영유아 관련 법령 및 교육과정 변천 비교에 따른 시설 변화 요구사항 연구 (A Study on Requirements for Facilities' Changes with the changes in Legislations and Education Curriculum of Infants)

  • The policies is always changes according to the changing times, and changes take place in educational facilities welfare policy. Early childhood facilities, is no exception. Recent, increase in the number of kindergarten and kindergarten children according to policy changes of government's active welfare. This change in pattern, policy changes and increased support to know the impact on the community, and this is not just a simply agenda that they need to be recognized social change. In addition, it can be seen changes in relevant laws and educational process according to childhood policy change flow and depending on social change. In this study, comparative study infants and installation of the facility based on criteria, ensuring standards of early childhood facility site, facilities of evolution of infants care act, act infants, infants of activities safety management. And Standards and facilities that are required to change the direction of the revision is for the purpose of research through changes in kindergarten curriculum to respond the policies flow. Research methods are literature on the various laws and research analysts, leading comparison of different child care and child care policy changes in laws and regulations to review materials are analyzed.

사용환경의 변화에 대한 최적예방교환정책 (Optimal Preventive Replacement Policies for a Change of Operational Environment)

  • The failure rate of an item depends on operational environment. When an item has a chance failure period and a wearout failure period in sequel, the severity of operational environment causes the increase in the slop of wearout failure rate or the increase in the magnitude of chance failure rate. For such a change of operational environment, this paper concerns the change of optimal preventive replacement time. Two preventive replacement policies, age replacement policy and periodic replacement policy with minimal repair, are considered. Investigated properties are: (a) in age replacement policy, optimal preventive replacement time increases as the chance failure rate increases and optimal preventive replacement time decreases as the slope of wearout failure rate increases, and (b) in periodic replacement policy with minimal repair, optimal preventive replacement time increases as the slope of wearout failure rate increases; however, the change of chance failure rate does not alter the optimal preventive replacement time.

다중흐름모형을 이용한 과학기술 연구회제도의 정책변동 분석 (Policy Changes of the Research Council System of Science and Technology using Multiple Streams Framework)

  • 본 연구는 과학기술분야 정부출연 연구기관의 자율성과 독립성을 보장하고, 연구기관 간의 협력과 유기적인 연결이라는 정책목표하에 1999년 이후 지금까지 그 목표달성을 위해 정책수단으로 존재하고 있는 연구회제도의 정책변동 사례를 대상으로 하고 있다. 연구회제도가 어떤 과정을 거쳐 정책변동이 이루어졌고 그 결과 정책목표가 달성되었는지 여부를 분석하였으며, 이를 통해 향후 정책의 효율적 추진에 기여하려는 목적으로 수행되었다. 과학기술 연구회는 김대중 정부이후 박근혜 정부까지 네 번의 정권교체기마다 변화과정을 거쳐왔다. 여기서는 그 사례에 Kingdon의 다중흐름모형을 이용하여 각 정부별 주요 정책결정요인과 정책변동 과정을 비교 분석했으며, 그 결과로서 Hogwood and Peters의 정책변동유형과 출연(연)의 자율성 및 책임성이라는 정책목표의 달성정도를 살펴보았다.

  • The Research of local governments in addressing climate change policy formulation and enforcement role in the formulation of local governments, and faithful to the role of local governments when addressing climate change to policy issues and is aimed to provide direction. The role of local governments' Star Statement by looking at best practices, through which more realistic and effective climate change response measures would be able to set aside. Local party organizations in addressing climate change and understanding the role and establishment and enforcement of the policy must be balanced community and residents more comfortable and be able to provide a comfortable life.

Attribution of Responsibility, Risk Perception, and Perceived Corporate Social Responsibility in Predicting Policy Support for Climate Change Mitigation: Evidence from South Korea

  • A recent nationwide survey reported that South Koreans perceive large corporations as the party that should be the most responsible for tackling climate change. This public opinion result offers insight into the argument that defining who is responsible for the climate change issue can guide campaigners and policymakers in designing effective communication strategies. This study examines how attributing responsibility to large corporations can affect behavioral intention to support government policy and regulation via a moderated mediation model of the perceived risk of climate change and corporate social responsibility (CSR). A nationwide online survey of 295 South Koreans was conducted. The findings reveal an indirect effect of responsibility attribution on behavioral intention through risk perception. Moreover, perceived CSR moderated the causal link between risk perception and behavioral intention, such that South Koreans reported higher levels of behavioral intention when they reported higher CSR. However, perceived CSR failed to moderate the indirect effect. These findings have implications for communication processes and policymaking to address climate change problems in South Korea.

