Many scholars have persevered in understanding the convergence process by developing a measurement that reflects the characteristics of the convergence phenomenon as a process. Recently a series of studies suggested a framework in terms of diversity and coherence. However, an index for coherence is required to reflect the vital features of the conceptual definition, and thus a new index for coherence is proposed in this paper. Technology Convergence Index combines diversity and coherence and indicates the degree of the convergence in information computer technology (ICT), biotechnology (BT) and nanotechnology (NT) sectors. The index can not only be used to track each technology field that consists of a major technology sector, but also to compare other leading countries. Based on a comparison study between the United States and South Korea, the degrees of technology convergence of Korea in ICT, BT, and NT sectors have ameliorated.

In recent years, industrial convergence centered on ICBM (internet of things (IoT), cloud, big data, mobile) has been experiencing rapid development in various fields such as agriculture and the financial industry. In order to prepare for cyber threats, one of the biggest problems facing the convergence industry in the future, the development of the industry must proceed in tandem with a framework of information security. In this study, we analyze the details of the current industrial development policy and related information protection policies using cross impact analysis and present policy priorities through the expert questionnaire. The aim of the study was to clarify the priorities and interrelationships within information security policy as a first step in suggesting effective policy direction. As a result, all six information security policy tasks derived from this study belong to key drivers. Considering the importance of policies, policies such as improving the constitution of the security industry and strengthening of support, training of information protection talent, and investing in the information security industry need to be implemented relatively first.

This study aims to understand main contents of the National Mental Health Strategy and changes after mental health reform through the National Mental Health Strategy in Australia, and to find some convergence policy implications on mental health policy in South Korea. The direction of reform has changed considerably over the 20 years that the National Mental Health Strategy has been in place including the National Mental Health Policy(1992, 2008), the National Mental Health Plan(1993~2014), COAG National Action Plan on Mental Health(2006~2011), the Roadmap for National Mental Health Reform 2012-2022. The National Mental Health Strategy has advocated fundamental change in the national spending on mental health, mental health service provision, the expansion of community-based mental health services and care system, NGO, consumer and carer participation in mental health care.

Recently, The Bali Road Map was approved, as it demands that developing countries should also have the responsibility of greenhouse gas reduction from 2013. This suggests that the greenhouse gas and environment should be controlled across industry sectors. Accordingly, this study was conducted to identify the application and effects of the IT convergence technology to the smart farm and realize the low-carbon green industry in Korea. The smart farm technologies within and outside of Korea were comparatively analyzed for the low-carbon green industry policy. The study subjects were determined to propose the necessity of the study efficiently. First, the studies on the smart farm for low-carbon green industry policy were examined. Second, the suitable IT technology for the smart farm as well as the effect and the improvement plan of the IT technology-based smart farm system were examined. This study now aims to promote the low-carbon green industry policy and IT convergence technology and job creation. These will be achieved by providing the plan for linking the system simulator organization with the low-carbon green industry policy.

The purpose of this study is to verify whether companies residing in industry-academic convergence zones designated by the government are achieving policy goals and to seek policy implications and directions for improvement through analysis. For the study, business activities targeting resident companies were divided into infrastructure, business content, management, and system aspects, and business performance indicators, resident company satisfaction surveys, and differences in sales increase between resident companies and non-resident companies were analyzed through t-test. Based on statistical analysis results, performance indicators, and corporate survey analysis results, we track joint industry-academia R&D projects to maximize the effectiveness for companies, develop and operate human resources management for teams, and provide financial support for ordinances of metropolitan local governments. Improvements such as stipulation, antenna facilities at the corporate research center, and improvement of the researcher's residential environment were suggested. This study is the first to quantitatively verify policy performance targeting companies residing in industry-academic convergence zones, a large-scale government project, and future follow-up research is needed, including analysis of policy effects based on various variables such as employment indicators and corporate financial indicators.

The field of construction and transportation R&D has been increased and improved wih the integration into the ICT. With the rapid trend changes like the Fourth Industrial Revolution, new direction and solution of R&D policy is being explored to prepare for the convergence era with other diverse research areas. In order to present new direction, it is necessary to analyze the external environment influencing construction and transportation field. In this regard, this study analyzes the science and technology policy plan and goal in Korea. In conclusion, through the policy analysis, this study suggests new direction of construction and transportation R&D in Korea.

This study investigates the problems resulting from the Internet addiction policy management in South Korea and discusses a direction for rational policies by developing a system that facilitates interactive discussions among interest individuals and groups. The Korean society has experienced conflicts of interests among the government, the private sector and civil society in the policy. In addition, heightened competition among government ministries has led the Internet addiction policy management to be susceptible to how citizens respond to the claims of interested parties, thereby having the rationality of the policy management less count. To address these issues, this study investigates the current Internet addiction policy and explores the potential of new governance from a perspective of new institutionalism. This study suggests that the system of the Internet addiction policy should be restructured to transfer control over the policy from the central to local government and develop governance centered on the consensus of the government, the private sector, and civil society.

ICT convergence has attracted attention as a major means of corporate innovation. In this study in-depth interviews was had to analyze the success factors of ICT-based companies that created a performance through the convergence. The success factors of ICT convergence were analyzed by differentiating your company's products and services through the integration of ICT skills, securing convergence technologies with enhanced R&D investment, and the strong leadership of CEO and collaborative relationships at home and abroad for convergence. It is a positive impact on success of ICT convergence to try the innovations in products, to invest R&D aggressively and to construct a global partnership network. As these results, they was proposed as a policy direction for the diffusion of ICT convergence.

The government of the Republic of Korea has introduced SNI blocking method since February 2019 to block illegal sites. Currently, this policy has been considered as a controversial policy in South Korea therefore, about 270,000 South Koreans have been calmed down by and the presidential office petition because people believe that blocking https by SNI would invasion of privacy and freedom of use of the Internet. As soon as the SNI blocking method was used, the bypass method was opened to the Internet, causing side effects. In this study, identifies the development of Internet blocking technology and the development of new technology that bypasses the technology. It also examines Internet censorship in other countries and identifies problems in blocking technology. Through this study would present policy suggestions and technical methodologies for sound Internet use.
