure- one is done by broadcasters and the others by regulators. When it was one sided conflict structure, it was easy to control the conflict issues. But now regulators become the subject to the conflict ground, it is not easy to control the conflict between business part. Rather the regulators show the strategy of avoiding conflict resolution - they do not really effort to resolve the conflict problems. but deepening and widening the conflict. In IPTV case, researchers found the avoiding conflict resolution strategy. And so-called 'iron coalition' between regulators and business part to preserve their areas and lights is likely to be loosen in IPTV policy environment.

  • public certification is some kind of electric ID which can prove the valid user, based on open KEY. usually it had been used in the field of government complaint, e-commerce, financial. but recently it expands the its use range through computerization of work process of diversity fields such as e-sports, property, medical industry. because of this reason, importance for user certificate process is gradually rose. The purpose of this paper is looking at the method for user certification of public certificates and draw a way for enforce the user certification process by Vulnerability Analysis. To draw the alternative we study the Authentication Principle and policy structure of public certification system by researching references, has drew the limitation for policy of certification. we provide the guideline to enforce the user certification through conclusion which has been drew from previous step.

  • In recent years, according to the increasing of information security compliance, information security management system's requirements is not a matter of choice but an essential problem. In this respect, this research have an invention to survey what it will affect employees in compliance with the privacy policy antecedents and how to apply this information for the future, and to suggest ways to improve the employees' information security policy compliance intentions. In this paper, To investigate the factors affecting the degree of information security policy compliance using the structural equation of least squares (PLS Partial Least Square) in the confumatory level (confirmatory), the factor analysis of the primary factor analysis and secondary last. The results is that almost of influencing factors affect to the compliance with information security policies directly, but not affect self-efficacy.

  • This study aims to analyze problems and deduce improvement plans for information security support policies for SMEs in Korea. To this end, an effective support policy necessary for reinforcing cyber safety nets to enhance the level of information security of domestic SMEs based on the analysis results by analyzing the status and problems of the previous research review and analysis, the current status of information security of SMEs and the information security support policies of major SMEs at home and abroad. I would like to suggest improvement measures. Reinforcement of awareness, legal basis, voluntary capacity building, joint response system, professional manpower and budget support, cyber security construction, untact era support, and regional strategic industry security internalization were suggested. This can be used as the government's information security support policy to raise the level of information security of SMEs in preparation for the post Covid19.

Opportunities for Joint Cooperation in R&D for FEALAC Countries: On Nanotechnology and Biotechnology

  • The general purpose of this paper is to identify opportunities for and to measure existing collaboration on research and development between institutions from the countries of Asia and Latin America in FEALAC's framework, in the fields of biotechnology and nanotechnology and their convergence. The methodological approach includes scientific and technological surveillance and research seeking to identify both the R&D and innovation capacities of the countries as well as the degree of international cooperation between countries of the two regions; case studies and a study of the governance framework of international collaboration in R&D about issues considered global challenges. The study has three main findings. First, nanotechnology, biotechnology and their convergence contribute to solving the problem of contamination by heavy metals affecting most of the countries that are part of FEALAC and to address problems arising from the accelerated rate of energy consumption, which also contributes to environmental damage. In this scenario, important business opportunities arise from the adaptation and development of bio-refinery technologies. Second, the scientific relationship between FEALAC countries, mainly between Asian and Latin American countries, is weak as can be seen in research for articles and patents. But there is plenty of room and potential for improvement. Third, current and upcoming joint R&D programs and projects should be linked both to existing governance structures and to new ones that serve as experiments of STI public policy regarding innovative management of intellectual property and capacity building. Practical implications are included in lessons learned and a set of recommendations involving a couple of proposals. One proposal calls for research and innovation in promising fields for international cooperation. Another proposal creates mechanisms in the governance framework for sharing knowledge, capacity building, and funding.

  • This paper aims to analyze the production efficiency in Korea's ten service sectors using DEA and its determinants utilizing a truncated-Tobit regression model and a censored-Tobit regression model in 2010-2019. This paper found: First, the Korean service sector's production efficiency in general has been significantly low and polarized. Especially, the inefficiency resulted from the scale inefficiency in the 'sewerage waste management industry.' Second, in the determinants analysis, the results show the positive effect of the investment and R&D expenses on technical efficiency, while FDI and lobbying expenses illustrate the negative impact. Moreover, it seems that the larger the industry, the higher the efficiency. Thus, the future Korean government's economic policy for the service sectors requires a mixed and integrated policy of the macroeconomic aspect such as active investment and R&D activities with microeconomic aspect including a convergence of FDI and human capital.

  • Medical record is part of the personal information that values the dignity and value of an individual, and can lead to serious social prejudice and disadvantage to an individual when it is breached illegally. In addition, the medical record has been highly threatened because its value is relatively high, and external threats are continuing. In this paper, we propose a medical record sharing framework that guarantees patient's privacy based on blockchain using ciphertext policy-based attribute based proxy re-encryption scheme. The proposed framework first uses the blockchain technology to ensure the integrity and transparency of medical records, and uses the stealth address to build the unlinkability between physician and patient. Besides, the ciphertext policy attribute-based proxy re-encryption scheme is used to enable fine-grained access control, and it is possible to share information in emergency situations without patient's agreement.

  • The purpose of this study is to establish the direction of industrial policy by comparing the employment inducement effect on the related industries of the digital bio-healthcare industry. The analysis data used the three-year input-output table measured by the Bank of Korea. First, the research method was rewritten into 7 major industries to compare statistical data by period. Second, the Bank of Korea's industry-related analysis methodology was utilized. Third, the weight was reflected and compared by employment, production, and investment sectors of the digital bio-healthcare industry. As a result of the analysis, first, the employment sector had a higher effect than the average of the entire industry, second, the production sector was low, and third, the investment sector required investment in the service sector. The conclusions drawn from the analysis showed that direct investment and continuous investment are required in the employment sector, the development of professional manpower is urgent, and direct investment and long-term investment are effective in the production sector.

  • The 2018 Seoul Zero Pay is a policy actively promoted by the government as an economic stimulus package for small business owners and the self-employed who are experiencing economic depression due to COVID-19. However, the controversy over the effectiveness of Zero Pay continues even after two years have passed since the implementation of the policy. Zero Pay is a joint QR code mobile payment service introduced by the government, Seoul city, financial companies, and private simple payment providers to reduce the burden of card merchant fees for small business owners and self-employed people who are experiencing economic difficulties due to the economic downturn., it was attempted in the direction of economic revitalization for the return of alleyways[1]. Therefore, this study intends to draw implications for improvement measures so that the ongoing zero-pay can be further activated and the economy can be settled normally. The analysis results of this study are as follows. First, it shows the effect of increasing the income of small business owners by inducing consumption in alleyways through the economic revitalization policy of Zero Pay. Second, the issuance and distribution of Zero Pay helps to revitalize the local economy and contribute to the establishment of a virtuous cycle system. Third, stable operation is being realized by the introduction of blockchain technology to the Zero Pay platform. In terms of academic significance, the direction of Zero Pay's policies and systems was able to identify changes in the use of Zero Pay through big data analysis. The implementation of the zero-pay policy is in its infancy, and there are limitations in factors for examining the consumer image perception of zero-pay as there are insufficient prior studies. Therefore, continuous follow-up research on Zero Pay should be conducted.