농촌지역 개발정책의 변천과정과 특성에 관한 연구 (A Study on the Change Process and Characteristics of the Development Policy for Rural Areas)

  • The government has made a great effort for the development of rural area. The aim of this study is to analyze the change process and characteristics of the government's rural area development policies implemented so far and present an aid as adequate material to the direction of development policy for rural areas. The rural area development policy had been focused on maintenance of physical infrastructure facilities in the rural areas, pursuing urban convenience led by the government from the 1950s to 1990s. The policy has changed to local residents-led rural area development from the late 1990s to present time. The basic direction of the policy turned into making much of environment-friendliness and promotion of regional activation. The policy was transformed to recognize our rural area and also perceive it pastoral and resting space. In addition, green tourism has emerged as an important theme since 2000. In the rural area development policy, it is the most important to connect it with various development projects, select target areas from the long-term perspective and pursue efficiency through intensified investment of financial resources.

통일과정에서의 동, 서독 도시정책 비교와 통독 이후 도시정책 변화에 관한 연구 (A Study on Comparison of GDR and BDR Urban Policy in Unification Process and Change of Urban Policy after German Unification)

  • On October 3, 1990, Germany achieved peaceful reunification by integrating East Germany into West Germany. Since reunification, the region of East Germany had to have a new value standard in extreme social changes such as legal, political, administrative and spatial amid rapid systemic changes. The purpose of this study is to characterize urban policy related to urban change in DDR in the past 30 years after German unification. In particular, this study examined the change of construction law and Städtebauförderung Program as urban policy. The characteristics of Städtebauförderung programs and urban regeneration are in context with their contents. The characteristics of Städtebauförderung program support program are ultimately aimed at resolving imbalances among cities, improving the quality of life of residents and developing cities with future-oriented sustainability.

서비스발전정책의 정책흐름 및 정책담화 분석과 서비스 패러다임으로의 변화 (Analysis of Policy Streams and Policy Narratives for Paradigm Change in Service Development Policy in Korea)

  • 1970년대 유통근대화정책에서 비롯되어 1990년대 서비스무역시대의 시작에 따른 경쟁력강화정책, 외환위기 당시의 구조조정정책, 21세기 이후의 서비스전문인력 양성과 서비스 R&D, 정책의 부침에서 최근 박근혜정부의 서비스발전정책에 이르기까지의 정책발전을 정책변동 이론의 주요 모델인 정책흐름모형과 정책내러티브의 틀 속에서 바라보았다. 지식기반의 확충에 따라 차원에서 서비스정책내러티브는 발전하여 왔으나 이명박 정부 이후 정책창의 닫힘이라는 현상이 서비스정책의 후퇴와 실패를 가져왔다고 진단한다. 정책창이 닫히는 주된 원인은 보수정당의 집권에 따라 산업화 시대의 자본-노동의 대립이라는 낡은 정책갈등이 격화되었기 때문에 탈산업화 담론인 서비스정책내러티브가 채택되기 어려워지기 때문으로 보인다. 성공적 서비스 발전 정책을 위한 정책창을 열기 위해서는 단순한 서비스내러티브의 추구를 넘어서 서비스패러다임으로의 전환을 도모해야 한다.

PAGE 모델을 이용한 한국 기후변화의 피해비용 분석 (Preliminary Analysis of Climate Change Damage in Korea Using the PAGE Model)

  • 기후변화 정책 분석 모델 (PAGE, Policy Analysis of Greenhouse Effect)을 이용해 여러 온실가스 배출 시나리오에 따른 기후변화의 피해 비용을 분석했다. 국내외 기후변화 영향에 관한 선행 연구 결과에 따르면 한국의 기후변화의 민감도는 경제 협력개발기구(OECD) 회원국들과 유사한 수준이 될 것으로 전망되었으나 구체적인 한국의 분야별 영향평가가 이루어져야 보다 정량적인 기후변화의 피해함수 추정이 가능할 것이다. 온실가스 배출량, 이산화황 배출량, 적응정책의 정도, 경제 성장, 인구 성장 등 많은 인자들이 기후변화로 인한 피해 정도에 영향을 미친다. 본 연구에서는 PAGE 모델을 이용해 미래의 여러 상황에 따른 기후변화의 피해 정도를 알아보기 위하여 A2, B1, Kyoto, 3가지 시나리오에 대한 분석을 하였다. 만일 전 세계가 온실가스 감축을 위한 아무 대책도 실행하지 않는다면 2100년 한국은 약 3도 정도의 온도상승이 예측되고 이로 인해 12조에서 58조정도의 피해가 일어날 것으로 분석되었다. 1990년에서 2100년까지 기후변화로 인한 누적 피해비용은 약 143조에서 921조에 이를 것으로 분석되었다.그러나 이는 소수의 피해함수에 대한 연구결과만을 반영해 산정한 결과며 분야별로 더 많은 연구가 수행되어야 보다 신뢰도 높은 피해비용을 산정할 수 있다.
